EXECUTIVE SUMMARY

Among the major customers of DTI Nueva Vizcaya are the (a) local micro-, small-
and medium enterprises (MSMEs) including large firms, investors, potential
exporters, institutions/associations, academes. Local government units who avail
of technical advisory services for business growth and development; and, (b)
protection and advocacy of consumerism that foster the well-being of the
community, the environment and the provincial economy, through the promotion
of ethical trade practices along the supply chain. True to its mission of being the
main economic catalyst that enables innovative, competitive, job generating,
inclusive business and empowers consumers, DTI Nueva Vizcaya have
implemented various programs/services that more or less captures the
organization outcome.

This annual report aims at providing timely, and accurate information to policy
makers, particularly the top management of DTI on the performance of this office.
It also analyzes the outputs and outcomes that are being realized in the terms of
performance indicators for each measured profiles.

Furthermore, this report presents the DTI Nueva Vizcaya’s 2018 lessons and
observations on implementation of programs and services to its clientele. It also
shows relevant information that captures the good practices as well as the
issues/concerns that needs to be addressed.

The report contains the DTI Nueva Vizcaya Planning Officer-Designate’s


overview and comprises the following reporting chapters: (1) 2018
PERFORMANCE GOVERNANCE SYSTEM (PGS); (2) 2018 ORGANIZATIONAL
OUTCOME; (3) RISKS AND OPPORTUNITIES; and, (4) POLICY/PROGRAM
OBSERVATIONS AND RECOMMENDATIONS.

The overall breath and goal of this annual performance report is to recommend
further step in sustainable development and improve existing programs and
services of the office.

CHAPTER I

2018 PERFORMANCE GOVERNANCE SYSTEM (PGS)

PGS A.1 MSMEs assisted in the priority industries

Under the approved strategic measure for micro-, small- and medium- enterprises

(MSMEs) assisted in the priority industries, the Department of Trade and Industry

(DTI) is directed to provide customized interventions for MSMEs as identified by

DTI Regional and Provincial Offices. These priority industries, for region 2,

includes dairy, wood, bamboo, rubber, banana, pangasius, poultry, cacao,

coconut, organic fertilizer, gifts and holiday decors (GHDs), furniture, coffee,

processed food, veggie noodles, citrus, pineapple, mango, muscovado, cassava,

metals/metalwork, ginger, vegetables, apiculture, eco-tourism, ICT and

industry-profiles). The province of Nueva Vizcaya only selected some of the

priority industries that are existing within the province. Its interventions focused

on the development of its local industry clusters (i.e. coffee, cacao, furniture,

GDH, processed fruits and nuts, furniture and bamboo).

Industry cluster is defined as the geographic concentration of interconnected

stakeholders in a given segment which includes upstream, downstream and

horizontal networks that creates synergy among them (2011 Ignacio). Under this

approach, firms are more productive and competitive in the economic paradigm,

thus, contributing to economic growth and development of a country (i.e. increase

job generation, increase household income, increase local and foreign

investments, increase GDP, among others). This strategy has been adopted by

the Department of Trade and Industry to pursue holistic development of industry

clusters in the region as well as in the provinces. Further, the program seeks to

create conducive conditions necessary for increased economic development for

a robust and competitive local industry.

In 2018, DTI Nueva Vizcaya’s annual accomplishment for the strategic measure

under MSMEs assisted in the priority industries superseded its annual target, as

shown below:

As seen in Table 1, it can be observed that DTI NV’s accomplishment under this

measured profile is higher by 85 or 32.08% above the 2018 target.

The table below further analyzes the performance of DTI NV’s performance per

provincial industry cluster:

As can be observed, the top contributory industry under the MSMEs assisted in

the Priority Industry is the “Processed Fruits and Nuts (PFN)” industry with a total

of 138 MSMEs assisted under or an equivalent frequency value of 39.43% of the

total 2018 accomplishment; followed by Gifts, Decors and Housewares (GDH)

industry with a total of 78 MSMEs or 22.29%. Further, coffee and furniture

industries are also two of the key clusters in the Province of Nueva Vizcaya with

a total MSMEs assisted totaling to 53 and 47 (or 15.14% and 13.43% of the total

2018 accomplishment), respectively. At the bottomline accomplishment, but an

emerging industry clusters in the province, are bamboo and cacao industry with

a total MSMEs assisted of 26 and 8 (or 7.43% and 2.29% of the total 2018

accomplishment), respectively. Based on this findings, most MSMEs given

technical assistance by the office are (1) PFN, (2) GDH, and (3) Coffee.

Moreover, most of these interventions came from Santa Fe with a total of 63

MSMEs assisted in the priority industries with an equivalent share of 18% of the

2018 annual accomplishment. This is due to the fact that most of the PFN and

GDH MSMEs in the province resides in the Santa Fe. Corollary, the Municipality

of Kasibu also contributed the most MSMEs assisted under the PFN industry

cluster. This may be due to the existence of MSMEs in the trading and processing

of citrus fruit in the municipality; also, the Municipality of Bagabag is one of the

contributing municipalities in the DTI Nueva Vizcaya’s 2018 accomplishment with

a total of 40 MSMEs assisted under the priority industry cluster (or equivalent to 11.43% of the total 2018 accomplishment report).

The reason for such numbers is the presence of MSMEs in the pineapple farmers/processors and furniture makers in the locality.

In terms of technical services provided, Table 1.2 shows the itemized interventions to DTI Nueva Vizcaya’s MSMEs assisted under

the priority industries, as show below:

As presented in Table 1.2, the most technical advisory services provided to DTI

Nueva Vizcaya’s MSMEs under the priority industries is the “business

consultancy” under the “referral, information, service and consultancy” (RISC)

with an equivalent value of 108 or 30.86% of total interventions provided to

MSMEs. It can also be observed that most of the MSMEs under the priority

industries consults DTI for “organizational management and development”

technical advisory with an equivalent absolute value of 79 or 22.57% of the overall

interventions of DTI Nueva Vizcaya in year 2018; followed by assistance to

MSMEs in terms of “access to market” and “skills development” with total

interventions of 57 and 37 (or 16.29% and 10.57% of the total interventions),

respectively. However, despite the existence of the P3 program, MSMEs in the

priority industry still needs support in terms of “access to finance”; which as

shown contributed very minimal vis-à-vis the total interventions provided by the

office with an absolute value of 11 or 3.14%. Furthermore, most of the MSMEs in

the priority sector still lags behind that of their larger enterprise counterparts in

terms of FDA license standards. For total development under the processed food

sector, the office should provide more assistance to MSMEs in facilitating their

FDA license.

PGS B.4 Number of New and Upgraded Bagwis Awardees

Under this strategic measure, the DTI Bagwis Award program gives due

recognition to establishments that uphold the rights of consumers while practicing

responsible business; where consumers get the best value for their money. The

said program also encourages the setting up of Consumer Welfare Desks

(CWDs) or an its equivalent inside the establishments that provide information to

consumers and serve as a mechanism for the speedy consumer complaints

resolution. The said program is also aligned to its objective(s) that are (1) to

partner with critical private business organizations to promote ethical business

practices; (2) create an environment where entrepreneurs upholds fair and

honest business practices through voluntary self-regulation and (3) to ensure that

quality and safe goods, products, services are at affordable prices at DTI-certified

establishments. The program is joined by all retail establishments like

supermarkets, department stores and specialty stores, appliance centers,

hardware stores and DTI accredited service and repair shops. Furthermore, there

are 3 levels of awards under this program, as follows: (1) Bronze award,

establishments that complies with fair trade laws and the presence of a Consumer

Welfare Desk (CWD) or an equivalent customer relations officer inside the

establishment; (2) Silver award, all requirements or achievement in the bronze

award and the presence of an activity(ies) or program(s) on social responsibility;

and, (3) Gold award, all achievements of silver requirements and some element

aligned to ISO 9001.

DTI Nueva Vizcaya Office targeted under its Performance Governance System

(PGS) Scorecard 2018 two (2) new, two (2) upgraded bagwis awardees and

nineteen (19) bagwis awardees maintained that were recognized in previous

years.

For purposes of analysis, Table 2 was prepared to present the 2018 annual

accomplishment vis-à-vis 2018 annual target, to wit:

As seen in Table 2, DTI Nueva Vizcaya’s actual bagwis awardees exceeded that

of the 2018 annual target for both new and upgraded measured profile in the PGS

2018; specifically, the actual number of bagwis awardees for new applicants has

an equivalent absolute value of 4, higher by 2 compared by its 2018 annual target

in the PGS (or an aggregate percentile accomplishment of 200%). Further, the

awardees under the upgraded strategic measure also exceeded over that of the

2018 annual target. These sub-measures (i.e. upgraded bagwis awardees) on

this strategic measured profile surpassed its 2018 annual target found in the PGS

with an absolute value of 4, higher by 4 over the set target for this sub-measured

profile, or an equivalent frequency value of 200%.

As can be observed (for 2018 and previous years’ awardees), most bagwis

awardees in Nueva Vizcaya are from the Gold level category with an equivalent

value of 12 or 46.15% of total bagwis awardees in the province; with an equal

number (i.e. 4) of awardees from supermarkets, specialty stores and hardware

stores. These business establishments are from big companies (e.g. SM

supermarkets, Pandayan Bookshop). Silver category has an absolute number of

awardees of 8 or 30.77% over that of the total bagwis awardees in the province;

followed by the bronze category of 6 or 23.08% of the total bagwis awardees.

PGS C.5 Investors Assisted

In its organizational outcome, DTI is tasked to increase investment activities in

the countryside; particularly, (1) conduct of focused investment promotion

campaign, investor servicing and awareness activities, (2) recommendation of

investment project(s) to Board of Investments, (3) prepare investment collaterals

on investment priority areas, (4) monitor investment leads, (5) update investment

database, and (5) capacitate LGUs or partner organizations on investment

promotion.

Under the said strategic measure profile, the number of investors assisted

(existing and prospective) are considered prime measure of the performance of

the office. corollary, the assistance administered for investors, but not limited to

the following, (a) walk-in, (b) email/phone inquiries, (c) through BOI one window

network, (d) through LGUs; with the following stages of assistance: (i) initial

meeting and servicing of inquiry, (ii) country evaluation (investment needs), (iii)

IPA data, (iv) inquiry and type of assistance.

For DTI Nueva Vizcaya’s 2018 annual accomplishment vis-à-vis its target figures,

the table shows a simple comparison of the two, to wit:

As seen above, DTI Nueva Vizcaya’s actual accomplishment for CY 2018 for

investors assisted amounts to 20, higher by 2 compared to the 2018 targeted

figure, or an equivalent frequency performance of 111%. Although, DTI Nueva

Vizcaya have yet to plan a more cohesive and concrete plan for investment

promotion, it has achieved its targeted indicator under the (1) “walk-in” and (2)

“through LGUs”, as forms of assistance.

To further analyze the said performance indicator, a simplified data analysis was

prepared below, to wit:

As seen above, the most number of investors assisted came from the

construction industry with an equivalent absolute number of 9 or a frequency

share of 45% based on the total investors assisted in 2018; followed by agri

business, coffee and PFN with an equivalent number of 3 or 15% percentile share

each in the 2018 accomplishment; while one (1) or 5% each for Furniture/GDH

and service industry.

As can be observed, all assistance to investors came from “initial meeting and

servicing inquiry”. This only means that DTI Nueva Vizcaya invested heavily in

this stage of assistance; or it may also mean that as per record, these are walk-

in clients. Furthermore, 50% of the assistance are from the service registration

and inquiry in registering to the Philippine Contractors Accreditation Board

(PCAB).

PGS C.6 Exporters Assisted

To increase the pool of local exporters’ potential, in 2018, DTI Nueva Vizcaya

provided appropriate technical assistances to its MSMEs to make them more

competitive and expand their market. The main objective of this program is to

undertake targeted and more aggressive export promotion for priority industries.

The 2018 accomplishment report vis-à-vis 2018 annual target for this indicator is

shown below:

As shown above, DTI Nueva Vizcaya have accomplished 100% (or an absolute

value equivalent to 7) its targeted exporters assisted indicator.

As presented above, the most number of industry assisted under the exporters

assisted indicator are from furniture makers with an equivalent value of 3 or

42.86% percentile share from the 2018 accomplishment report; two from

processed food (or 28.57% percentage share) and one each from PFN and GDH

(or 14.29% percentage share).

Despite the number accomplishment above, it may seem that all these business

establishments are indirect exporters or are potential exporters. This may root

from the fact that most of DTI Nueva Vizcaya’s clients have no capacity to directly

exports its products due to factors that negatively affects their financial returns.

As shown above, the most type of assistance provided to potential exporters in

the province are from their participation to NV Goes to Alabang Trade Fair 2018

with an absolute value of 3 or 42.86% percentage share from the 2018

accomplishment report; followed by their enrolment to the RIPPLES program with

an equivalent accomplishment of 2 or 28.57% frequency share from the 2018

accomplishment report; and one from business consultancy-access to finance

and product development of 1 or 14.28% percentage share from 2018.

PGS D.7 Negosyo Centers Established and Maintained

The Republic Act No. 10644 or Otherwise known as “Go Negosyo Act”, the Act

seeks to strengthen micro, small and medium enterprises (MSMEs) to create

more job opportunities in the country. Its basic policy of the “Go Negosyo Act” is

to foster national development, promote inclusive growth, and reduce poverty by

encouraging the establishment of MSMEs that facilitate local job creation,

production and trade in the country. The establishments, operations and

maintenance of NCs is a close collaborative effort of DTI and Local Government

Units.

Bagabag and NC Kasibu) Negosyo Centers in 2018.

through Negosyo Centers
R.A. No. 10644 mandates the Negosyo Centers are required to assist MSMEs in

business registration (i.e. Business Permits and Licenses). It should however,

take note that “Should the concerned business permits and licensing offices fail

to process the application within fifteen (15) days, the MSME shall be deemed

registered for a period of one (1) year: Provided, however, That within a period of

thirty (30) days from the date of application of an MSME, any business permit or

licensing office shall have the authority to revoke the permit or license upon

determination that an MSME has not met the requirements and qualifications

imposed by the office (RA 10644, Sec. 5.a.3)”. For this purpose, NC should

facilitate and expedite the business application process of MSMEs in coordination

with concerned LGUs and other concerned agencies (RA 10655, Sec. 5.a.2).

Table 6 shows that all MSMEs’ business permits (i.e. Mayor’s Permit) applied

through NCs are processed and given to them within 15 days from the date of

application from the concerned LGUs. A total of 1,137 clients assisted was

reported for the year 2018. However, despite this percentage accomplishment, it

is highly recommended for DTI to establish a system of monitoring to verify the

veracity of compliance of NCs in this particular measure indicator, particularly in

their assistance in business registration process of their client MSMEs to LGUs

within the prescribed time (i.e. 15 days).

For purposes of comparison between the Business Registration processed to

is recommended to determine the discrepancy business registration (LGUP

The Republic Act No. 9178 or otherwise known as the “Barangay Micro Business

Enterprise” is a support mechanism to micro enterprises, particularly in the

informal economy, to encourage them to be integrated in the mainstream

economy. Its incentives include exemption from tax of the income arising from

the operations of their enterprise; exemptions from coverage of the minimum

wage law; priority to special credit windows set up specifically for the financing

requirements of BMBEs; and technology transfer, production, management and

marketing training needs of BMBEs.

As shown in Table 7, all BMBE applicant were given BMBE certificates within the

prescribed time (i.e. 15 days), with an equivalent absolute number of 49 for the

year 2018. However, these BMBE certificates are not be automatically be

exempted to tax; the BMBE would still be subjected to Bureau of Internal

Revenues rules and regulations on tax exemptions. Hence, DTI together with BIR

should clarify the exemption rules of BMBEs, BMBE law vis-à-vis Tax Code.

PGS D.10 Number of LGUs submitting list of business permits issued


The purpose of this measure profile is to populate the PBR databank to serve as

repository of information of all business enterprises in the region as well as in the

provinces and municipalities. This, in turn, are used by the DTI offices as baseline

information for planning purposes.

As can be observed in the above table, all municipalities within the province

submitted their business permits issued for the year 2018. However, there were

concerns/issues that arise when this particular measured profile are being

reported; it seems that the period as to whether it should be reported were not

clear (i.e. whether to report a partial list within the year or a complete list of

business issued at year end). As per Management Committee meeting

agreement, it allowed the reporting of partial list of business issued by LGUs. It

should however, take note that LGUs, based on their directive with DILG, are not

required to furnish a copy of business permits issued to DTI in 2018.

PGS E.11 Number of Clients Assisted

DTI is responsible for realizing the country's goal of globally competitive and

innovative industry and services sector that contribute to inclusive growth and

employment generation.

Pursuant to the Philippine Development Plan (PDP) 2017-2022, DTI shall

endeavor to reduce inequality and poverty by expanding economic opportunities

in industry and services, and by increasing the access particularly of micro, small

and medium enterprises (MSMEs), cooperatives and overseas Filipinos (OFs) to

these opportunities.

Under this strategic measure profile, the main objective of the office is to increase

the number of MSMEs assisted and facilitate their transition from informal to the

formal economy. Congruently, DTI NV conforms with this specific indicator, that

is the number of MSMEs assisted and number of clients assisted.

In reporting the said indicator, DTI should take note of the definition as provided

by the standard measure profile issued by the DTI top management, to wit:

 MSMEs assisted – refer to both new and existing MSMEs who are either

registered (with mayor’s permit, or in cases where local ordinances provide

exemptions, the said enterprise is considered registered) or unregistered;

 Clients – refer to all entities assisted by DTI; and,

 Other clients – are those assisted by DTI aside from MSMEs (e.g. people’s

organization, NGOs, agencies who availed of DTI services; or individuals

assisted by DTI who are not yet engage in business such as students,

housewives/husbands, OSY, professionals, private/public sector

employees, senior citizens, retirees and others).

As can be observed, DTI Nueva Vizcaya have been tasked to assist at least 1,500

MSMEs for the year 2018; noteworthy to mention, it even exceeded the set target

by a margin of 181 or 12.07% above the set target; for a total accomplishment

rate of 112%. The top contributory MSMEs for the said indicator are “registered

existing MSMEs” and “registered new MSMEs” with a lump accomplishment

report of 1,204 or 80.27% of the total 2018 target.

However, based on the 2018 accomplishment report, there are still 36

‘unregistered’ existing MSMEs assisted. Taking into consideration the main

objective of the measured profile that is MSMEs to become part of the

mainstream economy or classified as registered MSMEs; these were not included

in the formal economic mainstream. It may seem that these MSMEs have no

capacity to register formally or still operating in the underground economy. It is

highly recommended that DTI should come up with an action plan to facilitate

their registration in the LGUs. Further, this finding should be directed to the NCs, being their main mandate as provided by R.A.

10644.

Table 9.1 shows the comparison of MSMEs assisted in various municipalities in Nueva Vizcaya including those assisted in other

provinces. As can be observed, most of the MSMEs assisted are found in Solano (growth center in the north) with a total MSMEs

assisted of 233 or an equivalent frequency share in the accomplishment of 17.51%; followed by the Municipality of Bambang (growth

center in the south) with a contribution of 154 or a percentage share of 11.57%. The two municipalities are contributing a large

marginal share in the accomplishment (i.e. total contribution of the two municipalities amounts to 387 or 29.01%) due to the fact that

most MSMEs in the province are located in such municipalities being the commercial centers of the province. The more interesting

observation that can be found in the above table is that the Municipality of Kayapa. In the year 2018, Kasibu heavily contributed in

the accomplishment of DTI NV with an equivalent contribution of 136 or 10.22% of the total accomplishment despite it classification

as “agricultural municipality”; this may be seen as an outlier to the previous discussion that most of the MSMEs are based from the

mentioned commercial centers.

Further, the most number that contributed in the total accomplishment came from the “trading industry” with a contribution totaling to

295 or a frequency value of 22.16%. Although, there has been a large contribution of 357 (26.82%), however, it may seem that these

were not properly identified by technical staff.

The P3 Program was launched in the year 2017; January 2018 has the largest

P3 applicants and/or beneficiaries; this government program was an initiative to

eradicate the local practice of 5-6 scheme loan. Thus, most MSMEs under this

measured profile seek take advantage of this program due to lower interest rate

and has no collateral burden. Because of this, it can be seen that the highest

Technical Advisory Services provided to MSMEs is the P3 Program with a total

contributory number of 371 out of 1331; that is equivalent to 27.9 %.

The second highest contributing technical service is the “CEI/BEI”, most of the

MSMEs under this program are found at the center of the commercial areas of all

municipalities except in Ambaguio and Alfonso Castañeda. Further, the RISC

intervention also contribute a large number of MSMEs assisted with an absolute

number of 181 or an equivalent frequency share of 13.6%. However, using Table

9.2, it seems that the interventions provided by the office are not cohesive in

approach. This may capture the total accomplishment for any year but the total

development phase or the continuity plan for certain MSMEs for the succeeding

years are undermined. This may be due to the fact that MSMEs once assisted

are only reported once throughout the year. It is highly recommended that the

office should strategies a more holistic and cohesive approach in dealing with

MSME development.

As discussed earlier, the main objective of helping MSMEs in the country is to

facilitate their transition from the informal to the formal economy. This means that

DTI should encourage local MSMEs in registering their business (i.e. securing

business permits from LGUs.

Using the measured indicator, as shown in Table 10, more than half of the

MSMEs assisted by DTI Nueva Vizcaya are registered (as defined in PGS B.11

Number of Clients Assisted); more specifically, it achieved a 72% registered

MSMEs assisted out of the total MSMEs assisted for the year 2018. DTI Nueva

Vizcaya’s accomplishment for this indicator exceeded the set 2018 target by a

margin of 12

Based on Table 10.1, it shows that the bulk unregistered MSMEs assisted for the 2018 accomplishment for the priority sector came

from Kasibu which also refers to the PFN industry (i.e. 23 MSMEs assisted or 52.27%). This may due the fact that agri trading (e.g.

raw materials) spur micro processing initiatives that may take time to be registered ready. The business environment in the locality

still allows (usual practice) transactions with no receipts. Also, it is highly recommended that the identified unregistered MSMEs under

the PFN industry should consider registering their businesses and complying with the food safety regulations of the country.

Based on Table 10.2, it can be observed that the most contributory specific industry for the province in 2018 is under the trading

industry and agribusiness with corresponding to 142 unregistered MSMEs assisted (or 29.52% frequency share) and 102 unregistered

MSMEs assisted under the agribusiness industry (or 21.21%). Although it can also be observed that there are 147 unregistered

MSMEs assisted, however, it was not properly identified in what industry they belong to; this may be due to the fact that during the

activity it was not indicated in the source document (i.e. attendance sheet) the specific industry they are part with.

PGS F.13 Number of Mentees

“Project KAPATID is an initiative of the DTI and the Philippine Center for

Entrepreneurship (PCE) to help the country’s micro and small enterprises (MSEs)

through three key components:

 The Mentor ME (micro entrepreneurs) program, a coaching and mentoring

approach where large corporations teach MSEs on different aspects of

business operations

 The Adopt-an-SSF (Shared Service Facility) program, which aims to help

micro entrepreneurs by providing them access to SSFs in their community

 The Inclusive Business (IB) model where MSEs are linked into large

companies’ value chains.

The Mentor ME program aims to:

 Help micro and small entrepreneurs scale up their enterprises

 Spur economic activity and generate employment opportunities

 Mainstream OTOPreneurs who are ready for business expansion

It features modules that shall subject the mentees to various business concepts

and develop the acumen needed in scaling up and sustaining an enterprise:

successful entrepreneur

 The Enterprise, a seven-topic module covering the basic functional areas

2018 (batch 3 and 4) graduated from the said program with a total number of

mentees of 41 (or 100% of mentees graduated). This means that all mentees in

the province are determined in developing their business operations based on

As can be observed in Table 11.1, the most number of mentees are found in PFN and GDH/Fur industry with a lump contribution of

25 or 60.98% percentile share from the total mentees graduated last 2018. For the mentees in each municipality, almost all

municipalities in the province were represented except for Alfonso Castañeda, Ambaguio and Kayapa. This may be due to the

proximity or distance from their place to the KMME program venue.

Based on the table shown above, the sales revenue of SSF

cooperators/beneficiaries surpassed the minimum 10% increase in terms of sales

performance. This means that the SSF project achieved its purpose as contained

in the MOA/Usufruct. In 2018, the SSF projects in the province generates a total

of PhP 6,901,422.29 in sales. Correspondingly, the target beneficiaries increased

and improved their production capacity which in turn positively affects their sales

revenue generation.

Through the initiative of the DTI-Nueva Vizcaya Provincial Office to fully

operationalize all SSF projects in the province, the “Revving-Up the SSF

Kapacity” project has been conceptualized. Through the “RUSK” project,

interventions were implemented to identified beneficiaries. This results to the

transfer of non-operational SSFs to new qualified SSF Cooperators. A total of

four (4) non-operational SSF projects have been transferred to new cooperators

and some had already started their operation. As shown in Table 12.1, two loom

weaving projects have not yet incurred any sales due to the project are still on

their infancy period and interventions are still to be delivered this 2019.

Continuing the SSF program in 2018, DTI-NV had proposed three (3) new SSF

Projects for 2018. 2 have already been established and one is to be established

this 2019. Interventions for these projects are included in the 2019 action plan of

these SSF Projects.

As can be seen in Table 13, DTI Nueva Vizcaya’s accomplishment for the year

2018 has exceeded its set target. This is due to the fact that most this was the

most sought after assistance by MSMEs from the office. A total of 45 numeric

accomplishments were reported during 2018 as compared to the 25 annual target

(or a frequency value of 180%, exceeding the set target for 2018). It can also be

observed from the table the most number of assistance came from the OTOP

Next Gen which was one of the flagship program of DTI in 2018.

PGS H.16 Number of IP Applications Filed


Part of the MSME Development Plan, DTI is tasked to measure the Global

Innovation Index that encourages innovation and creativity among local MSMEs,

and secure the protection of all intellectual properties of MSMEs when they reach

the global market. In essence, the office should pursue internationalization of

local MSMEs by being part of the global value chain, developing global brands,

and promoting e-commerce.

To achieve this measured indicator, DTI have set the profile measure by

reference to the Intellectual Property application filed with the Intellectual

Property Office (IPO), more specifically the number of IP application file.

As seen in Table 14, the 2018 DTI Nueva Vizcaya’s accomplishment for this

particular measured profile was exceeded by 2 for a total percentile

accomplishment of 150%.

PGS H.17 Number of MSMEs Doing E-Commerce

DTI reiterates the importance of the role of e-commerce in economic

developments and presents a more efficient platforms of marketing products and

services within the local and national market, as well as the global arena. Through

this program, it will address various concerns of local MSMEs in the e-commerce

ecosystem that require collective efforts of various key stakeholders towards the

realization of MSME developmental goals and objectives. However, DTI together

with key partners should seek to provide support mechanism in terms of

improving infrastructure, investment, innovation, intellectual capital, information

flows and key focus areas in order that the target e-commerce initiative to be

operational.

For this reason, DTI included “MSMEs doing E-Commerce” as measure profile.

Under this indicator, DTI in collaboration of key agencies should pursue

internationalization of MSMEs by being part of the global value chain, developing

As shown in Table 15.1, the most number of number that MSMEs are using is

the “yahoo email” platform with a total participating MSMEs of 15 or 37.5%

frequency share in the 2018 accomplishment report; Followed by the DICT-LGU

Bayombong-DTI Nueva Vizcaya e-commerce initiative, wherein, selected

business establishment within Bayombong were given the opportunity to creation

and/or development of website for their business that is being developed by local

IT developers (i.e. scholars) of the said program, its absolute performance value

is 14 or a percentile share of 35%. It also understood the most of the MSMEs

doing E-Commerce are found in the Municipality of Bayombong because of the

mentioned e-commerce or website development initiative of key partners.

In compliance to Anti Red Tape Law, DTI should ensure a speedy, better and

efficient services delivery resulting to delighted clients. The processing of

applications for permits/accreditation/licenses/authorities (renewal) processed

should be within prescribed time.

This particular measured profile pertains to application to sales promotion permit,

repair shop accreditation and private emission testing center. As per directive,

DTI Nueva Vizcaya were given a total of 42 target for 2018 for this specific

measured profile. To analyze the performance of DTI Nueva Vizcaya for 2018

with this particular indicator, Table 16 was prepared, to wit:

Using the Table 16, it can be seen that DTI Nueva Vizcaya have delivered

satisfactory compliance to this measured indicator. For 2018, the office was only

given a 96% compliance rate in processing required permits to clients within

prescribed time but were able to accomplish a 100% (or perfect rate) of

accomplishment. It also exceeded the required target for 2018 (i.e. 42) by 12 or

28.57% increase from the baseline target or a total accomplishment of 54. The

breakdown of the total accomplishment came from 18 sales promotion permit

(which tantamount to 33.33%); 34 repair shop accreditation issued (or 62.96% of

the total accomplishment); and, 2 private emission testing center (or 3.7%).

As can be seen in Table 16.1, most of the consumer complaints are from

defective products which constitutes to 8 consumer complaints or 61.54% of the

total consumer complaints resolved for 2018. Most of the settlement agreed by

both parties during the case resolution for 2018 is replacement of consumer

products with equivalent contributory value of 6 or 46.15% of the total consumer

case resolved.

PGS J.19 Number of Firms Monitored (Price Trending)


To effectively and efficiently carry out the DTI monitoring and enforcement

activities, monitoring teams are deployed in the market to ensure that firms

comply with the provisions of the Price Act RA 7581 particularly on basic

necessities and prime commodities. Price monitoring shall be done to: (1) ensure

price stabilization/establish price trends, determine prevailing market price, and

(2) for maintaining reasonable prices.

For DTI Nueva Vizcaya, the firms regularly monitored by the office seem to have

no violation to the price act or its suggested retail price (SRP). As shown below,

the office consistently monitored its target firms. However, it seems that most of

the consumers have not fully understand the essence of the SRPs and the font

size of the posters of SRPs are very small and seem to confuse some of the older

consumers. It is highly recommended that a more systematic and real time

information drive to consumers like application type of price information to

consumers should be developed and more readable posters of SRPs.

In accordance to the Consumer Act of the Philippines in protecting consumers,

DTI makes use of Alternative Dispute Resolution Techniques in settling

consumer complaints. There are two stages of consumer complaints resolution,

the first one is the mediation conference; if it failed to settle the consumer

complaints, it will be elevated to the arbitration process. Take note that the two

level dispute resolution differ in settlement period in which, mediation should be

resolved within 10 working days and arbitration should be settled within 20 days.

on the pre-investment stage since it is on the investment promotion and

development of the “Establishment of a Fruits and Vegetables Cold

Storage Facility in Nueva Vizcaya” and it only started in October of 2018.

Further investment promotion would be recommended for 2019 and

beyond for the proposed investment proposal for Nueva Vizcaya.

OO2: Industry Developed – Industry Development Program


The National Priority Industry Clusters are composed of Rubber, Coco Coir,

Cacao, Processed Food (Fruits and Nuts), Wearables and Homestyle (formerly

Tourism Support Industries), and Coffee. The Industry Clustering Development

Program is an enshrined strategy for small and medium enterprise development

in specific (sub) sectors in the development plan in the region and in the

provinces.

The strategy is leveraging on the value chain model to support the dominant and

emerging industries/subsectors that demonstrate market and income potential.

The full report for the performance of the office of MSMEs assisted under the

priority industries is contained in PGS A.1.

through the preparation of the Provincial Coffee Plan 2018-2019. This

study suggests interventions that can instigate positive economic

change (i.e. improved coffee business along the supply chain).

b. The “number of localization activities, conferences, workshops,

consultative sessions and capacity building sessions conducted”

performance output was also accomplished and even exceeded the

target number of activities set by the top management (i.e. 4 local

activities implemented over 3 local activities targeted for 2018).

As can be observed in sub Table 20.1, all activities were categorized

as pre-qualifying interventions for a more in-depth services for each

industry cluster focus. This will also be used in crafting intervention

plans in the future.

c. As to the “percentage of local investors (MSMEs and/or large

companies) assisted who rate DTI assistance as satisfactory or better”

indicator, DTI Nueva Vizcaya have recorded a 100% compliance rate

with regards to CSF, as required by the ISO 9001:2015.

OO3: MSMEs Assisted and Developed – MSME Development Program

As discussed earlier in PGS B.11, the main objective of the office is to increase

the number of MSMEs assisted and facilitate from informal to the formal

economy. For this purpose, DTI conforms with this indicator by the number of

MSMEs assisted and number of clients assisted. However, there were identified

indicator found in the OO that was not targeted under the PGS, as shown below:

As can be observed in Table 21, DTI Nueva Vizcaya under this performance

indicator achieved the required minimum target (i.e. at least 60% of the Total

population of MSMEs in manufacturing, retail trade, construction and service

sector are assisted); it assisted about 85% of the total population of MSMEs in

the manufacturing, retail trade, construction and service sector. However, this

indicator was unclear and/or its specific measurement profile/parameters were

not immediately downloaded to the provincial offices. It is advised that the

following concerns should be dealt among the provincial offices and come up with

a singular definition:

a. The baseline information used to determine the total population of

MSMEs in manufacturing, retail trade, construction and service sector

came from the PSA (i.e. 2016). It only provided the total number of the

same. For purposes of clarification for provincial offices, it should

indicate where those MSMEs are located and whether they are still

existing or not. If given the complete baseline information, only then the

provincial office can deliver specific interventions needed by these

MSMEs;

b. Under the outcome and output performance indicator, this specific

measure profile (i.e. MSMEs assisted) was duplicated. This created

confusion to provincial offices since there were no clear distinction or

difference between the two. Further, two indicator have different set of

target; and,

c. What specific interventions would qualify both performance indicator.

a. The “number of MSMEs assisted” performance indicator can be

analyzed using PGS E.11;

b. The “number of clients assisted by Negosyo Center” indicator, as seen

in Table 22, have exceeded its required target for 2018. However, the

report given only pertains to figures with no corresponding source

levels as to location, type of clients or industry they belong. Further

analysis can be derived upon submission of the 2018 annual report of

Negosyo Center in the Province of Nueva Vizcaya to the planning unit

of DTI Nueva Vizcaya.

c. The “percentage of MSMEs Assisted who rate DTI Assistance as

satisfactory or better” performance indicator as shown in Table 22 was

satisfactorily complied with. Further analysis of the indicator can be

seen to process owners of the said programs (e.g. KMME, SSF,

BEI/CEI).

Program
DTI aims to equip consumers through consumer education/advocacy with their

basic consumer rights and responsibilities, salient features of the Consumer Act

of the Philippines and other Fair Trade Laws of the country to raise the level of

awareness and understanding of said information.

To raise the level of consumer awareness, DTI Nueva Vizcaya have set

interventions to achieved consumerism.

As can be observed in sub Table 23.1, the most topic given to target

clientele by the Consumer Protection Division-Nueva Vizcaya is the

advocacy relative to “Consumer Act”, this is paramount to the main

purpose of the said indicator, which is to increase consumer

awareness (equivalent to 33.04% of the total consumer advocacy

accomplishment). Another bulk accomplishment in this

performance indicator is the “BEI/CEI” or the advocacy on

Consumer Protection and Consumer Education activity with a total

value of 25 or a frequency share of 21.74%. The largest number of

advocacy initiative in a given municipality is Bayombong with 54

advocacy initiative or 46.96% of the total accomplishment; followed

by Solano with 26 or 22.61% percentile share of the total

accomplishments. However, Alfonso Castañeda Ambaguio and

Villaverde were not given any consumer advocacy in 2018; the

office should consider making initiatives in those municipalities

despite the proximity/distance with the provincial office.

b. The “number of consumer education information materials produced”

were also given priority by the Consumer Protection Division of DTI

Nueva Vizcaya because of its effective mechanism in increasing

consumer awareness. As seen in sub Table 23.2, a list of topics was

confusion on whether the measured profile pertains to the “number of

materials produced” (i.e. counting all material given to consumers

despite the repetition of topics) or the “specific topic produced”. In

case of DTI Nueva Vizcaya, the former was followed.

CHAPTER III

RISKS AND OPPORTUNITIES

The requirements for addressing risks and opportunities are spread throughout the ISO 9001:2015 standard, as adopted by DTI

Region 2, starting from section 4.4.1, where the office is required to determine the processes needed to address risks and

opportunities that are determined. This is reinforced in section 5.1.2, where top management needs to ensure that risks and

opportunities that affect product and service conformity are determined and addressed. The real work of the requirements for risks

and opportunities is in section 6.1 on actions to address risks and opportunities. This chapter of the annual report discusses the need

to plan the actions needed to address the risks and opportunities, integrate these actions into the QMS. These actions need to be in

proportion to the potential impact on product and service conformity, and there are many ways to address risk, from avoiding it to

accepting it.

DTI Nueva Vizcaya’s operations for the year 2018 followed the required process for the said ISO certification, in which, a summary

of risks and opportunities are presented for reference according to Organizational Outcome report card.

CHAPTER IV

POLICY/PROGRAM OBSERVATIONS AND RECOMMENDATIONS

This chapter presents the policy/program recommendations for the improvement of

succeeding years’ operations. Further, this chapter discusses the way forward or

support mechanism in achieving the purpose of the Organizational Outcome (OO)

as well as the Performance Governance System (PGS). Based on the analysis and

observations of the 2018 performance indicator, a structured and cohesive

policy/program recommendations were developed.

The recommendations thereto were arranged according to programs indicated in the

organizational outcome report card, to wit:

a. OO1: Exports and Investments Increased

As discussed in PGS C.5, DTI Nueva Vizcaya have no pre-structured

investment promotion plan on its priority industries despite the

accomplishment of investor assisted indicator. To be more specific, it

has not yet come-up with a concrete and cohesive plan for investment

promotion and development.

In consonance, this may be attributed to Nueva Vizcaya’s sluggish

economic growth over the past years as evidenced by poor investment

climate that limit capital information, productivity improvements and

competitiveness of existing firms. Thus, the purpose of this annual

report is to determine and assess the weakness of the provincial

investment climate, supported by appropriate program specific

initiatives, that will significantly contribute in enhancing the provincial economy’s productivity and long-term

investment. To achieved this, a proper plan and strategy for marketing Nueva Vizcaya as a preferred

ii. Exporter

As mentioned in PGS C.6, there were no direct exporters from Nueva

Vizcaya. This may be due to the following factors that undermine the

capacity of potential exporters to directly export their products: (1) poor

infrastructure, (2) high costs of logistic requirements, (3) absence of

post-harvest facilities in the province that could prolong the shelf life of

agri products in the province, as well as maintain its quality, and (4)

information asymmetry on possible trade agreements (i.e. where or

whom will they export the products). However, this would not impede

the office in promoting export of products, it will still make initiatives in

complying this mandatory performance indicator.

DTI Nueva Vizcaya should maintain the following export promotion and

b. OO2: Industries Developed

As analyzed in Chapter II of this annual report, the provincial industry clusters

have no singular approach in achieving industry development. Further, there

were perceived market failures observed by the program account manager,

as follows:

 Information Asymmetry

 The current industry cluster players’ setting are devoid of


information on local players (i.e. listing of local potential/partner in
the supply chain). This is why large manufacturers outside the
region look for partner-suppliers in the others areas (e.g.
neighboring regions & NCR), for more effective and efficient
production and easier assess (i.e. logistics) including security
reasons. This represents an information asymmetry that limits local
linkages.
 Industry development within the supply chain is also hindered by

the following: (1) incorrect choice on industry cluster due to

absence of market research and information; (2)

Insufficient/Inaccurate industry statistics; and, (3) absence of

innovative research facility for prototyping.

 Product/service improvement within the provincial industry cluster

is somewhat lagging due to lack of communication and mutual

understanding between and among industry players, which leads

to fact that it is difficult to assess the ex-ante quality of emerging

products/services.

 The absence of market testing on the part of stakeholders poses

immediate threat in the development of industry clusters. This

problem focuses on the commercial viability and possible

improvement of products and services to target market.

 Coordination Failure/Convergence Plan

 Coordination failure is a relevant factor especially for latecomer

development provinces. It may occur when investment project

requires simultaneous investment related activities to become

viable. Take the example of region II’s promising number of

carabaos and cows coupled with good agro-ecological conditions

for dairy industry cluster development. Even if the region offers an

excellent investment climate and the potential investors recognize

its potentials, it will typically start off with lack of milk processing

facility; lack of logistics; no cooling chain facilities for finish

products; high quality inputs and specialized technical support

services available; inefficient land transport and airport facilities:

high freight costs due to low trade volumes; health and safety

procedures, and so on. The dairy industry cluster needs all the

necessary infrastructure facilities and services simultaneously to

able to maximize profits. Therefore, a major coordinated effort

should be organized to develop complementary asset, either by

public-private partnership, private investor or government

investment, for the development of the dairy industry in the region.

 Each Agency has its workable development agenda which may

sometimes hinder cluster development (e.g. DTI’s development

initiative for the wood sector needs to be reconciled with DENR and

other regulatory agencies).

 The identification of industry champions/experts should be

available to DTI. This means that a national/regional focal

person(s)/expert(s) on a particular industry should be available to

advice or recommend questions/issues/concerns to

regional/provincial offices.

 Government Failure

 The office should buy-in the industry cluster development

agenda/initiative to partner agencies/organizations that includes

LGUs and National Line agencies.

 The plans should be holistic and within a 3-year period in

consonance with the LGU’s administration period.

 The government creates additional distortions. One specific

example that is prevalent in the industry cluster implementation is

existence of “politization” of market failure by those politicians to

make themselves visible during campaign periods which will result

to incorrect measures and away from the general welfare of the

people.

In summary, the DTI Nueva Vizcaya have come up with 4 major problems

that negatively affects the industry development in the province, to wit: (i)

Weak industry clusters networks/linkages; (ii) Weak, if not absence of,

collaboration of support services among stakeholders; (iii) Lack, if not

absence of, product innovation and/or lack of value-adding; and, (4)

Insufficient financial capability & poor market network strategies. Based on

analysis and observations of performance and experience of program

account managers in the province, DTI Nueva Vizcaya have adopted the

“Vibrant Operation of Industry Clusters for Economic Sustainability

(VOICES)” initiative; wherein, its seeks respond and support the provincial

industry development. This initiative aims at addressing how the relationships

of the various stakeholders in the market be improved, from the upstream to

downstream, mapping out the primary, secondary, and tertiary industries

present in the locality. The industry clustering approach would look into how

the interplay of this relationship impact on the economic development and

competitiveness of the province, hence, there will be 9 major components, as

follows:

a) Get buy-in of sector representatives and relevant government

agencies in adopting the said initiative;

b) Mapping of businesses and/or industries existing in the locality;

c) Select subsector for promotion using the initiative according to (1)

growth potential, competitiveness; (2) poverty reduction potential,

social benefits; (3) prospects for success; and, (4) outreach;

d) Analyze subsector’s value chain (i.e. value chain analysis);

e) Industry cluster organization and team formation;

f) Industry cluster planning (i.e. develop subsector’s value chain

upgrading strategy);

g) Implementation of industry cluster development process/action plan;

and,

c. OO3: MSMEs Assisted and Developed

The micro-, small- and medium- enterprise (MSME) development plan are

curb from the actual needs of the sector; with the purpose of promoting,

strengthening and ensuring the success of local MSMEs throughout the

economy regardless of sector variation. In 2018, the office mapped out its

interventions in improving local MSMEs that will eventually contribute to

the macro-economy of the province including job generation. Previous

interventions were implemented to improve the general business climate

that catapult businesses’ productivity and efficiency including access to

finance and expansion to market arena. Congruently, the office has

adopted a result-based management approach to measure specific

indicator resulting to the achievement of organizational outcome and its

objectives. The following are some of the major programs/services that

DTI Nueva Vizcaya would focus for 2019, and may change depending on

the policy outlook of the region, to wit:

a. Negosyo Center

As discussed earlier in PGS D.7, there are already 11 Negosyo

Centers established and maintained in the province. As provided by

R.A. 10644, these Negosyo Centers are support mechanism in

strengthening local MSMEs and, in turn, spur employment

opportunities in the province. It can also be observed from the

performance indicators in the PGS and OO, the entrepreneurship

activities in municipalities with Negosyo Centers increased.

However, in the previous year(s), Negosyo Centers focused most

of their attentions to commercial centers or growth areas within their

municipalities setting aside areas where economic development is needed the most. This observation is not that

inclusive in nature, there are some lower class barangays were being reached out in some municipalities. This write-up

suggests that there should be a concrete plan that includes lower class municipalities, that is inclusive and cohesive in

nature.

For 2019, DTI Nueva Vizcaya have come up with an action plan that would penetrate lower class barangays within the

NC’s municipality, to wit:

b. Green Economic Development Sensitization

One of the milestones of DTI region 2 is the promotion of Green Economic Development Sensitization to local MSMEs

of the office. This presupposes that MSMEs together with DTI including partner agencies/organizations should

implement environment friendly, climate-sensitive and inclusive strategies and measures. Basically, DTI should facilitate

(1) information and awareness raising on green economic development; (2) business promotion and matchmaking; and,

(3) a green policy framework.

d. Shared Service Facility Project under the RUSK

In line with the DTI Nueva Vizcaya’s Shared Service Facilities (SSF) Cooperators assessment report, relevant

information (i.e. issues, concerns and possible interventions) were gathered for purposes of coming up with cohesive

and responsive SSF action plan to fully utilize, at maximum capacity, the SSF equipment.

Under the assessment scheme, a pre-structured questionnaire/survey was used to capture relevant data depicting their

day-to-day operations. Also, quantitative and qualitative analysis was used in coming up with a status report of all SSFs

in the province. Moreover, reports from Internal Audit Services (IAS), both national and regional office findings, were

corroborated with the assessment findings to magnify the root cause of SSF inefficiencies. From these, a simple yet

constructive assessment report was produced which was further validated by respondents (SSF Cooperators) thru a

Provincial Focus Group Discussion. Consequently, findings from the assessment report was further amplified by

discussions.

Using the result of the preliminary phase of identifying the root causes (variable determinants), a complete set of

interventions were formulated and developed. These identified interventions are geared towards greater and cohesive

MSME-oriented programs and activities. Analysis of the said variables revealed that the main causes were (a) lack of

follow-through interventions by DTI after the transfer of SSF equipment to the MSME-Cooperators and (b) the low level

of proactiveness of MSMEs to improve productivity. Hence, the initiative that reinforced the provision of SSF projects

and a mechanism that strategized the MSMEs’ productivity through harnessing a responsive and cohesive interventions

with the cooperators of the program.

However, this project initiative would be construed as ineffective unless the proposed menu/programs are implemented

accordingly. Similarly, this initiative would be termed as the reintegration of the “Incubation Model”, as strategic

productivity drivers. Correspondingly, vital business paradigm would be imbedded in the SSF Cooperators’ core

foundation to achieve what they call “MSME Development’, in its truest sense.

Coined as Revving-Up the SSF Kapacity (RUSK) Project, said initiative was implemented to support and level-up DTI

Nueva Vizcaya’s implementation of its flagship program SSF. The RUSK project is focused on a cohesive and

responsive strategy that creates an enabling environment which encourage MSME-Cooperators to be proactive in their

firm strategies, have a long-term plan for their business, innovate, and be more productive. It employed a comprehensive

and integrated approach to the provision of Trade and Industry interventions for the MSMEs.

The interventions, which were conceptualized in consultation with key stakeholders, will be implemented via three

phases, to wit:

Another issue/concern that should be addressed by SSF project is the need to review the SSF policy guideline to

conform with regional/provincial realities (i.e. criteria for beneficiary/cooperator qualification should be upgraded and

strictly followed. Also, the procurement process should be reviewed to improve the quality of equipment, machineries

and tools to be purchased.

e. OTOP Next Gen and other Product Development Activities

The OTOP Next Gen program aims to LEVEL UP local products and services. Building from the gains of the initial OTOP

program of the DTI, and with local MSMEs with viable products, this project aims to offer a package of public-private

assistance to have significant improvement and innovation in the areas of quality, product development, design,

standards compliance, marketability, production capability, brand development, among others.

f. E-Commerce

As stated in the DTI website, “The formulation of the Philippine E-Commerce Roadmap 2015-2020 is deemed critical in

addressing challenges encountered by various sectors as E-Commerce becomes prevalent in our daily lives and

business operations. It focused on needed policies and programs to solve present challenges, categorized in six (6) I’s,

in implementing E-Commerce in the country, including policies and programs to gear up our E-Commerce players,

particularly the MSMEs, for cross-border E-Commerce. Without this, the government and private sector will always be

in reactive mode in addressing industry needs and will miss opportunities to innovate early on. According to I-Metrics

Asia-Pacific Corporation, E-Commerce purchases and revenues of companies in manufacturing, retail and wholesale,

and services are already at 7% to 13% of our gross domestic product (GDP) as of March 2015.” (retrieved from

g. SMERA

A continuous learning program for the development of local MSMEs to become competitive in domestic and global

markets through the Small and Medium Enterprises Roving Academy (SMERA) was adopted by DTI Nueva Vizcaya for

2019.

h. P3 Program and other Financing Program

R.A. No. 9501 sec. 15 states that “all lending institutions under the rules of Bangko Sentral ng Pilipinas (BSP), whether

public or private, shall set aside at least 8% for micro- enterprises and 2% for medium-enterprises from their total loan

portfolio and make it available to MSMEs credit or as a special window”. Further, the “Pondo sa Pagbabago at Pag-

asenso (P3) program” was also being promoted by DTI. In congruence, DTI will intensify the promotion of the P3 and

other financing program to local MSMEs for 2019 and beyond as shown below:

i. Nueva Vizcaya Goes to Alabang Trade Fair 2019

This initiative is a support mechanism for a more organized menu of market services (i.e. trade fairs) which are affordable

to MSMEs, through greater participation and collaboration with private organizations, LGUs and key sectors. For 2019,

DTI Nueva Vizcaya will implement such initiative to metro city including local, regional and national trade fairs, where

economic activities are mostly found, to wit:

d. OO4: Consumer Welfare Enhanced

The developing trend in globalization, industrialization and regional integration in the ASEAN community have catapulted the

economic development in the business environment. With this, business interactions sprout in the market paradigm; and

whenever business arise, people negotiate to buy and sell products or commodities. Inevitably, an entire spectrum of ethical

concerns would surface.

At the inception of the supply chain, farmers or factory workers are usually given less attention in terms of good working

conditions and fair wages. These ethical issues would be commonly observed at the manufacturing plant. This includes

inhumane treatment to workers and child labor. Issues like ecological unsustainable production, disregard of intellectual

property rights and the production of counterfeits are often disputed. Going further along the supply chain, middlemen or traders

(wholesalers or distributors) of these products or commodities are often criticized on the issue of equitable share in revenue

creation. This is usually the case when discriminatory sales policies and heavy handed purchasing policies are used to

negotiate products. Arising concerns on unjust treatment or relationship with business partners puts middlemen in the center

of ethical debates. Retailers, in turn, are subject to a kaleidoscope of ethical issues like untruthful packaging, misguiding

incomplete labeling, false advertising, unethical brand positioning and cause-related marketing. And lastly, consumers also

inflict unethical behaviors. Consumers oftentimes abandon their ethically sound decisions to buy counterfeits whenever the

price differences benefit them.

Because of fast proliferation of players in the supply chain and the government’s goal to grow the national economy, these

ethical concerns are mostly pushed behind without consideration of sustainability of development despite several laws enacted

for the promotion of consumer welfare.

This annual report analyzes and recommends policy/program to foster the well-being of the community, the environment and

the provincial economy through the promotion of ethical trade practices along the supply chain.

 To fully effectively and efficiently accomplish the performance

indicator for DTI Nueva Vizcaya, it is emphasized that additional

manpower should be given importance.

 DTI Nueva Vizcaya should look for an office building that is

accessible, convenient and safer for employees and clients.

 The planning process for the office should also include the

feedbacks and recommendations from the clientele being served.
