1. Introduction
The Qatar Civil Aviation Regulation (QCAR) No. 001 of 2016 (Aircrew Regulation) lays down detailed
rules and conditions for issuing certificates to Approved Training Organisations (ATO).
The rules concerning the application and technical certification of ATOs - Pilot Training Organisations
are explained in this leaflet.
An Approved Training Organisation (ATO) is an organisation approved by the QCAA to deliver specific
approved training programmes to aviation personnel.
The ATO could establish and maintain an organization management manual (OMM) containing
information, instructions and guidance to enable personnel to perform their duties.
The OMM may be not mandatory when the ATO decides to implement the Compliance Manual and
the Safety Manual separately. It is even possible for an ATO to have the OMM, CMM and SMS Manual
at the same time. The goal of all ATOs manuals is to provide all the information about the ATO
management system, which the QCAA accepts either compiled in one single manual or in several
separate manuals that contains all the required pertinent information required which are clearly
referenced.
QCAA recommends to use separate manuals. It is not required to duplicate information in several
manuals. The information may be contained in any of the organisation manuals and the use of cross
reference is recommended.
The ATO shall make available to staff and, where appropriate, to students the information contained
in the ATO’s approval documentation.
The applicable requirements are referred in the QCAR No. 001 of 2016 specifically in Annex VII
Part ORA (Organization Requirements for Aircrew).
2. Purpose
The purpose of this leaflet is to inform and provide guidance to the industry on the contents of an
ATO Organisation Management Manual.
The organisation will be guided in completing the form and fulfilling the requirements that must be
satisfied to ensure compliance with the new Aircrew Regulations.

4. Contents
4.0.1 The contents and structure of the ATO OMM should follow the related document
FRM.ATO.007.
4.0.2 The FRM.ATO.007 is to be completed by the ATO, confirming or identifying the location of
the information required in the proposed contents.
4.0.3 The ATOs are to enter their own manual references corresponding to QCAA regulatory
requirements in the appropriate column.
4.0.4 If the ATO decides to present a dedicated Safety Management Manual and a Compliance
Management Manual, the OMM contents will be adjusted accordingly and in the
FRM.ATO.007 must be stated “Dedicated Safety / Compliance Manual” and the appropriate
forms for those manuals must be filled.
4.0.5 The form is to be type-written and is available on the QCAA website as an editable version.
4.0.6 All documents are to be checked for correctness and completeness before being submitted
to the QCAA. The Accountable Manager or the person responsible for compliance shall
sign the form.
4.0.7 The returned forms and supporting documents to the QCAA, are to be in softcopy PDF
format.
4.0.8 The appointed person(s) will be contacted should the QCAA require further documentation
or requests.
