This is a concise collection of all the information

which you require as a VOCATIONAL TRAINEE in

this organization. This is an information directory

for the basic information on HR function.

You can use this as a basic guide to understand the

basic functions / roles of HR at BHEL, Haridwar. We

have made an attempt to imbibe basic information/

processes for a bird’s eye view of the various facets in

Ensure availability of competent manpower

Responsibility 1: Manpower requirement


Coordinate with the other depts to ensure the manpower gap analysis, prepare re-

Responsibility 2: Drafting advertisements


Drafting the advertisement for the vacancies available incorporating all the job
requirements, qualifications, statutory compliances, reservations etc… and coordinat-
ing with C & PR for release in the various newspapers for communication

Responsibility 3: Application processing


Receive, segregate & scrutinize the applications based on the job requirements as per
circulars/ads and prepare a database, synopsis for further processing
PLANNING

Responsibility 4: Elimination test coordination


Coordinate with various agencies for conducting elimination tests like written test
based on the no of applicants against the sanctioned vacancies, coordinate evaluation,
prepare a merit list and shortlist candidates for further stages of selection.

Responsibility 5: Interview coordination


Set up committee for interview and provide logistics for the conduction of the inter-
views, process & announce the results and communicate to the selected candidates

Responsibility 6: Joining formalities


Ensure compliance of medical standards, documents and other requirements before
inducting the candidate to the unit,

Responsibility 7: Manpower allocation


Coordinate with the other departments, analyze manpower gaps & recommend place-
ment of the newly inducted candidates to various departments

Prepare and send various monthly, quarterly, half yearly and yearly reports to various

Processing of representations received by CMD/Director during their visits to
Unit and putting up recommendations by coordinating with the concerned

Ensure & administer various aspects involved in the Labor Laws and track

Coordinate with the security dept and ensure safety of employees & security

CONTRACT LABOR & ID CASES Responsibility 1: Administration of Contract & Labor Laws

Labor from various agencies with the concerned target population especially

Processing of the contractors bills on a monthly basis as per deadlines.

raised by Contract Labor.

Liaisioning & implementing new policies/amendments concerned with gov-
ernment agencies/offices

tors, Contract Labor and representatives from various departments.

ous stages.

Propogation & implementation of Rajbhasha

Responsibility 1: Administering Rajbhasha policy


Ensure adherence to the President's directive on the Rajbhasha initiative
across the whole unit.

Responsibility 2: Information dissemination


Interpreting, communicating & discussing new policies/changes from vari-
ous agencies with the concerned target population with reference to Rajbha-
sha.

Responsibility 3: MIR preparation


Prepare and send various monthly, quarterly, half yearly and yearly reports to
various agencies.
RAJBHASHA

Responsibility 4: Improvement initiatives


Analysis of the various avenues to enhance use of Hindi and implement new
projects for the promotion of Rajbhasha.

Responsibility 5: Training in Hindi


Conducting Rajbhasha karyashalas to train employees and promote more use
of Hindi in the operational activities.

Responsibility 6: Database maintenance


Daily / monthly / yearly updation of Hindi related information and develop-
ing the database.

Responsibility 7: Event management


Conducting various competitions for promoting participation and involve-
ment in Hindi .

Responsibility 8: Magazine release


Promoting usage of Hindi and creativity in Hindi writing by acquiring arti-
cles, write ups, poems, essays etc..for publication and release on a monthly/
quarterly / yearly basis.
VOCATIONAL TRAINING

To administer & conduct training for all new inductees as per


the Corporate guidelines
Responsibility 1: Administration of Common Induction Training as per
Dakshatha & Nipun
Following specific guidelines on the number of hours for training as mentioned in
the manuals for training the ET & ST s by coordinating with the various departments
to arrange speakers for giving lectures and collecting feedbacks on the sessions held
INDUCTION TRAINING

Responsibility 2: Manpower placement


(ET, ST & ARTISANS)

Coordinate with the HR Dept & ensure the new inductees are placed for their On-the-
Job training and follow up with the inductee for his job responsibilities and other de-
tails and preparing a database of the batch

Responsibility 3: Attendance maintenance


Coordinate with the new inductees & maintain monthly attendance records of all
new inductees

Responsibility 4: Hostel maintenance


Alloting rooms for new inductees, Maintaining & taking feedback for providing a bet-
ter infrastructure for the new inductees

Responsibility 5: Administration of tests


Conducting the module wise tests, final tests & interviews, evaluating the same &
sending reports to HRDI

Responsibility 6: MIR preparation


Preparing & sending monthly & yearly reports to the various concerned agencies

Responsibility 7: Administration of Mentoring Scheme.


Coordinating, Training & Allotting mentors to the new inductees and following up at
regular intervals on the progress of the mentoring scheme

Coordinate with the HR Dept & ensure the new inductees are placed for their
On-the-Analysis of the training need and coordinating with the various de-
partments to identify an internal faculty to deliver the training or identify an
external faculty and coordinate with him/her to deliver the training

Responsibility 3: Training infrastructure


Ensure the right kind of the infrastructure for both the trainer & the trainees
in order to conduct of the training program in a conducive atmosphere

Formulating a feedback mechanism and analyze the feedback to determine
the effectiveness of the training program

test & interview for the apprentice (Trade & Technician)

Coordinating with the recruitment section and ensure smooth joining for-
malities and provision of code numbers & ID cards for new inductees( ap-
prentice)

Coordinate with the Contractor & regulate Contract labor to resolve com-
plaints raised by the township residents

Study, analyze the inventory levels of the various materials required for the
quarters & ensure supply of materials through timely procurement

Responsibility 4: BHEL property maintenance


Monitor, review & ensure BHEL property like parks, buildings & land is
maintained for use for the required activities

Responsibility 5: Refurbish quarters


Plan, schedule & refurbish quarters which needs maintenance to ensure its
occupancy & provide better houses for the employees in the township

Responsibility 6: Timely supplies


Monitor, review & ensure timely supply of Water, Electricity & other required
utilities to the residents of the township

Monitor, review & regulate activities of the Contract Labor through effective
Works Contract to ensure township maintenance activities function smoothly

Study, Analyze & forecast potential changes in real estate industry to ensure
proper valuation of BHEL land

Study, Analyze & review strategies for revenue generation & subsequent fi-
nancial implications of the expenditure on township

Study, Analyze Plan & execute activities by ensuring revenue generation from
all prospective & potential areas apart from the regular commercial rents
from various stakeholders

Administer systems to ensure house allotment as per the SMI for the regular
employees of BHEL, Haridwar

Administer systems to ensure submission of BHEL property before retire-
ment / resignation / on death before issuance of No Dues Clearance to the
