Position Paper
I.
The Philippine National Police planned ten
operation including oplan Exodus which was
implemented on January 25, 2015. Targeting the
bomb expert Zulkifli Abdhir also known as Marwan.
The main team was assigned of this operation is the
Special Action Force (SAF) this team was expert in
urban war fare.
The team were composed of 36 elite cops
belonging to the 55th SAF company which serves as
the blocking force in Barangay Tukanalipao
Mamasapano. 37 elite cops belonging to the
seaborne unit of the 84th SAF company which was
tasked to arrest two top terrorist in Barangay
Pidsandawan. There was one team of 300 plus SAF
troops deployed away from the battle zone. They
were on standby, not part of the attacking or
blocking forces.
II.
Commission on Human Rights (CHR) insists
that the incident was misencounter and not a
massacre. “Loretta Rosales” insist that the incident
was a misencounter and not a massacre since the
MILF, BIFF and other armed individuals and the SAF
forces never intended to fight each other. Rosales
said that the SAF troops were armed and not
helpless during the battle against the terrorist.
Misencounter happens when you don’t
know who are the other fighter is and end up
shooting each other. From the very beginning the
MILF knew they were fighting against the
government troops and never called for a cease-
fire to the government troops.
The Mamasapano encounter was labeled as
an misencounter due to lack of communication on
both sides of the opposing fighters. Rosales says
that the SAF troops were armed and not helpless
during the encounter against the terrorist. A MILF
spokesman accused the SAF squads on initiating
the firefight, claiming that the rebels acted on self-
defense. If the leader of the MILF would know it
was the government were operating to hunt
Marwan they would not stop the SAF for exiting the
battle zone.
When the assault team is on their way out it
was block and engage in the battle of MILF fighters,
by then the blocking forces was supposed to
defend them was already caught on its own intense
fire fight of MILF, BIFF and other armed individuals,
block their only exit. Shoot the commandos one by
one as they expose of dry corn field to Tukanalipao.
BIFF leader Ameril Umbra Kato ordered the killing
of the SAF members of the MILF involved in the
incident. The official also quoted Kato as sayings
“leave no one alive and take all their fire arms,
ammunition and personal belongings, that shows
the MILF and BIFF massacre the SAF troops. The
senate labels the conflict as a massacre due to the
manner of the 44 SAF personnel were killed in
Mamasapano incident was over killed by the MILF,
BIFF and other armed individual the battle zone.
III.
Philippine National Police commandoes load

southern Philippine island of Mindanao on January
26, 2015. The mission itself was declared successful
since the target was neutralized but the ensuing
firefight resulted in a tactical victory of MILF, BIFF
and other armed individual in the battle zone they
were encircled by the enemies and helpless
because they were not able to cover themselves as

The incident saw one of the highest fatalities
of government forces in a single piece of time

been dubbed as the biggest loss of the government
elite forces in history.
The Mamasapano incident was overkill
labeling the tragedy as misencounter would do
injustice to the fallen 44 PNP-SAF heroes. The
senate report describes the Mamsapano incident.
Joseph Victor Ejercito calls the Human Rights body
to also protect the rights of government security
forces and not only those of activist and media
people.
The AFP deployed its tanks but could not fire
its cannon because the SAF could not tell them
where to fire. More than 300 plus SAF
commandoes standby along the highway would
hearing a distance of gun fire and 3rd Special Action
Battalion and 4th Special Action Battalion were 3

misencounter because the SAF were surrounded
by the MILF, BIFF and other armed individuals in a
flat and dry corn field in Barangay Tukanalipao. SAF
had no chance of survival because they don’t have
a cover or reinforcement by their comrades. The 44
SAF troops where over killed by the MILF, BIFF and
other armed individuals in the battle zone. The PNP
were after the $5 million bounty on Marwans head.
The wounded SAF troops were calling
reinforcement but the reinforcement took so long
to arrive suddenly the reinforcement were block by
armed people. If the AFP know the exact
coordinates of the SAF, the AFP could help the SAF.
