Going Green in China

China is growing at a rate faster than any big country has ever grown at before. As it grows, the country is
taking advantage of many opportunities for environmental progress.
New buildings and power plants can incorporate the latest environmentally sound technology. For example,
in the growing city of Rizhao, in Shandong Province, 95 percent of the buildings use solar energy. A large
hotel there has a solar-thermal system that takes the sun’s energy and turns it into hot water for the kitchen
and 102 guest rooms. More than two dozen cities are building or expanding subway and high-speed rail
lines. China is the world leader in the installation of renewable energy technology—its turbines catch the
most wind, and its factories produce the most solar cells. In fact, no other country is investing so heavily
in clean energy.
While these green efforts are great, China is also primarily dependent on coal-fueled growth. China’s rapid
expansion—constructing highways, rail lines, and buildings—requires the use of energy, which means
burning coal, the country’s main energy source.
Energy experts are now trying to determine when emissions will peak and then begin to decline. I talked
with dozens of energy experts, and not one of them predicted emissions would peak before 2030. Is there
anything that could move that 2030 date significantly forward? I asked one expert in charge of a clean-
energy program. "Everyone's looking, and no one is seeing anything," he said.
There are risks involved in letting carbon emissions rise until 2030, but China’s steps toward relying on
green energy will be a major help in the future. Although China’s energy use right now is, like most of the
world’s, not ideal, the Chinese are setting some important models for us to follow.

WRITING
Imagine that yesterday you were in a busy cafe drinking coffee. You noticed that all of the beverages
come in paper cups, with cardboard sleeves, and a plastic lid. You also noticed that there was a place for
trash, but not for recycling. This bothered you because so much recyclable paper and plastic was going
into the trash. Write an e-mail to the café manager describing what you noticed. Try to persuade the
manager to set up containers for recycling paper and plastic. Use the phrases instead of and rather
than in your email. (18p)
