AN ACT
INSTITUTIONALIZING ONE PRIVATE VEHICLE PER FAMILY AVOIDING TRAFFIC
CONGESTION

Be it enacted by the Senate and House of Representatives of the Philippines in


Congress assembled:

SECTION 1. Title. This Act shall be known as the “One Private Vehicle Per
Family Avoiding Traffic Congestion Act”.

SECTION 2. Declaration of Policy. The provisions of this Act shall control, as


far as they apply, the registration and operation of vehicles and the licensing of owners,
dealers, conductors, drivers, and similar matters.
SECTION 3. Definition of Terms. For purposes of this Act, the following terms
are defined:

(a) “Private Vehicle” – shall mean all pneumatic-tire vehicles of types similar to
those usually known under the following terms: touring car, command car,
speedster, sports car, roadster, jeep, cycle, car (except motor wheel and
similar small outfits which are classified with motorcycles), coupe, landaulet,
closed car, limousine, cabriolet, and sedan.
(b) “Family” - shall mean the actual legal owner of a vehicle, in whose name such
vehicle is duly registered with the Land Transportation Commission.
(c) “Traffic Congestion” – shall mean a critical problem which happens on roads
which make traffic busy because roads full of cars and buses.

SECTION 4. Establishment of the Authorization of One Private Vehicle per


Family.

The Land Transportation Office (LTO) as Chairperson, the Traffic Management Unit
(TMU), a representative from both offices, together with representatives from traffic
officers in the country shall conduct a nationwide consultation, and through consensus
craft a Program on the Authorization of One Private Vehicle per Family.

The Management shall draft a roadmap for implementation of the Program,


which shall be submitted to the President for his approval. The Management shall
likewise implement the approved Program.

The Management shall continue to meet every four (4) years, or as the need
arises, and shall conduct an evaluation of the accomplishments and impact of this Act,
as well as the performance, for purposes of updating as needed.

SECTION 5. Institutionalizing One Private Vehicle per Family avoiding


Traffic Congestion. To carry out the above – declared policy, teaching of the One
Private Vehicle per Family Program on Avoiding Traffic Congestion shall be
institutionalized as part of the command in all families in the country.
SECTION 6. Implementation of the Program. It is hereby mandated that all
private entitles, through Land Transportation Office (LTO) or its equivalent, shall include
modules, family orientation or training programs. Seminars may also be held in this
regard depending on what the respective LTO officials deems appropriate.

SECTION 7. Separability Clause. If any provision of this Act id declared


unconstitutional inoperative, the other provisions not so declared shall remain in force
and effect.

SECTION 8. Repealing Cause. All laws, decrees, orders, rules and regulations
or parts thereof inconsistent with the Act or the rules and regulations promulgated
pursuant thereto are hereby repealed or amended accordingly.

SECTION 9. Effectivity Clause. This Act shall take effect three (3) weeks after
publication in five (5) national newspapers of general circulation and in media.

EXPLANATORY NOTE

Private vehicles are one of the easiest ways for transportation whereas it is one
of the biggest expenses of a family. It seems that most families own as many cars as
there are drivers, or more. Owning and maintaining a car can be pricey. By owning
one less car, you will obviously save money on gas yet cars also need maintenance.

Having one car per family can reduced traffic congestion in any way, somehow,
in this generation, as the economy rises up and the number of private vehicles
increases, there is a uphold possibility in having a tighten up situation of traffic
congestion.
Moreover, in the advent of some social media platforms and petitions in having
more than one private vehicle per family has introduced and taught for all of us to go
more on how can we reduce the ways of having heavy traffics due to the increasing
number of private vehicles plus the public transportations.

As the Philippine’s economy grows and develops, it is essential that we do not


forget the alternatives when it comes to transportation.

In view of the foregoing, approval of this bill is earnestly sought.
