ABSTRACT

The essay is an attempt to analyze, evaluate and criticize issues affecting the educational system
through the years with the end view of recommending possible improvements. The metamorphosis of
Philippine education through the years was a gradual process brought about by generations of
colonialism and imperialism. From the Spaniards to the Americans, to the Japanese even during the
Liberation period up to the EDSA revolution, changes in education did not match the high hopes of the
Filipino people. Presently, the Philippine educational system needs to address issues not only of
accessibility and quality in providing education for all. Other issues needs to addressed involved the role
of education in the national development, the unresponsive curriculum, improper monitoring of
programs implemented, globalization of education and even politics in education. For the Philippine
education to succeed its ills and problems must be addressed. There is a need for values reorientation of
the Filipinos as a key to national development. Teachers’ transformation, in terms of their values
orientation is necessary. Part of the teachers’ transformation must include their upgrading or updating
for professional and personal development. Hence, government support and intervention, along this
line is very much needed. As these very same ills and problems have been hounding the country for the
last several decades, failure to do so will only compound these problems in the coming years. Keywords:

Assessing School Facilities in Public Secondary Schools in Delta State, Nigeria

Abstract

This study investigated school facilitates in public secondary schools in Delta State, Nigeria. The purpose
of the study was to find out the state of the facilities, the types of maintenance carried out on the
facilities by school administrators, the factors encouraging school facilities depreciation and the roles of
school administrators in the management and maintenance of school facilities. The study employed the
ex-post-facto research design. The questionnaire was the instrument for data collection from 640
respondents selected through stratified sampling techniques from all the 358 public secondary schools
in the state. Findings revealed that school facilities in the schools are generally in a state of disrepair.
The findings further revealed that the maintenance carried out on school facilities were inadequate for
majority of the facilities. The factors encouraging school facilities deprecation included excess pressure
on available facilities and delayed maintenance amongst others. The roles of school administrators in
the management and maintenance of school facilities included periodic inspection of facilities and
decentralization of maintenance. The study recommended that school administrators, teachers and
students should develop and inculcate good maintenance culture, government should budget for
facilities maintenance and allocate more funds to schools for effective management and maintenance of
school facilities.

Davao City councilor confirms lack of classrooms

DAVAO CITY, Philippines- A local legislator admits the need for more classrooms for public schools and
teachers in the city as the number of enrollees has increased this year.

In a press conference on Thursday, Councilor Pilar Braga of the Committee on Education in the City
Council said there is a need to construct additional classrooms to cater to the number of students in the
public school despite the additional 50 schools established last year mostly located in the hinterland
part of the city.

For the school year 2019-2020, Braga said the population of 343,488 enrolled public school students are
15-20 percent higher.

Of the total number of enrolled public school students, 32,610 are kindergarten students, 186,921 are
enrolled in the public elementary schools, 106,494 are junior high school students and 17,463 are senior
high school students.

Davao City’s teacher-student ratio is at one teacher for every 50 students, or higher despite the ideal
number of 30 student population in every classroom to ensure good learning and focus of students.

“Our classrooms right now are never enough to cater to students since the numbers of enrollees are
rising every school year,” said Braga.

For this school year, the Local School Board (LSB) employed more or less 300 teachers having a salary of
fewer than P20,000 but would only have “take-home pay of P13,000 to P15,000 due to many
deductions”.

These teachers mostly served in the hinterland areas like Marilog and Paquibato districts where the city
government opened several public schools.

She said that under the Special Educations Fund of the city government, the biggest chunk of its budget
is allotted to the construction of school buildings and classrooms while others go to sports development.

When asked if there’s a budget for a salary increase for LSB teachers, Braga said the city government
cannot afford to give an additional increase in the salary of teachers.

On the second quarter last year, the teacher’s group led by Act Teachers- Davao City lobbied for
teachers allowance through the city government’s Special Education Fund.(davaotoday.com)
