The Humble petition of the Petitioner above named.

MOST RESPECTFULLY SHEWETH :

1. That the petitioner is filing the present writ petition in public interest. The petitioner has no
personal interest in the litigation and the petition is not guided by self-gain or for gain of any other
person / institution / body and that there is no motive other than of public interest in filing the
writ petition.

2. That the petitioner has based the instant writ petition from authentic information and documents
obtained from various governments departments/portals/RTI applications.

3. That the petition, if allowed, would benefit the citizens of this country generally as rule of law is
essential for democracy and such brazen violation of law by the respondents can be stopped by
the orders of this Hon’ble Court only.

Facts of Case:
4. Sir, The Petitioner Mr Ravi kumar having residential address- Dhoraiya, Banka, Bihar-813205, is a
social worker providing Common Facilitation to the local publics .

5. There are bundle of RTI Application and the Appeal application filled by the peoples throughout
this Facilitation Institution has never been respond by the concerned SPIO and the Appelleate
Authority .

6. The State Information Commission has also been notified or tried to reach to the commission
under support of the Central Information Commission , but nothing gone well

Question of Laws :

7. The petitioner has questioned about of the constitutional validation of :-

(a) Right to Personal Liberty Guaranteed by article 21 of Constitution (7), that any person who is deprived
of his fundamental rights shall be entitled directly to approach the Supreme Court for the
enforcement of such rights.
( Omesh Thapper V. State of Madras, A.I.R. 1950 S.C.124 (The Court declared: "... the
Supreme Court is constituted as the protector and guarantor of Fundamental
Rights")

Ground to admit the PIL:

8. A Case with the same subjected matter has already been admitted by the National Human Rights
Commission having case No- 1797/4/3/2019 dated 19/06/2019 under Section- SB-2.

9. The State Directorate is not taking care about of their responsibilities.

10. Taking Publics Payments against every application submitted to the commission.

Prayer or relief :

1. Kindly take an disciplinary actions against each of the concerned SPIO designated under specified
public authority as it is described on SYNOPSIS AND LIST OF DATES (Specimen enclosed)

2. Kindly Command the Commission to make furnish the Information from the concerned PIO to
each & every of the applications.
