DETAILED SCOPE OF THE WORK FOR THE JOB OF DESIGN

CONSULTANCY FOR CIVL WORKS FOR CONSTRUCTION OF

MOUNDED STORAGE VESSEL AT TUTICORIN AND THANJAVUR
LPG PLANTS.

INTRODUCTION:

We, M/s. Bharat Petroleum Corporation Limited, (A Govt. of India Enterprise), are proposing to
construct Mounded storage vessels of various capacities at our LPG bottling plants in Tuticorin and
Thanjavur. The details are as given below:

1. Tuticorin LPG plant : 3X300 MT MSV

2. Thanjavur LPG plant : 1X600 MT MSV

The project will be basically fabrication of mounded storage bullets for storage of LPG.

SCOPE OF WORK:
The consultant has to consider the below mentioned detailed scope of work while quoting the rate
for the subject job.

1. The Facilities are to be constructed inside the licensed area of LPG bottling plants at
Tuticorin and Thanjavur. The consultant must get the details of environmental conditions
and Soil Conditions of the land. Ascertain the possible factors which are affecting the life
span and consider them as the part of the scope.

2. The consultant will act as an extension of BPCL, always keeping in view BPCL’s interests
and advising / guiding BPCL on all important matters, to ensure the project is designed
within optimum cost, time and quality targets .

3. The consultant shall have to ensure the layout & design of all the facilities are in line with
the latest International standards / National codes as applicable including but not limited to
IS codes, API, ASTM, ASME, PESO, OISD, CEA, Factory Inspectorate rules etc.
4. Consultant’s scope of work for the above project shall cover services pertaining to basic
design, detailed engineering, and preparation of specifications, BOQ / BOM, Reinforcement
details for each structure/members of the facility, Detailed fabrication drawing for each steel
structural member, drawings, documentation, data sheet and estimates for tender package /
materials.

5. Consultant should also consider all the statutory recommendations of OISD, PESO, TNPCB,
CEA, factories department etc., in the project planning and implement the same in the project
activities formulation.

6. Cost effective Design of foundation of all facilities to be done on basis of

characteristics/nature of soil as per soil investigation report. If it is found that the designs
are not optimal, BPCL would engage third party and the expenses toward the same shall
be deducted from the consultant’s payments.

7. Preparation of tender specification and Bill of Quantity for (i) Ground improvement (ii)
Retaining wall on all four sides of the mound (iii)RCC staircase (iv) Inspection Tunnel and
all other civil works required for the completion of the MSV works in totality.

8. Consultant has to prepare the necessary drawings of all the proposed facilities for submission
to Chief Inspector of Factories. The drawings prepared are to be in line with the requirement
of department of factories, and the required changes if any until acceptance and approval of
the drawings by factories department has to be done by the consultant.

9. Consultant to prepare technical specifications of the works contract. Technical specification

for the works contract should also include specification for construction safety, qualification
and experience of key personal mobilization of manpower/machinery schedule, QAP/
formats, job procedures…etc.)
 10. Consultant has to design and prepare the BOQ and detailed specification for the below work
but not limited to ;

Ground improvement works for Mound.

Retaining wall on all four sides.
RCC staircase
Access tunnel
Drainage
All other Civil works to complete the project in totality.

11. All Civil Designs and Drawings developed by the Consultant have to be
vetted and approved by any of the Indian Institute of Technologies (IIT’s ).
All expense towards the same shall be borne by the Consultant.

TENDER PACKAGES:

It is planned to execute the project through conventional method i.e., through item rate contract.

TENDERING SERVICES:

1. Prepare draft tender document, obtain comments from BPCL, incorporation of the comments
after discussion, finalize tender document, seeking BPCL’s approval of the final tender
document for issue of tender by BPCL.

2. Quality Assurance Plan and Safety assurance plan to be provided by consultant which shall
form part of tender.

3. Any other activity considered necessary.

DOCUMENTATION:

Consultant shall arrange good for construction drawings & documents in 3 sets along with
reproducible CD's/ pen drives/ hard disks etc. The drawings should be provided in both AUTOCAD
and PDF formats or any other formats as desired by the BPCL:

NOTE:

All drawings shall be prepared in AutoCAD latest version. Drawings in both PDF and AUTOCAD
will be required to be submitted to BPCL.

PROJECT MONITORING PLAN:

1. Prepare project scope and project schedule in consultation with BPCL

2. Prepare activity list & develop an overall network for the monitoring of the project and
information system in consultation with the BPCL
3. Assist BPCL in preparing compliance documents for submission to various authorities for
obtaining NOC'S for commissioning.

EXCLUSIONS FROM SCOPE OF WORK:

a. Soil investigation reports and typical layout of facilities prepared in line with OISD
requirements and operation requirements are available and the same will may be
reviewed by Consultant before the commencement of design of various facilities.

b. Tendering and procurement shall be done by BPCL

c. Consultant to review the Standard designs of BPCL and designs directly done by BPCL
through other reputed agencies. However Consultant scope to include all the detailed
drawings, tender purpose and as built in drawings for the above.

OBLIGATIONS OF BPCL:

Provide all data pertaining to the Project site listed hereunder. The accuracy of the data shall
be responsibility of BPCL.

Hard/soft copies of the proposed layout of facilities

Soil Investigation report.
OVER ALL TIMELINE FOR COMPLETION:

Contractual Completion period is One month from the date of LOI. However it is vendors scope
that during the execution of the work to visit the site and assist and arrange for the clarifications
whenever required including submitting the final GOOD FOR CONSTRUCTION drawings.
