REPUBLIC ACT NO.

1296
AN ACT TO PROHIBIT THE IMPORTATION OF ONIONS, POTATOES, GARLIC AND
CABBAGES, EXCEPT FOR SEEDLING PURPOSES, AND TO PROVIDE PENALTIES FOR THE
VIOLATION THEREOF

Section 1. It shall be unlawful for any person, association or corporation to import


into any point in the Philippines onions, potatoes, garlic and cabbages: Provided,
however, That for seedling purposes potatoes and garlic may be imported.

Sec. 2. The penalty or fine of not less than two thousand pesos nor more than
twenty thousand pesos or imprisonment of not less than two years nor more than
five years, or both, such fine and imprisonment, at the discretion of the Court,
shall be imposed upon persons found guilty of violation of the provision of this
Act

REPUBLIC ACT NO. 2712


AN ACT TO PROHIBIT THE IMPORTATION OF COFFEE

SECTION 1. The importation of roasted coffee beans, roasted ground coffee, instant
or soluble coffee in powder form, extract or concentrate in liquid form or finished
coffee products in any form, raw coffee beans of the robusta, excelsa and liberica
varieties, is hereby prohibited. That in case of shortage of locally produced
arabica coffee, the President of the Philippines, upon recommendation of the
Secretary of Agriculture and Natural Resources and the Chairman of the National
Economic Council, may authorize the importation of the necessary quantity of
raw arabica coffee beans to supplement the shortage.

SECTION 2. Any person who violates this Act or who, being an officer or employee
of the Government, violates, abets or tolerates the violation of this Act, shall be
punished by a fine of five thousand pesos or imprisonment of five years, or both,
at the discretion of the Court.
In case the offender is an officer or employee of the Government, he shall, in
addition, suffer the penalty of perpetual disqualification to hold public office and
to participate in any public election.
If the violation is committed by a corporation or association, the penalty shall be
imposed individually upon the president, director, manager or managing partner,
and other officials thereof responsible for the violation.
If the violation is committed by or in the interest of a foreign juridical person duly
licensed to engage in business in the Philippines, the immediate revocation of
such license shall form part of the penalty to be imposed.
If the offender is an alien, he shall, in addition to be penalty imposed by the
Court, be deported within ten days after service of the sentence.
Coffee imported in violation of this Act shall be confiscated by the Government
and distributed to welfare and charitable institutions.

REPUBLIC ACT NO. 4653


AN ACT TO SAFEGUARD THE HEALTH OF THE PEOPLE AND MAINTAIN THE
DIGNITY OF THE NATION BY DECLARING IT A NATIONAL POLICY TO PROHIBIT
THE COMMERCIAL IMPORTATION OF TEXTILE ARTICLES COMMONLY KNOWN AS
USED CLOTHING AND RAGS.

SECTION 1. It shall be unlawful for any person, association or corporation to


introduce into any point in the Philippines textile articles commonly known as
used clothing and rags, except when these are imported under Subsections “i”,
“j”, “k”, “l”, “n”, and “v” of Section 105 of Republic Act Numbered Nineteen
hundred and thirty-seven.

SEC. 2. The penalty of fine of not less than two hundred pesos nor more than
twenty thousand pesos and imprisonment of not less than two years nor more
than five years, shall be imposed upon persons found guilty of violation of the
provision of this Act. That in the case of aliens, the penalty to be imposed shall
consist of the payment of the fine hereinabove provided for and that of
immediate deportation without any further proceedings on the part of any
Deportation Board. That if the violation is committed by the manager,
representative, director, agent or employee of any natural or Juridical person in
the interest of the latter, such violation shall render the employer liable to the
penalty corresponding to the offense, without prejudice to the imposition of the
corresponding penalty, either personal or pecuniary or both, upon the manager,
representative, director, agent or employee, committing the violations. That in
the case of the violation being committed by or in the interest of a foreign
juridical person duly licensed to engage in business in the Philippines, the person
or persons directly or indirectly involved in the importation shall suffer the
penalties herein provided for and the revocation of such license and perpetual
disqualification to engage in business in the Philippines shall form part of the
penalty to be imposed. That if the act committed by a public officer or employee
is; penalized by any other law, the penalties prescribed in the law punishing the
offense shall be imposed in addition to those prescribed herein and that of
perpetual absolute disqualification. That used clothing and rags imported in
violation of this Act shall be burned in the presence of a representative of the
General Auditing Office, Department of Finance and of the Office of the President,
without the forfeiture proceedings provided in Republic Act Numbered Nineteen
hundred and thirty-seven.

REPUBLIC ACT NO. 8506


AN ACT BANNING THE REGISTRATION AND OPERATION OF VEHICLES WITH
RIGHT-HAND STEERING WHEEL IN ANY PRIVATE OR PUBLIC STREET, ROAD OR
HIGHWAY, PROVIDING PENALTIES THEREFOR AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the Philippines in


Congress assembled:

SECTION 1. It shall be unlawful for any person to import, cause the importation of
register cause the registration of, use, or operate any vehicle with its steering
wheel right-hand side thereof in any highway, street or road, whether private or
public or of the national or local government except such vehicles that are
acknowledge as vintage automobiles, manufactured before 1960, in showroom
condition, and/or are to be utilized exclusively for officially and legally sanctioned
motorsports events, and off-road special purpose vehicles.

SEC. 2. The penalty of prision correctional in its medium period and a fine of Fifty
thousand pesos (P50.000) shall be imposed upon any person violating the
provisions of this Act.

REPUBLIC ACT NO. 8970

AN ACT PROHIBITING THE MANUFACTURE, IMPORTATION, DISTRIBUTION AND


SALE OF LAUNDRY AND INDUSTRIAL DETERGENTS CONTAINING HARD
SURFACTANTS AND PROVIDING PENALTIES FOR VIOLATION THEREOF
Section 1. Declaration of Policy. – It is hereby declared a policy of the State to
protect, secure and safeguard the citizenry from the danger and harmful effects
of pollution as seen from the influx of imported detergents containing hard
surfactants, a substance found to be a water pollutant; for their physical and
mental well-being and, in the end, pursue a vigorous campaign against the
manufacture, importation, distribution and sale of laundry and industrial
detergents containing the harmful substance; and finally provide for its complete
prohibition.
Section 5. Administrative Sanctions. – Any violation of this Act shall constitute a
violation of a trade and industry law subject to the provisions of Executive Order
No. 913 dated 7 October 1983, as amended. The Bureau of Product Standards
shall have the authority recommend, pursuant to Executive Order No. 913, as
amended, the imposition of the administrative sanctions enumerated therein
against the manufacturer, importer, distributor, and seller of laundry and
industrial detergents containing hard surfactants. In addition to the
administrative sanctions imposable under Executive Order No. 913, as amended,
the Bureau of Product Standards is hereby authorized to recommend the
imposition of the fines in case of violation of this Act as set forth in the following
schedule:
(i) First Offense, a fine of Two hundred thousand pesos (Php200,000.00);
(ii) Second Offense committed within one (1) year from the first offense, a fine of
Three hundred thousand pesos (Php300,000.00); and
(iii) Third offense committed within one (1) year fro the second offense, a fine of
Five hundred thousand pesos (Php500,000.00). The imposition of the foregoing
administrative sanctions shall be without prejudice to the cancellation of the
manufacturer’s license to operate and/or the Product Standards Quality Mark
pursuant to Republic Act No. 4109, as amended.
Section 6. Penalties. – Any person who manufactures, imports, distributes or sells
laundry and industrial detergents found containing hard surfactants shall be
penalized by imprisonment of less than one (1) year nor more than five (5) years
and/or fine of not less than Five hundred thousand pesos (Php500,000.00) nor
more than One million pesos (Php1,000,000.00), at the discretion of the court:
provided, That if the violator is a corporation, firm, partnership or association, the
penalty shall be imposed upon the president or the manager or any officer
thereof who knows or ought to have known the commission of the offense:
Provided, finally, That in case the guilty officer is a foreigner, he shall be
immediately deported after service of sentence.
