SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, CLIFORD C. CABALLERO, Filipino citizens of legal age, and
resident of 445 C.Padilla St. Cebu City have named, constituted and appointed and by
these presents do name, constitute and appoint RICHARD C.C ABALLERO Filipino, of
legal age, and resident of 70 Espelita St. Cebu City, to be our true and lawful attorneys-
in-fact for us and in our name, place and stead and for our own use and benefit, to do
and perform the following act:

1. To process applications for installation and connection of utilities, such

as, electrical utilities from Visayas Electric Company (VECO), water,
telephone, cable and other utilities from pertinent service providers with
the authority to sign, execute, deliver and receive all documents and to
do all acts necessary and in connection thereto; and

2. To do such other acts and things which maybe required or necessary in

the accomplishments of the afore-said powers and duties;

HEREBY GIVING AND GRANTING unto my said Attorney-in-fact full

power to do and perform every act and thing whatsoever required and necessary to be
done in and about the premises, as fully to all intents and purposes as I might or could
do if personally present and hereby ratifying and confirming all transactions of all kinds
that my said Attorney-in-fact shall do or cause to be done by virtue of these presents.
