The CLSU TOGA Program

(The CLSU Ten Outstanding Graduates Award Program)


Guidelines

I. Rationale

Central Luzon State University has been dubbed as one of the most prominent higher
education institutions in the Philippines since its establishment in 1907. Concomitant to
its mission of “developing globally competitive, work-ready, socially-responsible and
empowered human resources who value life-long learning…” it has continuously
produced graduates contributing to the global reservoir of experts and competent human
resources earning distinction and the respect of their counterparts.

In recognition of these alumni who excelled and/or earned prominence in their respective
fields of endeavor, The CLSU Ten Outstanding Graduates Award Program (also known as
The CLSU TOGA Program) is established by the university in lieu of the “Search for CLSU
Alumni Awardee” implemented by the CLSU Alumni Association, Inc. (CLSUAAI) during the
past years. It shall be an annual activity and whose awarding ceremony shall coincide with
the holding of the annual alumni homecoming.

The term TOGA is referred to as an academic vestment worn during graduation


ceremonies. It well represents the conferment of a degree or program completion as well
as the bestowal of the alumnus/alumna status to an individual from the university. Hence,
the CLSU TOGA Program aims to recognize those exceptional pacesetters for bringing
glory and honor to their alma mater and as a way of allowing these alumni to rekindle and
relive that momentous conferment rites.

II. Scope of the Award

The CLSU Ten Outstanding Graduates Award Program (The CLSU TOGA Program) shall
cover all graduates since its establishment in 1907 as the Central Luzon Agricultural School
(CLAS), its conversion into Central Luzon Agricultural College (CLAC) in 1950 and as the
Central Luzon State University in 1964. It shall include graduates of the secondary,
collegiate and graduate programs.

The ten (10) shall represent the different award categories and classifications. Alumni
awardees for any given year may be more or less than ten (10) individuals.

III. Award Categories

1. Gintong Butil Award – is bestowed to an alumnus/alumna acknowledged as the best


achiever for the year. The recipient of this award is recognized for his/her technical,
management and leadership capabilities; has excelled and created significant impact in
his/her chosen field and workplace; and, has distinguished himself/herself in
demonstrating the core values and principles of CLSU. It shall be referred to as the highest
and most esteemed award conferred to a CLSU graduate.

The one with the highest and at least 90 points earned among the qualified Siever Award
nominees shall automatically be the recipient of “Gintong Butil Award” for the year. More
than one recipient of the “Gintong Butil Award” may be conferred for a particular year
only on very meritorious and exceptional case as may be determined. The awardee shall
receive a “Gintong Butil” Trophy and a certificate.

2. Siever Award – is conferred to those alumni who are recognized for their technical,
management and leadership capabilities; have excelled and created significant impact in
their chosen field and workplace; and have distinguished themselves in demonstrating the
core values and principles of CLSU.

The award shall have the following classifications:


a) Public Service – remarkable government service
b) Community Service – noteworthy service to a community or poor and disadvantage
group of the society
c) Science and Technology – significant contribution for the advancement of science and
technology
d) Professional Achievement – distinguished work attitude and leadership attributes
e) Entrepreneurship – exemplary business acumen

There shall only be one awardee per classification, unless meritorious case/s would
warrant as may be determined. The awardees shall receive a Siever Trophy and a
certificate.

3. Recognition Award – is given to alumni who demonstrate excellence in fields other than
those under the Siever Award category; and have distinguished themselves in
demonstrating the core values and principles of CLSU.

The award shall be classified but may not be limited to the following:
a) Board Topnotchers – licensure/board examination topnotchers (those belonging to
the top 10) as recognized by the Professional Regulation Commission (PRC) and only
from among the university programs requiring the same.
b) Local Governance (at least ABC President) – recognized for notable accomplishments
c) Sports – distinguished accomplishment/s or recognition in national and international
sports.
d) Publication – recognized for scholarly publication.
e) Culture and the Arts – recognized and has earned reputation for skills and competency
in the field.

There shall only be one awardee per classification under items b) to e) above, unless
meritorious cases would warrant as may be determined. The awardees shall receive a
Plaque of Recognition.

IV. Evaluation Criteria

In order to observe utmost objectivity and sustain the integrity of the awards under the
program, three (3) to five (5) external evaluators who are only non CLSU graduates shall
be engaged. Similarly, CLSU personnel shall be exempt from any of the awards, except for
the Board Topnotchers .

The foregoing selection criteria shall be adopted:


a) Significance of the Outstanding Contribution, Achievement or Performance – the level
or degree of distinctiveness and ingenuity of the outstanding contribution,
achievement or performance. (maximum of 25 points)
b) Outcome of the Outstanding Contribution, Achievement or Performance – the
magnitude to which the idea, suggestion, innovation or invention is being used and
the consequent outcome; the number of beneficiaries; extent of adoption and the
savings realized. (maximum of 25 points)
c) Value and Reliability of the Outstanding Contribution, Achievement or Performance –
the extent to which the idea, suggestion, innovation or invention has effectively and
efficiently resolved a pressing need/s, or value-added for service delivery. (maximum
of 20 points)
d) Sustainability – the degree of consistency base on records or recognition for the
outstanding contribution, achievement or performance. (maximum of 20 points)
e) Impressiveness – the extent of overall impression as may be determined by the
evaluators. (maximum of 10 points)

To be eligible for the award, a nominee has to earn at least eighty (80) points for the
Siever and Recognition Awards, and ninety (90) points for the “Gintong Butil” Award.

V. Nomination Requirements

a. The Nomination Folders shall include the following:

 One (1) original nomination folder


 Original completely filled out CLSU TOGA Nomination Form. Maximum of 10
pages (inclusive of the Executive Summary and the write-up); A4 bond size;
Arial 12 font; 1 inch margin; and, portrait page layout.
 A colored 5R picture in formal attire, taken within the last six (6) months.
 Curriculum vitae of nominee
 Proof of outstanding contribution, achievement, or performance
 Five (5) additional nomination folder
 Containing Xerox copies of the original nomination folder contents.

b. The Nominator may or may not be a CLSU graduate.

VI. Timelines

a) Deadline for Nomination: January 11, 2019


b) Initial Screening: January 12-17, 2019

c) Evaluators’ Orientation & Distribution of Nomination Folders: January 18, 2019
d) Final Deliberation: January 30, 2019

VII. OTHER ALUMNI AWARDS

1. Loyalty Award – is given to the nuclear/elemetary families whose at least three (3)
members graduated in any CLSU program or course. Priority of awarding is given to
those who are more than three (3) and shall only be limited to ten (10) awardees per
year. They will receive a Plaque of Loyalty.

2. Service Award – is given to any alumnus/alumna who has rendered outstanding or


meritorious services to the CLSUAAI, to the CLSUAFI, and/or to any of its duly
accredited chapters in the implementation or conduct of various programs and
activities. Non-CLSU Alumnus/Alumna but not employed at CLSU may also be a
recipient of this award having the above qualifications. The awardee shall receive a
Plaque of Appreciation.

3. Honorary Membership – regular, affiliate or part-time faculty and administrative staff


of the University, or other persons who have shown special interest and significant
services (validation c/o Board of Directors) in the University and the Alumni
Association, may be nominated to become honorary members by at least three (3)
regular members of good standing of the Association and may be elected as such by
the majority vote of the Board of Directors. An honorary member shall enjoy the rights
and privileges of a regular member of the Association except that he/she is neither
allowed to vote nor be elected in the Board of Directors.

Legal documents shall include Biodata for submission to the BOD for action/approval.
Formal acceptance in person shall be required. The awardee shall receive a Plaque of
Honorary Membership.
