1 PURPOSE
This procedure describes the company’s requirements for the control of operational
activities through the implementation of BU approved Standard Operating Procedures for
health, safety and environmental to ensure a consistent standard is maintained across all
projects.
2 PROCESS
A set of standard operating procedures for Health & Safety, Security and Environmental
have been developed to be used on all projects, in order to ensure a consistent standard.
2.1 Risk Assessment
In completing the Project HAZID Workshop, the project team should refer to the standard
operating procedures and determine which are applicable to the project and if they are
considered suitable as control measures to eliminate or mitigate risks of identified hazards
on the project. Refer to BBPI-HSSE-PR-008 – HSSE Risk Management.
2.2 Amendment to Standard Operating Procedures
The standard operating procedures are considered as the minimum standards required to
be implemented on the project. In order to address Corporate, legal or other
requirements, standard operating procedures may be amended to enhance, but not
reduce the prescribed standard.
In particular a search of the Country of operation legal requirements needs to be
undertaken to ensure the information prescribed in the standard operating procedures
meets the minimum standard require by country legislative requirements.
The Project Manager and Project HSSE Manager must approve any amendment to the
standard operating procedures.
The amended project specific standard operating procedures should be re-numbered to
reflect the project document control requirements.
2.3 Project HSSE Plans
The Project HSSE Management Plans are the ‘roadmap’ for the HSSE control on the
project. The sections below describe the process to prepare the Project HSSE
Management Plans.
2.3.1 Plan Preparation
Upon award of a contract, the Project Manager and the Project HSSE Manager shall
prepare the Project HSSE Management Plans taking into account documents prepared at
tender stage.
The Project Management System shall be structured according to Table 1 below
(Diagrammatic Representation of Health, Safety, Security and Environment Management
System Framework). Variations to this format may be permitted under the direct approval
of the Corporate HSSE Manager, subject to the size and complexity of the project. As a
minimum, the projects plans shall be developed and implemented.

While templates and examples are provided, projects vary in nature and requirements. It
is therefore the responsibility of the person developing the document to ensure the
document is appropriate to the specific project and corporate requirements.
Note: The Project Health and Safety, Security and Environment Plans should reference
the standard operating procedures and project specific instructions which will be
implemented on the project.
