A RESOLUTION RESPECTFULLY REQUESTING THE CITY LEGAL OFFICE TO

CONDUCT SEMINARS PERTAINING TO OBSERVATION OF HUMAN RIGHTS AND
TO FACILITATE PARALEGAL TRAININGS TO FURTHER GUIDE THE DIFFERENT
TASK FORCE UNDER THE SPECIAL PROGRAM OF THE CITY MAYOR’S OFFICE
WHO ARE CHARGED IN MAINTAINING PEACE, SECURITY, AND ORDER IN THE
CITY

WHEREAS, Section 5, Article II, of the Constitution declares that the maintenance of
peace and order, the protection of life, liberty, and property, and the promotion of the
general welfare are essential for the enjoyment by all the people of the blessings of
democracy;
WHEREAS, in response to this mandate, the City Mayor’s Office has created different
Task Force to assist the Police in enforcing the law pertaining to peace, security an
order in the City of Puerto Princesa;
WHEREAS, recently, there are reports pertaining to violation of human rights of
apprehended persons, particularly on the manner of their arrest and custody, as well
as in seizure of things;
WHEREAS, Section 11, Article II of the same Constitution also declares that the State
values the dignity of every human, person and guarantees full respect for human
rights;
WHEREAS, pursuant to this declared policy, Section 12 of Article III of the Constitution
essentially prohibits the use of torture, force, violence, threat, intimidation, or any
other means which vitiate the free will shall be used against a person under
investigation for the commission of an offense;
WHEREAS, there is a need impart the basic knowledge about the protection of human
rights, proper documentation or report of incident, and manner of handling situations
that may arise while performing their duties and functions;
WHEREAS, seminars and trainings will surely help them to be more efficient in work
and it will also protect them against possible complaints of persons they will apprehend
in the regular function of their duties;
Be it resolved, as it is hereby resolved, to pass A resolution respectfully requesting
the City Legal Office to conduct seminars pertaining to observation of human rights
and facilitate paralegal trainings to further guide the different Task Force under the
Special Program of the City Mayor’s Office who are charged in maintaining peace,
security and order in the City;
RESOLVED FURTHER, that copies of this Resolution be furnished to the City Mayor’s
Office, City Legal Office, City Administration Office, and City Information Office for their
information.
