1. GENERAL INFORMATION ON THE PROJECT

INVESTOR: INA – INDUSTRIJA NAFTE d.d., ZAGREB, CROATIA


LOCATION: RIJEKA REFINERY, Urinj 53, 51221 Kostrena
FACILITY: Port of Bakar
DESCRIPTION: New port in Rijeka

2. INTRODUCTION

The preparation of design documentation and obtaining the location and building permits are defined as
part of this technical specification, for the purpose of building a new port of Rijeka at the Rijeka Refinery
for mooring vessel from 3000 to 80000/120000 DWT.

3. SCOPE AND OBJECTIVES

The scope of this technical specification encompasses contracting engineering and design services
including participation in the procedures for obtaining location and building permits, all in accordance
with the applicable regulations of the Republic of Croatia and the EU.
The main design and tender documentation for equipment and works shall provide optimal technical
solutions for ports, new pipelines, and all equipment, materials and works required to achieve the stated
goal shall be specified therein. For the subject scope, it is necessary to prepare an environmental impact
assessment, to participate in the procedure for obtaining the decision on the environmental impact of the
intervention, to request the competent authority to determine special conditions, to participate in the
procedure for obtaining confirmations for the main design, to prepare design documentation (Conceptual
Design and main design) and to obtain location and building permits.
Based on the requirements in this technical specification, an examination of the current condition of the
equipment and installations encompassed by this project, as well as the technical documentation which
INA has at its disposal, it is necessary to prepare documentation for the construction of a new port with
optimal technical solutions using modern technologies, as well as to specify all equipment, materials and
works necessary for the given scope of work.
The content of the technical documentation serves only as a guideline and does not restrict the Supplier’s
scope of delivery required for the realization of the project objective. If the applicable legal regulations
prescribe the preparation of documentation not listed in this specification, which is required to obtain
consents/confirmations for the main design, as well as location and building permits, it is understood to
be included in the scope of delivery of the subject contract.
The documentation shall:
− Environmental impact assessment
− Study for obtaining the concession on maritime domain (land and maritime part)
− Conceptual Design for obtaining the Location Permit

− Conceptual Design for obtaining a building permit


− Tender documentation for the procurement of main equipment, in Croatian and English (tanks,
unloading arms and metering lines etc.)
− Tender documentation for the procedure of procurement of materials and works performance,
in Croatian and English
− Occupational health and safety study
− Works performance plan
− Fire protection study
− Study of hazard zone classification of areas endangered by explosive atmosphere
− Maritime study
− Metrological design
− HAZOP/SIL study
− Study of the classification of equipment according to the ordinance on pressure equipment
− Geodetic design including the geodetic surveying maps (with current and new part indicated, as
well as the accompanying installations and equipment positions in the RR plan, verified in the
cadastral office)
− Geomechanical study (if required)
− And all other necessary documentation for obtaining location and building permits, all in
accordance with the applicable legal regulations of the Republic of Croatia and the EU, which shall
be submitted at the request of the competent Ministry, while also performing all necessary
corrections of the documentation according to the requests of the competent authorities.

In addition to the elements listed above, designing also includes the following:
− perform an on-site inspection of the future situation of the structure and review the existing
design documentation
− perform project controls with authorized persons (if necessary - auditor). The cost of the auditor’s
service shall be borne by the bidder/designer.
− prepare the works performance plan
− request the competent authority to determine special conditions
− upon request of the investor and the competent administrative authority, participate in the
procedure for obtaining the confirmations for the main design and required consents, in particular
for the Study of hazard zone classification by an authorized explosion protection authority in
accordance with the applicable legal regulations
− participate in commissioning of the installation, as well as in works performance in the capacity
of project supervision
− participate in technical evaluation of bids for the main equipment and works performance
− participation in the technical inspection of the structure by the competent authority

To this end, it is necessary to propose persons for each of the planned designs whom the investor shall
appoint, in particular:
− Chief Designer,
− Coordinator I for Occupational Health and Safety in the design preparation stage

The contractor shall appoint designers according to professions, and they shall submit a list of persons to
the investor.
The Chief Designer is accountable for the integrity and coherence between the designs according to
professions, and they shall provide all statements prescribed by law.
The Chief Designer or a designer of a certain profession may be coordinator I for occupational health and
safety if they fulfill the conditions prescribed by a special regulation.
The Designer is accountable for ensuring that the design meets the requirements regarding the technical
properties relevant for the structure, and that quality materials and equipment with the relevant
certificates have been specified.
The Contractor shall verify all input data for the preparation of designs received from INA and indicate
any discrepancies thereof and indicate the actual situation in the designs. It is necessary to inspect the
current situation on the ground in order to take into account possible changes in relation to the
situation during project preparation. All discrepancies detected during the inspection of the situation on
the ground shall be recorded and these shall be given priority when continuing with the preparation of
design documentation and other documentation, i.e. the situation after on-site inspection shall be
deemed the current situation. It is compulsory to observe all INA-HSE guidelines and occupational health
and safety regulations when inspecting the actual situation at the location.
The prepared documentation, with the relevant permits, shall function as the basis for the procurement
of the necessary equipment and materials, as well as for works performance in the later stage of the
project.

4. THE EXISTING SITUATION

As part of the project 6-10-088 Modernization of the Port of Bakar, pump station 333, pipe bridge, the
substation SS-131 and jetty 5, as well as auxiliary piers 4 and 6 have been modernized. Operational jetties
3 and 7 have not been modernized. The prediction is that transfer of products via the new port in Rijeka
will amount to 1.5 million tons of eurodiesel and 1.0 million tons of gasoline at the refinery processing
capacity of 3.6 million tons per year. Products to be transferred are gas oils, gasolines. Transfer data at
the port of Bakar shall be supplemented by quantities and available after signing the contract.

The new port in Rijeka is planned to be built on a new location 4 in accordance with the feasibility study
that was prepared by the company Ivicom Consulting.

5. FUTURE SITUATION (SPECIFICATION SUBJECT)


This project plans for the preparation of environmental impact studies, concessions, Conceptual Design,
Main Design, tender documentation for LLI and works and obtaining location and building permits, as well

as meeting all other requirements listed in previous points of this technical specification for the
construction of the new jetty.
Prepared project documentation must ensure vessel connection and loading/unloading from 3000 to
80000/120000 DWT.
Based on the requirements under this tender documentation with appendices, as well as the feasibility
study (forming an appendix to this specification), inspection of the current condition of the equipment
and installations encompassed by this project, the existing technical documentation that INA has at its
disposal and the user's requirements, the design documentation shall include:
Preparation of a geodetic survey of land and sea in the complete berthing zone (land 1:100, sea
1:200)
Geotechnical exploration activities with laboratory testing
Examination of the quality of the existing seabed
Environmental protection study (to be prepared by the Ministry's authorized person)
Study for obtaining concession for the new jetty
Maritime study accepted and confirmed by the competent port authority

Design
Preparation of the conceptual design of the new port as a basis for a location permit and defining
the possibilities of utilizing existing equipment/installations/infrastructure, or elaborating the
conceptual solution before drafting the main design.
Geotechnical design
Preparation of a special geodetic surveying map
Preparation of the main civil engineering design
Preparation of the main technological design
Main mechanical engineering design of onshore handling pipeline installations (connection to the
new port)
Main mechanical engineering design of pump installations (connection to existing situation and
the new situation)
Main design of electrical installations
Main design of measurement and regulation, including modernizing the control of the
transfer/delivery process
Main design of occupational health and safety, fire protection and environment protection (if
envisaged by the project)
Main metrological design
Obtaining a positive opinion for the main designs and the Study of hazard zone classification by
the authorized fire protection body and the authorized body for pressure vessels (TÜV agency),
as well as other consents

Other Engineering Services


• Preparation of the HAZOP/SIL study:
• Preparation of tender documentation for the procurement of key equipment and works
performance according to professions
• request a competent authority to determine special conditions
• upon request of the investor and the competent administrative authority, participate in the
procedure for obtaining confirmations for the main designs and participate in the administrative
procedure for obtaining location and building permits
• Participation in technical evaluation of bids for procurement of main equipment and works
performance (estimated 50 man days)
• Cooperation in technical inspection and obtaining the occupancy permit}

5.1 Technological design


The technological design shall be made in such a way that the focus is on state-of-the-art technology for
acceptance (unloading) of raw materials and products (or liquid hydrocarbons) and transfer (loading) of
products from/to ships. The installation shall be designed for maximum work safety, especially taking into
account the environmental protection of the Port of Bakar aquatorium.
As part of the project, classifications of explosion hazard zones shall be made in accordance with HRN EN
60079-10. Given the interconnection of existing and new installations, the classification of explosion
hazard zones shall include the whole area of the Port of Bakar. For classification made along the above-
mentioned lines, the designer undertakes to contract technical supervision pursuant to the Regulation on
the minimum requirements for employee safety and health protection and on the technical supervision
of plants, equipment, installations and devices in areas endangered by explosive atmosphere (OG 39/06)
and obtain a positive finding from the authorized body.

5.2 Civil Engineering Design

Based on the data from the feasibility study, the investor expects that the design documentation shall be
developed for the construction of a new port in accordance with applicable legal regulations, rules of
profession and good engineering practice.
Jetties shall be equipped with fenders, bollards/slip hooks and other necessary equipment.
For better protection of the sea from an oil spill, it is necessary to provide for compensating berths for the
placement of floating protective barriers, of all sizes, for ships that are intended to be accepted and
adapted to the required standards

All construction works shall be performed in accordance with applicable laws, regulations and building
acts, taking into account the rules of other professions.
The disposition of the unloading arms, pipeline and equipment on the berth shall be such as to allow for
secure berthing, simple handling, manipulation by installation and communication with the ship.
As part of the civil engineering design, it is necessary to ensure drainage, sewerage, energy channels, fire
protection (FP) installations and provide sampling sites.

5.3 Mechanical Engineering Design

The mechanical engineering design shall include the following:

• mode of operation of the equipment,


• Process flow charts and heat & material balance for the new port / plant
• P&ID diagrams of the new port, and update of the PI&D part of the existing port where integration
is performed.
• List of pipelines
• Categorization of pipelines and equipment in accordance with the Ordinance on Pressure
Equipment (OG 79/16)
• Arranging the equipment of the new harbor, pipe bridges, cable routes, underground
installations.
• The list of all battery limits (integration points) for connecting to the existing system, for the
purpose of preparing the contractor’s procurement tender. (this applies to all professions).
• Isometries of new lines. If no data on key equipment (LLI) is available at the time of preparing the
main design, the isometries should end in proximity to the new equipment, with a note that the
designer responsible for the detailed design shall complete them when the crucial equipment is
selected.
• Stress analysis for all new pipelines and old pipelines where the integration points are located
• Design of new pipe bridges and pipe supports (related to pipeline stress analyses) – control of the
loads of existing supports and bridges with regard to the addition of new equipment is also
necessary as part of the project. Calculation of the quantity of steel pipeline racks and its display
in the bill of quantities, with the note that quantity calculation is presented as a guideline, for the
purpose of bidding.
• Calculation of heat loss for each line
• Data sheets and detailed technical specifications for the procurement of key equipment.
• Specification of works
• Specification of activities at completion of construction - precommissioning procedure for all
professions. This specification shall be included in the design documentation since the design
documentation will represent the scope of the contractor's work.
• Define and describe requirements for test run
• Materials and works bill of quantities (do not include specifications and works performance
methods in bills of quantities. Specifications for works performance and specifications of
materials and equipment shall be a part of the design text, instead of being expressed solely in
the form of the bill of quantities)

• 3D model of the new port (in the main design stage)

It is necessary to analyze the hydraulic system for controlling unloading arms, and to propose an optimal
solution for connecting a larger number of arms to the same system while maintaining performance and
safety.
It is necessary to install ESD electric motor valves In front of the unloading arms (the project designer
should define the number of unloading arms, the mode of controlling the unloading arms and the mode
of regulating the electric motor valves).
The design shall include all equipment that will be installed on the new jetty.
The mechanical engineering design shall include: handling schemes, pipeline and equipment calculations,
pipeline and equipment specifications, and other elements resulting from design preparation. The design
should provide a link to earlier designs and include everything that is functionally related and has already
been elaborated upon in existing designs for the Port of Bakar. Certain solutions should, if necessary, be
integrated into this design.
The design should provide for connection with the unit for recovery of hydrocarbon vapors, from the
connection to the ship through a separate line on the unloading arms and the pipeline to the VRU unit
boundary.
The designer shall specifically point out "bottlenecks" in transfer of the products and integrate it into the
conceptual design in the form of the required intervention on routes in order to improve the current
condition of transfer. The tendency is to utilize as much of the existing equipment as possible (metering
lines, unloading arms, VRU unit) after its correctness is established.
It is necessary to provide for an option of supplying ships with potable water (potable water connection
with international coupling).
When designing, it is necessary to provide for protection against spills and pollution of the aquatorium.
The API Recommended Practice 1125 Overfill control systems for tank barges guideline shall be followed.
Protection against ship overfill shall be provided for.
When filling and discharging, hydraulic shocks can occur in pipelines and equipment, and the designer
shall provide technical solutions to prevent it, as well as to prevent damage to the pipelines and
equipment.
Explosive zones classification shall be taken into account in designing and procuring equipment.

5.4 Electrical Design

The electrical design needs to include newly installed equipment, installations and switchyards with the
function of power supply and management of consumers that are the subject of this project.

The electrical design should encompass, as a minimum, the following units:


• Connecting to the Electrical Power System of the Rijeka Refinery (EPS-RR) (connection point
analysis with necessary modifications)
• Cable route from the connection point to the new distributor/port SS
• Lighting installation, it is necessary to provide for lighting installation on new surfaces and in new
facilities, as well as modification of existing lighting,
• Electrical installation of new pump generator unis (if necessary).
• Electrical installation of portable consumers
• The electrical design shall provide for the electrical installation of power outlets and connections
of portable loads for maintenance and power supply to the ship
• Electric motor valve actuators
• Maintenance connection
• Electrical installation of other consumers
• Design the installation and switchyard with 30% reserves in power and connection points for
future needs
• Power balance of new consumers
• Analysis of the availability of electrical power for all anticipated configurations of the mode of
operation of the "old" and "new" port of Bakar at the point of connection to the EPS-RR.
• Analysis of grid conditions in EPS RR for start-up of the largest pump in the most unfavorable
mode (if necessary)
• Lightning arrester installation, earthing and equalization of metal mass potentials
Depending on whether a new VRU unit, VPU pipeline heating and other electricity needs are necessary,
and considering the location of the new berth, the designer shall develop a possible range of solutions
from the distribution cabinet in the berth facility to a smaller substation or case analysis solution.

HAZOP and SIL Study

The Contractor shall perform risk assessment using the HAZOP method in the design stage. The HAZOP
study will be used to identify potential hazards and operational problems related to plant design and
human error.

HAZOP will process the new/reconstructed part of the plant, as well as the interaction of that part of the
plant with the existing installation. HAZOP shall be performed in accordance with recommendations found
in the HRN EN (IEC) 61882 standard. The Contractor shall provide for the engagement of an experienced
HAZOP manager, a HAZOP assistant and necessary members of the HAZOP team recruited among the
designers. The contracted price includes all travel and accommodation expenses for all HAZOP workshop
team members. The HAZOP workshop shall take place at the Client's premises.

Immediately after the HAZOP study, the Contractor shall also conduct a SIL study to assess the required
level of reliability for all identified safety instrumented functions and define the requirements for the
safety instrumentation system. The SIL study shall be performed in accordance with recommendations
found in the HRN EN (IEC) 61511 standard. The Contractor shall recruit an experienced SIL study manager,
a SIL assistant and necessary members of the SIL team among the designers. The Contractor has included
all travel and accommodation expenses for all SIL workshop team members in the contracted price. The
SIL workshop shall take place at the Investor's premises.

The SIL study shall be performed using the LOPA method, in accordance with IEC-61511-3
recommendations.

If the HAZOP and SIL study demonstrate a request for the implementation of the SIL categorized security
instrumentation functions, they will be implemented in accordance with the requirements of HRN EN (IEC)
61511.

As part of HAZOP/SIL activities, the Contractor shall encompass, as a minimum, the following activities:

• Detailed definition of HAZOP and SIL methodology, based on this specification


• Preparation of proposals for HAZOP and SIL reports
• Distribution of proposals for HAZOP and SIL reports and separate relevant documentation to all team
members
• Planning HAZOP and SIL workshops
• Conducting an initial meeting for HAZOP and SIL workshops with the presentation of the methodology
to be applied.
• Leading and active participation of the Contractor’s team members in HAZOP and SIL studies
• Preparation of proposals for HAZOP and SIL reports after the workshop and distributing the proposals
to team members for comments.
• Preparation and submission of final HAZOP and SIL reports

5.5 Measurement and Regulation Design

The measurement and regulation design (instrumentation design) shall include, as a minimum, the
following:

NOTE:

Gas and fire detection designs should be prepared as separate maps in the main design.  

The measurement and regulation design shall include: measurement and regulation at berth, transfer
and delivery management system (including equipment disposition), integration of the RR Logistics and
Handling System (Final Processing) and the link to SAP.

The design shall comply with Ordinance on the minimum requirements for employee safety and health
protection and on the technical supervision of plants, equipment, installations and devices in areas
endangered by explosive atmosphere (OG 39/06; 106/07) and the Ordinance on equipment and
protective systems intended for use in areas endangered by explosive atmosphere (OG 33/16)

The design shall also include network interconnection of computer system components, as well as the
method of connection with INA IT Infrastructure, i.e. the SAP system via a corresponding firewall. All
computer network elements shall be aligned with INA standards, and the feasibility of the solution shall
be approved by the Information Services Sector of INA.

The design shall encompass equipment (software and hardware) and application software for linking the
process control computer system of the tanker port of Bakar with the Enraf-Honeywell tank level
measurement system, as well as other systems (the system for ship berthing system, wind speed and wind
direction measurement).

The designed instrumentation equipment shall be in accordance with new, contemporary technological
solutions and the MID directive.

As part of the measurement and regulation design, all conclusions of the HAZOP / SIL study shall be
integrated in the design documentation, i.e. the final version of the main design and the tender
documentation shall contain all recommendations of the HAZOP / SIL studies.

5.6 Other parts of design documentation

• Metrological design - to define metrological requirements with regard to the measuring


equipment. Define and establish measurement methods used to determine whether the entire
system complies with the prescribed standards and ordinances of the Republic of Croatia
• Occupational health and safety design - should be provided in a special study and should be
consistent with the current trends in the Refinery
• Noise protection measure

• Fire protection and explosion protection design - it is necessary to revise the existing fire
protection (FP) system and determine whether there is a need for upgrading the existing system
in accordance with the new condition of installations and equipment in the Port of Bakar.
• All steel structures shall be protected with fireproof coating.
• Maritime study

The technical documentation shall covers all equipment with all necessary designs, calculations,
specifications, schemes, instructions in written form; taking into account Croatian applicable laws,
ordinances, regulations and standards.

When deciding on the regulation/standard, the principle that the applicable regulation/standard is the
one more stringent shall be followed.

The instrumental equipment designations shall comply with ISA 5.1, ISA 5.3.

Plant and process equipment designations shall comply with the applicable internal standards and
instructions provided by the client.

ALL OF THE ABOVEMENTIONED DATA AND PROPOSED SOLUTIONS ARE PROVIDED FOR INFORMATIONAL
PURPOSES, THE CONTRACTOR SHALL VERIFY IT ALL AND SUBMIT THE TECHNICAL SOLUTION OF THE
PLANNED ELEMENTS THAT SHALL BE APPROVED BY THE INVESTORS (THE USER).
IT IS NECESSARY TO PROVIDE OPTIMAL TECHNICAL SOLUTIONS AND SPECIFY ALL EQUIPMENT, MATERIALS
AND WORKS REQUIRED FOR THE STATED SCOPE OF WORK.

6. DESIGN DOCUMENTATION (DESIGN REQUIREMENTS)

It is necessary to provide optimal technical solutions in the main design and tender documentations, as
well as to specify all equipment, materials and works required for the realization of the stated objective
scope of work. The designer submits the request for determining special conditions, while INA d.d. might
provide assistance. In the procedure for obtaining the confirmations for the main design, as well as the
location and building permits, the designer shall actively participate therein and amend the design
documentation according to the requirements of the competent public authorities, pursuant to the
applicable regulations, while INA d.d., in its capacity of the investor, shall submit all requests to the
competent authorities.
The prepared documentation, with the relevant permits, shall function as the basis for the procurement
of the necessary equipment and materials, as well as for works performance in the later stage of the
project.

The content of the conceptual design is defined in the Ordinance on the mandatory contents of the
conceptual design. The content of the main design is defined in the Ordinance on the mandatory contents
and format of construction work designs.

As part of the Conceptual Design, it is necessary to prepare the geodetic design including the geodetic
surveying maps (with indicated current and new pipelines and equipment positions in the RR plan, verified
in the cadastral office)
The main design shall contain, as a minimum, the following functional units:

• Mechanical engineering design


• Technological design
• Civil Engineering Design (including the geotechnical design)
• Electrical engineering design – Electrical energy,
• Electrical engineering design - Measurement, control and regulation design (with operational
logic)
• Technical and technological solution study
• Fire protection study, occupational health and safety study, hazard zone classification study etc.
• HAZOP/SIL Study
This specification describes the minimum requirements for engineering services referred to in the bill of
quantities in Chapter 14 PRICE.
Verification of compatibility of existing documentation and the future situation
One part of the required existing documentation shall be delivered to the designers during the kick-off
meeting, while the remaining par shall be made available to the designers in the RR archive. The
documentation is not updated in its entirety since the existing pipelines have been extended during
operation, new pipelines and plants have been built, repairs have been made, and parts of equipment
and pipelines have been replaced. As part of the preparation for drafting the documentation, it is
necessary to record the existing situation encompassed by the scope of intervention according to this
specification, including the determination of designations (identifications) of the existing equipment and
pipelines to which connection is made. Designating shall be aligned with the practice in RR. Designating
itself, according to this documentation, shall be performed by the construction works contractor. All
discrepancies detected during the inspection of the situation on the ground shall be recorded and these
shall be given priority when continuing with the preparation of design documentation and other
documentation, i.e. the situation after on-site inspection shall be deemed the current situation.

Preparation of the main design (technical and technological design)


It is necessary to prepare the main design with necessary calculations, drawings, quality control plans and
graphic surveys for construction and installation of pipelines, load bearing elements of pipelines (columns,
pipe bridges, foundations), necessary fixed structures and pedestals, as well all necessary equipment and
materials. The main design shall contain all the elements for obtaining the building permit prescribed in
the Building Act, including the occupational health and safety study, fire protection study and hazard zone
classification of areas endangered by explosive atmosphere. The Contractor undertakes to prepare

documentation for submitting the request for building permit, as well as to participate in the procedure
for obtaining a building permit and obtaining all the necessary opinions, consents and confirmations for
the main design. The Investor undertakes to pay state administrative fees.
Equipment classification in accordance with the Ordinance on pressure equipment shall also be conduced
as part of the main design. The approval of the structure by a Conformity Assessment Body is not a subject
of this specification. The abovementioned approval shall be in the purview of equipment manufacturers
and the contractor responsible for construction works on new pipelines.
The main design shall also include control calculations of elasticity of new pipelines, as well as the existing
pipelines to which connection is made, if process conditions and installation conditions so require.
The contractor's obligation is to request and obtain the consent of the Investor for the proposed technical
solutions. During the preparation of the design documentation, some parts of the documentation shall be
submitted for review and consent according to milestones as referred to in item 6. Design documentation
to be submitted for this purpose shall be delivered in the electronic form of a “pdf” document.
The designations of parts of equipment, as well as the use of graphic symbols, shall comply with the
Investor’s standards and defined in the initial stage of the project. The Investor shall grant their consent
for the proposed designation system. The Designing Contractor shall be provided with INA’s standard for
equipment designation and use of graphic symbols at the kick-off meeting.
Design documentation shall provide technical solutions for all professions, and take into account all the
activities required to fully complete the project scope.
The Designing Contractor is under the obligation to participate in the process of procurement of
equipment, materials and works so as to establish the technical compliance of the bids received with the
tender documentation (RfQ), as well as provide technical support during the procurement process
(providing clarification of the RfQ documentation, answering the additional inquiries of the Contractors
etc.).
When preparing the technical documentation, the requirements of legal regulations, the rules of
profession and INA standards shall be complied with.
In addition to the requirements referred to in this specification and its appendices, as a basis for the
preparation of design documentation, the existing as-built documentation and agreements with
authorized representatives of RR shall also be used. All agreements must be verified by an official record.
Tender documentation preparation
If, during designing and works performance, it is found that the removal of the existing electrical or
instrumentation equipment is necessary, the Contractor shall provide a design solution for the
intervention in question. If the Contractor considers that it is technically unjustified to reinstall any part
of the instrumentation or electrical equipment (poor condition of the equipment, lack of documentation,
etc.), they shall prepare a technical specification for that equipment in order to procure and install the
new replacement equipment. The contractor's obligation is also to prepare documentation for re-
connecting the specified equipment to the instrumentation and power system with the same functions
as before disassembly.

It is necessary to prepare tender documentation (RfQ) required for contracting material and equipment
procurement, construction of pipeliens, equipment and load bearing elements, installation of new
pipelines and equipment. The tender documentation shall contain a bill of quantities. The bill of quantities
form shall be provided by INA at a meeting dedicated to induction into work.

Preparation of works performance plan and construction site registration


It is necessary to prepare a works performance plan in accordance with the legal regulations governing
the occupational health and safety.

Coordinator I for occupational health and safety in the design preparation stage
The Designing Contractor’s obligation is to engage a coordinator I for occupational health and safety for
the design stage, in accordance with the legal regulations in the field of occupational health and safety.
Coordinator I should have passed a professional examination and meet all the requirements in accordance
with the provisions of the Occupational Health and Safety Act, Ordinance on the occupational health and
safety on temporary and mobile construction sites, and the Ordinance on conditions and expertise
required for appointment of coordinators for occupational health and safety. Services of coordinator I are
an integral part of the design documentation preparation and are included in the price of the complete
service.

Design auditor
If a need for design implementation review by an Auditor arises during design implementation, the
designer shall hire them in accordance with the applicable legal regulations. This service shall be
separately specified in the bid, i.e. in the bill of quantities. Design revision may be carried out by an expert
authorized to carry out Auditor activities.
The design auditor shall not perform design control for a design in which they have fully or partially
participated or if the design has been fully or partially prepared or nostrified by the legal person in which
they are employed.

Participation in the procedure for obtaining confirmations for the main design and building permit
The Designing Contractor shall participate in the procedure for obtaining the confirmation for the main
design and the building permit in such a way that they shall submit to the public authorities and the
Ministry with all necessary updates, opinions and design amendments that are necessary for obtaining
the confirmation for the main design and the building permit.
Participation in technical evaluation of received bids for the main equipment and works performance
The Designing Contractor shall participate in the tender procedure for the procurement of the main
equipment and works performance, and they shall submit comments on the received bids.

Participation in the technical inspection of the structure

All communication with the public authorities and the Ministry shall be managed by the Client.

Deviations from Croatian standards, specifications of competent state authorities of the RoC are

Contradictory requirements
In the event of any contradiction between this specification and the content of the Design Documentation
Contract, the contents of the Contract shall be adhered to.
In the event of contradiction between requirements that cover the same subject, a more stringent
specification shall apply. If the contradiction cannot be resolved, the Contractor shall contact the Investor
to jointly resolve the issue.

8. LANGUAGE AND UNITS OF MEASUREMENT

In all documents and schemes/diagrams, Croatian language shall be used except in cases where terms in
English are commonly used or where there is no corresponding Croatian term and expression, in
compliance with the provisions of Article 11 of the Ordinance on the mandatory contents and format of
construction work designs.
The SI system of units shall be used, except for the units of measurement for pipe diameter, temperature
and pressure that may be expressed in inches, degrees Celsius and bars. The most important units of

The equipment designation system shall comply with the internal INA Equipment Designation Standard
(to be delivered at the meeting dedicated to induction into work).
Design documentation (as well as the HAZOP/SIL study) shall be prepared in Croatian, while the tender
documentation for equipment and works procurement shall be prepared in Croatian and English.

9. CONTRACTOR’S (INA) RESPONSIBILITIES

All the documentation and data are property of INA and are technical data of confidential nature,
exclusively for the use by the Designer’s and Contractor’s personnel within the Contractor’s organization.
The data and information shall not be reproduced in any manner or distributed for any purpose without
written permission from INA.
The investor shall provide the following:
• Project task/technical specification,
• They shall provide the designer with all available technical documentation (design bases).
• They shall ensure adequate coordination meetings with the designer and the user to clarify and
monitor the designing process
• Confirm the selection and appoint coordinator I and the Chief Designer in accordance with the
applicable laws of the RoC
• Ensure continuous access for engineers to the area of project for the purpose of better design
service implementation, with prior announcement and approval granted by the Client
• Appoint an expert authorized to control, organize and coordinate the design services
performance, as well as promptly notify the Contractor of any substitution or withdrawal of the
expert.

10. BIDDER’S RESPONSIBILITIES

The bidder shall also:


• Provide for the authorized person of Coordinator I for Occupational Health and Safety who shall
be appointed by the Investor in accordance with the applicable laws of the RoC.
• Ensure the uniqueness of designing services for each part of the project.
• Submit the design team list with names and responsibilities.
• Ensure a sufficient number of designers of all professions for designing services in accordance
with all relevant Laws, this technical specification and the requirements of the Investor.
• If necessary, also provide for authorized Auditors according to professional areas.
• Maintain the status of chartered engineers and other requirements for performing the designing
tasks.
• Settle all obligations to employees in accordance with the legislation in the field of labor law and
the contract between the employer and the employee.
• Ensure adequate personal protective equipment.
• Aa a company specialized for this type of services, perform the services in accordance with the
applicable regulations of the Republic of Croatia, valid standards, technical norms, internal
regulations of the Investor and the rules of profession.
• Perform the contracted services according to the dynamics defined in the written request of the
Investor.
• With regard to the performance of the subject services, provide for a required number of
chartered engineers and technicians with appropriate professional profile, as well as their
adequate substitutes during sick leave, annual leave, etc.
• During construction, if necessary, they shall respond to the Investor’s call and provide
clarifications if there is a need therefor.
• Deliver the activity schedule (Gantt chart).
• Report to the Investor on a biweekly and monthly basis concerning the project implementation
progress (monthly reports shall include work execution expressed in percentage, the S-curve, and
announcement of activity in the next reporting period).
• Keep notes from the meetings with the Investor.
• Maintain records of all documents received from the Investor whether it is paper or electronic
documents.
• During works performance, and on the basis of the technical design documentation obtained
through this tender, the future contractor undertakes to notify in writing the chief designer and
INA’s accountable expert, before the beginning of and during works, of any ambiguities and errors
identified in the main designs, which result in the inability to perform works at the location and
technically incorrect solutions. The Designing Contractor (Chief Designer), with whom a contract
under this technical specification was concluded, shall rectify, without compensation, the

identified deficiencies, perform additional work on the main designs and detailed designs, on
which a record shall be compiled that the chief designer, the contractor and INA's expert shall
sign.
• The contractor (designer) shall perform an on-site inspection of data obtained from the existing
technical documentation submitted by INA, and they shall acknowledge any new findings and
include it when preparing the documentation.
• For information that cannot be found in the documentation, recording of the situation and
measurements during operation are possible, provided that the designer does not thereby disturb
the normal operating condition. Detailed explanations can be obtained in discussions with experts
from the Refinery for specific areas.
• The Designing Contractor shall, during and after the performance of services, treat all obtained
and created documents and information as the Client’s business secret, and shall not make them
available to third parties without a written approval of the Client. All created documents shall
become the sole property of the Client.

11. ACCOUNTABILITY

The Designing Contractor is fully accountable for any findings or recommendations that they provide,
related to the preparation of the documentation, which meet the requirements of this project task. They
are accountable for the preparation of Design Documentation in accordance with the applicable legal
regulations in the RoC.
All equipment shall be designed, procured, built and tested in accordance with all applicable laws,
ordinances and standards of the RoC, European guidelines and standards for pressure equipment, i.e. in
accordance with ASTM, ANSI, PED, API standards/norms that the designer shall consult.
Deviations from Croatian standards, specifications of competent state authorities of the RoC or the
licensor’s standards are permitted only with the approval of the authorized body or a prior approval of
the Investor.
In case of contradiction between specifications which cover the same topic, a more stringent specification
shall apply. If the contradiction cannot be resolved, the Contractor shall contact the Investor to jointly
resolve the issue.
Furthermore, INA has internal main technical standards divided into four categories; mechanical
engineering, civil engineering, electrical engineering and instrumentation, and these shall be taken into
account when preparing designs.
Design documentation including Tender Documentation shall be prepared in Croatian, except for Tender
Documentation for Equipment and Works that shall be prepared in English.

The indicated deadlines are expressed in caleendar days, and they are valid from the date of signing of
the Contract, and end with the delivery of the documentation, confirmed with the minutes of handover.
It is the obligation of the Contractor to submit a weekly written report to the project manager on the
design progress, as well as to participate in periodic (weekly) coordination meetings with representatives
of the Investor, where design solutions shall be discussed according to the stages of documentation
preparation.

Documentation submission requirements

The Designing Contractor shall submit three copies of the technical documentation to the Client for the
aforementioned documentation, and possibly additional copies according to the request of the
competent authorities, and all of the documentation shall be submitted on an external disc as the original
and in pdf format.
Documentation prepared on a computer shall be in formats supported by MS Office 2010 or later versions,
and the drawings shall be in AutoCAD 2010 or later versions.
Each delivered folder shall also have a corresponding signed, i.e. verified file, created in .pdf format, which
represents the exact electronic version of the delivered project folder.

All documentation shall be delivered to the Technical Archive of the Rijeka Refinery with the relevant
dispatch document. Minutes of handover shall be compiled on the delivery of each set of documentation
by the Designer and the Investor (project manager).
All documentation not prepared on a computer (certificates, attestations, photographs, etc.) shall be in
electronic form, meaning that it shall be scanned and stored on an external disc.
All enclosed or subsequently issued documentation shall not be used for other purposes and shall be
returned to the Investor in full.
All ambiguities in the technical specification shall be clarified in agreement with the Investor. All agreed
changes or clarifications shall be recorded in writing.

13. ATTENDANCE AT THE SITE VISIT

All potential bidders are recommended to attend the site-visit and the meeting which shall be organized
at Refinery Rijeka.
In addition to the site visit, all ambiguities, uncertainties and open issues shall be discussed at the meeting.
Regardless of the site visit attendance, the bidder shall be considered familiar with the conditions and the
location of works performance.
Prior to the site visit, the contractor shall deliver written inquiries regarding the tender documentation.

14. PRICE

The total price shall contain all the items listed in this technical specification. The price shall be listed in
HRK, and shall be fixed for the entire period of bid validity. The Bidder shall enclose a detailed bid

15. REPORTING

For all investment projects in INA, d.d., for the implementation of which the Investment Management is
in charge, after concluding a contract with an external partner, whether for the design, procurement and
delivery of materials and equipment or works performance, the selected external partner shall, after the
kick-off meeting with the INA project management team, report on the progress of project
implementation using the standard forms. At the kick-off meeting with the external partner, given the
intensity of the project implementation progress, INA’s project manager shall determine the reporting
period (daily, weekly, biweekly or monthly), and the standard forms shall be adapted according to the
attached instructions, and the external partner shall, no later than in the following two weeks from the
kick-off meeting, start reporting on the agreed regular basis.

This solution, which is simple to use both for both INA and the external partners, provides a simplified and
unified method of monitoring the project implementation.

Main Design quality control is performed:


- by the Contractor
- by INA’s accountable expert in accordance with INA Manual for the control of design
by the Team for the Control of Design The basic criteria for designers are defined in the checklists attached
to the document manual for the control of design.

Main Design quality control in the preparation stage.


In the design preparation (design) stage, control of the Main Design is carried out in three phases,
specifically:
- After 30% of design completion
- After 60% of design completion
- After 90% of design completion
Each of the individual review stages is carried out in such a way that INA’s accountable expert organizes
the Contractors’ (Chief Designer’s and designers’ according to individual professions) presentation
attended by the client’s Team of Experts and experts of certain professions of the client’s end user.
The purpose of these controls is to identify in an early stage of Main Design preparation all the ambiguities
faced by the Contractor (Chief Designer and designers according to individual professions), regarding
technical solutions, which affect the design process itself, and to present to the user’s representatives the
planned manner of realizing the Project Task.
During the presentation, representatives from individual professions shall provide their comments and
remarks on the prepared design and answer the Contractors’ (Chief Designer’s and designers' according
to individual professions) questions, which shall be recorded in the Minutes of the Meeting, on the basis
of which the Contractor shall make the necessary amendments to the Main Design.
During the preparation of detailed designs, the Contractor undertakes to notify in writing the chief
designer and INA’s accountable expert of any ambiguities and errors identified in the main designs, which
result in the inability to prepare detailed designs.

The chief designer shall rectify, without compensation, the identified deficiencies, and a record thereon
shall be compiled and signed by the chief designer, the Contractor and INA’s expert.

Quality control of final version of the Main Design by the Contractor


The quality control of the Main Design by the Contractor shall be performed by reviewing and analyzing
the final version of the documentation and by completing the Checklist (form IM1_G2_INA1_3_F2-00)
delivered by INA’s accountable expert, which is attached to the Manual for the control of design, whereby
the Contractor confirms that quality control of the Main Design has been performed.
By verifying the Checklist, the Contractor confirms that the documentation was prepared in accordance
with the applicable regulations and the rules of profession, as well as the concluded contract, so that
based on it, the required permits can be requested and obtained (location permit, building permit, and
other permits if necessary). In case of deviations (subsequently determined errors by INA’s accountable
expert), the Contractor accepts the possibility of charging penalties pursuant to the Contract.
The quality control of the Main Project by INA’s quality controller is performed by inspecting and analyzing
the submitted documentation by the Project Manager or the INA’s Project Implementation Leader.
Regarding the control results, INA’s Quality Controller compiles the Quality Control Record, wherein they
provide their comments and suggestions regarding the prepared documentation.
In case of identified deficiencies, and on the basis of the submitted record, INA’s accountable expert
(Project Manager and/or Project Implementation Leader) requests the Contractor to implement the
proposed modifications and corrections in the documentation, and specifies the Contractor's deadline in
which the Contractor is required to perform corrections submit the final version of the Main Design.
Prior to the final takeover of the Main Design, INA’s Project Manager shall refer the matter for approval
by INA’s end user.
Upon receipt of the confirmation for the Main Design by INA’s end user, INA’s accountable expert may
initiate the approval of design documentation and initiate the Administrative Procedure for obtaining the
building permit pursuant to item 6.

16. THE TECHNICAL PART OF THE BID SHALL CONTAIN (IN THE ORDER AS FOLLOWS):

The Bidder and Subcontractors shall, as a minimum, employ engineers as follows:

• min. 4 chartered mechanical engineers with experience in the oil and gas industry, with evidence
of employment for an indefinite period
• min. 4 chartered building engineers with experience in the oil and gas industry, with evidence of
employment for an indefinite period
• min. 1 chartered architect with experience in the oil and gas industry, with evidence of
employment for an indefinite period
• min. 2 chartered electrical engineers (high voltage) with experience in the oil and gas industry,
with evidence of employment for an indefinite period

• min. 2 chartered electrical engineers (instrumentation) with experience in the oil and gas
industry, with evidence of employment for an indefinite period
• 1 HAZOP/SIL consultant with experience in managing HAZOP/SIL studies in the oil and gas
industry, with evidence of employment for an indefinite period
• 2 authorized occupational health and safety specialists (Coordinator I for Occupational Health and
Safety), with evidence of permanent employment for an indefinite period
• 2 authorized fire protection specialists, with evidence of permanent employment for an indefinite
period
• 1 chemical technology engineer with experience in the oil and gas industry, with evidence of
employment for an indefinite period
• min. 1 engineer possessing a TUV functional safety engineer certificate
• Evidence that the company is registered for design activities - Excerpt from the Court Register not
older than six months
• Quality Assurance System Certificate in accordance with ISO 9001 for the contractors and
subcontractor
• Statement of Acceptance of the Technical Specification in its entirety
• List of all subcontractors with an indication of the type of works they shall perform
• Design team list (technologist, chief designer and designers according to professions), the bidder
and the subcontractor (name and surname, school qualifications, professional exam, chartered
engineer - enclose evidence thereof containing the number of registration with the Croatian
Chamber of Civil Engineers, the Croatian Chamber of Mechanical Engineers and the Croatian
Chamber of Electrical Engineers)
• Evidence of an authorized occupational health and safety specialist (Coordinator I) to be
appointed by the Investor in accordance with the Physical Planning Act and the Building Act.
Coordinator I should have passed a professional examination and meet all the requirements in
accordance with the provisions of the Occupational Health and Safety Act, Ordinance on the
occupational health and safety on temporary and mobile construction sites, and the Ordinance
on conditions and expertise required for appointment of coordinators for occupational health and
safety
• The statement that they shall provide for all necessary personnel form whom the need arose
during preparation of design and tender documentation in accordance with the “Physical Planning
Act”, this technical specification and the requirements of the Investor
• Submit at least 3 references in the last five (5) years concerning preparation of design
documentation of similar or more complex scope (for seaports, including the names persons who
have worked on the project)
• Submit references concerning the prepared, at a minimum, 3 main designs and obtaining 3
building permits in the last 3 years for terminals or plants or sections for
processing/oil/petrochemical plants
• Submit references concerning the preparation of a minimum of 3 marine structure construction
designs

standardima i normama, potrebnim za izradu projektne i tender dokumentacije / The statement
that the bidder is familiar with all the relevant and current international laws, standards and
norms required for preparing design and tender documentation
• Dostaviti dokaz o posjedovanje softverskih alata / Submit evidence of ownership of software
tools:
- min. 3 licenses for Autocad or software with the same purpose
- min. 3 pipeline calculation software licenses
- min. 3 licenses for 3d pipeline modelling software
- min. 3 structure calculation software licenses
- min. 2 licenses for software for 3d modelling of steel structures

that the Bidder shall independently participate in the design scope to the extent of at least 51%

navedeno mišljenje) / The statement that they shall obtain an opinion on the design from an
authorized explosion protection body/institute regarding the main design handover (it shall be
deemed that the main design handover is completed only with the aforementioned opinion)
• Studiju utjecaja na okoliš mora biti izrađena od ovlaštenika Ministarstva Zaštite okoliša. U slučaju
da Naručitelj nije zadovoljan sa odabranim ovlaštenikom Ministarstva, Naručitelj može zatražiti
promjenu ovlaštenika za izradu studije utjecaja na okoliš. Naručitelj sudjeluje sa ovlaštenik pri
definiranju okolišnih zahtjeva / The environmental impact assessment shall be prepared by a
person authorized by the Ministry of Environment and Energy. In the event that the Client is
dissatisfied with the selected authorized person of the Ministry, the Client may request a change

of authorized person for the preparation of the environmental impact assessment. The client
participates with the authorized person in defining the environmental requirements.

Engineers (mechanical engineering, civil engineering, etc.) in accordance with the Building Act, who
perform services of designing, sign design solutions, nostrifications, etc. shall be chartered engineers
registered in the relevant classes of the Croatian Chambers of Engineers.
The Bidder shall submit the quality assurance system certificate in accordance with ISO 9001.
Attach documentation proving that they are registered for performing the required design services by
individual areas.
Submit at least 3 references in the last 5 years concerning works on preparing design documentation
related to new ports/sea terminals for transshipment of oil, and enable the representatives of the Client
to visit the sites referred to therein.
It is also necessary to state whether the bidder is familiar with international laws and standards as
specified in this Technical Specification (HRN IEC/EN etc.).
The Bidder shall independently participate in the design scope to the extent of at least 51%, and it is
necessary to submit the statement on the percentage of design participation of the holder of the work
and subcontractors (if any).
Coordinator I for Occupational Health and Safety in the design preparation stage
Coordinator I should have passed a professional examination and meet all the requirements in accordance
with the provisions of the Occupational Health and Safety Act, Ordinance on the occupational health and
safety on temporary and mobile construction sites, and the Ordinance on conditions and expertise
required for appointment of coordinators for occupational health and safety.
