CHAPTER I

THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale

The Philippines is one of the top leading nations who produce outstanding

seafarers around the world. Because of this, we cannot deny that there are many

schools who offered maritime courses in the country. One of these schools is the BIT

International College, a competitive and well-known institution in the province of Bohol.

This school implemented disciplinary practices in order to mold their cadets into a fully

developed and deserving seafarer in the future.

The CME of BIT International College implemented rules that are unusual to

other courses. Cadets should be ready in the changes upon enrolling this course.

Haircut policy is one of the disciplinary practices that should be followed and

understood by the students. They are instructed to have a military haircut. Every month

there is a haircut inspection.

As to other school and courses, the CME haircut policy encountered problem.

This policy is not strictly implemented in the school. There are cadets who do not treat

this rule seriously. Some school officials do not implement it well. There is a lack of

communication between the student and the instructors.

This study entitled “Haircut Policy of the College Maritime Education: A Proposed

Policy Design” aim to recommend solutions in order to solve the problem about the said
policy. The researcher wants to share to inspiring cadets that the school policy is made

to help in developing them as a well- disciplined individual.

Theoretical Background

Theory.This research is based on the theory of discipline by Robert R.

Newton, SJ (1:1980), which states that part of the educational philosophy of every

professional educator is a position on the aim and practice of discipline in school. This

theory colors how students respect their teachers in school. In schools where discipline

is severe and rules are inflexible, the student-teacher relationship is formal and distant.

Underlying these diverse approaches are conflicting assumptions about how students

grow and about how rules, authority, and punishment advance or retard that growth.

This theory focuses on the disciplines of the students in school. Haircut policy is one of

this disciplines. If the cadets will not follow this rule, it means that they do not respect

their instructors and the school policies. This theory can affect the cadets on their

growth as a well- developed seafarers.

Theoretical Framework
Legal Basis: This study is founded in legal documents which stated the

importance of the school policy in the development of an individual. Pursuant to Section

I, Chapter III, Part IV of 2000 DECS Service manual, every school shall maintain

discipline inside the school campus as well as the school premises, when students are

engaged in activities authorized (2:2013).

This legal base allows the school head to have an authority, accountability, and

responsibility for creating an environment within the school that is conducted for

teaching and learning. Haircut policy is one of the action that can be mandated by the

school head. The head should not allow their students to enter the school without

proper haircut specially those courses who have been undergoing military type of

training including the maritime courses.

Related Literature

The following readings were incorporated in the study to provide significant

information that can help that can help gain deeper insights into the study.

According to Paglinawan (3:2015) of the University of Santo Tomas, cited

that hair color and hair length do not, in any way, affect a student's academic

performance, and these surely do not determine an individual's morality. The university

being a Catholic institution would also not be considered a justification since there is no

Papal Encyclical, Apostolic/Pastoral Exhortation, or anything written in the Bible which

states that a person is immoral or less of a person because of his hair color or hair
length. Having short hair (for men) or having black or "earth-colored" hair does not

equate to being morally good. "Even Jesus Christ had long hair," students would even

point out. This is a clear manifestation that both hair color and hair length do not define

one’s being.

In the blog of Santos (4:2016) he stated that entering a maritime school in the

Philippines means you will be moving towards a new environment. From being a

secondary student, taking up a maritime course is a huge leap away from the “usual”

tertiary education toward catching the benefits of working on board—there are several

changes you need to be ready for upon entering the maritime school. These changes

are then subdivided into the different aspects of life. It includes changes in physical

strength and appearance, and improvements in their ability to understand and adjust in

their chosen career path. Haircut is one of these changes.

According to the blog of Sean (5:2013) he stated that Discipline is the main

reason why this rule stuck on the defaults in the part of educating the children while

learning in the schools. It is truly important to have them a concept of discipline while

growing up. But not for an excessive cost, it might not be the most little expenses in

the shrinking budget to have your son a haircut in order for him to know the proper

grooming. But it can be also a major problem not only from getting the money for your

maintenance but also a problem in building an identity as a teenager. In-depth study of

subcultures and human needs are compromised by this fascistic/militaristic form of

discipline that was being applied to us by the system. It is a headache for the male

students in the Philippines.


Related Studies

Haircut policy is one of an example of an action implemented in order to discipline

the students in school. The following relevant studies are being represented for the

conduct of the study.

In the study of Infantino and Little (6:2007) entitled “Classroom Behaviour

Problems and Attitude Towards Disciplinary Method” concluded that both teachers and

students need to be educated regarding to her study, so that effective management

strategies can be developed and used by teachers. Research suggests that teachers are

choosing to use other strategies that are not seen by students.

On the other hand the research of Urieh (7: 2010)entitled “The Impact of Strict

Discipline on the Student Academic Performance concluded that modern and strict

discipline are very different. Moderate discipline will make students to be focused but

strict discipline does not really make any positive impact on the students.

Furthermore, according to the study conducted by the Pasig Catholic College

(8:2015) entitled “ A Report on the Discipiline- Challenged Students of Pasig Catholic

College for Quarter 1 School Year 2013-2014” concluded that the college department

imposes appropriate and reasonable disciplinary measures in case of offenses or

infractions of good discipline committed by the students. No cruel physically harmful

punishment is applied to students.

THE PROBLEM

Statement of the Problem

The main purpose of this research is to examine the common problems in the

implementation of the haircut policy in the College of Maritime Education of BIT

International College during the school year 2016-2017 in the values and development

of the students as basis for their discipline in school with an end of proposing a policy

design.

Specifically, it aimed to discover the following questions:

1. What is the profile of the respondents in terms of :

a. Course;

b. Year Level

c. Year/s studying in BIT-IC

2. What are the problems encountered by the respondents in the implementation of

the haircut policy?

3. Is there a significant degree of correlation on the responses of the respondent on

the actions of the maritime faculty and the cadets at school on the

implementation of the haircut policy?

4. What policy design could be proposed to help solve existing problems in its

implementation?
Null Hypothesis

There is no significant degree of correlation on the responses of the respondent

on the actions of the maritime faculty and the cadets at school on the implementation

of the haircut policy.

Significance of the Study

The researchers undertook this study for the benefit of the school administration,

to the instructors and students.

To the administration. This research would assist them in what action or what

are things to be improved in the implementation of the haircut policy in the school in

order to mold a well-disciplined individual in the future.

To the instructors. The study would help them in strengthening effectively the

planning, organizing and directing of various procedures involved in the implementation

of the haircut policy in the Maritime Education department.

To the students. Any information gathered in this research would help them

realize that they have a great role in the implementation of the haircut policy. They

should follow and obey the rules and regulations of the school as sign of respect to

their instructors and to the school.


Scope and Limitation of the Study

The study focused on the Maritime Department of BIT International College,

Tagbilaran City. It specifically concentrated on the implementation of the haircut policy.

The researcher focus on the maritime students of BIT International College during the

school year 2016-2017 as there respondents.

The following limitations were also considered in the conduct of the study:

reluctance of the respondents to answer the questionnaire due to their busy schedule.

There was a delay on the retrieval of the questionnaires because some of the students

have their own classes. Furthermore, the researchers also explained earnestly to the

respondents the value and importance of the output of the study and asked them to

answer the questionnaires wholeheartedly. Financial and time constraints were solved

through the help of their parents.

RESEARCH METHODOLOGY

Research Design

The study employed the descriptive normative survey method with the aid of a

self-made questionnaire prepared by the researchers as the main data gathering tool.

The questionnaire is valuable method in gathering the desired data from the

perceptions of the respondents.


Research Environment and Subjects

The study focused on the Maritime Department of BIT International College,

Tagbilaran City. It specifically concentrated on the implementation of the haircut policy.

The researcher gathered the total population of fifty (50) Bachelor of Science in Marine

Transportation and forty-five (45) Bachelor of Science in Marine Engineering cadets.

The study gathered a total of ninety-five (95) respondents from the maritime

department.

Research Instrument

A questionnaire was administered in order to gather information and necessary

data for the study. The questionnaire was framed in such a way that the respondents

could easily understand and find the exact answer. All items found in the questionnaire

were explained and discussed to the student respondents so that they could fully

comprehend the questions.

Data Gathering Procedure

The researchers secured the official permission for the conduct of the study from

the Dean of the College of Maritime Education, 2/M Jose Danielo A. Namoc. A letter of

request for the cooperation of the respondents in accomplishing the questionnaire was

also attached to each questionnaire to ensure fast and complete return.

The data gathered were collected and tabulated for purposes of analysis and

interpretation and then were subjected to statistical treatment to test the hypothesis.

The findings became the bases for conclusions and recommendations which include a

proposed policy design.


Data Analysis

The interpretation of the data gathered was on percentage basis. In determining

the percentage, the frequency of responses to each item was divided by the total of

cases and them multiplied by one hundred. The following formula was used.

Statistical Treatment

The data gathered through the use of the questionnaire were subjected to

statistical treatment, computation and analysis. The purpose was to determine the

difference of the responses of the two different group of respondents. It was subjected

to a T- test using the formula.

DEFINITION OF TERMS

To avoid conflict of ideas due to the different connotations of words, the

following terms were defined as used in this study:

Disciplinary Actions

A process for dealing with job-related behavior that does not meet expected and

communicated performance standards

Haircut

The act or result of cutting and shaping someone's hair.

Maritime Courses

It is defined as an educational system which aimed to provide seafarers for

merchant vessels
Military Haircut

It is a very short hairstyle that commonly worn by men in the armed forces. It is

also popular with law enforcements officers and seafarers. Commonly called as “high

and tight”.

ORGANIZATION OF THE STUDY

This study is composed of only one chapter.

Chapter I, the Problem and Its Scope, contains the introduction, the rationale, the

theoretical background, the theoretical framework, the scope and limitation of the

study, the research methodology which includes the research design, research

environment and subjects, the research instrument, the data gathering procedure, the

statistical treatment and the definition of terms.
