BARANGAY STA.

LUCIA ADMINISTRATION:
AN ASSESSMENT ON PREVAILING PROBLEMS OF ITS PERSONNEL AND STAFF

INTRODUCTION

This is an objective assessment or analysis of the personnel of the Barangay Sta. Lucia Administration,
with subjective observations regarding the general behavior of the staff and personnel manning the
various units of this local government unit.

It will feature a SWOT analysis and based on this, propose alternative courses of action through a
conceptual framework to better improve the functioning of the organization.

BACKGROUND

By and large, all of the Barangay administration in the Philippines were elected recently and are now
in their second year of their incumbency. Sta. Lucia through this process has elected a new council and
a new Chairman after being administered for more than 9 years by the previous leaders.

As it is with offices with elected officials, Barangay administrations suffers from excessive political
appointments in dealing with hiring their personnel and staffs, and this issue doesn’t just emanate from
the Chairman’s will to maintain and promote his candidacy for re-election, but also comes from the
influence of other players such as the Kagawads of the Council.

This is to illustrate or reflect upon the objective realities that the current barangay administration faces,
and what can possibly be done to improve the function of the office for the benefit of the pubic.
