RE: Official Note of Protest regarding UIS Delegate in Argentina Mr. Carlos
Benedetto.

Mr. Eavis:

Greetings. The reason of this communication is to inform you about certain


serious situations that affect the healthy development of speleology in our
countries. In lieu to maintain a reasonably free of tensions environment we would
like that the UIS take into consideration and act over the following facts.

During the last two years the Argentinean UIS delegate and Secretary General of
FAdE (Federación Argentina de Espeleología), Mr. Carlos Benedetto Sirianni, have
performed in a hurting way against national and foreign speleology creating a
unnecessary and hostile environment. Important to notice is that FAdE is
constituted by only one association. Is important to take into consideration that
the most of the countries with organized speleology in Latin America belongs or
have nexus with FEALC, whom have been also an object of his attacks.

In article 2 (c), Members of the Union, of the UIS statutes, (sic 1997) it is
mentioned:

(c) The term of office for each delegate is the period between two ordinary general
meetings of the Union's General Assembly. Each member nation can re-nominate
the same main delegate and vice-delegate at the end of their term, or can nominate
a new person, who becomes the new delegate or vice-delegate. Nations wishing to
change their delegates or vice-delegates must inform the Bureau of the Union of
their nomination in writing before the opening of the general meeting of the General
Assembly.

Based in this, our organization believes that the way in which UIS Delegate of
Argentina, Mr. Carlos Benedetto Sirianni, behaves, constitutes and sets a wrong
example for the Latin-American speleological community. Due to that
circumstances and facts we think, believe and express that he has not
represented us adequately and that he has to be officially admonished and
removed of his position by the UIS Bureau.

The following facts made us believe that the way Mr. Benedetto behaves is against
a strong, productive, serious and sound speleology and that his continuous
insertion on events that has no added value to our development are a breach to
the well perform and friendship among our countries and in some circumstances
disrespectful and unprofessional to our speleology ethics.

1. Mr. Benedetto ONLY represents FAdE, his organization, that actually is


constituted by one organization (INAE)
2. He does not represent the solidarity of the Argentinean speleology.
3. Constantly, in a very unprofessional and abusive manner, he makes
accusations against local and foreign colleagues.
4. He diminished the advancement and projects of the colleagues that not
belongs to FAdE (his organization).
5. He has presented frivolous accusations to the Malargüe police against local
and other provinces cavers,

6. Use his influences in electronic and written media to give a tongue-lashing


to the cavers that dislike his methods.
7. Try to influence in an unprofessional manner organizations, against the will
of the majority of Argentinean cavers.
8. Try to supplant FEALC by the refunding of the same organization in
Argentina, with the same name, auto naming himself as General Secretary.
9. Distributes by electronic means, false information to induce to error local
and foreign cavers.
10. In an illegal way uses the name of the FEALC, the official letterhead
of the General Secretary and the stamp that he never returns to FEALC in
electronic and written correspondence internationally.

All the Latin-American cavers know the reason for which Mr. Benedetto no longer
belong to FEALC: He was found untrustworthy by the Executive Committee when
he knowingly changed and distributed an altered document inducing to error
many cavers. In a highly arrogant manner, Mr. Benedetto defies FEALC
leadership by not accepting to excuse him to the affected colleagues, even though
he was compelled many times to do so. It’s important to keep clear that Mr.
Benedetto was not fired as he alleged, he just resign.

We think that a person like him cannot be in any way, the representative of such
a serious and professional organization as the UIS. For this reason we raise this
Official Note of Protest, so that the UIS Bureau takes the correspondent corrective
actions. We are sure that Mr. Benedetto does not longer represent the Argentinean
speleology with the ethical and moral rectitude expected from a UIS delegate and
that his wrong doing behavior constitutes an illness to the healthy relationship
between our colleagues and countries with UIS. Thanks for your kind attention in
