Knitting into the first (double-wrapped) stitch on needle. Keep in mind that
you want the double-wrapped stitch to open into a long stitch, so only knit
into one wrap.
Purling into the first stitch. As you can count, there are two
border stitches, one slipped stitch, one double-wrapped stitch
and the new purl on the right needle.

Note: Repeat this at both ends, after picking up the stitches from the provisional cast on or after completing
the length of the scarf.
