 The Ethics Office

The Ethics Office is responsible for providing confidential

advice about ethics and standards of conduct to the
Organization and its staff. It manages the general conflict of
interest policy including the Financial Disclosure Programme
and the gifts policy. The Office also manages referrals
concerning allegations of unethical behaviour.

The Ethics Office supports staff in resolving conflicts and

workplace problems.

The Ethics Office will provide informal assistance on the

following issues:

Confidential advice on standards of conduct, conflicts of

interest, and on abuse of power or authority, harassment
and discrimination

The Ethics Office is the contact point for receiving formal

complaints on the following issues:

* Conflicts of interest
* Abuse of power or authority
* Harassment (moral and sexual)
* Discrimination
* Retaliation for reporting misconduct or cooperating
with authorities

 Bureau of Human Resources Management

(HRM)

HRM is responsible for developing and implementing HR

strategies, policies and tools to support the goals and
objectives of UNESCO. It provides advice and services to
managers and staff in the areas of recruitment, training
and career development, administration of entitlements
and benefits, and staff relations, which are essential for
the efficient delivery of the Organization’s programmes
and staff well-being on the whole.

HRM, in particular the Staff Relations Section, provides

advice to staff and management on the overall
application of the Staff Regulations and Staff Rules, is
responsible for disciplinary and appeal cases, as well as
liaising with the Representatives of the Staff Associations
(see penultimate page for further information).

HRM will provide advice and assistance on the following

HR matters:

Entitlements, contracts, performance appraisal issues,

administrative reviews, medical concerns and HR policy
matters
HRM is the contact point for receiving formal complaints
on the following issues:
 Misconduct
 Recourses and appeals of decisions on postings,
contracts, non-granting of promotion, disciplinary
measures and performance appraisal rebuttals

 Internal Oversight Service

(IOS)

IOS is responsible for achieving a systematic and disciplined

approach to evaluating and improving the effectiveness
results-based management, control and governance
processes.

IOS is the only office allowed to conduct investigations, and

only at the request of the Director-General

IOS is also the control contact point for receiving and

examining allegations of a financial nature in the regard of
the following:

* Corruption
* Fraud
* Waste
* Misappropriation
* Misuse of assets

 Office of Mediators

The mediators provide a channel for dialogue and

conciliation between staff members, or between staff
members and the administration, without entailing
recourse to legal action.

The mediator will provide informal assistance,

without the involvement of IOS, HRM or the Ethics
Office, on the following:

Work-related problems, such as relationships in

conflict
