Theoretical Framework

This present study is anchored in the theory on public service by Aristotle. This theory

explains the subsistence of government system, to give beneficial services to a large number of

residents. This theory emphasizes the real essence of government. As the agency that carries out

the will of the people, government must provide basic services for the common good.

The government plays a very important role in the improvement of people’s life within

the society. It’s programs, projects, and activities must provide primary concern in

accommodating the needs of the people, to fulfill its vital role of advancing general welfare. The

subject of this study was the level of satisfaction of the beneficiaries in the selected programs of

former Governor Salceda.
