Function and role of DHO/PHO

Function

1. Plan for preventive, promotive & rehabilitative progamme to be conducted

in the district & monitor & supervise the programe activities
2. Prepare training plans an conduct such training in the district ,in
coordination with the regional health centre
3. G set money released for buildings to be constructed in the district, control
quality ,monitor ,progress and clear the account
4. Receive and manage the supply of vaccines ,drugs ,equipment & other
resource required for health programmes in the district from central and
regional level source
5. Provide vaccines, drugs & other necessary supplies to the HPS in time
6. Manage accurate record keeping and timely reporting

Role of DHO/PHO
1. Coordination and supervision of all government ,non government and
private health services within the district
2. Preparation of periodic and annual health plan
3. Organization and running of the district hospital services
4. Management of all other government public health
facilities(PHCCS,HPS,SHPs)
5. Assist in implementation of all community based health programmes
6. management and control over local health budgets
7. promotion of effective links with local government offices/units
8. promotion of community participation in local health service planning
9. initiate innovative measures for mobilization of additional local resources
10. organize in-service training to health workers
11. supervision and control of all health workers in district
12. collection and compilation of routine information and forward it to region
and MOHP
13. conduct operational research
14. responsible for all day to day administration ,account and technical issues
15. represent MOH/DHS in all district level meetings and occasions
16. participate in regional, central and international level planning meetings
,discussion forums ,workshops, seminar etc
