CAB or civil aeronautics board – mandate and regulate the economic aspect of air transportation

CAB is authorized to issue Certificates of Public Convenience and Necessity (CPCN) to domestic carriers,
Foreign Air Carrier's Permit (FACP) to foreign carriers, and Letters of Authority to airfreight forwarders.

RA 776 - Civil aeronautics act of the Philippines, the purpose of this act is to recognize CAB and civil
aeronautics administration

Administrator means Civil aeronautics administrator

Board means CAB

a corporation or association created or organized under the laws of the Philippines, of which the
directing head and two-thirds or more of the Board of Directors and other managing officers are citizens
of the Philippines, and in which sixty per centum of the voting interest is owned or controlled by persons
who are citizens of the Philippines.

Aerodrome – for arrival and departure and movement of aircraft

Landing field = for landing and take off of aircraft along an airway

“Navigation of aircraft" or navigate aircraft includes the piloting of aircraft.

“Navigable air space” means air space above the minimum altitudes of flight prescribed by regulations
issued under this Act

"Permit" means Certificate of Public Convenience and Necessity

"Public aircraft" means an aircraft used exclusively in the service of the National Government of the
Republic of the Philippines

"Airfreight forwarder" means any indirect air carrier which, in the ordinary and usual course of its
undertaking, assembles and consolidates or provides for assembling and consolidating such property or
performs or provides for the performance of break-bulk and distributing operations with respect to
consolidated shipments, and is responsible for the transportation of property from the point of receipt
to point of destination and utilizes for the whole or any part of such transportation the services of a
direct air carrier

Composition of the Board

 Sec of DOTC or it’s representative (chairman)


 Assistant sec for air transportation of DOTC (vice chairman)
 The commanding general of the phil air force or CAAP director gen.
 2 members to be appointed by the president (they shall hold the office at the pleasure of the
pres)
The board shall have the executive director (act as chief executive of the board) and deputy executive
director and board secretary

The board shall have chiefs of technical divisions

Power of the administrator is to set fees

“Royalties" refer to all charges based on gross business or sales, or gross or net profit.

"Supplies" include any and all items of whatever nature or description which may be necessary for, or
incident to, the operation of an aircraft.
