NOTICE INVITING TENDER

1. The Executive Engineer (E), B.S.N.L. Electrical Division, Shillong invites on behalf of the
B.S.N.L. sealed item rate tenders for the following work from the eligible BSNL enlisted
contractors of appropriate class satisfying the following conditions:-

2. Eligibility Criteria:
List of three works completed in last three years each of not less than the requisite magnitude
along with attested copies of certificate, testimonials of their satisfactory completion from the
Department concerned containing full information about the completed works viz. Name of the
work agreement no, agreement amount stipulated date of start and time period of completion
actual date completion ,value of completed works, delay compensation levied if any obtained
from an officer not below the rank of Executive Engineer with full mailing address and
contact telephone/ fax no. The decision of the Executive Engineer in respect to the issue of the
tenders documents will be final and binding.
3. General Condition:
The firm should have a valid Electrical License to work on High Tension Voltage from the
State Electrical Inspectorate/ Licensing Board.
4. The agency shall submit and confirm: -
(i) Valid Chartered Accountant certificate with attested copy as applicable towards submission of
Income Tax return along with application on their printed letterhead for purchase of tender in
support of financial norms. Permanent Account Number (PAN) should be quoted along with a
certified copy of PAN card in their tender or other relevant documents.

(ii) The agency shall have EPF Registration Certificate from EPF authority and should submit the
attested copy of the same / Declaration of staff strength of their firm if it does not come under
EPF Act, at the time of purchase of tender.
(iii)List of works completed of the requisite magnitude along with attested copies of certificate/
testimonials of their satisfactory completion from the Department concerned obtained from an
Officer not below the rank of Executive Engineer (E).
(iv) The agency should produce the copy the registration under Meghalaya Govt. Value Added Tax
Act/WCT or produce an undertaking for the same.
5. Earnest Money Deposit and submission of Tender Document:
I. Necessary EMD may be submitted in the form of DD / Banker’s Cheque / B.G. in the
prescribed form from a nationalized / State Bank guaranteed by RBI in favour of Accounts
Officer (Cash), % the Executive Engineer (E), BSNL Electrical Division, Shillong with the
tender. The Bank Guarantee shall be for the period of 120 days from the date of opening.

II. The tenderers shall submit the tender in 2 sealed covers marked as cover 1st. & 2nd. The 1st.
cover should contain the Earnest Money in the form of DD/CDR/FDR/ BG as indicated above.
The 2nd cover should contain the tender documents. In case the 1st cover is not annexed or
earnest money is not in proper form, then the 2nd cover containing tender will not be opened at
all. The opening of the Tender shall be strictly as per the NIT terms & conditions.

Note: - Exemption from payment of Earnest Money and Security Deposit granted by the Chief
Engineer (E) CPWD / PWD shall not hold good for Bharat Sanchar Nigam Limited.

6. The tender document and all other relevant information / conditions can be had from the office
of the Executive Engineer (E), BSNL Electrical Division, Shillong on payment of Rs.563.00 in
cash / draft (non refundable).

The tender can also be downloaded from the website:www.northeast.i.bsnl.co.in
BSNL/PWD 6/8 and Amendment/Correction to PWD 6/8 are available in the same web site,
which are required to be downloaded along with the NIT document.
7. Important instruction to be followed by the tenderers who quotes on the tender
downloaded from website:-
(a) Two separate envelopes shall be used for (i) Tender Fees, documents proving fulfilment of
eligibility criteria and EMD in proper form, (ii) Duly filled tender document. The same shall be
written on the envelopes. There should be two separate drafts for Tender Fees & EMD.
(b) The envelope containing tender fees, documents proving eligibility criteria & EMD in proper
form shall be opened first. The second envelope shall not be opened in the following cases:
(i) Tender fees and EMD in proper form not available in the first envelope.
(ii) Firm found unable to fulfil the eligibility criteria as per NIT according to the papers available
in the first envelop.

NOTE: The tenderers shall submit the downloaded original printout of the tender document from
the web- site. Photocopy shall not be accepted. The downloaded ‘Tender documents’ in which
rates are quoted should be properly bounded and wax sealed. Loose/spiral bound submission shall
be rejected out-rightly. If during the process of tender finalisation, it is detected that the tenderer
has submitted tender documents after making any changes/ additions/deletions in the tender
document downloaded from the web-site, the offer shall be summarily rejected and the EMD
deposited by tenderer shall be forfeited in addition to any other action as per prevalent rules.

(c) A Declaration (as per ANNEXURE-A attached) to be given by the tenderer in

separate sheet / letter head for downloaded tender document.

8. a) Last date of receipt of application : 09.05.08 [5.00 PM]

b) Last date of issue of tender document : 12.05.08 [4.00 PM]
c) Last date of submission of tender document : 14.05.08 [3.00 PM]
d) Date of opening of tender document : 14.05.08 [3.30 PM]

9. Tenders will be received up to 3-00 P.M. on 14.05.08 and opened at 3.30 P.M. on the same
day. In case Holiday is declared on the opening date tender will be opened on next working
day.

10. The tender for the work shall remain open for acceptance for a period of 90 days from the date
of opening of tenders. If any tenderer withdraws his tender before the said period or makes any
modification in terms and conditions of the tender, which are not acceptable to the Department,
then the authority shall without prejudice to any right or remedy be at liberty to forfeit 50% of
the said earnest money as aforesaid.
