GC3 UPDATES

Kindly, ensure that we cover all this points while discussing GC3 report writing with the candidates.

1) OBSERVATION:

1.1 Hazard Identification: Here you must identify the hazard (Unsafe act or unsafe condition) and
the risk associated with it in order to identify the specific consequences.

NOTE: The observed activity or situation must be proved as unsafe

Overall there should be minimum five type of hazards identified.

Example: Welding operation was carried out next to a flammable storage without any barricades.
This unsafe act could lead to fire and explosion resulting in burns and damaging skin tissues, serious
scenario could end up in fatality and also property damage.

Here, Hazard Category–Fire

Consequences – burns, damaging skin tissues, death

1.2 Control measures and time scales; ensure you have mentioned both immediate term and long
term actions. These control measures must be appropriate and specific in detail (one or two words is
not enough). (If PPE, Training, monitoring and Inspection then it has to be specific)

About time scales do mention the realistic time scales and give timescale for each and every
control measures you give.

NOTE: Identify 20-25 hazardous situation and 5 good practices.

2) INTRODUCTION:

Your Introduction section should contain all the information mentioned below; (has to be in description)

 Place of inspection along with description on the workplace.


 Date of the inspection
 Shift pattern/ working hours
 Number of workers/ equipments description
 Types of work activities carried out within the workplace
 Scope of inspection(in brief )

3) EXECUTIVE SUMMARY:
Summarize your report. Mention what all you have observed throughout your inspection (which
includes the good as well as hazardous situations). Stress on the Five main Hazard that you have
explained in Main findings along with action you have taken.

Your executive summary should be in a convincing manner to the management.

Overview of Main findings and recommendation must.

Mention how management can be benefited by implementing control measures

4) MAIN FINDING:

Select five main hazards and mention only the high risk issues which fall under that particular Hazard
category. Do not copy paste from your observation.

Your Main finding should contain a proper description of the hazard, hazardous events and the
consequences (which gives the Moral factor)

Highlight the breaches which carry 5 marks and also must demonstrate a clear understanding of the
reasons for the breaches. (Do not just mention the law, instead mention what it states)

Given control measure should be specific, appropriate to the hazard and Engineering control measures
are appreciated. (explain WHY these control measures must be implemented)

Ensure you include the cost details as well. (Discuss the economic loss they have to face if these control
measures are not implemented)

In short at the end of your Main finding, Moral, Legal and Economic reasons must be covered

5) CONCLUSION:

Your conclusion part should be clear and to the point. Must summarize the issues identified with the
recommendation you have suggested. Also ensure you give reason for these recommendations.
Candidate must convince the management to implement the plan of action and the recommendation
that you have suggested based on three aspects MORAL, LEGAL and ECONOMIC reasons.

Highlight the reasons for maintaining and promoting good standards of health and safety in a workplace.

6) RECOMMENDATION:

Recommendation for the five main findings should be given. The control measures must be specific and
appropriate.

The targets dates should be realistic. Prioritize your recommendation appropriately and give reason on
the same.
Either you specify the total cost if not breakdown the cost as per your control measures. Do mention
some resources other than money that are required to fulfill the recommendation that you suggest.
