Action Plan to Implement the
Sustainable Development Goals
CONTRIBUTIONS
This report entitled, ‘Sustainable Qingyuan’, explores how Qingyuan
can collaborate with the London Borough of Barking and Dagenham
(LBBD) through the twin town developments of Castle Green in the
London Borough of Barking & Dagenham and the Sino-UK Innovation
Town (SUIT) in Qingyuan. The two town developments, in addition to
economic benefits, will aim to achieve a mutually beneficial partnership
in the pursuit of the United Nations (UN) Agenda for Sustainable
Development 2030 (ASD 2030). This represents the first step towards
a comprehensive strategy of achieving SDGs through the development
of innovation towns in LBBD and Qingyuan where the two municipal
governments proactively drive collaboration with local organisations and
businesses to design and deliver changes.

Abstract
Qingyuan, located adjacent to the Pearl River
Delta in China, aims to foster global connections
and become a flagship city for the implementation
of the ASD 2030. Qingyuan will embrace the 17
Global challenges that have been established and
ratified by the United Nations. This report shows
how Qingyuan will leverage its unique local context
and resources to pursue the SDGs across all
policy aspects of the City, viz: health, education,
agriculture, water, environment, economy and
justice.

The report also explores how Qingyuan can


collaborate with the London Borough of Barking
and Dagenham (LBBD) to achieve a mutually
beneficial partnership in the pursuit of SDGs
through projects such as Castle Green in LBBD
and the Sino-UK Innovation Town (SUIT) in
Qingyuan. This represents the first step towards
a comprehensive strategy in Qingyuan that
is orientated around achieving SDGs; with
the municipal Government proactively driving
collaboration with local organisations and
businesses to design and deliver changes.

Qingyuan’s City Government is

main streets of Fengcheng, Dongcheng,
