Modernization Plan
Section 13. Agricultural and Fisheries Modernization Plan (AFMP). The Department, in
consultation with farmers and fisherfolk, the private sector, NGOs, peoples organizations
people's organization and the appropriate government agencies and offices shall formulate and
implement a medium and long-term comprehensive. Agriculture and Fisheries Modernization
Plan.
The Agriculture and Fisheries Modernization Plan shall focus on five (5) major concerns:
a. Food security;
e. Sustainability
The Department of Interior and Local Government shall provide assistance to the Department in
mobilizing resources under the control of local government units.
REPUBLIC ACT NO. 8435 N ACT PRESCRIBING URGENT RELATED MEASURE TO MODERNIZE THE

SERVICES, APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES.
On 4"" march 1993, the international organization responsible for tourism, the
'tourism is defined as the acfivities of persons traveling to and staying in place outside
their usual environment for more than one consecutive year for leisure, business and
other purposes not related to the exercise of an activity remunerated from within the
place visited. The use of this broad concept makes it possible to identify tourism
between countries as well as tourism within a country. Tourism refers to all activities
of visitors, including both tourists (overnight visitors) and 'same day visitors'.'

Mass media
Mass media refers collectively to all media technologies that are intended to reach a large
audience via mass communication. Broadcast media (also known as electronic media) transmit
their information electronically and comprise television, film and radio, movies, CDs, DVDs and
some other devices like cameras and video consoles. Alternatively, print media use a physical
object as a means of sending their information, such as a newspaper, magazines, brochures,
newsletters, books, leaflets and pamphlets. The term also refers to the organizations which
control these technologies, such as television stations or publishing companies. Internet media is
able to achieve mass media status in its own right, due to the many mass media services it
provides, such as email, websites, blogging, Internet and television.
The main function of the environmental law is the protection of human health as well as the
environment. Some practices might interfere with the safety of human health and environment,
and the work of the law is to protect people in such instances. For instance, the use of harmful
pesticides is one of the areas where the environmental law is concerned about. The role of the
environment is to make sure that the practices used in the environment do not cause harm to
the environment, human or animal health.
Waste management is a problem that the world is facing today. Looking for efficient and
environmentally friendly waste management procedures is important. With proper waste
management, it will be easy to protect the environment. The work of the environmental law is to
make sure that the process of waste management does not interfere with the environment or
human health. The law also makes sure that waste materials are disposed of according to the set
standards and procedures.
We cannot talk about setting up industries and manufacturing plants without talking about the
environmental law. The environmental law will make sure that industries meet all the legal
obligations that are required to run them. It is also the work of an environmental lawyer to make
sure that industries meet all the laws and they are also concerned about protecting the
environment.

In partnership with stakeholders, the law aims to adopt a systematic, comprehensive and
ecological solid waste management program that shall ensure the protection of public health
and environment. The law ensures proper segregation, collection, storage, treatment and
disposal of solid waste through the formulation and adaptation of best eco-waste products.
The law aims to protect the country's water bodies from pollution from land-based sources
(industries and commercial establishments, agriculture and community/household activities). It
provides for comprehensive and integrated strategy to prevent and minimize pollution through a
multi-sectoral and participatory approach involving all the stakeholders.
The Environment Impact Assessment System was formally established in 1978 with the
enactment of Presidential Decree no. 1586 to facilitate the attainment and maintenance of
rational and orderly balance between socio-economic development and environmental
protection. EIA is a planning and management tool that will help government, decision makers,
the proponents and the affected community address the negative consequences or risks on the
environment. The process assures implementation of environment-friendly projects.

The Tilapia Processing Plant is an integral part of the fish farm, ensuring Total Project Approach
from ‘Egg to Fillet’, in a single aqua-industrial complex. Live Tilapia (800-1,000 g each) are
harvested from growout ponds daily, and transferred ALIVE in water, to purging ponds adjacent
to the Processing Plant. Large Tilapia fish will pass through the Processing Equipment Line, under
perfect hygienic conditions to ensure highest product quality and safety, and within 90 minutes
will become Skinless, Boneless, Super-trimmed, Packed fillets, of 5-7oz and 7-9 oz.

Launched on August 1, 1992, the program aims to sustain cleanliness, beautification, and
sanitation in the city through active and continuing partnership among government agencies,
non-government organizations, the private sectors, and citizens. The program has earned for
Puerto Princesa the coveted label of being the cleanest and greenest city in the Philippines
Oplan Linis has six major components: Cleanliness, Beautification, Sanitation, Sagip-Dagat (Save
Sea), Sagip-Hangin (Save Air), and Information and Education.
Behind the astounding success of the program are the people themselves. Once aroused from
their lethargy and challenged to be better than themselves as a result of the massive information
and education drives among schools, offices, business establishments, and the barangays, they
acted as one in initially sweeping and gathering tons of accumulated garbage, and then in seeing
to it that no one throws litter anywhere in the city.
It was not easy, of course, especially in the beginning. Pretty soon the people believed that the
program was for real. Parents started being amazed at seeing their children from school
emptying pocketfuls of trash. Adults seen by children littering were feeling awkward and
embarrassed after being scolded by the latter. Until the whole population took the program with
a happy and leisurely acceptance that it became finally internalized in their systems.
In 1994, Puerto Princesa was formally declared the Cleanest and Greenest Component City in
the country. Its 98% rating over the 95% garnered by Baguio City as the Cleanest and Greenest
Highly Urbanized City technically makes Puerto Princesa the cleanest city of them all.
Oplan Linis’ success is not only in terms of actually and immediately cleaning and greening the
city, but also in sustaining the cleanliness effort. In 1995, Puerto Princesa again bagged the
Cleanest and Greenest Component City Award scoring a near- perfect 99.8% rating. In 1996, it
received the Hall of Fame Award for having been declared as the cleanest and greenest
component city for three years in a row.
The beautiful relationship that evolved between the city leadership and the citizenry in the
course of the Oplan Linis campaigns encouraged the former to venture into other programs and
projects that likewise became phenomenal successes.
This Program was chosen by the Asian Institute of Management as one of the ten most
outstanding local government programs, and was awarded the Galing Pook Award.
