1. INTROUCTION
1.1. PURPOSE
The purpose of this document is to describe the plan for ensuring the arrangements for the
management of Health, Safety and Environment (HS&E) throughout the duration of any project.

1.2. PROJECT GOAL


The project goal is to deliver a fit for purpose asset, whilst causing zero harm to any persons
associated with the project (either directly or indirectly) and minimising any adverse
environmental impacts arising from the execution of the project.

1.3. SCOPE
This plan sets forth the specific HS&E objectives for the project and goes on to describe how
the objectives shall be met by means of:

• Effective leadership and commitment on the part of project personnel.


• Appropriate allocation and organisation of resources.
• Implementation of an HS&E management system to identify, eliminate (where possible)
prevent, control and mitigate the risks associated with the project in a timely manner.
• Proactive monitoring of HS&E performance throughout the project.
• Learning lessons from other projects and industry-wide experience.

1.4. HIERARCHY
It shall be noted that this HS&E Plan supports the Project Execution Plan and complements the
Project Quality Plan.

All Sub-Contractors working on the project shall develop their own HS&E Plans, which shall
make reference to this HS&E and shall describe how the relevant requirements stated in this
plan will be met. Bridging documents shall be developed as required.

2. LEGISLATION, CODES & STANDARDS


HS&E-related codes and standards employed will be applied in the following order of
precedence:

• Internationally recognised design codes and standards


• Contractor design standards and practices.

For the purposes of any project, compliance will be taken as a minimum objective. Where
international/industry best practices indicate a higher standard or system performance, these
shall be applied in the order of precedence defined above.

Where specific client codes and standards are not available, engineering design shall be based
on recognised international codes and standards, including (but not limited to):

• American National Standards (ANSI);


• American Petroleum Institute (API);
• American Society of Mechanical Engineers (ASME);
• American Society for Testing and Materials (ASTM);
• International Standards Organisation Standards (ISO);
• Institute of Petroleum (IP);
• International Electrotechnical Commission (IEC);

In case of conflict between the aforementioned standards, the Employer shall be the final arbiter
of which standard shall apply.

3. OBJECTIVES AND CRITICAL SUCCESS FACTORS


3.1. OBJECTIVES
The strategic HS&E objectives for the project are to:

• Obtain all required safety and environmental permits and consents necessary to provide
service in a timely manner.
• Ensure security risks are evaluated and plans put in place to protect people and assets.
• Provide service in such a manner as to cause zero harm to people or the environment.

3.2. CRITICAL SUCCESS FACTORS


Critical success factors (CSF) for the delivery of aforementioned HS&E objectives have been
identified as follows:

• Demonstrating HS&E commitment on the project from the top down and at all levels of the
project organisation.
• Obtaining the full understanding of every person involved in the project of their HS&E role
and the need to behave safely and to demonstrate respect for the environment and the
community in which they work.
• Providing sufficient time and resources to the management of HS&E on all project activities.
This will include the provision of appropriate training to ensure that competence and safety
awareness targets and met.
• Setting up and implementing a sound HS&E management system to identify and manage
risks in a systematic and auditable manner.
• Building adequate HS&E provisions into the terms and conditions of all contracts.
• Ensuring that HS&E is given the highest priority on all project activities and that all meetings
with Contractors involve HS&E as an agenda item.
• Promoting and encouraging a zero harm philosophy among all of the personnel involved on
the project including Contractors and Sub-Contractors.

4. KEY PERFORMANCE INDICATORS


The following key performance indicators will be used to track HS&E performance:

Project performance against these parameters will be reported in the monthly project report.

5. ORGANISATION
5.1. ROLES & RESPONSIBILITIES
HS&E is the responsibility of all project personnel, without exception, and all project personnel
will be held accountable for their own HS&E performance.

However, in order to ensure attainment of particular HS&E objectives, certain roles carry
specific responsibilities for formal implementation or reporting of HS&E activities and these are
outlined hereafter.

5.2. PROJECT M ANAGER


The Operations Manager reports directly to the Managing Director and holds overall
management responsibility for meeting the project objectives in respect of schedule, cost, HS&E
and quality. He also ensures that appropriate resources are available to adequately support the
work activities. The Operation Manager communicates the project HS&E objectives and
delegates appropriate responsibilities throughout the Project Management Team. He is tasked
with ensuring the delivery of the aforementioned CSFs and allocating sufficient human, material,
and time resources to achieve them.

His specific responsibilities include, but are not limited to:

• Leading by example and visibly demonstrating commitment to improving HS&E


performance.
• Leading or participating in HS&E activities including meetings, tours, inspections, hazard
identification studies, reviews and audits.
• Monitoring, reviewing and challenging the project team and Contractor HS&E performance
and HS&E plan progress and taking corrective action as required.

5.3. HSE M ANAGER


The HSE Manager reports to the Operations Manager and is responsible for all HS&E activities
related to site works under his control. He works closely with the Operations Manager and his
site representatives together with Contractor to ensure that standards in relation to site working
are maintained at all times.

Typical HS&E-related activities under his control include, but are not limited to:

• Working at height.
• Entry into confined spaces.
• Excavation.
• Vehicular movements.
• Fabrication activities.
• Lifting operations.
• Use of ionising radiation for weld inspection.

The HSE Manager is a key point of contact with Contractor and is responsible, inter alia, for
holding regular HS&E meetings with the Contractor and any Sub-Contractors to reinforce

expectations in respect of HS&E performance.

5.4. SITE REPRESENTATIVES


The site representatives report to the HSE Manager. Their role is to work closely with the
Contractor and any Sub-Contractors to ensure that HS&E standards are maintained at all times.

6. CLIENT HS&E MANAGEMENT


6.1. HS&E PLAN
VIBRANT management & project team shall be familiar with the client’s HS&E Plan including
following sections/requirements:

• HSSE policy and goals.


• Organisation and responsibilities.
• Medical fitness and Health.
• Loss Prevention and Risk mitigation.
• HS&E Management of Subcontractors.
• Emergency Response and preparedness.
• Security of Operations.
• Smoking, alcohol and drugs policy.
• Protection of the Environment.
• Working time.
• Incident/anomaly investigation and reporting.
• Improvement plan.

Where appropriate, the following studies and activities shall be undertaken and documented
during the execution phase:

1. General Activities
1.1 Establish and follow up the HSE Management System
1.2 Establish a Safety Action Register for following up and closing out actions and
recommendations from safety studies, verifications and inspections
1.3 Plan, manage and follow up HSE studies. Follow up and close out actions.
1.4 Plan and co-ordinate the execution of all HSE verifications and inspections.
Follow up and close out all actions.
1.5 Co-ordinate and follow up all interface and field HSE aspects.
1.6 HSE Reporting
2.0 SITE ACTIVITIES:-
2.0 Preparation of a Site Safety Plan showing Escape Routes, Mustering Area, location of
Firefighting, First Aid and Communication/alarm Equipment etc.
2.1 Evaluation of the specific need for Lighting, Ventilation, First Aid Equipment, Waste
Containers etc. Based on the evaluation install the necessary equipment.
2.2 Identify and evaluate high risk NDT activities. If evaluated to be necessary, carry out
Job Safety Analyses before performing the activity
2.3 Establish a system for Emergency Alarm and Evacuation. Carry out Emergency
Preparedness training as evaluated necessary.
2.4 Establish a plan for and carry out HS&E training and campaigns as evaluated
necessary.

2.5 Establish routines for and carry out and follow up incident reporting.
2.6 Establish a plan for and carry out HS&E inspections. Actions from the inspections shall
be followed up by the Project HS&E Action Follow-up Register
2.7 Establish a system for and carry out control of environmental aspects, waste handling
and handling of chemicals

6.2. RISK ASSESSMENT AND M ANAGEMENT


The identification of hazards and the assessment and management of associated risks is
central to HS&E management.

Key risk assessment activities that may be required include:

• Task Risk Assessments


• Emergency Preparedness Studies
• Spill Risk Assessments

6.3. HAZARD IDENTIFICATION


HAZIDs and HAZOPs undertaken by the client during the detailed design phase shall be clearly
understood to ensure that hazards are identified and means of managing the associated risks
are developed.

6.4. MEASUREMENT AND FEEDBACK


Activities shall be conducted in compliance with relevant procedures and legislation.
Performance will be measured against objectives, targets, benchmarks and other performance
criteria.

6.5. AUDITS
Audits shall be conducted as a normal part of business control to independently assess the
robustness, effectiveness and continued suitability of the Management System practices and
conformance with planned arrangements.

HSE manager may purpose Audits of offices, work sites and HS&E management systems and
report the findings to the management.

6.6. M ANAGEMENT REVIEW


HS&E management systems and activities shall be reviewed periodically to ensure that they
continue to be effective and to identify changes to ensure continuous improvement.

7. HS&E AWARENESS, COMMUNICATION AND REPORTING


To raise awareness and keep members of the project team focused on HS&E, the following will
be implemented:

• Relevant safety alerts will be exchanged with client.


• HS&E will be addressed during regular meetings and will be the first topic on the agenda.
• HS&E reporting will be integrated into the regular project reports and will highlight progress
against the KPI targets and any significant HS&E issues.
