A RESOLUTION AUTHORIZING THE AIRSHED GOVERNING BOARD, TECHNICAL

WORKING GROUPS AND ANTI-SMOKE BELCHING TASK FORCE OF TUGUEGARAO CITY
TO UNDERGO A TRAINING ON EMISSION STANDARDS AND REGULATIONS

WHEREAS, Section 2 of Republic Act 8749 otherwise known as the "Philippine Clean Air Act of
1999" states that the “State shall protect and advance the right of the people to a balanced and
healthful ecology in accord with the rhythm and harmony of nature;

WHEREAS, Section 8 of the same law mandates the department to contain adequate provisions
prohibiting any source or other types of emissions activity within the country from emitting any air
pollutant in amounts which will significantly contribute to the nonattainment or will interfere with the
maintenance by the department of any such ambient air quality standard required to be included in
the implementation plan to prevent significant deterioration of air quality or to protect visibility;

WHEREAS, Part IX, Rule XXXV Section 3 of Department Administrative Order 2000-81 mandates
the DOTC through LTO or DOTC- designated enforcement unit(s) to deputize qualified government
employees, LGUs, government agencies and private entities to conduct roadside inspection and to
apprehend vehicles which do not comply with the in-use standards and said deputized agents shall
undergo a mandatory training on emission standards and regulations.;

WHEREAS, same part, rule and section of Department Administrative Order 2000-81 mandates
deputized agents to undergo a training on emission standards and regulations;

NOW THEREFORE, by the authority vested on the PIESTTA Airshed Governing Board, be it
RESOLVED as it is hereby RESOLVED that all deputized agents shall undergo training under
Technical Education and Skills Development Authority (TESDA) to obtain Certificate of Training on
Service Emission Control System.
