OPLAN BALIK ESKWELA (OBE) MONITORING REPORT


DIVISION OF SURIGAO DEL SUR AND TANDAG CITY

SUMMARY OF FINDINGS/OBSERVATIONS

The Regional OBE Monitoring Team composed of Mr. Manuel O. Caberte, Engr. Sherwin P.
Viajar, Dr. Malou N. Litera, Dr. Elizabeth A. Bautista, Ms. Nelia L. Balacuit and Dr. Alejandro P. Macadatar.

The following were the common observations/findings of the team:

 All schools visited have implemented the following:


o No Collection Policy;
o Child Protection Policy/Anti Bullying Act;
o OBE Information Desk/Board.
 Some schools still need updating of their transparency boards, and Citizen’s Charter
 Majority of the schools had done the necessary preparations for the opening of classes. These were
evident in their clean surroundings, spic and span classrooms with well-structured bulletin boards,
and repainted furniture, walls and fences.
 Class programs and list of incoming learners were posted near/on the doors of the classrooms.
However, few schools failed to do so while there were also some class programs without signature
of the school heads/PSDSs.
 Some schools distributed books on the first day of school.
 School heads had checked teachers’ lesson plans.
 Classes were going on smoothly.

The following concerns were observed by the team or were raised by some school
heads/teachers:

 Some schools, especially in the municipalities of Tagbina, Lianga and Barobo have many Senior High
School classrooms, however they have only few enrollees,
 There are still some schools that were non-compliant to DepEd Order No. 13 s. 2017 “ Policy and
Guidelines on Healthy Food and Beverage Choices in Schools and in DepEd Offices”.
 Leaner Materials are insufficient; some materials are really lacking
 There is also a problem on the teacher’s substitution and replacement; some teachers who died
several months already and some teachers with approved leave without pay still were not given
replacement or substitution.
 There is still a problem of some learners not attending schools during the first week of classes,
especially in areas where there are fiesta celebrations.
 There is a need to revisit the priority list of schools with shortage of furniture and classrooms, as well
as, classrooms needing repair.
 Some Senior High School Teachers appointment of Surigao del Sur Division were not renewed.
 Schools District Supervisors still utilized classroom teachers as their support staff with only 1 or 2
teaching loads.
 Some newly constructed classrooms were utilized as Principal’s Office.
 In Surigao del Sur Division some Senior High School students of different strands were mixed in the
same room.
 There is a need to intensify the follow up of building construction and repair as there were many
unfinished projects that were already beyond the contract duration.
