Abstract

What can eco-tourism development bestow to the environment and to the locals? How will it

affect the present situation of the existing site and the people that live there? Ecotourism is a

form of tourism involving visiting fragile, pristine, and relatively undisturbed natural areas,

intended as a low-impact and often small scale alternative to standard commercial mass

tourism. It means responsible travel to natural areas, conserving the environment, and

improving the well-being of the local people. The goal of this study is to attempt to promote

responsible and community-based tourism so that locals can enjoy and increased socio-

economic benefits and improved environment. The proposed development will attempt to

provide services needed by the tourists and the envirnment without having severe conflicts

before, during, and after the development that will be the solution to the increase of the

island’s tourism. Through the collected date, interviews and survey, the researcher will able

to achieve the vision and mission of the proposed development that would be a game changer

to the tourism of the Zambales City and of course the Philippines. To achieve the desired

development of making the island as the next boracay and a responsible tourism to the island

that provides the need of travel and adventures of the tourists.

The Conservation of Magalawa Island Natural Resources; An Ecotourism Both

International and Local Tourists

Tourists from different countries travel around the world to seek relaxation,

enjoyment, adventure and many more. The seek places where they can have peace of mind

and new learning and new discoveries about certain things and places. Philippines is also

equipped with different natural resources and biotic components that any ecotourist can ever

imagine (Island of the Philippines, (2012). Tourism can be sustainable if development meets

the needs of tourists and local residents while protecting future opportunities. Ecotoruism

offers benefits for local residents, conservation, development and educational experiences.

Ecotourism is a sustainable form of natural reource-based tourism. It focuses pirmarily on

experiencing and learning about nature, its landscape, flora, fauna and their habitats, as well

as cultural artifacts from the locality (Dowling, Fennell, Kiper T., (2001).

This is where ecotourism development enters or takes place. Ecotourism is a

responsible travel to natural sites or areas that are conern to conserving and taking good care

of the natural resources and he environment of a specific place. The purpose of having an

ecotourism development is to educate travelers from different places about the ecosystem of

the place and aslo the culture of the local people. It is an apporach in pretecting threatened

environments and communities (Honey, 2002). Ecotourism, They proclaim, will harness the

world’s largest industry to benefit the world’s most endagered places and the people who live

in them (Fritsch, A. & Johannsen k., (2015). One of ecotoursm’s greatest contributions to

conservation is the degree to which it can shift community activities from the “threats”

category to that of “opportunities.” i.e., those activties which contribute to sustainable

development and the achievement of an area’s conservation goals. (Drumm A., Moore

A.,(2005). With ecotourism, it also helps the tourism of the place to increase and be know

globally. Tourism has grown significantly that it brings enormouse economic benefits to the

communities and causes environmental and social impact to the environment (Aly Ahmed,

2001).

In the Philippines, many places that is rich with different natural resources and

healthy ecosystem that needs to be protected. One of which is located in Zambales City.

Magalawa Island is equipped with undisturbed mangrove wilderness that protecting the sland

is also have different natural resources and marine habitat. Magalawa Island is a charming

island as they say that captures the heart of both local and international tourists. It is still a

developing island without basic infrastructures since it is yet to be discovered by many tourist

and environemnatalists. That is why a lot of its resources are yet to be developed also.

This project aims to promote responsible and community-based tourism so that locals

can enjoy and increased socio-economic benefits and improved environment. It also aim to be

a catalyst for ecological, environmental responsive that will increase sales and tourism of the

island. Lastly, To propose a development that will be iconic, can compete to other

developments around the world and can adapt certain changes throughout the years.

This study will be a way that will help increase the Magalawa Island’s tourism and

will also be the way in coserving its enivronment, all the natural resources and the tourism od

the Philippines. The project only concern on ecotourism development that serves both locan

and international tourist for their relaxation, adventure and also for the conservation of its

environment and ecosystem of the island.

The researcher goal is to develop a site in Magalawa Island that will be a golden

opportunity for the locals of Magalawa Island to have a sustainable life and would increase

the tourism of the Zambales City and also the Philippines and be a tool in conserving and

maintaing the environment of the island.

METHODS

Research Design

The researcher will use a discriptive study to gather information that will describe the

curret situation of Magalawa Island & its tourism. This will also describe the current

problems that the island is experiencing. The descriptive study will provide answers on what

the researcher needs to lnow on order to achieve the desired goals and visions. The data will

be gathered from the research will be used t achieve the solutions for the study.

Sources of Data

In order to accomplish the desired goal, the researcher will gather information as

much as she can. These informations will come from her conducted surveys and interviews.

The researcher will use also observations. The researcher will also gather data and

infromation through books, journals & sample thesis books from the library. The researcher

will also include Online sources & documentaries for the research & gathering of data and

infromations. To support the primary data, secondary were gathered which were collected

from journals, internet, books, and other related published documents such as the Presidential

Decree No. 1096 National Building Code of the Philippines, Batas Pambansa 220, and Bata

Pambansa 344.

Participants

The researcher will gather all possible datas, statistics, and facts about Zambales

Province Tourism, especially in Magalawa Island. The researcher will gather all the

informations and data both quantitative and qualitative in order for the researcher to know

what and how to achieve the desired goal. The researcher will interview DENR head officer

Ms. Luz Valerio. The researcher want to gather informations about certain rules and

regulations of the government about the development. Regional director Ms. Caroline D. Uy

of Department of Tourism Region III (DOT-III) Was selected as one of the participants for

the interview. The researcher also wants to apply green techniques and sustainable buildings

that would lessen the impact in the enivronment. Architect Rosette Santos, UAP and

Architect currently an instucctor in Holy Angel University wal also selected as a participant

for the interview. She is a licecensed Architect and a member of the United Architects of the

Philippines. She is also in lined with Heritage Conservation. The researcher also wants to

incroporate the protection and eco tourism about mangrove trees and be part as a main

attraction for the tourists. A head of conservation about mangrove trees Mr. John Leo E.

Holongbayan, the head office of Magrooves protection in DENR Region III. The researcher

believes that mangrove trees must be protected and be part of it’s main attraction. A

professional Civil Engineer, Engr. Luzon Mesina is also to be interviewed by the researcher.

The researcher believes that it is highly importat to have an interview with a civil engineer

since the development will require strategic structural planning. With the help of the

structural engineer, a lot of technical structural planning and designs will be learned that will

help the researcher figure out wether the development is possible or not.

The researcher will also conduct a survey for gathering information and data. Dor the

survey, the researcher also selected 50 employees and/or officials, caretakers of Magalawa

Island. Anther criteria is that the respondents must be in Magalawa Island for a long period of

time.

Procedure

The researcher gathered information from journals, documents, and related articles

about the tourism and available facilities and services of Magalawa Island in Zambales

Province, Philippines. The gathered informations will be observe and study by the researcher

in order to have collective data that answer most of the questions and solve different

problems regarding the development.

The researcher will conduct written surveys as well as online surveys for those who

are outside the island. The researcher will also conduct video surveys or interviews during the

ocular visit of the site for easy gathering of data and infromations about the island and its

tourism. The participants of the survey will cater both tourists and local people of the island

and also the people outside Quezon Province.

Data Analysis Plan

The researcher will tabulate all the garhered data and infromation from the conducted

survey, some informations ir datawill use microsoft Word and Excel to organize all tha data

based on its numerical values or based from the least to greatest value depending on the result

of the survey.

Results And Discussion

Interview

The first interviewee of the researcher is Ms. Luz Valerio is an Ecosystem Mangement

Specialist of the DENR. She graduated in Pampanga Agricultural College. Ms. Valerio said

that knowing the rules and regulation and guidelines in planning and managament in protected

areas is important. As the Philippines have some protected areas that are own by the goverment

and it must maintain the cleanliness and away from the harm of being developed. Ms. Valerio

said that this rule and regulation can help me to prevent to harm the environment, having a

proper planning and guides in the tourist is the number one priority for the project to achieve

the goal to conserve and protect the environment.

DENR Administrative Order No. 2013-19 talks about the Guidelines on ecotourism

planning and management in protected areas and also DENR Administrative Order No. 2009 -

09 (Standard Design and Specification of Signs, Buildings, Facilities and other Infrastructure

that may be installed and/or constructed within protected areas. This laws helps my develop

the rules and guideline in planning an Ecotourism beach resort in protected ares by the DENR.

The researcher also interviewed Mr. Raymond Del Rosario, the head officer of City

Disaster Risk Reduction Management Division of San Fernando Pampanga. He stated all the

importance of disaster risk reduction management in the city, in every developments,

infrastructures and establishments. He stated that every development myst consider and apply

disaster risk management since it will give suhc huge impact to the development in case of any

disaster and calamity and of course to all person who will use the building or establishment

and or the people that surrounds it, for him disaster management is one of the major element

in every developments and or infrastructures. He mentioned that having an awareness and

knowledge about this disaster risk management will make every individual ready for any

circumstances. He thenn informed the researcher that considering that the chosen site is

surrounded with bodies of water, it is highly dangerous and calamity prone. He suggested that

the researcher should research all possible solutions and activities to lessen the danger that may

occur in the site since it will be loaded or occupied by many tourists. With great knowledge

about these disaster risk solutions, the development will guarantee a safe development for the

tourist for their leisure and relaxation.

The researcher also interviewed Mr. John Leo E. Holongbayan, the head office of

Magrooves protection in DENR Region III. Said that adding mangrooves as the attraction for

the beach resort is that the researcher must have some orientation for the tourist coming in the

mangrooves and it must only sightseeing or having boardwalks to see the mangroove area. He

also said to have some signages if the tourists would come near the mangroove area, It must

not be no intervention and extraction and no cutting of mangrooves in the activity. He also said

that they are promoting the use of native materials as a building materials for the infrastructures

when the development is use for eco tourism development. This would help and lessen the

impact in the environment. He also said that Mangrooves protect shorelines from damaging

storm and hurricane winds. Waves, and floods. Mangrooves also help prevent erosion by

stabilizing sediments with their tangled root systems. They maintain water quality and clarity,

filtering pollutants and trapping sediments originating from land. Mangrooves is a very

important specie and it is protected by the law, revised forestry code and it must not be cut

down but can use a part of attraction but the resort must not be contribute to destruction of the

mangroove area.

The next interviewee is Ar. Rosette Santos, uap, currently a professor in Holy Angel

University. She stated that Eco tourism development is a big challenge for any development

since it would attract a lot of tourists that lacks of discipline and may not be aware on how to

conserve and preserve the environment. She said that though that there are still ways on how

to conserve the environment and minimize the possible destruction. And many tourists

nowadays only care for themselves and for their needs and the developer must put some

orientation about conservation and lessen the impact in the environment. The use of sun

shading device where in the heat gain of the buildng will be lessen. This sun shading devices

will protect the building form having an uncomfortable temperature inside. The use of passive

cooling inside the cabanas and other structures would lessen the use of electricity and lessen

the carbon dioxide affecting the environment. She also said that proper recycling of waste

materials is one of the major tools in conserving and preserving the environment and its natural

resources

Interview Analysis

After conducting an interview with officials, the researcher then figured out that

ecotourism development. If developed right and with proper strategies and techniques, will

make a huge impact on tourism and environment of a specific place. Ecotourism definitely play

a huge part in our society today since most developments neglect the essence and importance

of the wildlife sanctuary and environmental aspects of a place. Developer must consider using

and implementing ‘green techniques in every development they wish to build or develop. The

researcher also realized that when developing an ecotourism, a lot of things are needed to

consider. One of the major thing that the researcher must consider or focused on, is the disaster

resiliency of the development because the lives of the tourists and staffs and officials that will

visit the site and in the site are at risk. The researcher must then follow all guidelines possible

on how to develop an effective ecotourism development, it must follow the laws that are

implemented in building ecotourism development (DOA No. 2013-09, DOA No. 200-09 and

revised forestry code). The proposed project should make a great impact to all developers and

the goal to lessen the impact and to contribute to the environment in developing the proposed

project. The use of green techniques and engage them into conservation and preservation of

the natural resources and environment of a specific place.

Survey and Analysis

The researcher conducted online survey since some respondents are located in the site,

Alibijaban Island, Quezon Province and also distributed survey within the campus.

The researcher, through the result of the survey, then figured out that most of the

researchers respondents were student/ teenagers, the researcher’s target are mostly college

students. This will be off help to the researcher in the proposed project since it will give a

hint on what developments and activities the researcher must provide in the propoed

ecotourism development.

As shown in the data, many of respondents are familiar with eco tourism. This clearly states

that eco tourism known in this generation and being applied to be a sustainable and

prevention to protect and conserve environment.

The data shows that respondents acknowledge Eco-tourism development. This shows

that eco tourism is being acknowledge by most of the people, with proper development and

conservation of the island/site. Is a big help for the community and the environment.

As shown in the graph, 96.4% of the respondents thinks that eco tourism developments are

important in the Philippines. Philippines have a 7,641 islands that need to be protected and it

must not be commercialized by some organizations and destroy the natural resources just to

gain income in the business. Philippines has this goverment agencies like DENR and DOT that

preventing and protecting this natural resources and the environment of the Philippines.

Boracay Island has been rehabilitated due to its pollution and disturbed beaches, because of the

tourist having a lack of discipline in maintaining the cleanliness and beauty of the beach.

The graph shows, 55.2% is in favor that Magalawa Island, Zambales may be the next

Boracay of the Philippines. As its location is just 4 hours away from Manila and it’s easily

accesible through boat, a 20 minutes ride form the port to Magalawa Island.

Magalawa is a 56-hectare island on the west coast of Luzon. It is located in Zambales, which

is also home to surf sports and hidden coves. The island was known for its white fine sand and

pristine sandbar. It is also called the island of the stars because of the abundance of the starfish

in its waters.

What activiteis do you want in this development “Eco tourism Beach Resort

development”

Most of my respondents said that activities that will both benefit the tourist and the

environment is the number one priority and activity that my development must consider and

also the locals living in the island. They also said that having a island hopping, water activities,

and the promoting the culture and business of the locals is important. For them to enjoy the

relaxation and also to be aware of the ways and rules and regulation in conserving and

maintaining the cleanliness of the island. Most of the answer said that the island must promote

relaxation and to have a comfortable stay in the island and it must not be overdeveloped so it

can maintain the natural resources of the island.

What problems do you see or encountered in our existing beach resorts

Most of the Problems of my respondents in staying in the existing beach resorts in the

Philippines is the abuse of the environment, the sustainability of the cleanliness of the beach

resort and also the lack of discipline of the tourist staying in the Island. Maintaining the

cleanliness and also preventing destroying and harming the environment and its natural

resources is the number one problem of the Islands here in the Philippines. Because of the lack

of discipline and irresponsible tourist. The islands here in the Philippines must cater orientation

and guide on how we can prevent in destroying and maintaining the cleanliness and beauty of

the island. Having a development that have a right planning and guide in the tourist and also

implementing eco tourism in the development is the number one solution in this problem.

Comments and Suggestion

My respondents talks about improving the security of the resort by not sacrificing the

beauty of the resort. Having activities that are related to eco tourism as well like hiking or

trekking can promote eco tourism and discipline in the tourists. One of my respondent also

suggest that I must consider the materials and how to reduce environmental impact from my

structure and how my development benefit and also the nature in return. It must be sustainable

for the long run and it must have a marine life sanctuary to preserve the coral reefs and other

marine life of the island. As the Magalawa island is known for it’s starfish and it must be

protected by the tourist.

Tourism is one of the world’s most important activities involving people, source of money or

income and generating employment in developing and industrialized countries but is yet to be

discovered by a lot of tourists and environmentalists. In the book The Economics of Tourism by M.

Thea Sinclair and Mike Stabler, tourism is responsible to economic analysis to a much greater and wiser

extent that is to suggested in providing a review and critical evaluation of the literature on a wide range

of aspects of the economics of tourism and to indicate useful directions, ways and or strategies for future

researcher and future project developments. Tourism, using methodologies and techniques from

different sources, it also contributes and provides new material and techniques about the major and

increasing economic importance, neglected in economics developments and researches. Tourists’

expenditure decisions, the structure and body of tourism markets, developments and nature of decision-

making within them, the extent and effects of foreign currency generation by tourism, the contribution

of environmental resources and their relevance to policies for sustainable tourism have not been fully

investigated and known by different researches and developers, and would benefit from further

economic analysis are some of the things that needs to be considered when developing an ecotourism

development.Ecotourism is merely defined as a ‘responsible travel to natural areas such as

oceans, rivers, likes and the like which conserves and preserves the environment with its

existing resources and improves the welfare of local people’. It is discussed and presented that

ecotourism industry and a first-hand account of ecotourism projects around the world. It was

highlighted in the book the economic and cultural impacts of tourism development on the

indigenous populations as well as ecosystems. The author provided important guides for

students and researchers involved with the international development, geography, or tourism,

as well as those who are interested in becoming a more environmentally sensitive travelers and

tourists. As stated in the book of Martha Honey, Ecotourism and Sustainable Environment:

Who Owns Paradise?, It is the only such number of worldwide ecotourism available today, and

is an important guide and information for students and researchers involved with international

development, geography, or tourism, as well as for anyone interested in becoming a more

environmentally sensitive traveler and developer.

In the book Ecotourism in Borawan Island, it is stated that recently, ecotourism is defined

as “responsible travel and use to natural areas and resources that conserves the environment,

sustains the well-being of the local people and the site, and involves interpretation and education

to the tourists and environmentalists”. It is primarily about uniting and merging conservation,

preservation, communities, tourists, environmentalists, developers, education and sustainable

travel. It emphasizes on enriching personal and social experiences of the tourists and town people

and environmental awareness and insights through interpretation and action. It promotes and gives

greater understanding, learning and appreciation of nature and its available resources, local society

and its people, and its culture. An ecotourism development attracts and motivates the tourists that

is off big help in contributing in the growth of the tourism of the island and provides occupational

opportunities to those in need.

In the Handbook of Teaching and Learning in Tourism, tourism industry accompanied by

a growing demand for employees has translated into an increasing need for tourism education to

adequately prepare the workforce to serve the present and future needs of the industry.

Contributions draw on a wide range of disciplinary perspectives and focus on the full spectrum of

teaching and learning techniques in higher education, from undergraduate programme to the

supervision of research students. Key topics include assurance of learning, development of skills,

learning in the field, work-integrated learning, sustainability and critical studies,

internationalization, technology-enabled learning, links between teaching and research, and

graduate student supervision. Within these topics, attention is devoted to the discussion of

curriculum, pedagogy, assessment, students, educators, and trends and issues.

Site Criteria

Natural, Environmental, Physical Factors.

Land Area / Site of Size.

The minimum lot area for the site should be 10,000 sq. meter as per PEZA regulations

Accessibility (Mode of Transportation).

In order to have an effective site, the site must be accessible for both public and

private vehicles. The site should have public transport whether by jeepneys,

tricycles, buses, etc. for it to be accessible to non-private vehicle users.

Transportation is a must, whether by land, air or water, for it to be effective to

tourists. The transportation within the site must be available 24/7 to the tourists and

is easily accessible to the tourists. All transportation must also be accessible to all

disabled persons. ( Martindale Network. Making Public Places Accessible to People

with Disabilities, n.d) The site must also be equipped with proper signages for it to

be more accessible to the tourists

Soil Characteristic amd Condition.

Timber framed buildings as soil should have an ultimate bearing pressure of 300 kpa.

Evidence of good ground includes where:

• Foundations of adjacent buildings show no signs of settlement or inadequate

bearing

• There is no evidence of landslides in the vicinity

• There is no evidence of buried services

• There is no organic soil, peat or soft clay

Good ground is needed in this project since the location of the site is near water

bodies and has a slope. Good ground will have a huge impact on the calamity

resiliency of the site.

Utility and Services.

Since the project is about eco tourism development, the site should be in a healthy

environmental setup. The site should be in areas that is near public services since it is

a site full of tourists. Since it also a habitat for wildlife creatures such as birds and sea

creatures, the sita should be near services concerning animals, plants and the

environment.

Vulnerability of Natural Hazards.

Since the site is situated near a water form, buildings, dwellings, etc. therefore must

be established in a safe or less vulnerable places to natural hazards and possible

calamities like tsunami. The site should also be situated a little bit far from the sea

due to unexpected natural hazards like low and high tides.

Site Topography.

The site should have a minimum zero percent of slope and a maximum slope of three

percent (0%-3%). (Planning a Resort, 2013).

Climate.

The climate of the site should be Tropical and Less Humid. A tropical climate has an

average temperature of above eighteen (18) degrees Celcius (64 degrees Farenheit) and

considerable precipitation sometime of the year. (J Reis 2017, 14 April).

Wildlife.

Eco tourism that is focused with wildlife is more complicated because the wildlife as well

as the habitats, human population are needed to be given considerations. (Ecotourism and

wildlife tourism, 2013). Islands should only be introduced into large ponds. They

should be 4 – 5m from the shore and surrounded by deep water. Birds in particular

benefit from islands, as they provide safe areas for feeding, roosting and nesting.

Orientation,

The site should have a clear view of the sea/pool.

Existing Vegetation.

The shoreline of islands should include bays and spits to create sheltered areas. The

island should possess mangroves, palm or coconut trees and rain tree. The island

should be low with gently sloping edges to allow marginal vegetation to develop as

wildlife habitat without the problem of plants restricting fishing opportunities along

the shore. (Ecotourism and wildlife tourism, 2013)

Drainage.

The site must have a proper drainage system and it must be properly located where

no interruptions and abruptions may occur. The drainage system of a development is

highly important because it will affect the development, the tourist’s health, and the

sales of the development. The site should be at least 500 meters from a natural

drainage. Gravity drainage of the ponds is preferable. (Ecotourism and wildlife

tourism, 2013) Hydrology. Considering that the site is near water bodies, the site

location must be located in a low possibility of floods, tsunami, landslides, etc. Site

should be elevated if it is close to water bodies.

Public Parks and Open Spaces.

The site should be near or adjacent public parks and open spaces like open gardens since it

may be a big help to contribute to the potential of the project being commercially known

and contribute in increasing the tourism and management of the site (R Ponce 2016,

personal communication, 9 April). Public Parks and Open spaces creates

communication and attracts tourists to socialize to each other.

Alternative Energy Sources.

Renewable energy systems are also eye catching, providing aesthetic value to

guests, demonstrating a commitment to sustainability, and reducing dependence on

the unreliable electrical grid. Renewable energy technology can drive new business

and increase occupancy rates (IRENA 2018). Geo thermal energy, solar panels,

windmills are example of renewable energy systems that can be used in the site.

Legal, Institutional, Administrative, and Aesthetic Factor

Land Use & Zoning.

The site should comply with the guidelines and provisions of the PD 1096 about land

use and zoning & the National Building Code of the Philippines. The site should be fit

with the said guidelines and provisions in order for it to be legal or be approved. Also,

the site should be within the limits of the local Comprehensive Land Use Plan of the

city. The site should not exceed with what is required and approved by the officials.

Transportation.

An accessible site is equipped with both private vehicles and public vehicles via

jeepneys, tricycles, buses and other means of transportation. This will help increase the

tourism of the place and gives comfort and attraction to the tourists.

Road Networks.

The site should be accessible in a major road and the site should have a clear visual on

the main entry to the site to be accessed easily. The site should be properly and

completely described, clearly defining its technical boundaries, showing access

thereto such as highway, road or alley and indicating easements, encroachments,

approved building lines, proposed road widening, existing building or structures

(NBC, 2015).

Water Supply.

The site should have an adequate source of water to supply the needs of the project

and/or the whole development. Whenever available, the potable water requirements

for a building used for human habitation shall be supplied from existing municipal or

city waterworks system (NBC, 2015)

Electric / Power Supply:

The site’s electricity must be able to be supplied by the local electricity provider

of the city. (Planning a Resort, 2013)

Telecommunications.

The site should have Internet Connections and Reachable Signal for navigations

and telecommunication purposes. The site should be accessible near to

telecommunication (NBC, 2015). Communications is important and it must be

available in the site.

Waste Disposal System.

The site must have proper waste disposal system. The site must be safe from any

harmful and hazardous waste that can harm the health of the tourists and also the

wildlife and environment of the site. The site must be able to provide safe,

retrievable and secure storage of waste that ensures protection for workers, the

public and the environment. Proximity to Important Existing Facilities. The site

should be in close proximity of at least 1 km from a Hospital or any Medical facility

(Bukley, 2009 Ecotourism: Principles and Practices).

Socio-Economic and Cultural Factor

Site Potential

The location of the site must be flexible, has great potential to expand and must be

environmental-friendly. The location must have the ability to adapt further changes in

the society and have the ability to compete with other sites that offers the same services

and same development. The location should be consistent with the particular style and

image of the project. There should be competing companies located nearby. It is good

since for this project, comparison shopping is popular. (Planning a Resort, 2013)

The site should be classified as a low density development. With a minimum of

18,000 sq. ft. of lot area (conventional). (Bukley, 2019 Ecotourism: Principles and

Site Profile

Tourism is an important sector for Philippine economy. Philippines is an archipelagic

country composed of 7,641 islands with 82 provinces divided in 17 regions. There are six

UNESCO World Heritage sites scattered in nine different locations ( Vigan, Santa Maria

Church Complex, Paoay Church Complex, San Agustin Church Complex, Miagao Church

Complex, Rice Terraces of Cordilleras, Tubbataha Reefs Natural Park, Undergroun River of

Puerto Princesa and Mount Hamiguitan wildlife Sanctuary). It’s also filled with a great

quantity of endearing relaxed people, tropical jungle and magnificent beaches and philipppine

resorts. Warm crystalline blue waters, and luxurious resorts blessed with a variety of marine

life some of which are now the preserve luxury resorts. Philippines is very known for friendly

locals, travel, accomodation, beaches can be very affordable and cheap, sand is perhaps the

best in the world. Soft white coral sand that never heats up, and the live coral is extremely

beautiful (Philippinecountry 2018). With that many investors and developers are competing

against each other in order to gain and attract tourists from around the world.

One of the most known and underated province is Zambales, Zambales is located in

the middle of the Central Luzon region in the island of Luzon. With a total land area of

3,830.83 square kilometre. Zambales is the second largest among the seven provinces of

Central Luzon after Nueva Ecija. Zambales is surrounded by different and blue crystal

beaches which lies on the western shores of Luzon island along the West Philippine Sea. The

province is well-known by different people because of its outstanding characteristecs when it

comes to tourism because of it’s unique and peacefull beaches.

Site A, which is Magalawa island, Zambales, it’s located at Palauig, Zambales. It’s a

coastal municipality in the province of Zambales it has a 19 barangays and Magalawa Island

is 20 minutes away from the port to the island. Magalawa is a 56 – hectare island on the west

coast of Luzon, which is also home to surf spots and hidden coves. Magalawa island has a

total population of 370 people in 71 households and their main source of livelihood is fishing

and some are engaged in shell craft industry. Magalawa island is the better site for this

project. The site is suitable for eco tourism development since it can provide comfort and

relief to the tourists beacause of it’s unique characteristic and it’s surrounded by coral reefs,

star fish and mangrooves tree that were under protected areas of DENR. Eco tourism is the

best solution to avoid the disturbance and protection of the mangrooves trees and the island

itself. The site is equipped with a lot of potential attraction to all tourists to enjoy like

swimming, water/sand sports, boat riding, jetskiing, scuba diving, snorkelling or just relaxing

on the beach amidst the crystal clear waters and white sand. The development of the project

can bring different benefits not only just to the tourists and travelers but also to the well-being

of the local people. It can give them the chance to have a decent lving and an extra income it

can also give them the chance to have a electricity in the island. Factors that can be

considered as strengths of the development is that it’s only 5 hourse drive from Manila and it

gives comfort to the tourists. There are also various kinds of trees existing within the vicinity

of the development that can give positive and good benefits to the development itself and also

to the local people of the province such as providing natural ventilation and providing shade

to the people. Along side with it, there are also some weaknesses the site possesses. One of

which is that the site lacks some commercial establishments that will provide services to the

tourists. Existing beach resorts nearby (Armanda beach resort and Ruiz beach resort) may

serve as a threat to the development can be put into split numbers. With the proposed

development, there would be a income generating both for the island and the locals living

there. And would give the chance to promote Magalawa island as the next Boracay of the

Philippines and lessen the flock of tourist in Boracay and also boost the Economy and status

Conclusion

Through all the gathered information through the process of personal interviews,

research, and surveys, the researcher was able to identify the needs of the tourists which

would help to conserve and raise awareness on how to protect the environment. Providing the

necessary needs and facilities that will provide adventure, enjoyment and leisure to the

tourists, will be a great potential to boost the island’s tourism sector. The study aims to

promote a positive and eco-friendly infrastructures and to give opportunities for a new

livelihood for the locals living in the area. The need to develop ecotourism development is

highly recommend since tourists in this generation tend to neglect the importance of every

single natural resources of a specific place. Tourists must be guide properly and taught on

saving and preserving the beauty of the place. With the increase of tourists from around the

world in the Philippines because of its beaches, the demand for tourists attraction and

developments such as resorts is relatively high or at its peek.

The interviews with the architects, DENR, Department of tourism and disaster risk

management show that developing this project would be a great help not just for the tourism

of the zambales but gives an opportunity for the locals and change the way of thingking of

every tourists around the world about conserving and enjoying the place. The use of green

strategies and sustainable materials reduced the operating cost of the development while

making it an eco-friendly development and at the same help the environment. The study

promote a positive and effective strategy and have a healthy environent for the tourists and

the town people without having to developed tht entire island with structures and

infrastructures. There are risks that needs to be considered so that the development will be

effective. To be a sustainable and responsible tourism having this type of tourism, tourism

can raise funds for protecting natural areas, enhance awareness amongst locals and tourist of

biodiversity and conservation issues, as well as discourage local people from carrying out

activities that are harmful to nature. Using passive cooling strategies to improve thermal

performance and reduce energy consumption of residential buildings and lessen the impact

and harm in the environment. Also using different green strategies reduced the operating cost

of the development while making it an eco-friendly development.

With the collected data, information and from the conducted surverys and interviews,

the researcher will be able to meet its project and design objectives in making the

development sustainable and to promote the culture and help the locals living in the island.

The purpose of this study is to maintain and promote the island according to the

demands and needs of the tousits and environment, the result of this proposed development

will help to redefine and discover the beauty of the island and discover what the island have

to offer to every single tourists, the island itself, the town people.

development DAO order no. 2009, this is the one you would follow guideline in building an
infrastructure. You would see here of what you should design in such area because you're
architecture student that's why you should know the laws in building infrastructures in

Interviewer: I'm an architecture student from HAU conducting a research about eco-tourism
beach resort. How would I maintain and preserve the environment or the site if I would build
a development and open it for tourism?
Interviewee: Your thesis is in Quezon Province?
Interviewer: Yes sir, but I'm not still sure about my site
Interviewee: Ok, your question is on how you would maintain if ever you would open the site
for tourism development. what kind of tourism and activities would you promote in the site?
Interviewer: I'm proposing a community based tourism and a responsible tourism. It's a beach
resort development. I also have part of my site that has a protected mangroves and I would
like to use it and be part of my development what could I do to prevent it and maintain its
beauty?
Interviewee: If you would not totally disturb the mangroves it's ok but there must no one go
inside the mangrove area that part of conservation act. But once you put your guest in the
mangroves area, there you would need some management introversion. and if you would
develop the mangroves area and put some boardwalk. You would ask first a permit from the
DENR and other government offices.
Interviewer: How could I maintain and preserve the environment if I would build a
development in such area or island?
Interviewee: One thing you can do is to conduct orientation for you guest who are going in
your development. You can also do sightseeing on where you can see the mangroves are and
put some signage's. There must be no intervention inside the mangrove areas.
Interviewer: Is there some more sustainable and cheapest building materials rather than
bamboo?
