RE: REQUEST FOR CONGRESSIONAL INVESTIGATION

Dear Mr. Chair and Ranking Member:

We bring this extremely urgent matter before the United States House of Representatives Judiciary Committee
to launch an investigation into serious criminal misconduct perpetrated by several U.S. Federally appointed
judges; 1). Andrew Birotte Jr., and 2). Dorothy C. Kim, both from California.

Judge Andrew Birotte Jr., was the head of the U.S. Attorney’s Office in California and he conspired with
Dorothy C. Kim, who was the next in charge, her brother Beong Kim, who was charge of the Fraud Unit, and
Dorothy Kim’s husband, Jeffrey Rutherford. Mr. Rutherford is a California Attorney who allegedly specializes
in DOJ and FBI defense representation.

The evidence will show that Judge Birotte conspired with Dorothy, Beong, Jeffrey, and other co-conspirators to
target innocent American citizens living in the state of California for political, abusive, and financial greed.
These cases that we are about to present involves Judge Birotte colluding with other Top U.S. Attorney’s Office
echelons and launching frivolous investigations that were sinisterly planned and carried out by their team of
conspirators and co-conspirators:

1. Birotte’s team allegedly identified targets based on political, financial, or retaliatory grounds;
2. Birotte’s team allegedly spied on the unsuspecting targets to plot and conspire against them;
3. Birotte’s team allegedly used confidential informants and crooked FBI and DOJ employees;
4. Birotte’s team would then perpetrate a “meeting” with the target and with one of their Attorney family
or friends – To provide legal representation to the unsuspecting targets for financial and sinister motives;
5. Birotte’s team was then identified using Jeffrey Rutherford, the husband of Judge Dorothy C. Kim, who
represented several of the targets that they launched these frivolous investigations into;
6. Birotte’s corrupt team was clearly identified by one of the “targets” that found out that his lawyer and
law firm was owned by the husband of Dorothy Kim who launched the investigation; and lastly,
7. Top Government employees are involved in a massive abuse of power and public corruption by using
unauthorized surveillance, unauthorized intelligence, spying, and launching frivolous investigations and
appointing their personal friends, families, and colleagues to represent the unsuspecting targets who will
likely face jail, bankruptcy, and many innocent Americans have committed suicide.

Massive Federal Rights Subverted:
This matter is of the utmost urgency because thousands of American citizens are being wrongfully targeted,
accused, and sought by corrupt Government Enforcement Agencies (GEA) looking to subvert the will of the
American people for greed, wealth, and other sinister motives. The conduct identified in this complaint should
be addressed immediately because it involves massive abuse of Constitutional and federally protected rights
guaranteed to each and every American in search of life, liberty, justice, and freedom. In addition, these crimes
involves massive Due Process and Fourteenth Amendment Right violations which requires that the House
Judiciary Committee provide immediate investigations and hearings of these massive crimes that are
endangering public safety and American lives:

I. Evidence for Impeachment:

This evidence is proof that Birotte’s team launched a frivolous investigation into Long Beach Pacific Hospital
owner Doctor Michael Drobot. This evidence is factual and provides undeniable proof that Jeffrey Rutherford
was the Attorney for Doctor Drobot. As we have identified, Birotte, Dorothy, and Beong launched the
investigation and Dorothy’s husband will be Drobot’s New Attorney. HOW COULD THIS HAPPEN?

 Birotte’s team gathers pre-investigational surveillance on Doctor Drobot;

 The team sends Dorothy’s husband Jeffrey Rutherford to befriend Doctor Drobot;
 Birotte, Dorothy, and Beong then launches the frivolous investigation into Doctor Michael Drobot;
 Doctor Drobot is very successful and pays Dorothy’s husband’s law-firm millions for his defense;
 Unfortunately, Former Senator Ronald Calderon also gets identified in this frivolous investigation;
 Doctor Drobot and Senator Calderon takes a plea deal and end-up going to jail for 3 years;
 Birotte’s team pulls off another major scam against a wealthy successful doctor and takes out a political
opponent at the same time;
 Judge Dorothy C. Kim’s husband Jeffrey Rutherford allegedly makes off with millions for a phony legal
representation and then he shares the loot with his wife, brother, and Judge Andrew Birotte; and lastly,
 These sequence of events shows with absolute certainty that the entire case was planned and predicated
before the investigation was launched. The U.S. House Judiciary Committee must provide immediate
Congressional intervention, Restitution, and/or Relief to every single American that was affected by this
Fraud and massive abuse of power by these GEAs that have violated their oath and sacred trust.

Investigation Narrative Example:

This case is like me being the (DOJ) and my wife the (Attorney/Law-firm) launching an investigation into a
Judiciary Committee Member and getting my wife to meet them before I launch the investigation. I launch
the investigation and my wife represents the Judiciary Member. Her law firm charges the member 1.2
million for representation and then me and my wife throw the Judiciary Member in jail for 3 years. The
Member will never find out that my wife was his “Attorney/Law Firm” because we kept that a secret. The
House Judiciary Committee must and should act in a “bipartisan” and immediate/urgent method to deliver
impeachment proceedings and authorize a Congressional investigation into these very serious allegations.

II. Impeachment Evidence (Case #2):

This is another case where Andrew Birotte’s team was clearly identified in launching another frivolous
investigation into a successful doctor with several clinics in Beverly Hills and Marina del Rey. Unlike Doctor
Drobot and Senator Ronald Calderon, this doctor caught Dorothy Kim’s husband red-handed and took action.
Doctor Guven Uzun, a very successful Beverly Hills Neurologist discovered after three years; that Jeffrey
Rutherford, his DOJ Attorney, was the husband of Dorothy C. Kim, the lady who launched the investigation
into him. The outcome was shocking because multiple agencies colluded and conspired to cover-up the crime:

  Birotte, Dorothy, and Beong, launched a frivolous investigation into Doctor Uzun for billing fraud;
 Jeffrey Rutherford and other known colleagues of Andrew Birotte befriended Doctor Uzun;
 Doctor Uzun’s house and clinics were raided by “masked” DOJ agents with guns drawn;
 Judge Dorothy Kim’s husband, Jeffrey Rutherford, contacts Doctor Uzun, and becomes his lawyer;
 Birotte, Dorothy, and her brother Beong, threatens Doctor Uzun with a Grand Jury investigation;
 Rutherford and Beong conspires with the Medical Board of California DOJ to strip Uzun of his license;
 Jeffrey Rutherford’s law firm charges Doctor Uzun almost a “million” dollars for doing nothing;
 Doctor Uzun fires Rutherford and later finds out that he was the “husband” of Dorothy C. Kim;
 Doctor Uzun files a lawsuit against them for 10 million dollars and the judge says the statute tolled;
 Doctor Uzun reported this crime to the DOJ, FBI, and to the Medical Board of California and Dorothy
C. Kim and Andrew Birotte Jr., and even Beong Kim, were all promoted to Judges;
 Doctor Uzun discovers that many of his attorneys are friends with Judge Birotte and one of them, who
works for CVS/AETNA insurance submitted fraudulent documents to Birotte’s courtroom under seal
and hacked Doctor Uzun’s email account; and lastly,
 Colleagues of Birotte, Dorothy, Jeffrey, and other conspirators and co-conspirators that are engaged in
launching these frivolous investigations threatened Doctor Uzun’s life and he fled the country.

Case Narrative and Point:

Dr. Uzun sued Jeffrey Rutherford and his wife, Judge Dorothy Kim, for 10 Million dollars unsuccessfully
because the statute of limitations had expired, according to the Court. Doctor Uzun’s prior attorney was
afraid and refused to name all of the individuals in the lawsuit; since they were top GEA officials.
Ultimately, Doctor Uzun fled the country fearing for his life and the GEA’s unlawfully took his Medical
License, his Wealth, his Dignity, and more important, they took away his Federal and Constitutional
guaranteed rights as an American citizen. The House Judiciary Committee must provide immediate
enforcement proceedings into this Congressional Request for Investigation because these are high crimes
committed against the United States Constitution and the American Republic.

Conclusion/Relief:

We are requesting the United Sates of Representatives House Judiciary Committee schedule a bipartisan
Congressional Investigation and immediate impeachment proceedings and hearings. We are requesting that the
Judiciary Committee seek legislation and law to protect innocent American people from Government Abuse of
Power and provide Accountability Measures designed to protect American citizens and hold these corrupt
officials accountable. We are requesting that the House Judiciary Committee provide relief to “all” American
citizens and non-citizens that were affected by GEA corruption. The Judiciary Committee should seek ways and
methods to alert the American people with a method of response and reporting. In addition, we are requesting
that the House Judiciary Committee provide a pathway for “all” affected individuals for Exoneration,
Restitution, and Monetary Relief. It is apparent that hundreds and thousands of American’s are in jeopardy and
their safety and very lives are at risk. The Judiciary Committee must start urgent hearings to hold these rogue
government employees accountable and restore Due Process and Constitutional protections federally guaranteed
to every American in this country.
