ORDER:

The Government have……… the Question of bringing the post of Educational


Officer, Government Museum, Madras under the purview of the Tamilnadu public
service Commission in consultation with the Director of Museums and Tamilnadu Public
Service Commission, Madras,. The Government direct that the post of the Educational
Officer, Government Museum, Madras be brought within the purview of the Tamilnadu
public Service Commission, Madras.

2. The following notification will be published in the Tamilnadu Government


Gazette.

NOTIFICATION

In exercise of the powers conferred by the proviso to article 309 of the constitution of
India, the Governor of Tamilnadu hereby makes the following rules;
The rules hereby made shall be deemed to have come into force on the 16th May,
1968.

RULES

The General and Special Rules applicable to the holders of the permanent posts in
class II of the Tamilnadu Genera; subordinate Officer in the Government Museum,
Madras subject to the modification specified in the following rules.
2. Constitution:- The post shall constitute a distinct category in the said class of the said
service.

3. Appointment;- Appointment to the post shall be made by transfer from the


category of Curators in the Government Museum, or by promotion from the
category of Assistant Curators in the Government Museum or by direct
recruitment.

4. Appointing authority:- The appointing authority for the post shall be the
Director of Museum, Government Museum, Madras.

5. Qualifications:- (a) Age- No person shall be eligible for appointment to the post
by direct recruitment, if he has completed or will complete 30 years of age on
the first day of July of the year in which the selection for appointment is made.
(b) Other qualification:- No person shall be eligible for appointment to the
post by the method specified in column (1) of the Table below unless he
possesses the Qualification prescribed in the corresponding entries in
column (2) thereof

THE TABLE

METHOD QUALIFICATION
Transfer 1) A degree in one of the following subjects:
(i) Zoology, Botany, Geolgy Anthropology,
Indian Archaeology Sanskrit, History or
Chemistry.

Promotion i) A degree in one of the following subjects.


Zoology, Botany, Geolgy Anthropology,
Indian Archaeololgy Sanskrit or History,
Chemistry
ii) Experience for a period of not less than
three years as Assistant Curator in any one
of the sections of the Government
Museum, Madras/Pudukkottai.
Direct recruitment A postgraduate degree in any of the following
subjects.

Zoology, Botany, Geology, Anthropology, Indian


Archaeology. Sanskrit, History or Chemistry

6. Probation: Every person appointed to the post by direct recruitment or by


recruitment by transfer shall from the date on which he joins duty, be on
probation for a total period of two years on duty within a continuous period of
three years.
7. Pay:- There shall be paid to the holder of the post a monthly pay calculated in
the scale of Rs.225-10-275-15-425. Provided that on and from the 2nd October
1970, the monthly pay shall be calculated in the scale of Rs.400-15-475-20-525-
650.

The following Notification will be published in Tamilnadu Government Gazette:-

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the constitution of
India, the Governor of Tamil Nadu hereby makes the following rules:-

The rules hereby made shall be deemed to have come into force on and from the 29th
June 1981.

RULES

The General and the Special Rules applicable to the holders of the permanents posts in
class II of the Tamil Nadu General Subordinate Service shall apply to the holders of the
temporary posts of Assistant Curator, Gallery Guide and Craftsman sanctioned from time
to time in children Museum, Madras, subject to the modification specified in the
following rules:-

2. Constitution: The posts shall each constitute a distinct category in the said Class
of the said Service.
3. Appointment: Appointment to the posts shall be made-

(i) by direct recruitment, or


(ii) by transfer from any other class or category, or
(iii) by recruitment by transfer from any other service.
4. Appointing authority: The appointing authority for the posts shall be the Director
of Museums Government Museum, Madras.
5. Qualification: (a) Age:- No person shall be eligible for appointment to the posts
by direct recruitment, if he has completed or will complete 20 years of age on the
first day of July of the year in which the selection for appointment made

(a) other Qualification: No person shall be eligible for appointment to the posts
possesses the qualification specified in the corresponding entries in column (3)
thereof

6. Probation: Every person appointed to the posts by direct recruitment shall from
the date on which he joins duty be on probation for a total period of two years on
duty within a continuous period of three years.

Provided that every person appointed to the posts by recruitment by


transfer shall from the date on which he joins duty be on probation for a total period
of one year on duty within a continuous period of two years.

7. Pay: The shall be paid to the holders of the posts a monthly pay calculated in the
scale of Rs.400-15-490-20-650-25-700 and provided that with effect on and from
the 1st October 1984 the monthly shall be calculated in the scale of pay Rs.705-
20-745-25-845-35-1230.

Amendments to special rules for Tamil Nadu General Service.

In exercise of the power conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the
special rules for the Tamil Nadu General Service (Section 16 in Volume II of the Madras
Services Manual, 1969).
The amendments hereby made shall be deemed to have come into force on the 1st June
1960.

AMENDMENTS.

In the said special rules,-

I. In part I, for the relating to class XI, the following entries shall be substituted,
namely:-

“Class XI – Officers of the Government Museum”

II. In part II, for the heading “Class XI, Officers of the Government Museums
and Connemara Public Library” and the rules thereunder, the following
heading and rules shall be substituted, namely:-

“Class XI – Officers of the Government Museums”


1. Constitution - This Class shall consist of the following categories of Officers,
namely:-

Category 1 – Director of Museums.


Category 2 – Assistant Director of Museums.

2. Appointment - (1) Appointment to category 1 shall be made by promotion from


Category 2 or for special reasons by direct recruitment or by recruitment by
transfer from any others class or service.

Explanation – Not with standing anything contained in Clause (14) of rule 2 in


Part I of the Madras State and Subordinate Services Rules, full members and
approved probationers in the category of Curators in Class II of the Tamil Nadu
General Subordinate Service shall also be eligible to be recruited direct as Director of
Museums.

(2) Appointment to Category 2 shall made by recruitment by transfer from the


category of Curator in the Tamil Nadu General Subordinates Service or by
recruitment by transfer from any other class or service or by direct recruitment for
appointment to the categories mentioned in column (1) by the method specified in
column (2) of the Table below, unless he possesses the qualification mentioned in
the corresponding entries in column (3) thereof:-

supervision, arrangements
and development of a
Museum on modern lines.

2. Assistant Director of Recruitment by transfer (i) Must hold a degree of


Museums. from the category of B.A or B,Sc., and
Curators in the Tamil Nadu
General Subordinate(ii) Must have served as
Service. curator in the Tamil Nadu
General Subordinate
Service for a period of not
less than seven years.
Recruitment by transfer (i) Must hold the degree of
from any other classes or M.A. Or M.Sc., in one of
service or by direct the following subjects,

Zoology, Botany, Geology,
Anthropology, Indian
Archaeology, History,
Sanskrit and Chemistry;

(ii) Must have specialised in

and Chemical Conservation.

(iii) Must have had

the General care,
supervision arrangements
and development of a
section of a Museum on

(iv) Must have done


original research work duly
recognised by the Heads of
Departments concerned in
any University or institution
recognised by the
University. Grants
Commission for the purpose
of its grant and or the
Director of Museums,
Madras and the results
published as Bulletins of the
Tamil Nadu Government
Museum or in scientific
Journals recognised by the
Director of Museums,
Madras as of high order.

3. Age:- No person shall be eligible for appointment to a category by direct


recruitment if he has completed or will complete 45 years of age on the first day
of July of the year in which the selection for appointment in made.

4. Probation:- Every person appointed to category 2 by direct recruitment or by


recruitment by transfer shall, form the date on which he joins duty, be on
probation for a total period of two years on duty, within a continuous period of
three years.

5. Tests:- Every person appointed as Assistant Director of Museums shall, within


the period of his probation, pass the Account Test for Executive Officers”.

Amendment to special rules for Tamil Nadu General Subordinate Service.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the
special rules for the Tamil Nadu General Subordinate Service (Section 13 in Volume III
of the Madras Services Manual 1970).

The amendments hereby made shall be deemed to have come into force on the 1st June
1960.

AMENDMENTS.

In the said special rules-

I. In part I for entries relating to Class II the following entries shall be


substituted, namely:-
“Government Museums.
Curators, Assistant Curators, Assistant Curators Photographers, Assistant for National
Art Gallery (formerly official Photographers, Caretaker, Guide for National Art
Gallery) and Gallery Guides. Technical Assistants.

Taxidermists – Grade I ……. Printer.


Taxidermists – Grade II …….. Attenders”.

II. In part II, for the heading “Class II – Government Museums” and the rules
thereunder, the following heading and rules shall be substituted namely:-
“Class II – Government Museums.
1. Constitution- This class shall consist of the following categories of officers
namely:-
Category-
1. Curators.
2. Assistants Curators, Assistant Curator for National Art Gallery (formerly
official guide for National Art Gallery) and Gallery Guide.
3. Technical Assistants
4. Taxidermists, Grade I
5. Taxidermists, Grade II.
6. Photographer
7. Assistant photographer.
8. Caretaker
9. Printer
10. Attenders.

2. Appointment:- Appointment to the categories specified in column (1) of the


Table below shall be made by the methods specified in the corresponding entries
in column (2) thereof:-

2) Promotion from the category 10.
9. Printers 1) Direct recruitment ; or
2)Recruitment by transfer from the
category of person in the Madras Last
Grade Service.
10. Attenders 1) Direct recruitment; or
2) Recruitment by transfer form the
category of person in the Tamilnadu Last
Grade Service.
3. Appointing Authority:- The appointing authority shall be the Director of
Museums, Madras.
4. Qualification:- (a) Age:- No person shall be eligible for appointment by direct
recruitment to a category if he has completed or will complete thirty years of age
on the first day of July of the year in which the selection for appointment is
made;
Provided, that the age-limit shall be twenty-five years in respect of the
category of Assistant Curators, Assistant Curator for National Art Gallery (formerly
official Guide for National Art Gallery ) and Gallery Guides.

(b) Other Qualification:- No person shall be eligible for appointment to the


category mentioned in column (1) by the method specified in column (2) of the
annexure unless he possesses the Qualifications specified in the corresponding entries
in column (3) therof.

5. Probation:- Every person appointed to a category otherwise than by promotion


form the date on which he joins duty be on probation for total period of two years
on duty within a continuous period of three years.
6. Unit for Appointment , discharge etc:- For the purpose of discharge, re-
appointment of probationers and approved probationers and appointment as full
members, every post of Curator or Assistant Curator or Assistant Curator for
National Art Gallery (formerly Official Guide for National Art Gallery ) or
Gallery Guide for which Qualification in a particular subject is prescribed in
these rules shall be deemed to be a separate category.

ANNEXUIES

CATEGORY METHOD OF QUALIFICATION


APPOINTMENT
1 Curators Promotion (i) In the case of Curator attached to
Botany section, must possess a B.A. or
B.Sc. degree in Botany.

(ii) In the case of Curator attached to


Zoology section, must possess a B.A. or
B.Sc. degree in Zoology.

(iii) In the case of curator attached to


Anthropology section, must possess a
B.A., or B.Sc. degree in Zoology or
Anthropology, Preference shall be given
to candidates who possess in addition
knowledge of French or German.
Preference shall also be given to
candidates who possess Diploma in
Anthropology in the case of degree
holders in Zoology.

(iv) In the case of Curator attached to


Archaeology section, must possess B.A.
or B.Sc. degree in Sanskrit with
knowledge of Dravidian languages and
Ancient Indian History. Or a degree in
Archaeology with working knowledge in
Sanskrit and knowledge of Dravidian
languages and script and ancient Indian
History. If no candidate with the above
qualification is forth coming, candidates
who possess a degree in history with
working knowledge of Sanskrit shall be
considered.

(v) In the case of Curator attached to


Numismatic section, must possess a B.A.
or B.Sc. degree in Sanskrit or a degree in
History with working Knowledge of
Sanskrit and knowledge of Indian
Numismatics.

(vi) In the case of Curator attached to


Chemical conservation section (a) Must
possess the B,A or B.Sc degree with
Chemistry (main) and Electro Chemistry
as special subject or B.Sc. (Technical) in
Chemical Engineering or B.E.
(Chemical) degree and (b) Must possess
research experience with scientific
publications. Preference shall be given
to candidates who possess, in addition,
knowledge of French and German.

(vii) In the case of Curator attached to


Geology Section must possess a B.A. or
B.Sc. degree in Geology.

(viii) In the case of Curator attached to


the Government Museum, Pudukkottai
must possess a B.A. or B.Sc. degree is
one of the following subjects:- Zoology,
Botany, Geology, Anthropology, Indian
Archaeology, Sanskrit or History.
Recruitment by Qualification prescribed for the posts of
transfers or direct curators of various section shall to the
recruitment. same as mentioned above except that the
basis qualification should be a Master’s
or Honour’s degree in the subject
concerned.
2. Assistant Curators Direct Recruitment (i) In the case of Assistant Curator
and Assistant Curator attached to the Archaeology section must
for National Art possess a degree in Sanskrit with a
Gallery and Gallery knowledge of Dravidian languages and
Guides. Ancient Indian History or a degree in
Archaeology (working knowledge in
Sanskrit with high qualification in
Sanskrit) and knowledge of Dravidian
languages and scripts and Ancient Indian
History. If no candidates with the above
qualification is available, candidates who
possess a degree in History with working
knowledge of Sanskrit shall be
considered. Person who possess high
qualification in Sanskrit shall be
preferred.

(ii) In the case of Assistant Curator


attached to the Anthropology section
must possess a degree o B.A or B.Sc. in
Zoology or a degree in Anthropology.
Preference shall be given to the
candidates possessing Diploma in
Anthropology in the case of degree
holders in Zoology.

(iii) In the case of Assistant Curator


attached to the Zoology section must
possess a B.A. or B.Sc. degree in
Zoology with Botany and /or Chemistry
or Geology as subsidiary subject.

(iv) In the case of the Assistant Curator


attached to the Botany section must
possess B.A. or B.Sc. degree in Botany
with Zoology and/or chemistry or
Geology as subsidiary or B.A. or B.Sc.
degree in Geology with Botany and/or
Zoology or Chemistry as subsidiary
subject.
(v) In the case of Assistant Curator
attached to National Art Gallery
(formerly Official Guide for National
Art Gallery must possess a degree or
B.A History. Preference shall be given
to candidates who possess, in addition, a
diploma in fine arts and knowledge of art
history.

(vi) In the case of gallery guide attached


to the archaeology, Anthropology and
Numismatics sections must possess a
degree of B.A. in History or Sanskrit

(vii) In the case of Gallery Guide


attached to the Natural Science Section
must possess a degree of B.A. or B.Sc. in
Zoology, Botany or Geology.
3. Technical Promotion of Must have passed the VIII standard in a
Assistants Direct recruitment recognised school with knowledge of
drawing, painting, or modelling
preferably with a diploma or a certificate
in painting, modelling, woodwork or any
other craft.
4. Taxidermists Promotion (1) Must have passed the VIII standard
promotion Grade, I in a recognised school;

(2) Must possess a certificate issued by


the Curator, Zoology section after an
informal test of the candidate, to the
effect that he has sufficient knowledge in
pen and ink drawing or any other
certificate secured in Government
Technical Examinations in respect of
such drawing

(3) Must possess a certificate of capacity


and aptitude for technical work, such as
preserving and mounting specimens,
preparing diagrams, wax moulds and
plaster cast of curator, Zoology section,
Government Museum, Madras

(4) Must possess a certificate of ability


to stuff animals issued by the curator,
Zoology section Government Museum,
Madras, after having had a training for
not less than three months in Zoology
section of the Government Museum,
Madras; and

(5) Must possess aptitude and suitability


for the post.
5. Taxidermists Promotion or direct (1) Must have passed VIII standard in a
Grade II recruitment or recognised school;
recruitment by
transfer. (2) Must possess a certificate issued by
the Curator, Zoology section after an
informal test of the candidates to the
effect that he has sufficient knowledge in
pen and ink drawing or any other
certificate secured in Government
Technical Examination in respect of
such drawing;

(3) Must possess a certificate of capacity


and aptitude for technical work such as
preserving and mounting specimens,
preparing diagrams, wax mould and
plaster cast of specimens issued by the
Curator, Zoology section, Government
Museum, Madras.

(4) Must possess a certificate of ability


to stuff animals issued by the Curator,
Zoology section Government Museum,
Madras after having had a training for
not less than three months in Zoology
section of the Government Museum,
Madras; and
6. Photographer Promotion (1) Must have passed the VIII standard
in a recognised school; and

(2) Must be skilful in pen and ink


drawing, developing, printing and
enlarging photographs

Direct recruitment (1) Must have passed the X standard, in


a recognised school; and

(2) Must be skilful in pen and ink


drawing, developing, printing and
enlarging photographs.
7. Assistant Promotion Must possess skilful in photography,
photographer developing printing, enlarging
photographs
Direct recruitment (1) Must have passed the VIII standard
or recruitment by in a recognised school
transfer
(2) Must have worked in a photo studio
for a period of not less than two years;
and

(3) Must possess a certificate of


competency in developing, printing and
enlarging.
8. Caretaker Promotion (1) Must be a competent mechanic with
ability to paint; and

(2) Must be able to speak English well.


Direct recruitment (1) Must have passed the IX standard in
a recognised school;

(2) Must be a competent mechanic with


ability to paint; and

(3) Must be able to speak English will.


9. Printers Direct recruitment (1) Must have passed VIII standard in a
or recruitment by recognised school;
transfer
(2) Must possess a compositors
certificate; and

(3) Must possess experience in


composing type and printing and be
competent to handle a printing machine.
10. Attenders Direct recruitment (1) Must have passed the VIII standard
or recruitment by in a recognised school ; and
transfer
(2) Must possess-
(i) Sufficient skill in pen and ink
drawing; and
(ii) Capacity and aptitude for technical
work such as preserving and mounting
specimens, preparing for galleries,
diagrams and plaster casts of specimens.
EXPLANATION- A recognised school shall mean a” school maintained by or opened
with the sanction of the State Government or a school to which recognition has been
accorded by the Director of School Education, Madras under the Madras Educational
Rules.”

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the


Constitution of India, the Governor of Madras hereby makes the following amendment to
the adhoc rules for the temporary posts of Artist Modeller and Carpenter issued with the
Education and Public Health Department notification, g.r. No. A. 246 of 1961 dated the
27th February 1961 published at page 326 of Deputy if the Fort St. George Gazette dated
the 15th March 1961.

AMENDMENT

In the said rule after rule 5(11), the following “Note” shall be inserted as “Note
(1) “ and the existing note remembered as “Note (2)”:-
“Note (1) : In case a fully qualified candidate is not available for the post of
Governor, candidates with lesser educational qualification or without any educational
qualification will be considered for appointment.”

ORDER:

In G.O. Ms. No.2019, Education dt. 24.11.65, sanction was accorded to


the creation of a post of Fieldman, Grade II on Rs.90-3-105-4-120, in the Government
Museum, Madras for improving the gardens and lawns. The post has been filled up
by the appointment of a fieldman from Agriculture Department on deputation basis.
The post of Fieldman in the Madras Agriculture subordinate service has since been
re-designated as Agricultural Assistant. The Director of Museums has therefore
proposed that the post of fieldman Grade II may be redesignated as Agricultural
Assistant. He has also forwarded proposals for the framing of adhoc rules for the
post.

2) The Government accept the proposals of the Director of Museums and


direct the post of Fieldman Grade II be redesignated as Agricultural Assistant
Grade II, with effect from 10.4.68.

3) The appended notification will be published in the Fort St. George


Gazettee.

4) This order issues with the concurrence of the finance Department vide
its U.O.No. 109191^/E/69-1 dt.31.10.1969.

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 pf the


constitution of India, the Governor of Tamilnadu hereby makes the following rules:-

The Rules hereby made shall be deemed to have come into force on the 11th July
1966.

The General and Special Rules applicable to the holders of the permanent posts in
Class II of the Madras General Subordinate Service shall apply to the holder of the
temporary post of Fieldman Grade II in the Government Museum, Madras redesignated
as Agricultural Assistant, Grade II with effect from the 10th April 1968, subject to the
modifications specified in the following rules.

2. Constitution:- The post shall constitute a distinct category in the said


class of the said service

3. Appointment:- Appointment of the post shall be made by direct


recruitment or for special reasons, by transfer from any other class or category
of the said service or by recruitment by transfer from any other services.
2. Appointing authority:- The appointing authority for the post shall be the
Director of Museums, Government Museum, Madras and Associate
Librarian, Connimara Public Library, Madras.
3. Qualification:- (a) Age:- No person shall be eligible for appointment to
the post by direct recruitment if he has completed or will complete 25
years of age on the first day of July of the year in which the selection for
appointment is made;

Provided that the age limit shall be increased by five years in the cases of
persons belonging to the scheduled castes or scheduled Tribes.

(b) Other Qualification – No person shall be eligible for


appointment to the post unless he possessed the following
qualification, namely:-
(1) The minimum general educational qualification specified
in schedule II to the General Rules for the Madras state &
subordinate services,&
(2) Must have undergone farm training for a period of not less
than six months and must have passed the test at the end of
the training or must have passed the two years certificate
course in Agricultural scheme conducted by Sri
Ramakrishana Mission Vidyala, perianaickenpalayam,
Coimbatore and the Gandhigram Rural Institute,
Gandhigram
4. Probation: Every person appointed to the post shall, from the date on
which he joins duty, be on probation for a total period of two years on
duty within a continuous period of three years.
5. Pay:- There shall be paid to the holder of the post a monthly pay
calculated in the scale of Rs.90-3-105-4-125.

AMENDMENT

expression “twenty five year” the expression “twenty six years upto and inclusive of the 5th
October 1979 and twenty eight years with effect from the 6th October 1979 shall be substituted.

Anthropology in the case of degree holders in Zoology”, the expression “other things
being equal, preference shall be given to the candidates possessing diploma in
Anthropology in the case of degree holders in Zoology” shall be substituted.

In this letter read above, the Director of Museum has Stated that in addition to the
Qualifications prescribed in the Special Rules for the post of Assistant Curator, Zoology Section,
Government Museum, Madras, the following qualifications are also considered to be of practical
use for the work in the section:-

(1) Must possess skill in pencil drawing, mainly to draw specimens of the animal Kingdom.
(2) A knowledge of Zoological preservation techniques including taxidermy will be
preferable

The Director of Museum has submitted proposals for issue of amendments to the special Rules in
respect of the post of Assistant Curator (Zoology Section) in the Government Museum, Madras.

2. In the circumstances stated by the Director of Museums, the Government approve his
proposal to prescribed additional qualification as indicted in para 1 above for the post of
Assistant Curator, in the Government Museum, Madras and to issue necessary
amendments to the special Rules.
3. Necessary amendments to the special Rules for Class II of Tamil Nadu General

(1), the following entry shall be substituted, namely:-
In the case of Assistant Curator attached to the Zoology Section, must possess-
(a) A Bachelor’s degree in Zoology with Botany and either Chemistry or Geology as
subsidiary subject;
(b) Skill in pencil drawing mainly to draw specimens of the animal kingdom

Provided that other things being equal preference shall be given to candidates who possess
knowledge of zoological preservation techniques including taxidermy.

3 Appointment:- Appointment to the posts shall be made by direct


recruitment, or for Special reasons, by transfer from any other class or
category of the said service or by recruitment by transfer from any other
service.

4 Appointing authority:- The appointing authority for the posts shall be the
Director of Museum, Madras and Association Librarian, Connemara
Public Library Madras.

5 Age:- No person shall be eligible for appointment to the posts by direct


recruitment, if he has completed or will complete 30 years of age on the
first day of July of the year in which the selection for the appointment is
made.

6 Qualification:- No person shall be eligible for appointment to any of the


posts specified in column (1) of the Table below unless he possesses the
Qualifications specified in the corresponding entries in column (2)
thereof.

Director of Museums, Madras.
3. Qualification: (a) Age : No person shall be eligible for appointment to the
post by direct recruitment if he has completed of the year in which the
selection for appointment is made.

(b) Other Qualification: No. person shall be eligible for appointment to


the post, unless he possess the following qualification:-
(1) Must have passed III from or VIII standard in a recognised school;
(2) Must have obtained current driving licence of Motor Vehicle issued
by the competent authority under the Motor Vehicles Act,1939 with practical
experience of a driving a Motor Vehicle for a period of not less than three
years; and
(3) Must have normal vision for the eyes and normal capacity for hearing
without hearing aids.

4. Probation: Every person appointed to the post by direct recruitment shall


be on probation for a total period of two years on duty within a continuous
period of three year.

Provided that every persons appointed to the post by recruitment by


transfer shall be on probation or a total period of the one year within a
continuous period of two years.

5. Pay: Three shall be paid to the holders of the post a more pay calculated
in the scale of pay of Rs. 610-20-730-25-955-30 1975.
Provided that on and from 1st June 1988 the monthly pay shall be
calculated in the scale of pay of Rs.975-25-1150-30-1660.

ORDER:

In Government Order (Ms) No.216, Tamil Development Culture Department, dated


20.6.86 the Government Sanctioned, among other things, one post of Curator to the
National Art Gallery (Gallery of Contemporary Art) in the Government Museum,
Madras. The Director of Museums has submitted draft adhoc Rules submitted by the
Director of Museum, Madras, the post comes under the purview of the Tamil Nadu public
Service commission and may be classified as “Technical” for the purpose of direct
recruitment. Necessary amendment to the Tamil Nadu Public Service Commission
Regulations will be issued from Personnel and Administrative Reforms (per.M)
department separately.

2. The Following Notification will be published in Tamil Nadu Government

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the
constitution of India, the Governor of Tamil Nadu hereby makes the following rules:-

2. The rules hereby made shall be deemed to have come into force on and from the
20th June, 1986.

RULES

1. The General and Special rules applicable to the holders of the permanent Posts in
Class-II of the Tamil Nadu General Subordinate Service shall apply to the holders
of the temporary post of Curator (Gallery of Contemporary Art) in the
Department o Museums, Madras subject to the modification specified in the
following rules:-
2. Constitution: The post shall constitute distinct category in the said class of the
said service.
3. Appointment:- Appointment to the post shall be made
(i) by direct recruitment; or
(ii) by transfer from any other class or category; or
(iii) by promotion from the Assistant Curators.

4. Appointing Authority:- The appointing authority shall be the Director of


Museums, Madras.
5. Qualification:-
(a) Age:- No person shall be eligible for appointment to the post by direct
recruitment, if he has completed, or will complete Thirty years of age on the 1st
July of the year in which the section for appointment is made.
(b) Other qualification:- No person shall be eligible for appointment to the post, by
the method specified in column (i) of the Table below unless he possess the
qualifications specified in the corresponding entries in column (2) thereof.

Provided that with effect on and form the 1st June 1988 the monthly pay shall be
calculated in the scale of Rs.1820-60-2300-75-3200.

dated the 15th November 1989.

2. The amendment hereby made shall be deemed to have come into force on the 2md
December 1981.
AMENDMENT
In the said Rules, after rule 7, the following rule shall be added namelu:-
“8. Saving: Nothing contained in these rules shall adversely affect the holders of the
posts on 2nd December 1981.

ORDER:

Rule 2(b) of the Special Rules for Class-XXII of Tamil Nadu General Subordinate
Service applicable to the post of Record Clerk Provides as follows:-

“Appointment to the category of Record Clerks shall be made by recruitment by


transfer form the Tamil Nadu Basic Service:
Provided that, if no suitable number of the Tamil Nadu Basic Service is
available, then the Vacancy shall be filled up by direct recruitment.”

1. While issuing revised guidelines for appointment to the post of Junior


Assistant/ Junior Assistant-Cum-Typist/Typist by recruitment by transfer
from other services, in G.O. Ms. No.43, Personnel and Administrative
Reforms (per.B) Department, dated 15-2-1994, among other things,
Government ordered in paragraph 4(13) that there shall be no direct
recruitment to the post of Record Clerk.

2. While examining this issue, it was also considered to provide for direct
recruitment for appointment on compassionate grounds in the Special
Rules. Now the compassionate grounds appointments to the post of
Record Clerk is being made every time in each individual case, relaxing
rules 2(b) of the Special Rules for Class XXII, Tamil Nadu General
Subordinate Service, as it does not provide for direct recruitment. To
avoid such relaxation of rules, it has been decided to amand the Special
Rules suitably.

3. The following Notification will be published in the Tamil Nadu


Government Gazette:-

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendment to the
Special Rules for the Tamil Nadu General Subordinate Service (Section 13 in Volume III
of the Tamil Nadu Services Manual, 1970).

2. The amendment hereby made shall be deemed to have come into force on the 2nd
September 1996.

AMENDMENT

In the said Special Rules , in part-II , in Class XXII, in rule 2, for sub-rule (b), the
following sub-rule shall be substituted, namely:-

“(b) Appointment to the category of Record Clerks shall be made by recruitment by


transfer from the Tamil Nadu Basic Service or by direct recruitment on compassionate
grounds.”

against the entry “2. Assistant Curators and Assistant Curator for National Art Gallery
and Gallery Guide” in column (1) thereof, the following item shall be substituted,
namely:-

“ (V). In the case of Assistant Curator attached to National Art Gallery (formerly Official
Art Gallery National Art Gallery) must possess a degree in History. Other things being
equal, preference shall be given to candidates who possess., in addition, a diploma in Fine
Arts and Knowledge of Art History”.
