Subject:- Minutes of the Meeting for presentation of alignment options for DPR
works in Assam taken by ADG on 29.01.2019 at New Delhi.

Minutes of the meeting held on 29.01.2019 at Transport Bhawan. New Delhi under the
chairmanship of ADG (Zone-V) for alignment approval of consultancy projects

At the outset ADG welcomed all the participants and requested the consultants to
make presentation for proposed alignment options project wise. The alignment proposals
of each project were presented by the respective consultant and after due deliberations
following decisions / directions were communicated:

i) Detailed project report for 2-lanning with paved shoulder from Sivsagar on NH-2
connecting Simalguri and terminating at its junction with the new NH nO.702 at Sonari
in the State of Assam.
Sivsagar - Simalguri section
Existing ROW: 15 - 20 m,
Traffic: 8029 PCU (Projected PCU=19324)
Out of the three alignment options, the Green field alignment under Option-1A is found
to be favorable on the following counts;
a. Lesser Nos. of Railway crossings necessitating construction of ROBs,
b. Lesser length with lesser cost of construction and LA
Three alignment options presented by the consultant were considered and after due
deliberations the alignment Option-1A is found to be acceptable subject to the following,
1. Alignment to be verified at site by PWD with a view to reduce the length by further
bringing it closer to the Sivsagar town as far as possible.
2. 30 m proposed ROW to be considered.
Simalguri - Sonari section
Existing ROW: 18 - 20m,
Traffic: 4525 PCU (Projected PCU=10891)
Out of the alignment options, the recommended alignment including those for
realignments at Maibela and Sonari was found acceptable subject to the following;
l.Alignment to be verified at site by PWD along with the Team Leader to examine its
feasibility from the view point of involvement of LA, Archaeological monuments,
presence of Forest areas, requirement of shifting of utilities etc ..
2. Proposed ROW to be considered as 30 m for existing road and realignment portions.
3. LA, if required, shall be considered on one side only where the presence of structures
and utilities is minimal.
The alignment for the project shall be reviewed in the above lines and updated proposal
may be submitted for further consideration within a week time.

ii) DPR for 2-lanning form Nikasi to Indo-Bhutan Border via Subankhata including Nikasi
Bypass of NH-127E in Assam.
Features of Existing Road
a. Length = 14.60 km, out of which about 5.00 km in Forest.
b. ROW = 15.00 m, No ROW within 5.00 km stretch within Forest
c. Carriageway = 3.75 m bituminous road up to Subankhata, 3.00 m wide Gravel road
thereafter,
d. Traffic: 3000 PCU,
Three alignment options presented by the consultant were considered and after due
deliberations an alignment in the following lines was suggested for further study,
1. Realignment bypassing Nikasi town as proposed in Option-1,
2. Green field alignment without elevated road thereafter up to Forest boundary as
proposed in Option-2,
3. Along existing Forest road within Forest as proposed in Option-1,
For construction of road within the Forest land, the state government authorities shall
initiate the process through discussion with the Forest authorities.

iii) DPRfor 2-lanning with paved shoulder form its Junction with Assam-Nagaland border
via Sonari and terminating at its junction with the new NH no-215 near Sapekhati in
the State of Assam.
Length of existing road: 28 km,
Existing ROW: 8 -12 m in Namtola -Sonari section, 12-20 min Sonari -Sapekhaty section
Traffic: 8029 PCU(Projected PCU=2600 in Namtola - Sonari section, 4000 PCUin Sonari
- Sapekhaty section
The alignment options presented by the consultant were considered and after due
deliberations it was suggested to carry out a comprehensive comparative study of the
alignment options considering the following aspects;
1. Lane requirement against the present traffic volume,
2. Realignment may be considered for Sonari town only and requirement of
realignment elsewhere shall be critically reviewed,
3. In general bypasses shall be considered only if viable with tolling depending on the
bypass-able traffic.
Updated alignment options based on the above lines may be submitted for further
consideration.

iv) DPRfor Barpeta Bypass of NH-427 in the State of Assam.


a. Length of existing road = 7.71 km,
b. Length of recommended bypass = 8.74 km,
c. Traffic: 10369 PCU,
d. Proposed ROW = 30 m,
e. Civil Cost: Rs. 112.45 Cr. (Rs. 12.85 Cr. Per km)
f. LA Cost: Rs. 74.86 Cr
The recommended alignment was found acceptable subject to the following;
1. Alignment to be verified at site with a view to reduce the length by further
straightening the alignment if possible,
2. 30 m ROW to be considered,
3. The Feasibility study to be carried out for viability of implementation on PPPmode.
v) Detailed project report for 2-lanning via Dhodar Ali road junction with NH-129 near
Golaghat-Namrup up to the junction of NH-315A near Joypur (L-110 km) in the State
of Assam.
The road in question is an "In principle" declared NH and implementation of projects on
in- principle declared NHs is yet to be decided.
It was advised to discontinue further study by state PWD.

vi) Detailed project report for 2-lanning via Ramani Ali-Simalguri-Bihubar (Assam) up to
Mon (Nagaland) (L=13.0km) in the State of Assam.
The road in question is an "In principle" declared NH, feasibility study of which is being
carried out by the NHIDCL also upto Mon in Nagaland.
It was advised to obtain the status of the ongoing Feasibility study from NHIDCLand PWD
to discontinue further study.

vii) Detailed project report for 2-lanning via Baihata Chariali-Goreswar-Khairabari-


Bhergaon-Tangla-Harisingha-Udsalguri in the state of Assam.
The road in question is an "In principle" declared NH, feasibility study of which is being
carried out by the NHIDCL.

viii)Detailed project report for Gauripur Bypass and Mangaldoi Bypass in the state of
Assam.
The alignment options have been modified as per the discussions held in the last
meeting.
Mangaldoi Bypass
a. Length of existing road = 14.27 km,
b. Length of recommended bypass = 15.185 km,
c. Traffic: 16915 PCU,
d. Proposed ROW = 30 m,
e. Civil Cost: Rs. 184.90 Cr. (Rs. 12.17 Cr. Per km)
f. LA Cost: Rs. 51.94 Cr
The recommended alignment was found acceptable subject to the following;
1. Alignment to be vetted with the local administration and the Town & Country
Planning Deptt.,
2. 30 m ROW to be considered,
3. The Feasibility study to be carried out for viability of implementation on PPPmode.

Gauripur Bypass
a. Length of existing road = 11 km,
b. Length of recommended bypass = 9.70 km,
c. Traffic: 16215 PCUon Baxirhat side, 12380 PCUon Bilasipara side,
d. Proposed ROW = 30 m,
e. Civil Cost: Rs. 135.00 Cr. (Rs. 123.57 Cr. Per km)
f. LA Cost: Rs. 26.00 Cr
The recommended alignment was found acceptable subject to the following;
1. Alignment to be verified at site with a view to reduce the cost by reviewing height of
embankment vis a vis the HFL in the area as far as possible.
2. 45m ROW to be considered.
3. The Feasibility study to be carried out for viability of implementation on PPPmode.

ix) Detailed project report for 2-lanning from Morigaon to Rowta via Kaupati including a
2-lane bridge across river Brahmaputra and from Udalguri to Indo-Bhutan Border via
Khairabari including Udalguri and Rowta Bypass in the state of Assam.
Proposed Road alignment: Basnaghat near Morigaon to Buragaon at south bank of
Brahmaputra, Magurmari at North bank of Brahmaputra to Kharupetia, Rowta bypass,
Udalguri to Bhutiajhar via Paneri, including realignments at Udalguri, Paneri and
Bhutiajhar.
Total road length = 86.50 km,
Length of Bridge over Brahmaputra (Buragaon to Magurmari at North bank of
Brahmaputra): 8.50 km,
Total Project length: 95.00 km
Existing ROW: 16 - 20 m,
Existing carriageway: 3.75 m / 7.00 m,
Traffic: 6000 PCUat Basnaghat near Morigaon,
Total Civil cost of road and bridges: Rs. 2456.00 cr.
LA and R&R cost: 2267 Cr.
The alignment options presented by the consultant were considered and after due
deliberations it was suggested to carry out a comprehensive study of the alignment
considering the following aspects;
1. In general bypasses shall be considered only if viable with tolling depending on the
bypass-able traffic. Bypasses at Rowta and Udalguri may be avoided and existing
alignment may be followed.
2. As far as possible the existing alignment shall be followed.
3. The alignment shall be examined at site and verified in respect of involvement of
issues relating to requirement of LA & shifting of utilities, Forest land.
4. Cost of LA & RRappeared to be too high and to be reviewed critically.
5. Kaupati and Khairabari though mentioned in the notification as well as in the project
stretch need not be connected.
6. Continuity of the project road from Bhutiajhar into Bhutan from the view point of
project viability may be examined.
Updated alignment options based on the above lines may be submitted for further
consideration.
x) Construction of Road of NH Standard (2-lane) with major bridges over river
Brahmaputra, Subansiri, Khabalu & Lohit along the alignment form Sivsagar-
Desangmukh- Tekeliputa-Dhakuakhana- North Lakhimpur-Majuli-Jorhat in the state of
Assam.
The road in question is an "In principle" declared NH.

Salient features of the project are as follows;


Total Project Length = 134.13 Km.
A. Road length including missing link of 25.0 Km. = 95.546 Km
B. Bridge length: i} Brahmaputra (Desangmukh) = 10.80 Km.
ii} Subansiri = 3.50 Km.
iii) Lohit = 0.40 Km.
iv) Khabalu = 1.20 Km.
v) Brahmaputra (Nimatighat) = 9.00 km.
Total Bridge Length = 25.00 Km.
Existing Row = 10-12m
Existing Carriageway Width = 3.5m - 5.5m
Road Cost = Rs. 382 Cr.
Structure Cost = Rs. 3787 Cr.
[with major Bridge Structure option: PSCBox (SEG)]
Total Civil Cost = Rs.4169 Cr. (Per Km. Cost= Rs. 31.08 Cr. Per km)
Total Project Cost = Rs.5211 Cr.
LA Cost with ROW 30 m = Rs.460 Cr.
Traffic: Traffic volume varies from 2000 to 4000 PCUand high traffic volume is observed in
and around North Lakhimpur town.
It was discussed that North Lakhimpur - Majuli section of the project may be taken up for
implementation under first phase considering the immediate necessity of providing NH
connectivity to the heritage river island of Majuli. The approximate cost for the same will be
as follows:
MAJULI TO NORTH LAKHIMPUR SECTION
Length(including Bridges and Missing Link)=39.83 km
Civil Cost including 25% Centage =Rs.551.952 Cr.
a)LA cost considering 45 m R.O.W. (112 Hectare @ Rs.2.00 Cr/Hectare)=Rs.224 Cr.
TOTAL cost including LA(30 m R.0.W.}=Rs.775.952 Cr.
b}LA cost considering 30 m R.O.W. (144Hectare @ Rs.2.00 Cr/Hectare)=Rs.288 Cr.
TOTAL cost including LA(30m R.0.W.)=Rs.839.952 Cr.

It was directed that in general wherever existing ROW varies from 18 m to 30 m and work
can be executed within existing ROW, alternate proposal without LA extending upto 30 m
may also be prepared.

The meeting ended with a vote of thanks to the chair.
