The name “Te Mana Kuratahi” was given by Takuta Wayne Ngata on 7 December 2009, with the following explanation:

To nurture our tamariki in the traditional Māori performing arts and to develop, enhance and maintain a passion and
enjoyment in the pursuit of Kapa Haka excellence.

Each of the following Rohe must hold a Primary Competition in which two or more Kapa Haka compete in order to qualify to
compete in Te Mana Kuratahi Whakataetae as representatives of their Rohe.

A5. The Competition Draw


a) Determines the performing position of each qualified team in the Programme.
b) Will be carried out by Te Mana Kuratahi National Committee by:
 Drawing the performing position first, then
 Drawing the name of the Kapa Haka.
c) The result of the Draw – i.e. the performing positions as drawn – will be announced in June (at the latest) of the year of
Te Mana Kuratahi Whakataetae.

A6. Withdrawals after the Competition Draw


a) If a Kapa Haka withdraws from the Competition after the Draw, no Kapa Haka may replace that withdrawal.
b) If a Kapa Haka withdraws from the Competition after the Draw and a minimum of 24 hours notice is given, the next Kapa
Haka on the list will move up the performing order.

1. ENTRY QUALIFICATIONS / CRITERIA

RULE DESCRIPTION PENALTY


1.1.1 Ngā Rohe o Te Mana Kuratahi
These rules apply to the Rohe specified on Page A2 as being part of
Te Mana Kuratahi Whakataetae.

1.1.2 It is the responsibility of each Rohe Delegate and Rohe Committee to abide by
these Competition Rules.

1.2.1 Rohe Competitions


Each Rohe Committee must hold a Primary Competition in which two or more Kapa
Haka compete in order to qualify to compete in Te Mana Kuratahi Whakataetae as
representatives of their Rohe.

1.2.2 All Rohe Competitions must be completed by December 31 of the year before
Te Mana Kuratahi Whakataetae.

1.2.3 Set dates for National Competitions


It is a biennial competition for students in Years 0 through 8 and it is held during
Week 3 or 4 of Term 4.

1.3.1 Groups per Rohe Ratio


Each Rohe Committee shall select Kapa Haka to compete at Te Mana Kuratahi
Whakataetae according to the following ratio:

1.3.2 In accordance with the ratio above, the maximum qualifying teams per Rohe
competition is capped at 6.

2. KAPA HAKA ELIGIBILITY – ROHE & NATIONAL COMPETITIONS


RULE DESCRIPTION PENALTY
2.1 Kapa Haka Eligibility Rules Compliance

2.1.1 The Kapa Haka Eligibility Rules shall apply for Te Mana Kuratahi Whakataetae and
all Rohe Primary competitions.

2.1.2 Subject to these Rules, each Rohe shall decide on which Kapa Haka are to compete
in their Rohe competitions.

2.1.3 No Kapa Haka shall be included in the Kapa Haka ratio count if that Kapa Haka has Automatic team DISQUALIFICATION
competed in a Rohe competition in another Rohe regardless of whether that Kapa
Haka was successful or not.

2.1.4 No secondary student will be permitted to perform in Te Mana Kuratahi Automatic team DISQUALIFICATION
Whakataetae.

2.1.5 No Judge will provide assistance to any Kapa Haka competing in Te Mana Kuratahi Judge relieved of their adjudication

2.2 No. of Performers & Age Rules – Rohe & National Competitions

2.2.1 Groups performing in the competition should have a minimum of twenty four (24) Automatic team DISQUALIFICATION
performers and a maximum of forty (40) performers on stage.

2.2.2 Special dispensation rule:


 In the rare case of low performer numbers, a school can apply once only to
National Committee.
 Only the Kura and Rohe Delegate may lodge the application for Special
Dispensation.

2.2.3 Either a combination of two adults or two Secondary students are permitted to Automatic team DISQUALIFICATION

3. PERFORMING AT THE NATIONAL COMPETITION

4. PERFORMANCE DISCIPLINES & MUSICAL INSTRUMENTS


RULE DESCRIPTION PENALTY
4.1 All Kapa Haka MUST perform the following 7 Compulsory Aggregate disciplines:

Te Reo is incorporated within the 6 Compulsory disciplines above.

4.1.2 Kapa Haka may start from left, centre or right of the performance area.

4.1.3 Time start will be the first utterance or movement after usher has exited the stage.

4.1.4 Finish time is at the last utterance or movement.

4.1.5 It is important to note that the TIME starts recording from the first utterance or
movement for the Waiata Tira (if one is being performed) and continues recording until
the end of the Whakawatea. So, there is no break between the end of the Waiata
Tira and the beginning of the Whakaeke.

4.2 Raupapa Tua Atu: Other Non-Aggregate Disciplines:

3. Kaitātaki Wahine
4. Kākahu
5. Titonga Waiata Hou

4.2.1 The Waiata Tira is an OPTIONAL discipline for Kapa Haka; it is however, judged.
4.2.2 The Kaitātaki Wahine and Kaitātaki Tāne are those who are introduced before the
start of the performance. They are judged as the leaders of their team.

4.3 Titonga Hou is the Waiata ā Ringa Original Composition

4.3.1 Authentication of Titonga Hou

4.4.2 Non-Aggregate Point system used

4.4.3 In the rare case of a draw the overall aggregate winner will be found by taking into
consideration the scores for the following categories in the following order:
1. Te Reo
2. Mōteatea
3. Waiata ā Ringa
4. Haka
5. Poi
6. Whakaeke
7. Whakawātea
4.4.4 The judges benchmark is set at 85.
4.4.5 All Kapa Haka will receive the original copies of the judging sheets pertaining to
their Kapa Haka and the Te Mana Kuratahi Committee will hold a copy.
4.4.6 All Kapa Haka will receive a MASTERSHEET of all Kapa Haka outlining overall
discipline marks allocated to each Kapa Haka and will include time penalties and
overall aggregate placing.
4.5 Musical instruments and sound amplifications

4.5.1 There may be a maximum of two (2) acoustic stringed instruments played at the 5-POINT PENALTY - deducted from

4.5.2 Taonga pūoro and pere may be used in the performance of a roopu by the tamariki.

5. TIME MANAGEMENT & PENALTIES

6. COMPLIANCES – NOTICES – COMPETITION PROCEDURES

It shall be the responsibility of each Rohe and all Kapa Haka leaders to be fully
conversant and compliant with the Competition Rules and - to avoid any doubt -
ensure any rules are clarified before entering any Rohe competition or the National
competition with the Te Mana Kuratahi delegates and tutors.
6.4 Notifications to Te Mana Kuratahi National Secretary

7. JUDGES & RULES


RULE DESCRIPTION PENALTY
7.1 Judges Selection
7.1.1 a) Each competing team is eligible to nominate 2 Judges through their Rohe
Committee.
b) The Rohe Committee can select a maximum of 5 Judge Nominations to be
sent to the Te Mana Kuratahi Administrator.
c) Once collated, the Te Mana Kuratahi Administrator submits all nominations to
the Te Mana Kuratahi National Committee.
7.1.2 Each judge nominated must complete the Judge Nomination Form and CV of their Incomplete forms or CVs will not be
considered
Kapa Haka Performance / Tutoring / and Judging experience and submit to the
team nominating them. (Refer to 7.1.1)
7.1.3 Selection of judges will be:
a) at the sole discretion of the Te Mana Kuratahi National Committee.
b) In the event of late cancellations, the Host Committee provides
replacement Judges.
7.1.4 It is imperative that judges have a 100% self-wellness.
7.1.5 Judges comments must be written in Te Reo Māori.
7.2 Judges Criteria
7.2.1 a) Nominated judges must have experience as a Performer, Tutor and Judge.
b) Nominees must have had judging experience at three (3) or more Regional
Competitions at Primary level, Secondary level or Senior level.
7.3 Compulsory Judges Wananga
7.3.1 a) There will be a compulsory Wananga for selected Judges wananga 3 weeks

8. DISCIPLINES

8.1 Whakaeke
a) Roopu will be marked out of 100 points.
b) Roopu may approach from either or both sides or even the rear of the stage
(stage entry).
8.2 Mōteatea: Roopu will be marked out of 100 points and should state the type of
Mōteatea in their scripts (i.e.: nge c)
8.3 Waiata a Ringa: Roopu will be marked out of 100 points.
8.4 Poi: Roopu will be marked out of 100 points. Any combination of poi may be
performed.
8.5 Haka: Roopu will be marked out of 100 points and should state the type of Haka in
their scripts (i.e.: taparahi, tuutuu, ngaarahu, peruperu).
8.6 Whakawatea: Roopu will be marked out of 100 points. Roopu may exit to either or
both sides or even the rear of center stage (stage finale).

8.6.1 Kapa Haka must end performance having exited the center front of the stage.

8.7 Titonga Hou (Non-Aggregate):


a) Roopu will be marked out of 100 points.
b) Only the Waiata a ringa will be marked for Titonga Hou.
c) Titonga Hou will be judged by an independent Judge (i.e. not the Waiata a Ringa
Aggregate Judge).

8.7.1 a) The composer of this signed and authenticated Titonga Hou item must have Item not eligible to compete for

9. NGA KUPU (SCRIPTS)

9.1 Kapa must email the following to the Te Mana Kuratahi Administrator:

a) Full and complete Scripts – including authenticated Titonga Hou item: Note that LATE SCRIPTS will incur a
Rule 9.1 amendments made for 5-POINT PENALTY DEDUCTION from

9.1 Excerpt from TMKT Hui Minutes of 15 July 2015
Discussion around sending the scripts via PDF. Whaea Turuhira raised her concern around the
confidentiality and intellectual property issues. A PDF is easily transferred to other people and
not easily tracked. If the schools photocopied their own scripts then these would be the only
copies and can be destroyed or handed back to the schools. The concern for the mana of the
materials far outweighed the convenience of a PDF and sending them to one place to print off.
Motion 10 – That:
1. The Scripts are to be printed off by each Team;
2. For 2017, 31 x sets of Scripts are required (31 Judges) from each competing
Team;
3. Each Team needs to courier & track their Scripts direct to Raana Tangira,
Tairawhiti Cultural Development Trust, Level 3, Nga Wai e Rua Building, Cnr
Lowe Street + Reads Quay, Gisborne 4010.
4. For 2017, the DEADLINE for SCRIPTS to be RECEIVED BY RAANA is – Note that LATE SCRIPTS will incur a
RD 5-POINT PENALTY DEDUCTION from

9. NGA KUPU (SCRIPTS), Continued


9.3 Scripts to Judges:
a) Scripts will not to be split into disciplines.
b) Judges will receive the full scripts for each competing team.

9.4 All kupu will be returned to the Kapa Haka in their Team Box at Prizegiving.
If not collected by the end of the event, kupu will be destroyed.

PART C – DISPUTES RESOLUTION


10. DISPUTES / PROTESTS
RULE DESCRIPTION PENALTY
10.1 The Te Mana Kuratahi National Committee shall appoint a Disputes Resolution
Committee to preside over the Competition at the National Festival.

10.1.1 The Dispute Resolution Committee will refer to the Guidelines when considering a
dispute.

10.1.2 The guidelines shall include the “Protest/Dispute Resolution Form” which all teams
should receive a copy of, prior to the National Primary Competition.

10.1.3 The Dispute Resolution Committee decision is FINAL and must be communicated to
National Committee Delegates and relevant parties as soon as practicable.

10.2 The Disputes Resolution Committee will only accept disputes/protests


a) from Kapa Haka Leaders/Tutors, Rohe Delegates or Te Mana Kuratahi
Management,
b) and ONLY if the dispute is lodged within 2 hours of the disputed performance
and before a public announcement is made.

10.2.1 The Disputes Resolution Committee will only accept disputes when a $200 Bond is
submitted to your Rohe Delegate with the Protest Form. The $200 Bond will be
refunded if your protest/dispute is valid and you ‘ y c s ’.

10.2.2 The Disputes Resolution Committee will only accept disputes arising from the
Competition Rules.

10.2.3 The Disputes Resolution Committee will only accept disputes arising from Health &
Safety issues during a Team Performance, such as:
a) Operational - e.g. stage breaking, power cut; faulty sound system etc.), or
b) An Act of God – e.g. stormy weather, earthquake, flooding etc.

10.3 The Disputes Resolution Committee may consider disputes raised after the
Competition results have been publicly announced but any deliberation shall not
affect the results.
