UPDATING OF THE NATIONAL POLICY ON NUTRITION MANAGEMENT IN EMERGENCIES AND DISASTERS

They not aware of NMIED

IN TERMS OF NMIED
MDRRMO
- not familiar with the NMiED policy, however adheres with the Policies/IRR set by the Office of
the Civil Defense
- Believes that it is the task of the Local Nutrition Council that should oversee/monitor the
implementation of the NMiED

MSWD
- not familiar with NMiED; strictly follows the mandate of the Mother Agency (DSWD) therefore
believes that NMiED is implemented in terms of the food augmentation during disaster (based
on the contents of the Relief pack from the CO)

MHO/MNAO
- Aware of the existence of NMiED but no actual training/orientation was conducted from
concerned Agency;
- Guidelines and IRR was downloaded but no follow thru training or technical assistance from the
mother agency (NNC/DOH)
DepEd
- There is a good support in terms of Fund allocation and monitoring; however Fund is insufficient
to cover all the necessary undertaking in terms of Nutrition of the affected pupils;
- Strict implementation of the Nutrition evaluation but AFTER the occurrence of Disaster.
MAO
- Task is more on post disaster evaluation, less concern onset of the disaster; not familiar in
NMiED at all
PNP
- Representative is newly assigned in the area (on his 8th day during the FGD); Nevertheless, quite
familiar in NMiED as per member of the MDRRMC in his former area of assignment. Cannot comment
as of the moment since he has not yet witnessed practices in the Area in terms of Disaster
MDRRMO
Regardless of the presence of NMiED, the local MDRRMC composed of every department
representative in the LGU set up meetings to assign tasks to the members of the council. There is a local
initiated SOP / Set of Rules that is strictly implemented. During the pre-disaster meeting, the following
are identified:
- Evacuation Centers
- Stockpile of Good/Supplies
- Manpower support
Likewise, participation of the members of the MDRRMC is strictly monitored in order to identify the
bottleneck should issues/problems arise onset or post disaster .

DSWD
- Goods usually come from the Central Office and are believed to be in accordance set by the
implementing guidelines of the NNC.
- Whatever relief goods arrive is initially distributed (First in First Out policy)
MNA
- amenable that NMiED is not observed since they are dependent on the donations of the
stakeholders.

DEP ED
Offer their School as evacuation center as per mandate of the Mother Agency
Evaluation of pupil evacuees happen after the disaster; support and intervention based on the available
supplies coming from the regional office

PNP
Before-dissemination of information about the coming emergency /disaster
They conduct peace and order in evacuation center
After –Search and rescue monitoring /clearing

MHO
Health assessment is conducted AFTER the disaster since it is only the time that they can do monitoring
due to lack of manpower.
No health assessment conducted at the evacuation centers since evacuees stay only overnight.

The Local Nutrition Council is actually in-active. There is an existing plan, but that is as of 2018.
As of the moment, the LNC was not yet recognized by the Sangguniang Bayan .
In terms of capacity to implement NMiED, there is no technical knowhow or any assistance extended to
the LGU from the concerned agencies. The support from the DOH is very basic-provision of Meds,
Vitamins etc but there is no clear advisory on its intended purpose.
