Subject: Application for a Litter Abatement Notice

Dear Georgia Gould,

I am sorry to have to do this - I have sent multiple emails over the past few days and it has
become clear that the councillors and the council are absolutely not interested in keeping
this area clean, or even replying to the emails of residents. I thought that I would be able to
work with the council to keep the area clean - instead I am having to work against it.

I have written multiple times notifying the council of litter problems and requesting them to
clean it up. I have attached my correspondence. I also emailed the councillors of Hampstead
Town asking them to help me understand why Hampstead Town is so clean whilst this area
is not - obviously I do not expect a reply from them quickly about the matter. I have also
contacted Historic England to see what they can do about the situation as this is a
conservation area. I contacted the headmistress of Argyle School who also raised concerns
about littering and fly tipping. I have kept a photo diary of the littering situation.

It seems that absolutely no action has been taken.

My first concern was raised on 29/06/2019, regarding systematic problems with littering
and antisocial behaviour in this area. I then sent an email regarding an urgent litter problem
on 10/7/2019, also requesting that Cllr Simpson explain why there was an old wheelie bin
on the road. He didn't explain, so I reported it as fly tipping. It is still there. On 15/7/2019, I
sent another email to Cllr Simpson to remind him of my request and he still didn't explain,
or sort out a cleansing. I sent an email to you on 13/7/2019, and to Cllr Adam Harrison on
the same day (councillor for the environment). On 15/7/2019, I sent another email to all the
Kings Cross councillors. Today I sent another email to Cllr Simpson, and received no
response. Jahnelle Hutton-Parr informed me that she is chasing an officer. She told me that
she would get back to me today about the chasing - she hasn't. I have called her four times
over the past two days but haven't gotten through even once. I called Veolia themselves to
request a street clean today, again. Still, the streets are filthy.

In short, Camden Council have not complied with their duty under Section 89 of the
Environmental Protection Act 1990.

Unfortunately, I am having to give you written notice as required by Section 91 (5) of the
Environmental Protection Act 1990 of my intention to make a complaint to the City of
London Magistrates' Court for an order to require you to clean the area of Bloomsbury.

The complaint will relate to your failure to keep the area of Bloomsbury clear of litter as far
as practicable as is required by Section 89 of the Act.

I sincerely hope that you will take the required action to avoid this. Failing that, I will make
an application for a summons.
