Summary:
This Dissertation was written from a University of Arkansas student. She researched on a
study conducted that took surveys, interviews, and observations to investigate the State of
Arkansas Teacher Excellence Support System (TESS). This study was wanting to find out
the effectiveness of measurements of performance in the Special Education setting. The
findings are that the rubric to evaluate Teachers in a regular classroom does not translate
well to give an effective evaluation of a Special Education Teacher: Specifically in
Northwest Arkansas. This is because of how different the classroom and students are
between regular and Special Education. The study is ultimately supporting the need of
new rubric to implement when evaluating Special Education Teachers.
