> 2 scenarios

1. if the cell have congestion in SDCCH and the BSC cannot assign SDCCH for the
MS, in that case the BSC will send immediate assignment reject to MS and the MS
will wait for some time (T3122 wait indication timer)
before MS tries again and this scenario will repeat itself.

2.if the cell have quality problems that prevent mobile from receiving the
immediate assignment command or prevent the BTS from receiving the channel request
then the mobile will tries channel request again (according to the parameter
maximum retransmission usually 4 times) after that the mobile station will make
cell reselection immediatly to another cell and tried channel request again.

>After initiating the immediate assignment procedure, the MS always listens to the
BCCH and the corresponding CCCH. If the MS does not receive the Immediate
Assignment Command message or Immediate Assignment Extended message, it resends the
Channel Request message at a specified interval. When the number of times that the
Channel Request message is resent exceeds MSMAXRETRAN, the immediate assignment
procedure fails
