Criminal Intelligence Officer – People Smuggling Networks within the Vulnerable Communities
Sub-Directorate.

***This position is financed by funds external to the Organization and carries, in principle, no
expectation of renewal. Any potential subsequent extension will be subject to the terms of the
Organization’s Staff Manual, to satisfactory performance and to availability of funds.

Tests/interviews in connection to this selection procedure will likely take place approximately 2 or 3

INTRODUCTION OF THE POST

Project PROTEGER is a three-year initiative, funded by the Government of Canada, aimed at combatting
migrant smuggling in Latin America and the Caribbean, and at building regional law enforcement capacity
more generally. Its activities will include the drafting of an analytical report on current migrant smuggling
trends, providing assistance to project beneficiary countries to combat such trends, delivering targeted
training and expanding the use of INTERPOL Policing Capabilities.

The Criminal Intelligence Officer will be integrated in the specialized unit “People Smuggling Network”
(“PSN”) and will provide expertise for all Project PROTEGER activities specifically related to migrant
smuggling. This includes:

 Conducting and drafting an analytical report on regional migrant smuggling trends;


 Providing support and/or guidance to beneficiary countries in their response to migrant
smuggling, and related investigations and operations;
 Developing and delivery training on a range of migrant smuggling-related topics;
 Increasing the flow and exchange of information within and amongst beneficiary countries and
beyond;
 Establishing and enhancing partnerships with regional organizations working in related fields,
finding synergies where relevant.

PRIMARY DUTIES

Under the supervision and guidance of PSN Coordinator and under the responsibility of the Project
Manager for delivering the project activities, the Criminal Intelligence Officer will perform the
following duties in close collaboration with the Project Team:

Duty 1: Monitor and analyse information related to migrant smuggling


The Criminal Intelligence Officer will be responsible for monitoring regional issues and trends related
to migrant smuggling. This includes regularly collecting and assessing information received through
INTERPOL channels as well as that obtained from open sources and external organizations. He/she will
identify links between these different sources of information, and inform and advise project
beneficiary countries, INTERPOL and other stakeholders accordingly. The incumbent will also develop

strategic initiatives based upon this analysis, which might include targeted training modules and
information-sharing events.

Duty 2: Research and report on regional migrant smuggling trends


The Criminal Intelligence Officer will conduct desk and field research on current migrant smuggling
trends in Latin America and the Caribbean. This research will include a focus on origin and destination
countries, modus operandi, and law enforcement capacity building and training needs to deal with the
issue. He/she will collate this research and contribute, along with other members of the Project Team,
to the drafting of an analytical paper. The incumbent will similarly provide input and contribute to the
drafting of reports for INTERPOL member countries and for the project donor in relation to those
activities for which he/she is primarily responsible.

Duty 3: Create and deliver specialized training and organize training events
In accordance with INTERPOL training standards and the project activity plan, the incumbent will
develop and deliver training content for law enforcement in the target region on migrant smuggling.
The content will be developed based on the needs identified in the analytical report and the current
situation in the region. The training will be centered on clear learning objectives with measurable
outcomes, for which he/she will be responsible for creating and implementing a reliable evaluation
mechanism in line with the Capacity Building and Training Directorate’s guidelines. He/she will also
identify and invite expert instructors or speakers to participate in training events, and will assist in the
preparation of the agenda as well as with logistical arrangements if required.

Duty 4: Establish and maintain networks with experts and stakeholders


The Criminal Intelligence Officer will act as a point of reference for project beneficiary countries
requiring assistant or advice on issues related to migrant smuggling. He/she will also support and
reinforce the operational activities of the ISON network in close cooperation with the regional ISON
members, as well as other national, regional and international stakeholders, experts and networks
active in anti-migrant smuggling efforts. Where appropriate, he/she will organize and/or participate in
meetings aimed at sharing information and expertise, strengthening networks and creating synergies
between different entities. At such meetings, he/she will promote and encourage the use of
INTERPOL’s Policing Capabilities. He/She may also highlight migrant smuggling trends in the target
region, identify problems limiting the effectiveness of law enforcement, and propose solutions for the
consideration of the participants.

REQUIREMENTS

All candidates will be assessed on the under mentioned requirements.

Training/Education required
 Three to four years’ education at a university or other specialized higher education
establishment (e.g. in law/law enforcement) is required.
 Law enforcement training

Experience required
 At least three years’ of experience in the area of migrant smuggling or other related crimes
(e.g. Human Trafficking). Ten years’ experience in the area is required if the post holder
does not have the required level of education.
 Demonstrable experience and knowledge regarding migrant smuggling in Latin America
and the Caribbean and the related law enforcement context
 Experience producing analytical reports on migrant smuggling and related crimes

 Experience in the development and/or delivery of training would be an asset


 Experience working in an international organization and in particular INTERPOL would be
considered an asset
 A solid network of people smuggling experts in the region would be considered an asset

Languages
 Fluency in Spanish and English. Proficiency in another official working language of the
Organization (Arabic or French) would be an asset.

Specific skills required


 Proficiency in Microsoft Office and ability to adapt to a wide range of technological tools,
including business intelligence and presentation software.
 Ability to exploit the Internet and other electronic sources for the collection and analysis of
open-source information
 Strong communication skills, both in written and oral form (public speaking and delivery of
presentations).

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
 Experience working in an international environment would be highly desirable; either from
employment in an international organization or from participating in e.g. international working
groups, joint international projects etc.

1 WORKING CONDITIONS
 Remuneration for appointment on contract: The starting salary for GRADE 5 is 77,546 ARS per
month for a step 1. The starting point is step 1 and for every 3 years of fully relevant experience
one additional step will be granted.
 The successful candidate may be offered appointment on a higher step depending upon

 The incumbent may occasionally be required to work occasional overtime based upon workload
and to go on missions.

In compliance with INTERPOL’s Confidentiality regime the successful candidate will have to undergo a security screening
according to the clearance level attached to the function.
