ABSTRACT

AFFORDABLE HOUSING AND HOUSING LOAN INDUSTRIES

In the current dynamic era, it is quite evident that India is an emerging economic power with the
unfortunate shortage of housing in the low economy strata of the society as a whole. It comprises
of economically weaker sections and low income group having annual income upto three lakh or
between three to six lakh respectively.

In the year of 2015 the government of India came up with vision of “housing for all by 2022”
scheme. The said scheme was to attract many economic factors among various industries such as
government authorities, builders, regulators and this initiative by central government brought
focus mainly by bank/housing , finance companies and so on and so forth. Later on middle income
group which is comprised of annual income of six lakh to eighteen lakh is also comes under the
ambit of this scheme. To maintain the balance between the economic condition of the country and
the scheme initiated by the government. Government established two central nodal agencies
known as national housing bank and Housing urban development corporation which issues a
license for the private agencies to providing a loan service/ funding the affordable housing scheme.
Which has led to easy availability of the loan to the low income group and economically weaker
section. All these factor leds to spurting the demand and supply of the affordable housing.

As per the guideline for the affordable housing scheme government provides huge thrust to the
economic sections which comes under the ambit of affordable housing scheme but there us
elevated risk for the lenders because of the defaulters . Due to this the stat run lender shares
disbursal by ten percent.

With this short introduction of the current scenario of affordable housing vis-à-vis Indian context,
I would now like to discuss my aims and a brief outlook/outline of my research paper in furtherance
of the basic conundrum of Affordable Housing and availability of House loans for the same.
My paper will be focusing on the certain key elements which are quintessential to strike a balance
between home loan industries and affordable housing scheme as per the scheme formulated and
promulgated by the government and its subsidiary bodies. These pointers being ;-

1. Unnecessary burden on Public Ltd. Banks as well as Private Ltd. Banks, in furtherance of
providing Affordable housing as per government's norms
2. The problem of increasing freebies due to the arbitrary and corruption lurking in
government schemes.
3. Effectiveness and efficiency of current norms in furtherance of Affordable housing as set
by Government of India.
4. Suggested reforms to improve the qualitative as well as quantitative performance of
Government of India.
5. Other such research sub-issues with relevance to my research paper.

Furthermore this research paper would be focusing on contemporary and nuanced legislations as
well as jurisprudence of the same with reference to affordable housing and its nexus with provision
of Housing loans.
