1.1.2 It is the responsibility of each Rohe Delegate and Rohe Committee to abide by
these Competition Rules.

1.2.2 All Rohe Competitions must be completed by December 31 of the year before
Te Mana Kuratahi Whakataetae.
1.3.2 In accordance with the ratio above, the maximum qualifying teams per Rohe
competition is capped at 6.
2.1.1 The Kapa Haka Eligibility Rules shall apply for Te Mana Kuratahi Whakataetae and
all Rohe Primary competitions.
2.1.2 Subject to these Rules, each Rohe shall decide on which Kapa Haka are to compete
in their Rohe competitions.
2.1.3 No Kapa Haka shall be included in the Kapa Haka ratio count if that Kapa Haka has Automatic team DISQUALIFICATION
competed in a Rohe competition in another Rohe regardless of whether that Kapa
Haka was successful or not.

2.1.5 No Judge will provide assistance to any Kapa Haka competing in Te Mana Kuratahi Judge relieved of their adjudication

2.2 No. of Performers & Age Rules – Rohe & National Competitions
2.2.1 Groups performing in the competition should have a minimum of twenty four (24) Automatic team DISQUALIFICATION
performers and a maximum of forty (40) performers on stage.

Te Reo is incorporated within the 6 Compulsory disciplines above.
4.1.2 Kapa Haka may start from left, centre or right of the performance area.
4.1.3 Time start will be the first utterance or movement after usher has exited the stage.
4.1.5 It is important to note that the TIME starts recording from the first utterance or
movement for the Waiata Tira (if one is being performed) and continues recording until
the end of the Whakawatea. So, there is no break between the end of the Waiata
Tira and the beginning of the Whakaeke.
4.2.1 The Waiata Tira is an OPTIONAL discipline for Kapa Haka; it is however, judged.
4.2.2 The Kaitātaki Wahine and Kaitātaki Tāne are those who are introduced before the
start of the performance. They are judged as the leaders of their team.
4.3.3 Scripts (Lyrics) – MINOR Edits only AFTER full Scripts received by due date: This Rule only applies if the full
scripts have already been received

4.4.3 In the rare case of a draw the overall aggregate winner will be found by taking into
consideration the scores for the following categories in the following order:
1. Te Reo
2. Mōteatea
3. Waiata ā Ringa
4. Haka
5. Poi
6. Whakaeke
7. Whakawātea
4.4.4 The judges benchmark is set at 85.
4.4.5 All Kapa Haka will receive the original copies of the judging sheets pertaining to
their Kapa Haka and the Te Mana Kuratahi Committee will hold a copy.
4.4.6 All Kapa Haka will receive a MASTERSHEET of all Kapa Haka outlining overall
discipline marks allocated to each Kapa Haka and will include time penalties and
overall aggregate placing.
4.5 Musical instruments and sound amplifications
4.5.1 There may be a maximum of two (2) acoustic stringed instruments played at the 5-POINT PENALTY - deducted from
one time. These must not be powered by any energy source. EACH DISCIPLINE where un-
authorised musical instrument is
used.
4.5.2 Taonga pūoro and pere may be used in the performance of a roopu by the tamariki.
4.5.3 Traditional Māori percussion instruments may be used in a Kapa Haka performance. 5-POINT PENALTY DEDUCTION from

8. DISCIPLINES

8.1 Whakaeke
a) Roopu will be marked out of 100 points.
b) Roopu may approach from either or both sides or even the rear of the stage
(stage entry).
8.2 Mōteatea: Roopu will be marked out of 100 points and should state the type of
Mōteatea in their scripts (i.e.: nge c)
8.3 Waiata a Ringa: Roopu will be marked out of 100 points.
8.4 Poi: Roopu will be marked out of 100 points. Any combination of poi may be
performed.
8.5 Haka: Roopu will be marked out of 100 points and should state the type of Haka in
their scripts (i.e.: taparahi, tuutuu, ngaarahu, peruperu).
8.6 Whakawatea: Roopu will be marked out of 100 points. Roopu may exit to either or
both sides or even the rear of center stage (stage finale).
8.6.1 Kapa Haka must end performance having exited the center front of the stage.

8.9 Kaitataki Tane / Wahine: The leaders will be marked out of 100 points.

9.2 A “Team Intro Page” is required to accompany the Scripts and should include:
a) The Team name;,
b) The “Stage Name”, if different to the school name;
c) A very brief introduction of the Kapa Haka team;
d) List of Items with their Titles – in performance order;
e) A brief description of Kakahu in the scripts.
f) Names of Kaitataki Wahine & Kaitataki Tane;
g) Optionally, names of Kaiako
This is useful information for the MC’s, live radio broadcast & TV presenters.
9.4 All kupu will be returned to the Kapa Haka in their Team Box at Prizegiving.
If not collected by the end of the event, kupu will be destroyed.
10.1.1 The Dispute Resolution Committee will refer to the Guidelines when considering a
dispute.
10.1.2 The guidelines shall include the “Protest/Dispute Resolution Form” which all teams
should receive a copy of, prior to the National Primary Competition.
10.1.3 The Dispute Resolution Committee decision is FINAL and must be communicated to
National Committee Delegates and relevant parties as soon as practicable.
10.2.1 The Disputes Resolution Committee will only accept disputes when a $200 Bond is
submitted to your Rohe Delegate with the Protest Form. The $200 Bond will be
refunded if your protest/dispute is valid and you ‘ y c s ’.
10.2.2 The Disputes Resolution Committee will only accept disputes arising from the
Competition Rules.
10.2.3 The Disputes Resolution Committee will only accept disputes arising from Health &
Safety issues during a Team Performance, such as:
a) Operational - e.g. stage breaking, power cut; faulty sound system etc.), or
b) An Act of God – e.g. stormy weather, earthquake, flooding etc.
10.3 The Disputes Resolution Committee may consider disputes raised after the
Competition results have been publicly announced but any deliberation shall not
affect the results.
