In the late 1920’s, Engr. Marcial Kasilag, who holds Registration No. 1 in the Registry of Civil
Engineers at the Professional Regulations Commission founded the Philippine Society of Civil
Engineers (PSCE). PSCE was then composed of civil engineers in the government service, and Engr.
Kasilag was then a high-ranking official. There were relatively few civil engineers in the private sector
during that time as most of the early graduates were readily engaged by various government agencies.
In 1937, Engr. Enrique Sto Tomas Cortes formed the Philippine Association of Civil Engineers (PACE)
whose members are from the private sector. Engr. Cortes was its first president. The major objectives
of both associations were similar: to raise the standards of the profession, encourage research and en-
gineering knowledge and technology, foster fellowship among members and promote interrelation
with other technological and scientific societies.
PACE proved to be more active than PSCE and this saw the transfer of members from PSCE to PACE.
In 1950, PACE was mainly responsible for the passage of Republic Act No. 544 (Civil Engineering Law)
under the leadership of its President, Engr. Alberto Guevara. Thus, the practice of Civil Engineering
had a legal basis since then.
In 1971, with Engr. Cesar A. Caliwara as the PACE President, serious efforts were initiated to merge
the two organizations into one. The leading members of PACE and PSCE who were responsible for this
move were: Eduardo Escobar, Pedro Afable, Angel Lazaro, Jr., Andres Hizon, Ambrosio Flores, Tomas
de Guzman, Lucas Agbayani, to name a few. This group came up with the new name, consolidation
of their assets and liabilities, accreditation of bonafide members and the election rules to govern the
conduct of the first set of officers.
Thus, on 11 December 1973, the Securities and Exchange Commission issued Registration Certificate
No. 53896 to the PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INC. (PICE). The election of the first
set of officers was done in February 1974 with Engr. Cesar Caliwara as the President. The first
international convention of PICE was held on 20 to 24 May 1975 with the theme “Civil Engineering In
Disaster Prevention Control”.
The Professional Regulation Commission issued Accreditation No. 7 on 13 August 1975, making the
PICE the only Accredited Professional Organization for Civil Engineers in the country. Earnest efforts
were then initiated to form chapters, both professional and student chapters. The first professional
and student chapter were Cebu Chapter and National University Student Chapter, respectively. As of
22 September 2018, professional local chapters number 99 and there are 11 professional international
chapters. On the other hand, there are 196 student chapters number.

I commend the officers and members of PICE for their initiative to integrate advanced and
digital technology in building infrastructure. I take this event as an affirmation of the organiza-
tion’s commitment to contribute in the government’s Build, Build, Build Program.
May the participants gain more knowledge and skills from this event as they lend their exper-
tise to their respective companies and institutions and share in our collective goal of establish-
ing a more industrialized and more progressive Philippines.
To truly realize the reforms that we envision for our country, it is crucial that each of us takes
part in laying the foundations of a much stronger nation. While we in government strive to
enhance public services for the benefit of our citizens, we also need partners like you who will
help develop our communities and economy.
And so I believe this event poses more of an internal challenge to all of you – as to how you may continue to
be the best versions of yourselves in a world that is getting more competitive by the day. How else do you do
this when talent and passion are already innate in you?
The way to move forward is to continue to open your eyes and keep your ears close to the ground, so to
speak, when it comes to the latest innovations and technologies that will further hone your craft and make
you produce output to further wow the world!

Change is happening around us at an unprecedented pace. Only if we embrace the dizzying pace can we hope
to keep up. There is no time to complain or lament the speed and breadth of change. All we can do is live in it,
adjust and grow as fast as we could.
In a highly digitized world that is increasingly interconnected, professions like yours will have no recourse but
to integrate the fresh new ways of doing things that are being introduced daily.
Infrastructure is growing in unlimited horizons where only your imaginations can limit you. Your wildest
dreams about what is possible will be aided by numerous technologies that other professions are passing on
to you.
You need to be at the forefront of such exciting developments. When you are able to integrate such into your
work, then you will be able to pass on new learnings that, combined with the original ideas, can foster even
more improved and unheard-of technologies to usher in a future you will be most proud to be a part of!
With the theme, “Integrating Advanced and Digital Technology in Building Infrastruc-
ture” this national event, I reckon, will surely prove itself to be highly and profession-
ally relevant as over 15,000 leading members from construction, consulting, academic,
commercial, and government sectors, will share concerns, expertise, and know-how
on the state-of-the-art technology in Civil Engineering, especially in the areas of proj-
ect management, construction, geotechnical, structural, transportation, water supply,
environmental, and energy engineering. All these are on top of other significant activ-
ities including exhibits, competitions, plenary sessions, election of officers, and fellow-
ship. All show PICE’s unwavering and holistic approach to professional development of
its members and civil engineering enthusiasts.
More power to PICE directors, officers, and members, including all the national con-
vention’s industry sponsors and benefactors. Thank you for becoming PRC’s stern part-
ners for professional excellence in the engineering trade.

The first batches of Filipino civil engineers laid the physical infrastructure that boosted the potential
of our then new nation. Today’s civil engineers continue their predecessors’ valuable work, building
structures that sustain the country’s growth and make life comfortable for us. Then as now, our civil
engineers are invaluable to Philippine development.
As our country progressed, so did the Filipino civil engineers, with the help of the Philippine Institute
of Civil Engineers. Though regular technical trainings, workshops, publications and annual conven-
tions, PICE is achieving its aspiration for Filipino civil engineers to become world-class by regularly
updating their competencies in the new technologies and sharing information with their counterparts
from other countries. This convention’s theme —”Integrating Advanced and Digital Technology in
Building Infrastructure” — once more reflects the dream of PICE’s past and present leaders for our
civil engineers to be in step with the latest discoveries and applications.
Since its establishment, PICE has remained a major influence in the professional growth of Filipino
civil engineers. I hope that the officers to be elected in this convention will continue the past officers’
vision for this institute. The success of our civil engineers is also PICE’s success, and the country’s, too.
