RULES ON PROTEST

The Rules on Protest are established to govern the orderly implementation of the Intramurals mechanics, particularly on the
eligibility of athletes and issues of technicalities.
I. PROTEST PROCEDURE
1. WHO MAY FILE. Only the coach can file a protest on behalf of the team or player.
2. WHERE TO FILE. The protest must be addressed to the tournament manager.
3. WHEN TO FILE. The protest may be filed before or during the scheduled event. No protest will be entertained after
the scheduled event.
4. PROTEST. The protest must be filed in writing and must contain the following information:
4.1. The name and contact details of the protesting player or team;
4.2. The name of the player or team being protested against;
4.3. The specific grounds for protest; and
4.4. The supporting evidence. Written admissions and documentary proofs are admissible as evidence. Additional
evidence may be submitted by the team to the tournament manager within 24 hours from the scheduled event,
or before the next scheduled event.
5. TOURNAMENT MANAGER. The tournament manager has the power to conduct on-the-spot investigation by calling in
the coaches from the competing teams for clarification.
6. SUMMARY JUDGEMENT. If on the basis of the protest and evidence on record, the tournament manager finds that
there is sufficient ground to render judgment, it shall consider the case submitted for decision and the parties shall be
informed accordingly.
7. RECONSIDERATION AND APPEAL. The competing teams may file a reconsideration of the decision of the tournament
manager within the same day of the decision. The competing teams may file an appeal to the Executive Committee
through the Student Affairs Director as Secretariat within 24 hours from the denial of the reconsideration. No appeal
will be entertained after the grace period.
8. EXECUTIVE COMMITTEE. The Executive Committee may settle the protest in a summary judgment. The decision of
the Executive Committee is final, unappealable, and effective immediately.
II. SANCTIONS
1. ELIGIBILITY OF ATHLETES. The following are the sanctions for a player who is found to be ineligible and/or team who
fielded the ineligible player:
1.1. If the tournament manager finds the player ineligible before the scheduled event, the player will be disqualified
to compete in the entire tournament;
1.2. If the tournament manager finds the player ineligible during the scheduled event, the player will be immediately
pulled out from the ongoing event and disqualified from the entire tournament. Furthermore, all scores
garnered by the player will be credited to the opposing player/team; and
1.3. If the tournament manager finds the player ineligible after the scheduled event, the player will be disqualified to
compete in the entire tournament and the entire team will lose the scheduled event by default, in favor of the
opposing team.
2. TECHNICALITIES. The following are the sanctions for those who violate technicalities under the general guidelines C.2:
2.1 Any player under the influence of liquor shall be immediately pulled out and disqualified from the scheduled
event;
2.2 Any player assuming another player’s identity shall be immediately pulled out and disqualified from the entire
tournament. Furthermore, all scores garnered by the player will be credited to the opposing player/team;
2.3 Any player found to have altered/tampered his identification shall be immediately pulled out and disqualified
from the entire tournament. Furthermore, all scores garnered by the player will be credited to the opposing
player/team;
2.4 Any player/team who intentionally forfeit a scheduled event shall be disqualified from the entire tournament;
2.5 Any other conduct unbecoming of an athlete shall be duly determined and sanctioned by the Executive
Committee; and
2.6 Any misconduct sanctioned in the Student Manual shall be dealt with according to the prescribed sanctions
under the Student Manual.
III. MISCELLANEOUS CLAUSE
1. SEPARABILITY. If any part or provision of this policy is held invalid or unconstitutional, other provisions not affected
thereby shall remain in force and effect. In the absence of any rules on protest in the specific event mechanics, these
general rules on protest shall govern. If rules on protest exist in the specific event mechanics, these general rules on
protest shall be supplementary in character.
2. EFFECTIVITY. These rules shall take effect immediately for the entire duration of the Intramurals, including the
preceding elimination games.
