Management of tourist destination in Irrigation scheme premises-guidelines formulated-
modification requesting-reg.

Ref:- 1) Government Order (Rt) No.830/2016/WRD dated 24/09/2016.

Kind attention is invited to the references cited. Vide Government


Order cited, Government has formulated guidelines for joint Development and operation of tourist
destinations in the premises of irrigation schemes to curb uncontrolled tourism activities in dams
and dam sites. Certain modification in the clauses of the Government Order as given below were
requested vide reference (2) above.

1. Identification and management of land for tourist activities:


a) The Officer in charge of the dam ( Executive Engineer and his subordinate) and the
representative of the tourism department will have the responsibility of identification of suitable
land in the premises of the Irrigation scheme. Whenever activities are planned with the
collaboration of other Departments, an agreement guiding the terms of collaboration shall be
entered into the Department concerned. Suitable land shall be identified by utilizing the services
of consultants. The officer in charge of the dam shall ensure the safety and security of the
structures, non-obstructive access to the dam appurtenant structures and their operations for
Irrigation officials, ensure smooth execution of emergency action plan in case of emergency
situations, avoid chances for pollution of the reservoir, ensuring single entry- single exit system
for public access to the tourism destination, scope for future development and such other
parameters while identifying land for tourism activities.
b) The land thus identified shall be mapped, proposed activities described and should be
submitted to Chief Engineer, IDRB along with a certificate from the Project Chief Engineer
conserved, to the effect that the layout of the scheme does not interfere with safety, security and
operations under normal and emergency situations of the dam in anyway and does not add to the
pollution of the reservoir and river downstream. The proposal should then be approved by the
Chief Engineer, IDRB. The Superintending Engineers and Chief Engineers in charge of the dam
shall take a decision on the proposal within 15 days on the receipt of such proposals and submit
the same for Government approval.
c) Tourism officials and Irrigation officer in charge of the scheme shall closely follow the
architectural design and get approvals of the Chief Architect, PWD through Project Chief
Engineer concerned. Stake holder participation shall also be ensured.

II. Execution of tourism Project:


b) A high level committee consisting of the concerned officers from both the departments
( Irrigation and Tourism) including the representative of the Director of Tourism shall be
formed for the speedy execution and to consider and approve changes required during the
course of construction, except changes in general layout and changes which have to be viewed
from dam safety angle which shall be got approved by Chief Engineer, IDRB. The Consultants
proposal approved by the Tourism Department shall be carried out through Irrigation
Department. The changes thus approved will be placed before the Technical Sanction Authority
for approval. There will not be any centage charges for Irrigation Department.

Under the above circumstances, the modifications suggested from this office may kindly
be approved and communicated at the earliest.

Sub:- MVIP- Tourism Development at Malankara Dam surroundings- requesting details-reg:-

Ref:- 1) That office letter no. WP2/5595/2016/D5(3) dated 30/11//2018.


2) GO (Rt) No.830/2016/WRD dated 24/09/2016.
3) This office letter no dated 14/01//2019, 21/03//2019.

As per the reference (3) cited above the following details were called for.

1. Master plan in a bigger scale with the location of the dam clearly marked along with the
proposed activities as described in the reference letter.
2. Detailed project report with description of each component of work.
3. Certificate for CRZ exemption, feasibility, safety and stability and land availability, as the
same were not seen included with the details.
4. All the items given in the summary of the proposal should be marked and described without
omission.
5. An additional copy of the Architectural drawings along with the detailed project report
required for the approval of architectural design.

Since the above details have not been received at this office till date, you are requested to
furnish the details at the earliest.
