TECHNICAL SPECIFICATION

A. SCOPE OF WORK
The following are the nature of works involved.

The terrain is highly undulated and the area has to be levelled to three different RLs
as shown in the enclosed drawing for the construction of Power plant structures.

1. Clearing the area of bushes


2. Cutting the heaps to the required level
3. Controlled filling of Low lying areas, forming embankment with selected
earth obtained from cutting to the appropriate levels as indicated in the
drawing.

B. GENERAL SPECIFICATION.
1.0. General
All the works shall be carried out as per the relevant I.S. Codes. The contractor
is to carry out the work as per the approved drawings and as per the Engineer’s
instructions. All the material required for the work shall be as per IS
specifications and approved by the Engineer.

2.0. Information regarding the site condition and clearing


The spot levels of the ground and other information regarding the nature of the
soil, sub-soil and surface water etc. shown on drawings or otherwise furnished
to the contractor shall be taken as guidance only and variation there from shall
not affect the terms of the contract.
The contractor shall conduct initial survey spot levels, contour and soil
investigation at suitable places and fix the boundary limits of the reservoir,
depth of excavation so as to match the quantity of excavation to earth required
for embankment. However the excavation shall not go beyond the sub soil
water table level. Any RCC/masonary culverts/pipes inside the reservoir area
shall be dismantled and disposed off.
The area to be excavated and filled shall be cleared of trees, plants, logs,
stumps, bush vegetation, rubbish, slush etc. and other objectionable materials. If
any roots or stumps of trees are met during excavation, they shall also be
removed. The material so removed shall be burnt or disposed of as directed by
the Engineer within a lead of 3 KM. Where earth fills is intended, the area shall
be stripped of all loose/soft patches, topsoil containing objectionable
materials/matter before fill commence.
All gold, silver oil minerals, archaeological and other findings of importance,
trees cut or other materials of any description and all precious stones, coils,
treasures, relics, antiquities and other similar things which may be found in or
upon the site shall be the property of the owner and the contractor shall collect
these and duly deliver them to the owner.

3.0. Excavation
All excavation shall be done to the minimum dimensions as required for safety
and working facility. Prior to starting the excavation, the ground level at the
location shall be checked jointly with the Engineer.
The excavation shall confirm to the dimensions and slopes as shown in the
drawings. In the case of excess excavation, if the excavation is done to a depth
greater than shown on the approved drawing, due to the Contractor’s fault, the
excess depth shall be filled up to the required level at the latter’s cost with
selected earth compacting to 95% of modified proctor density or with cement
concrete not leaner than 1:4:8 ordinary concrete or richer as directed by the
Engineer in each individual case.
Any loose earth/soil inside the bed & embankment area shall be fully
removed till hard strata is reached and the area shall be brought to the bed level
by compacting in layers as specified for embankment. Similarly the low lying
areas and the drain and nullahs shall be brought to the bed level by removing
loose soil and filling and compacting in layers with suitable earth.

4.0. De-watering
All excavation shall be kept free of water. Grading in the vicinity of
excavations shall be controlled to prevent surface water running into the
excavated areas. The Contractor shall remove by pumping or other means
approved by the Engineer any water inclusive of rainwater and subsoil water
accumulated in excavation without any extra cost. The Engineer shall
approve Method of de-watering but in no case, the pumping arrangement
shall be such that there is any movement of subsoil or blowing in due to
differential head of water during pumping. Sumps made for de-watering
shall be kept clear of the foundations.

5.0. Materials for Filling in Embankment


The excavated earth may be used for the embankment. The soil shall be
compacted at OMC as layers of not more than 150mm compacted thickness.
The excavated earth not suitable for forming embankment and containing
vegetable matters, debris etc shall be disposed off in locations indicated by
Engineer within a lead of 3 KM.

Filling and compaction in embankment


The construction of earthen embankment by filling shall conform to the
dimensions, slopes and other details in the drawings. Before commencement
of filling for building up the embankment section, the surface area of the
ground to be occupied, after clearing and grubbing is to be stripped off up to
a depth of about 300mm or more as directed by the Engineer in order to
remove all perishable material and any soil which become unstable on
saturation or may interfere with development of proper bond between the

foundation and embankment. It is not necessary to remove all the soil
containing fine hair-like roots but only heavy mat.
A test fill section of approximately 15 m x 8 m x 2m height shall be
carried out. By trials, a definite compaction procedure, lift thickness,
moisture application and number of passes required to achieve 95% of
standard proctor maximum dry density should be obtained.
The embankment is to be constructed in layers not exceeding 200mm
material (loose layer) in thickness. The width of each layer shall have atleast
0.5m extra allowances on each side of the embankment over the profile
shown in the drawing. Top of each layer shall be slightly depressed in the
center. Each layer is to be watered and properly compacted before the
succeeding layer is laid. Each layer shall be compacted to obtain 95% of
Modified Proctor Density at optimum moisture content with (–) 1%
deviation. The compaction shall be with approved mechanised equipment. If
filling material is found to be wet, necessary time gap is to be given after
laying of each layer so as to bring down its natural moisture content below
optimum. Compaction shall only be taken up after the above criteria for
natural moisture content of soil is met with. Usually no manual compaction
shall be allowed unless specifically permitted by the Engineer. The
compaction shall be done by Vibromax rollers. After reaching the required
height the side surfaces shall be trimmed and leveled to proper profile as
shown on the drawings or as directed by the Engineer.
Rollers will not be permitted to operate within 1 m of concrete or
masonry structures. In locations where compaction of fill materials by roller
is impracticable or undesirable, the fill shall be specifically compacted as
specified herein at the following locations.
(a) Portions of fill adjacent to masonry structures
(b) Fill adjacent to steep abutments
(c) Fill at locations specifically designated by the Engineer-in-charge

Since the edges of compaction depend on the moisture control of the


soil to a large extent, a close watch should be kept on this aspect. Prior to
and during compaction operations, embankment shall have optimum
moisture content required for the purpose of compaction and this moisture
content shall be fairly uniform throughout the layer. The adequacy of
compaction and moisture control of the soil shall be determined by
performing field density tests and other tests as directed the Engineer and
shall conform to the stipulations laid down in IS specifications. In so far
as practicable the moistening of the material shall be performed at the site
of excavation but such moistening shall be as required by sprinkling water
at site of compaction, if necessary. If the moisture content is greater than
optimum for compaction, the compaction operation shall be delayed until
such time as the material has dried to the optimum moisture content.
Composition of the soil by which filling in embankment is to be carried

out, will be determined by performing tests to ascertain the optimum
moisture content from the locally available materials.
The surface of materials to be placed over the compacted surface shall
be moistened or worked with harrow, scarifier or with other suitable
equipment, in an approved manner to a sufficient depth to provide a
satisfactory bonding surface before the next layer of fill material is placed.
If the rolled surface of any fill is found to be too wet for proper
compaction, it shall be raked up, allowed to dry or allowed to be worked
with a harrow or scarifier or any other approved equipment to reduce the
moisture content to the required amount and it should be re-compacted
before next layer of fill is placed. If water is added on the surface after
placing the fill material, tiller shall be used to mix up the layer to have
uniform moisture content
Any ramp other than approach ramp as required during construction
stage for movement of materials has to be provided by the Contractor. The
same shall be removed and disposed at the locations indicated by the
Engineer after completion of work at no extra cost of the owner.

C. EMBANKMENT CONSTRUCTION/FILLING LOWLYING AREAS


General
1.1.1 Description: These specifications shall apply to the construction of
embankment/filling low lying areas, formation of bund and miscellaneous
backfill with approved material obtained from approved sources. All
embankments, filling the low lying areas bund formation and miscellaneous
backfill shall be constructed in accordance with the bund formation
requirements of these specification and in conformity with the lines, grades,
and cross-sections shown on the drawings or as directed by the Engineer.
General requirements:
The materials for embankment or filling low lying areas shall be obtained from
approved sources with preference given to materials becoming available
from nearby excavation under this contract.
Haulage of material to embankments or other areas of fill shall proceed only
when sufficient spreading and compaction plant is operating at the place of
deposition.
No excavated acceptable material other than surplus to requirements of the
Contract shall be' removed from the site. Should the Contractor be permitted
to remove acceptable material from the site to suit his operational procedure,
then he shall make good any consequent deficit of material arising there
from.
Where the excavation reveals a combination of acceptable and un-
acceptable materials, the Contractor shall, unless otherwise agreed by the
Engineer, carry out the excavation in such a manner that the acceptable
materials are excavated separately for use in the permanent works without

contamination by the unacceptable materials. The acceptable materials shall
be stockpiled separately.
The Contractor shall ensure that he does not adversely affect the stability
of excavation or fills by the methods of stockpiling materials, use of plants
or siting of temporary buildings or structures.
The Contractor shall obtain representative samples from each of the
identified borrow areas and have these tested at the site laboratory following
a testing programmed approved by the Engineer.

Submit the following to the Engineer for approval:


(i) The values of maximum dry density and optimum moisture content
obtained in accordance with IS: 2720 (Part 8) appropriate for each of the
fill materials he intends to use.
(ii) A graph of density plotted against moisture content from which the
values of maximum dry density and optimum moisture content were
determined for each of the fill materials.
Once the above information has been approved by the Engineer, it shall
form the basis for compaction.
Construction Operations
Setting out: After the site has been cleared to clause 2.1, the work shall be set
out to clause 2.2. The limits of embankment, filling low level areas shall be
marked by fixing batter pegs on both sides at regular intervals as guides
before commencing the earthwork. The embankment, low level areas shall
be built sufficiently wider than the design dimension so that surplus material
may be trimmed, ensuring that the remaining material is to the desired
density and in position specified and conforms to the specified side slopes.
Dewatering: If the foundation of the embankment is in an area with stagnant
water, and in the opinion of the Engineer it is feasible to remove it, the same
shall be removed by bailing out or pumping, as directed by the Engineer and
the area of the embankment foundation shall be kept dry. Care shall be taken
to discharge the drained water so as not to cause damage to the works, crops
or any other property. Due to any negligence on the part of the Contractor, if
any such damage is caused, it shall be the sole responsibility of the

Contractor to repair/restore it to original condition or compensate the damage
at his own cost.
If the embankment is to be constructed under water, Clause 1.4.2 shall
apply.
Compacting ground supporting embankment/filling low level areas:
Where necessary, the original ground shall be leveled to facilitate placement
of first layer of filling/ embankment, scarified, mixed with water and then
compacted by rolling so as to achieve the required density to satisfy the
compaction requirements.
Where so directed by the Engineer, any unsuitable material occurring in the
embankment foundation shall be removed and replaced by approved materials
laid in layers to the required degree of compaction.
Embankment or filling work shall not proceed until the foundations for
embankment/filling work have been inspected by the Engineer for satisfactory
condition and approved.
Spreading material in layers and bringing to appropriate moisture content
The embankment and filling up material shall be spread in layers of uniform
thickness not exceeding 200 mm loose thickness over the entire width of
embankment by mechanical means, finished by a motor grader and
compacted as per Clause 1.3.5. The motor grader blade shall have hydraulic
control suitable for initial adjustment and maintain the same so as to achieve
the specific slope and grade. Successive layers shall not be placed until the
layer under construction has been thoroughly compacted to the specified
requirements as in Table-1 and got approved by the Engineer. Each
compacted layer shall be finished parallel to the final cross-section of the
embankment.
Moisture content of the material shall be checked at the site of placement prior to
commencement of compaction; if found to be out of agreed limits, the same
shall be made good. Where water is required to be added in such
constructions, water shall be sprinkled from a water tanker fitted with
sprinkler capable of applying water uniformly with a controllable rate of
flow to variable widths of surface but without any flooding. The water shall
be added uniformly and thoroughly mixed in soil by blading, discing or
harrowing until uniform moisture content is obtained throughout the depth
of the layer.
If the material delivered to the site is too wet, it shall be dried, by aeration
and exposure to the sun, till the moisture content is acceptable for
compaction. Should circumstances arise, where owing to wet weather, the
moisture content cannot be reduced to the required amount by the above
procedure, compaction work shall be suspended.

Moisture content of each layer of soil shall be checked in accordance with
IS: 2720 (Part 2), and unless otherwise mentioned, shall be so adjusted,
making due allowance for evaporation losses, that at the time of compaction
it is in the range of 1 per cent above to 2 per cent below the optimum
moisture content determined in accordance with IS: 2720 (Part 8) as the case
may be. Expansive clays shall, however, be compacted at moisture content
corresponding to the specified dry density, but on the wet side of the
optimum moisture content obtained from the laboratory compaction curve.
After adding the required amount of water, the soil shall be processed by
means of graders, harrows, rotary mixers or as otherwise approved by the
Engineer until the layer is uniformly wet.
Clods or hard lumps of earth shall be broken to have a maximum size of
75 mm
Embankment and other areas of fill shall, unless otherwise required in the Contract
or permitted by the Engineer, be constructed evenly over their full width and
their fullest possible extent and the Contractor shall control and direct
construction plant and other vehicular traffic uniformly over them. Damage
by construction plant and other vehicular traffic shall be made good by the
Contractor with material having the same characteristics and strength as the
material had before it was damaged.
Embankments and other areas of unsupported fills shall not be con-
structed with steeper side slopes, or to greater widths than those shown in the
Contract, except to permit adequate compaction at the edges before
trimming back, or to obtain the final profile following any settlement of the
fill and the underlying material.
Whenever fill is to be deposited against the face of a natural slope, or
sloping earthworks face including embankments, cuttings, other fills and
excavations steeper than 1 vertical on 4 horizontal, such faces shall be
benched as per Clause 1.4.1 immediately before placing the subsequent fill.
All permanent faces of side slopes of embankments and other areas of fill
formed shall, subsequent to any trimming operations, be reworked and sealed
to the satisfaction of the Engineer by tracking a tracked vehicle, considered
suitable by the Engineer, on the slope or any other method approved by the
Engineer.
Compaction of Earth -Only the compaction equipment approved by the Engineer
shall be employed to compact the different material types encountered during
construction. Smooth wheeled, vibratory, pneumatic tyred, sheep foot or pad
foot rollers, etc. of suitable size and capacity as approved by the Engineer
shall be used for the different types and grades of materials required to be
compacted either individually or in suitable combinations.

The compaction shall be done with the help of vibratory roller of 80 to 100
KN static weight with plain or pad foot drum or heavy pneumatic tyred roller
of adequate capacity capable of achieving required compaction.
The Contractor shall demonstrate the efficacy of the equipment he intends
to use by carrying out compaction trials.
Earthmoving plant shall not be accepted as compaction equipment nor shall
the use of a lighter category of plant to provide any preliminary compaction
to assist the use of heavier plant be taken into account.
When each layer of material has been conditioned so as to have the proper
moisture content uniformly distributed throughout the material, it shall be
compacted by a suitable compacting equipment. The exact number of passes
shall be determined from the trial compaction to have density equal to 95% of
maximum dry density (Modified Proctor). Rollers shall always be pulled.
Turns shall be made to ensure uniform compaction. Field density test shall be
made after rolling and the dry density obtained should be corresponding to a
density equal to 95% of maximum dry density (Modified Proctor). If not, then
additional number of passes has to be made get the density equal to 95% of
maximum dry density (Modified Proctor).
Each layer of the material shall be thoroughly compacted to the densities to
satisfy the requirements as in Table-1.Subsequent layers shall be placed only
after the finished layer has been tested according to clause 2.4.2.2 and
accepted by the Engineer. The Engineer may permit measurement of field dry
density by a nuclear moisture/density gauge/Proctor Compaction needle used
in accordance with agreed procedure and the gauge is calibrated to provide
results identical to that obtained from tests in accordance with IS: 2720 (Part
28) or IS: 2720 (Part 29).A record of the same shall be maintained by the
Contractor.
When density measurements reveal any soft areas in the embankment/filling
the low level areas, further compaction shall be carried out as directed by the
Engineer. If in spite of that the specified compaction is not achieved, the
material in the soft areas shall be removed and replaced by approved material,
compacted to the density requirements and satisfaction of the Engineer.
Drainage: The surface of the embankment/filling the low level areas at all times
during construction shall be maintained at such a cross fall (not flatter than
that required for effective drainage of an earthen surface) as will shed water
and prevent ponding.
Repairing of damages caused by rain/spillage of water:
The soil in the affected portion shall be removed in such areas as directed
by the Engineer before next layer is laid and refilled in layers and compacted
using appropriate mechanical means such as small vibratory roller, plate
compactor or power rammer to achieve the required density. If the cut is not
sufficiently wide for use of required mechanical means for compaction, the

same shall be widened suitably to permit their use for proper compaction.
Tests shall be carried out as directed by the Engineer to ascertain the density
requirements of the repaired area. The work of\ repairing the damages
including widening of the cut, if any, shall be carried out by the Contractor at
his own cost, including the arranging of machinery/equipment for the purpose.
Finishing operations:
Finishing operations shall include the work of shaping and dressing the side
slopes to conform to the alignment, levels, cross-sections and dimensions
shown on the drawings or as directed by the Engineer.
The slopes of the embankment shall be neatly dressed to line after reaching the
final height. Compaction shall extend over the full width of filling, and the
material in the slopes shall be compacted as for rest of the structure.
To ensure proper compaction at the outer edge, the fill shall be kept
adequately wider by at least 0.5M on sloping sides and the outer edge
dressed to true width and slope after compaction. Slopes shall be maintained
until completion and final acceptance
When earthwork operations have been substantially completed, the area shall
be cleared of all debris, and ugly scars in the construction area responsible
for objectionable appearance eliminated.
Construction of Embankment / filling the low level areas under\Special
Conditions
Construction of embankment/filling low level areas over ground incapable of
supporting construction equipment: Where embankment is to be
constructed/ filling low level areas across ground which will not support the
weight of repeated heavy loads of construction equipment, the first layer of
the fill may be constructed by placing successive loads of material in a
uniformly distributed layer of a minimum thickness required to support the
construction equipment as permitted by the Engineer.
Embankment construction underwater: Where filling or backfilling is to be
placed under water, only acceptable granular material or rock shall be used
unless otherwise approved by the Engineer. Acceptable granular material
shall consist of graded, hard durable particles with maximum particle size
not exceeding 75 mm. The material should be non-plastic having uniformity
coefficient of not less than 10. The material placed in open water shall be
deposited by end tipping without compaction.
Test fill section:
Earth filling
A test fill section of approximately 15M X 8M X 2M height shall be
carried out, and this can be a part of the embankment itself. By trials, a
definite compaction procedure, lift thickness, moisture application and

number of passes required to achieve 95% of Modified proctor maximum
dry density should be obtained.
Rates
The Contract unit rates for the items of embankment, filling low lying areas shall
be payment in full for carrying out the required operations including. full
compensation for :
(i) Setting out;
(ii) Compacting ground supporting embankment/low level areas except
where removal and replacement of unsuitable material or loosening and
recomposing is involved;
(iii) Scarifying or cutting continuous horizontal benches 300 mm wide on
side slopes of existing embankment and low level areas as applicable;
(iv)Cost of watering or drying of material in borrow areas and/or,
embankment
(v) Spreading in layers, bringing to appropriate moisture content and
compacting To Specification requirements;
(vi) Shaping and dressing top and slopes of the embankment and filling low
level areas including rounding of comers;
(vii) Restricted working at sites of structures;
(vii) Working on narrow width of embankment and filling;
(vii) All labour, materials, tools, equipment and incidentals necessary to
complete the work to the Specifications;
(ix) Dewatering.
(x) Keeping the embankment/completed formation free of water.
(xi) The slopes of the embankment shall be neatly dressed to line after
reaching the final height. Compaction shall extend over the full width
of filling, and the material in the slopes shall be compacted as for rest
of the structure.
(xii) To ensure proper compaction at the outer edge, the fill shall be kept
adequately wider by at least 0.5M on sloping sides and the outer edge
dressed to true width and slope after compaction. Slopes shall be
maintained until completion and final acceptance. Any material lost by
weathering or other cause shall be replaced. Payment will be made for
only compacted portion of embankment.

TOP SOIL REMOVAL


Scope
This work shall consist of cutting, removing and disposing of all materials
such as trees, bushes, shrubs, stumps , roots, grass, weeds, loporganic soil not
exceeding 150 mm in thickness, rubbish etc., which in the opinion of the
Engineer are unsuitable for incorporation in the works, from the area of
embankment, filling, drains, cross-drainage structures and such other areas as

may be specified on the drawings or by the Engineer., It shall include
necessary excavation, backfilling of pits resulting from uprooting of trees and
stumps to required compaction, handling, salvaging, and disposal of cleared
materials. Top soil removal shall be performed in advance of earthwork
operations and in accordance with the requirements of these specifications.
Preservation of Property/Amenities
All trees, shrubs, any other plants, pole lines, fences, signs, monuments,
buildings, pipelines, sewers and all facilities within or adjacent to the work
places which are not to be disturbed shall be protected from injury or damage.
The Contractor shall provide and install at his own expense, suitable
safeguards approved by the Engineer for this purpose. During clearing and
grubbing, the Contractor shall take all adequate precautions against soil
erosion, water pollution, etc., and where required, undertake additional works
to that effect. Before start of operations, the Contractor shall submit to the
Engineer for approval, his work plan including the procedure to be followed
for disposal of waste materials, etc., and the schedules for carrying out
temporary and permanent erosion control works.
Methods, Tools and Equipments
Only such methods, tools and equipment as are approved by the Engineer
and which will not affect the property to be preserved shall be adopted for the
Work. If the area has thick vegetation/roots/trees, a crawler or pneumatic tyred
dozer of adequate capacity may be used for clearance purposes. The dozer
shall have ripper attachments for removal of tree stumps. All trees, stumps,
etc., falling within excavation and fill lines shall be cut to such depth below
ground level that in no case these fall within 500 mm of the existing ground
level. Also, all vegetation such as roots, under-growth, grass and other
deleterious matter unsuitable for incorporation in the embankment/filling low
level areas shall be removed between fill lines to the satisfaction of the
Engineer.
All excavations below the general ground level arising out of the removal of
trees, stumps, etc., shall be filled with suitable material and compacted
thoroughly so as to make the surface at these points conform to the
surrounding area.
Ant-hills both above and below the ground, as are liable to collapse and
obstruct free subsoil water flow shall be removed and their workings, which
may extend to several metres, shall be suitably treated.
Disposal of Materials
All materials arising from top soil removal operations shall be the property of
NLCIL/NUPPL and shall be disposed of by the Contractor as hereinafter
provided or directed by the Engineer. Also boulders, stones and other materials
usable for construction shall be neatly stacked as directed by the Engineer.
Stacking of stumps, boulders, stones etc., shall be done at specified spots with
all lifts and up to a lead of 3000 m.

All products of clearing and grubbing which, in the opinion of the Engineer,
cannot be used or auctioned shall be cleared away from the site in a manner as
directed by the Engineer, Care shall be taken to see that unsuitable waste
materials are disposed of in such a manner that there is no likelihood of these
getting mixed up with the materials
meant for embankment, filling works.
Rates
The Contract unit rates for the various items of top soil removal shall be payment
in full for carrying out the required operations including full compensation
for all labor, materials, tools, Equipment and incidentals necessary to
complete the work. These will also include removal of stumps of trees less
than 300 mm in girth as well as stumps left over after cutting of trees carried
out by another agency, excavation and back-filling to required density, where
necessary, and handling, salvaging, piling and disposing of the cleared
materials with all lifts and up to a lead of 2000 m.
2.2 Setting out: The limits of excavation shall be set out true to lines, curves,
slopes, grades and sections as shown on the drawing or as directed by the
Engineer. The contractor shall provide all labour, survey instruments and
materials such as strings, pegs, nails, bamboos, stones, lime, mortor,
concrete, etc,. Required in connection with the setting out of works and the
establishment of bench marks. The contractor shall be responsible for the
maintenance of bench mark and other marks and stakes as long as in the
opinion of the Engineer, they are required for the work.

CONTROL OF ALIGNMENT, LEVEL AND SURFACE REGULARITY


General
All works performed shall conform to the lines, grades, and cross sections
and dimensions shown on the drawings or as directed by the Engineer.
QUALITY CONTROL TESTS DURING CONSTRUCTION
General
The materials supplied and the works carried out by the Contractor shall
conform to the specifications prescribed in the preceding Clauses. For
ensuring the requisite quality of construction, the materials and works shall
be subjected to quality control tests, as described hereinafter. The testing
frequencies set forth are the desirable minimum and the Engineer shall have
the full authority to carry out additional tests as frequently as he may deem
necessary, to satisfy himself that the materials and works comply with the
appropriate specifications.
Tests on Earthwork for Embankment, filling the low level areas.
Borrow material:
The following tests on representative samples of identified sources of
materials shall be carried out:
(a) Grain size analysis [IS: 2720 (Part4)]: 2 tests per 10000 cubic metres of
soil,

(b) Moisture Content Test [IS: 2720 (Part-2)]: One test for every 10000
cubic metres of soil.
( c ) IS: 2720 Part-8- Heavy compaction test for each 10000 cubic metres of
soil.
Compaction Control: Control shall be exercised on each layer by taking,
(i) At least one measurement of density for each 1000 cubic metres of
compacted soil,
(ii) In areas where the degree of compaction is doubtful
(iii) In areas where filling operation are concentrated, ie. On the same day two
or more layers are placed one over the other
(iv) Closer as required to yield the minimum number of test results for
evaluating a day's work on statistical basis.
The determination of density shall be in accordance with IS: 2720(Part-28) or
IS: 2720 (Part-29).Test locations shall be chosen only through random
sampling techniques. Density can be also be determined using proctor
compaction needle.
Control shall not be based on the result of anyone test but on the mean value
of a set of 5-10 density determinations. The number of tests in one set of
measurements shall be 6 (if non-destructive tests are carried out, the number
of tests shall be doubled) as long as it is felt that sufficient control over
borrow material and the method of compaction is being exercised. If
considerable variations are observed between individual density results, the
minimum number of tests in one set of measurement shall be increased to 10.
The acceptance criteria shall be subject to the condition that the mean density
is not less than the specified density plus:
[1.65-(1.65/No.of samples^0.5)] times of standard deviation.

WORKS TO BE KEPT FREE OF WATER


The Contractor shall arrange for the rapid dispersal of water collected/accumulated
on the earthwork or completed formation during construction or on the existing
roadway or which enters the earthwork or any other item of work from any
source, and where practicable, the water shall be discharged into the permanent
outfall of the drainage system. The arrangements shall be made in respect of
all earthworks including excavation for pipe trenches, foundations or cuttings.
2.9.2. The Contractor shall provide, where - necessary, temporary water
courses, ditches, drains, pumping or other means for maintaining the earthwork
free from water. Such provisions shall include carrying out the work of
forming the cut sections and embankments in such manner that their surfaces
have at all times a sufficient minimum cross fall and, where practicable, a
sufficient longitudinal gradient to enable them to shed water and prevent
ponding. The works involved in keeping the earthwork or any other ite of
works free of water shall be deemed as incidental to the respective item of
work and as such no separate payment shall be made for the some.

3.0.0 Excavation - General: All excavations shall be carried out in conformity with
the directions laid here-in -under and in a manner approved by the Engineer.
The work shall be so done that the suitable materials available from excavation
are satisfactorily utilized as decided upon beforehand. While planning or
executing excavations, the Contractor shall take all adequate precautions
against soil erosion, water pollution etc. and take appropriate drainage
measures to keep the site free of water in accordance with Clause 2.5.The
excavations shall conform to the lines, grades, side slopes and levels shown on
the drawings or as directed by the Engineer. The Contractor shall not excavate
outside the limits of excavation. Subject to the permitted tolerances, any excess
depth/ width excavated beyond the specified levels/dimensions on the
drawings shall be made good at the cost of the Contractor with suitable
material of characteristics similar to that removed and compacted to the
requirements of Clause 1.All debris and loose material on the slopes of
cuttings shall be removed. No backfilling shall be allowed to obtain required
slopes excepting that when boulders or soft materials are encountered in cut
slopes, these shall be excavated to approved depth on instructions of the
Engineer and the resulting cavities filled with suitable material and thoroughly
compacted in an approved manner.
After excavation, the surface area of site and the sides of excavated area shall
be trimmed and the area graded to the specified level allowing for natural
drainage to take place.

Rates
The Contract unit rates for the items of site grading, deepening of pond, drain
excavation shall be payment in full for carrying out the operations required
for the individual items including full compensation for:
(i) Setting out;
(ii) Transporting the excavated materials and depositing the same on sites
of embankments, filling areas or stacking as directed within all lifts and
lead upto 1000 m or as otherwise specified;
(iii) Trimming bottoms and slopes of excavation;
(iv) Dewatering;
(v) Keeping the work free of water as per Clause 2.5; and
(vi) All labour, materials, tools, equipment, safety measures, testing and
incidentals necessary to complete the work to Specifications.

4.0 LABORATORY
The contractor shall set up the laboratory with at least the following equipments
in order to carry out all required tests and quality control wok as per the
specification and/or as directed by the engineer.

D . MATERIALS FOR CIVIL WORKS

1.0 GENERAL:
1.1. Scope:
This part deals with the requirement of materials for use in construction work
with regard to quality, testing, approval and storage before they are used on
work. The Bureau of Indian Standard Code Specification shall be considered
as the requirement for any material that are not covered in this specification.

Standard:
A high standard of quality is required for all materials used in construction
work. They shall be the best of the kind obtainable indigenously in each case
and shall be procured from manufacturers of repute in order to ensure
uniformity of quality and assurance of timely supply.

Approval and Tests:


(a) All materials to be used in construction shall be subject to approval of the
Engineer. The contractor shall apply sufficiently in advance with samples of
materials including the supporting test results from the approved laboratory and

other documentary evidence from the manufacturer wherever applicable and
including the type of materials and their respective sources. The delivery of
materials at site shall commence only after the approval of the quality, grading
and sources of materials by the Engineer.
(b) The quality of all materials once approved shall be maintained throughout the
period of construction and periodical test shall be conducted to ensure that it is
maintained.
(c) Where a particular Brand or make of material is specified in the schedule of
items, such brand or make alone shall be used on the work. Should it become
necessary for any reason to use any material other than the specified brand, the
contractor shall submit samples of the same to the Engineer for approval
together with test certificates and other documents necessary for examining and
giving approval thereof.
Codes:
(a) The years of publication against various standards, referred in this specification,
correspond to the latest standards as on date of NIT. During use of this
specification in future, the latest publication as on date shall be referred to.
Where standards are not yet published by the BIS, adoptable British standards or
other International standards shall apply.
(b) In case of any conflict in meaning between these specifications and those of BIS
or British/International standards the provisions of these specifications shall
prevail.

Rejection of materials:
(a) Any material brought to site which, in the opinion of the Engineer is
damaged, contaminated, deteriorated or does not comply with the
requirement of this specification shall be rejected.
(b) If the routine tests or random site tests show that any of the materials brought
to the site, do not comply in any way with the requirements of this
specification or BIS codes as applicable, then that material should be
rejected.
(c) The contractor at his own cost shall remove from the site any and all such
rejected material within the time specified by the Engineer.
2.0 Water:
Water will be supplied by NLCIL/NUPPL at one point as mentioned in the
Conditions of Contract. The contractor has to make his own arrangements at
his cost for conveying and storing properly for use in the work either by
constructing sump or tanks.

E. SPECIFICATIONS FOR CONSTRUCTION

GENERAL
Standard
A high standard of workmanship in all trades will be required. The
Contractor shall ensure that only skilled and experienced workmen
employed.
Supervision
The Contractor’s supervising staff shall be fully qualified and experienced in
the types of work being carried out under their supervision and shall be
capable of ensuring that work is executed efficiently and as per specification.
Temporary works.
Where required, the Contractor shall furnish such details of his temporary
works as may be called for by the Engineer and the Contractor shall satisfy
the Engineer as to their safety and efficiency. The Engineer may direct that
temporary works, which he considers unsafe or insufficient, shall be removed
and replaced in a satisfactory manner.
Codes.
The years of publication against various standards, referred in this
specification, correspond to the latest standards as on date of preparation of
this specification. During use of this specification in future, the latest
publication as on date shall be referred to. Where standards are not yet
published by the BIS or IRC, adaptable British Standards or other
International Standards shall apply.
Base lines and benchmarks.
The Contractor shall establish and maintain, to the satisfaction of Engineer,
the base lines and benchmarks based on which the works are set out. Where
such base- lines and bench-marks are provided by the Engineer, the
Contractor shall maintain these throughout the period of construction without
causing any disturbance to them.
Setting out.
The Contractor shall set out all the works to be executed by him, in line with
the standard base lines, levels, position and benchmarks and truly as per
drawings within the accepted tolerance limits at no extra cost to owner. The
Contractor shall be solely responsible for the setting out of all the works, to
be executed by him and the approval of such setting out by the Engineer shall
in no way absolve the Contractor his responsibility for carrying the work to
the true lines, levels and positions as per drawings.

De-watering.
The Contractor shall carry out all the works, in dry and workable condition
and maintain the same in dry condition till the final handing over of works at

no extra cost to the owner. For this the contractor shall make all the necessary
arrangements, to the entire satisfaction of the Engineer.
No water shall enter the excavated pit or the adjoining area where the
foundation of any structure is proposed. The dewatering shall be a continuous
process and foundation pits shall be maintained dry till the excavation, laying
of concrete and back filling is completed. The rate quoted for earthwork
excavation shall be inclusive of all the above and including all leads and lifts.

Safety of existing work.


Before taking up any construction adjoining other property or existing work,
the Contractor shall take all steps necessary for the safety and protection of
such property or work at no extra cost to the owner.

Protection of existing services.


The Contractor shall take all precautions necessary to prevent damage to or
interference with underground or over ground services such as cables, drains,
piping or piles, whether shown on drawings or not. Equipment etc., mounted
in position shall be protected against falling debris etc, by means of tarpaulin
or such other material at no extra cost to the owner.

Handing over of work site.


On completion of work, the Contractor shall remove all rubbish, debris,
surplus materials, temporary work etc., from the site. The site shall be handed
over in a tidy and workman like manner at no extra cost to the owner.

EARTH WORK.
Scope
This chapter deals with earthwork and excavation for civil works in site,
formation /site levelling, foundations, cutting and grading for roads/
pavement and canals, embankments other than water retaining embankments
trenching for drainage and other buried services and the like.

General
The Contractor shall carry out the excavation strictly to the lines and levels,
in conformity with the drawings and as per the instructions of the Engineer.

Setting out.
Before commencement of earthwork blocks levels of existing ground shall be
taken by the Contractor jointly with the Engineer plotted and signed in token
of acceptance of ground levels. Excavation shall not be commenced until the
initial ground levels have been recorded and accepted. Reference lines,
benchmarks and base levels shall be set out by the Contractor for control of
the earthwork operation. Setting out shall be done with pegs, blocks, bamboo

poles or rails, marking boundaries or centre lines as the case may be, and the
same maintained for reference and future checking. Chainage stones at
regular intervals shall be set up for embankments. All setting out
operation shall be got checked and approved by Engineer. However, such
checking and approval by the Engineer shall in no way absorb the Contractor
of his responsibilities for carrying out the work to the true lines, levels and
positions as per drawing, and in case any error is noticed at any stage in the
Contractor’s work, it shall be corrected/ rectified by him without any cost to
the owner.

Site clearance and demolition


The site where the proposed construction has to be taken up shall be cleared
of all trees, stumps, roots, brushwood, bushes and other objectionable
materials such as loose earth, deleterious and organic matter and shall be
disposed off at places shown by the Corporation officers within a lead of 8
KM and as per the standard practice. Setting fire to dry leaves and vegetation
at site shall not be permitted. Useful and saleable material, if any, shall be the
property of the owner and shall be stacked properly as directed by the
Engineer. All old concrete, brick works and drains which interfere with
construction works shall be dismantled with the approval of the Engineer
taking all necessary precautions prescribed in safety specifications. Top soil
with objectionable materials such as trash, debris, stones, brick, broken
concrete, scrap metal etc., shall be disposed off as directed by the Engineer.
Classification of soil.
The Engineer will decide the class of any particular soil. Classification of soil
shall be as under and the decision of the Engineer shall be binding on the
Contractor:

(a) Ordinary soil.


Soils which yield to ordinary application of pick and shovel, phawra rake or
other ordinary digging (including earth moving equipment such as Dozers,
Shovels without restoring to blasting) implements without offering much
resistance, shall be classified as ordinary soil. This includes organic soil, turf,
sand, gravel, loom clay, mud, peat, black cotton soil, soft shale and loose
moorum, hard and dense soil including laterite formation and rock including
weathered and disintegrated rock etc.

(b) Hard soil.


This comprises all soils that cannot reasonably be excavated by the above-
mentioned digging implements, but can be excavated with close application
of pickaxe or scarifiers or jumpers to loosen. This includes compact moorum,
stiff clay, hard shale, cobblestones etc.

(c) Soft / decomposed rock.

This comprises of rock or boulders which may be quarried or split with crow
bars, pavement breakers etc., this includes lime stones, sand stones,
weathered rocks and hard conglomerates, etc., and existing structures
embedded in earth and tarred macadam roads, pavements, met in the
excavation. The fact that Contractor resorts to blasting for his own reasons
shall not mean that the rock is hard and classified as hard rock.

(d) Hard rock.


This comprises of rocks, which require blasting for excavation. Where
blasting is prohibited, excavations have to be carried out by chiseling,
wedging or any other agreed methods.

2.5 Method of excavation.


The Contractor may carry out excavations, filling and compaction by any
method considered most suitable and befitting the site conditions subject to
any stipulations contained in the Contract and the specifications. All
excavations shall be required to be kept completely free from water whatever
source it may come, during the construction. No foundation work shall be
taken up until the surfaces are properly drained.

Excavation for trenches.


Excavation for trenches shall be carried out in materials encountered to
enable laying of service lines or drainage channels or any other desired
purpose. Excavation shall be done to lines and levels shown in drawings and
shall be done providing adequate measures for stability. Vertical wooden
sleepers or light rails shall be erected at uniform levels at places where
changes of direction and gradients occur. Centerlines shall be marked on
horizontal sleepers or rails, laid across the trenches. Depths of excavation and
pipe invert levels shall be checked by means of boning rods of appropriate
lengths. Trench beds shall be trimmed and rammed with sprinkling of sand or
moorum to required gradients for continuously supporting the pipelines.
Trenches shall be locally deepened and widened to receive sockets and
permit joints to be inspected.

Excavation for foundations.


Excavation for foundation shall be done to lines and levels indicated in the
drawing. Excavated material shall be transported and stored at convenient
spots for reuse in back filling of foundations and other fills. Surplus material
shall be transported, spread and leveled at dumping areas. Side slope of
excavation and/or shoring shall be adequate from consideration of stability
and working space. When so required and authorized by Engineer, the sides
of excavation shall be protected with proper shoring, strutting, sheeting and
sandbags etc. These shall be removed only when work in the pit is completed,
with the approval of the Engineer. When it is felt that removal of supports

may result in side collapse or settlement of adjoining ground or endanger
adjoining structures and foundation, they shall be left permanently in
position. The last 150mm of excavation shall be done and the bottom
trimmed to the required level only when concreting is imminent. If at any
point the natural ground is disturbed or loosened for any reason it shall be
consolidated by tamping, or rolling or made good with sand filling and well
compacted at no extra cost. Where the soil encountered at depths indicated in
drawing is loose or weak it shall be further excavated to levels of firm strata
as may be directed by the Engineer and filled with lean concrete of M5 grade
(1:5:10) cement concrete or sand as directed. If the bottom of excavation has
been left exposed on neglect or fault of the Contractor and it has become
deleteriously affected by the atmospheric action and water, such portion of
deteriorated foundation material shall be removed and made good by lean
concrete of grade M5/1:5:10 Cement Concrete or sand as directed.
Excess excavation
All excavation done beyond the specified limits or directions of Engineer
shall be considered as excess excavation. They shall be made good as
prescribed below by the Contractor at his cost:

i. Excess excavation in case of site leveling shall be made good by filling and
compacting with material same as the surrounding material. Degree of
compaction shall be at least the same as the surrounding material.
ii. Excess excavation in case of trenches shall be made good by filling and
compacting with selected earth to the same compaction as the
surrounding material or as directed by the Engineer. This shall be done in
layers not exceeding 200mm thick moistened and thoroughly compacted
by tamping.
iii. Excess excavation in case of foundation beyond required depths shall be
made good by sand filling and well compacted.
Disposal of excavated material.
Excavated materials that are unsuitable for use in construction works or in
excess of construction requirements shall be disposed off in dumping yards
or in locations indicated by Engineer. Waste piles/heaps shall be located in
such places where they will not interfere with natural flow of rainwater
access or transport or with the access to nearby structure. When required,
they shall be levelled and trimmed to such lines and levels as indicated by
Engineer.

Back filling of trenches.


Back filling of foundation trenches shall be done carefully in layers of
150mm thick and well compacted with rammers/ vibrators.

Filling Low lying areas.


Controlled filling: The existing ground levels at site are lower and filling is

required to bring the surface to the desired level finalized.
The controlled land filling at site has to be taken up as a first activity and
the area required for construction has to be filled up to the terrace level. The
plan area of each structure with minimum 10M extra on all sides to be taken
up for filling. Filling shall be done using suitable soils from excavations.
Soil shall be free from organic matter and other material, which would
affect the stability of the fill and shall be free from boulders, brickbats,
wood pieces and other injurious material, lumps and clods. Before
commencement of filling, rubbish material if any, shall be removed. Filling
operations shall not commence without approval of the Engineer. Filling
shall be carried out in well-compacted layers of 150mm thickness. Each
layer shall have near optimum moisture content. Layers shall be sprinkled
with water during compaction process. Ramming shall be done to achieve
95% compaction. Fill shall be trimmed and finished to lines and levels
indicated in the drawings and as indicated by Engineer. Mechanical
equipment like vibratory roller, vibro earth rammer or vibratory compactor
shall be used for compaction wherever required. The modified Proctor
Compaction tests as filling shall be carried out for every 1000M3 or part
thereof.

Protection of slopes:
The filling shall be carried out preferably maintaining the slopes under the
natural angle of repose. However in any case the slope shall be not more
than 20º. The slopes on the sides shall be carefully monitored and
maintained and any damage or repairs that may occur due to monsoon or
any other reason before the entire filling is taken up shall be attended to
immediately.
F. Special conditions

1. The drawing showing the site grading details ( boundary with final graded level)
shall be given to the contractor by NLCIL/NUPPL . It is the duty of the contractor
to do the surveying of the area using ‘total station’ and quantity of cutting and
filling shall be calculated using specialised software and report thereof shall be
got approved by NLCIL/NUPPL before the commencement of site grading .
Proper record/drawings on levels and quantities shall be submitted to
NLCIL/NUPPL for approval.
2. An indicative drawing showing the embankment slopes, drains, slope protection,
lining details etc. will be furnished to the contractor before the commencement of
concerned work at site on priority basis. It is the duty of the contractor to finalise
the alignment of drains based on site condition and get it approved from
NLCIL/NUPPL before execution.
3. The contractor shall execute all the works based on approved drawings issued by
NLCIL/NUPPL.

4. Contractor shall depute qualified supervisors at the site and the whole work shall
be done under the constant supervision of site supervisors.

5. All the test results and lab records shall be verified by NLCIL/NUPPL at least
once in a week and the record thereof shall be maintained by the contractor.

6. NLCIL/NUPPL shall have the right to check the quality at any time during the
time of execution and necessary tests shall be done by the contractor.

7. NLCIL/NUPPL will hold review meeting on the progress of work at least once in
a month and authorised representative of the contractor must present during the
review.

8. If at any stage, the progress is found to be unsatisfactory, NLC/NUPPL has all the
right to take necessary action against the contractor.

IS CODES AND REFERENCES:

All the Indian Standards referred to will be the latest revision (including all
amendments issued thereto) on the date of submission of each documents.

Reference to only some of the codes in this document and various clauses of
design criteria will not limit or restrict the scope or applicability of other relevant
codes. It will be ensured that all other codes relevant to a specific job, in addition
to those already mentioned, are followed wherever applicable.

Where British / American / DIN or other codes and standards are referred to in this
document, equivalent Indian Standards may be substituted if available. In case of
any deviation / conflict between provisions of IS codes and the design criteria, the
provisions that are more stringent will be followed unless specifically directed
otherwise.

The Codes and Standards listed below are applicable for the design and
construction of structures and buildings in general. Codes and Standards applicable
for specific design and construction are listed elsewhere in reference sections.
Specifications for materials supplied from India will follow the Indian Standard
Specifications.
