GENERAL SPECIFICATIONS

SECTION 1

GENERAL REQUIREMENTS

1.0 General Requirements

1.1 General

A Particular Specification shall be issued which will contain additional clauses applicable to the
particular Sub-Contract. If any part of the General Specification contradicts the Particular
Specification, the latter shall take precedence.

The Specification shall be read in conjunction with the Particular Specification, Drawings, the
Conditions of the Contract and all other documents in respect of the Contract.

Should there be a discrepancy between the drawings and the specifications, the Contract shall
be deemed to cover the alternative, which involves the greater cost.

1.2 Climatic Conditions

The Contractor is deemed to be familiar with climatic conditions prevailing in Rawalpindi and
to be aware of the prevailing high and low temperatures (0.6 oC to 45oC).

The Contractor in submitting a tender will be assumed to warrant that all materials and items of
equipment are suitable for continued use and/or operation in the various climatic conditions
encountered.

1.3 Standards

All details of the equipment, materials and installations standard shall comply with this
Specification and the current standards and regulations as described in other parts of the
Specification.

Where the materials or equipment offered comply with other standards, the Contractor shall
demonstrate that they meet the requirements of this Specification and details shall be provided
to the Engineer for approval.

The Contractor shall provide and perform all necessary inspections and maintain quality of
workmanship in his works to ensure compliance with the Specification.

1.4 Equipment Selection

All equipment supplied shall be in accordance with this Specification and the relevant drawings
and to the approval of the Engineer.

UNOPS General Specifications

Physical sizes of all plant and equipment are to be suitable for the space allocated for the
accommodation of such plant and equipment, taking into account the requirement of access for
maintenance purposes.

In selecting makes and types of equipment, the Contractor shall ascertain that facilities for
proper maintenance, repair and replacement and space, access, lifting and the like are provided
for this installation.

Where the Contractor proposes to use an item of equipment other than that specified or detailed
in the drawing, which requires any redesign of the system, drawings showing the layout of the
equipment and such redesign as required therefore shall be prepared by the Contractor at his
own expenses. Where such approved deviation necessitates a different quantity and
arrangement of materials and equipment from the originally specified or indicated in the
drawings, the Contractor shall furnish and install any such additional materials and equipment
required by the system at no additional cost.

Equipment catalogues and manufacturer's specifications must be submitted for the endorsement
of the Engineer before any equipment is to be ordered.

This shall include all information necessary for the Engineer to ascertain that the equipment
complies with this Specification and drawings. Data and sales catalogue of a general nature
will not be accepted.

1.5 Packing, Storage and Protection

Any items suffering from damage during manufacture, or in transit, or on site whilst in storage
or during erection shall be rejected and replaced without extra cost to the Client.

The Contractor shall also apply an approved protective crating or fix some other protective
material to the materials, equipment components and accessories so as to protect them after
installation. In the event that the Contractor fails to do this, the Contractor shall repair to the
satisfaction of the Engineer or supply free of all charge any replacement required to substitute
any part of the materials, equipment, components and accessories which may have been
damaged in whole or in part as a result of such failure, as directed by the Engineer and shall
without prejudice to such other liabilities under this Contract, pay for all expenses and
outgoings of the Client incurred in respect of the removal and disposal of the damaged parts and
the installation of the substitute parts.

The Contractor shall also ensure that all plant and equipment are correctly maintained when
installed on site prior to their actual setting to work. In particular, major plant such as pumps,
boilers, fans and the like shall have long term storage warranty maintenance whereby they are
prepared for long term non-use by the supplier/or his agent, and a programme of regular
maintenance is included in the Contract. This will include turning of motors, activation of
electrical heaters and the like. A schedule for the submittal of shop drawings and samples must
be submitted within 1 month after award of Contract.

The Contractor shall be entirely responsible for all apparatus, equipment and materials
furnished by him in connection with the Works and special care shall be taken to protect all
parts therefore in such a manner as may be necessary or as directed.

UNOPS General Specifications

Protection shall include covers to prevent, grit, plaster or other foreign substances from entering
the working parts of machinery or equipment and special care shall be taken to keep all open
ends of pipes, conduits, etc., closed while in storage or in the course of erection.

All materials and equipment supplied under the Contract must be complete, intact and in good
order.
The Contractor shall take precautions to avoid causing unnecessary damage to the work of other
trades and, in particular, when installing heavy loads.

The Contractor's workmen will be required to conform to the general regulations governing
personnel on the site and must keep to the working space allotted to the Contractor.

1.6 Engineer's Endorsement

No comment or failure to comment on or any other act or omission by the Engineer relating to
the Specification and nothing contained in the Specification shall constitute an instruction or
otherwise impose upon the Client or relieve the Contractor wholly or partially of any duty,
liability or obligation whatsoever provided that the Contractor shall comply with instructions
issued by the Engineer which relate to the production of information as applicable to the
contents thereof.

1.7 Samples

Within one month following the award of the Contract, the Contractor shall submit for approval
one set of labelled samples as follows:

• Pipe fittings and valves;


• Pipes;
• Pipe sleeves;
• Pipe supports.
• Any item requested by the Engineer, and/or stated in this Specification/ Drawings
elsewhere.

The Engineer reserves the right to require samples which show the fabrication techniques and
workmanship of component parts, and the design of accessories and other auxiliary items,
before any installation work proceeds.

The Contractor shall submit to the Engineers for endorsement manufacturer's specification and
installation instructions for trade products.

1.8 Submissions

All submissions must be made early enough in the Contract to enable the Engineer to fully
check such items prior to ordering. Generally, a period of atleast three weeks will be required
from the receipt of the complete submissions for the Engineer to provide his comments. The
Contractor shall ensure that these submissions are made at least two months before any
equipment requires to be ordered to meet the Construction Programme.

No claims for extension of time or additional costs shall be entertained as a result of the
Contractor's failure to make his submissions in time, which may result in the delay of the
completion of the project as a whole. The Engineer's decision as to what constitutes compliance
with requirements and suitability shall be final and binding; the true intent and meaning of the
Contract being that the whole of the Contract Works shall be completed to the satisfaction of
the Engineers.

No rejected item shall be considered as a reason for failure to meet the completion date of the
project.

1.9 Shop and As-Built Drawings

The Contractor shall submit for the Engineer's approval shop drawings in a timely manner
according to the Construction Programme. Within 30 days of being notified of the intent to
award the contract, Contractor shall submit the submission programme for approval. The
submission programme shall include the following details:

• Proposed submission dates


• Proposed approval date to meet the installation and authorities submissions'
programme.

The shop drawings shall be dimensioned and shall include the following:
• Schematics;
• Plans
• Sections and elevations
• Schedule and details

The shop drawings and as-built drawings are intended to be used as the basis for submission to
the local authorities and must be of sufficient detail to satisfy the authorities' requirements to the
approval of the Engineer.

The shop drawings shall show all location of equipment, pipes, valves, strainers, cable,
conduits, joints for pipes and wiring, anchors, supports, hangers, test points, measurement
instruments, and the like and also all deleted services in the case of Addition and Alteration
Works.

Shop drawings for endorsement shall be submitted in sepia form with one print.

As-fitted or as-built drawings shall be similarly submitted on completion prior to them being
incorporated in the maintenance manuals and shall indicate all services deleted and also any
deviations from shop drawings. A sepia form of the as-built drawings shall be submitted to the
Engineer for record.

During the preparation of working drawings, the Contractor shall ensure complete co-ordination
of services installed by all parties. Maximum headroom and minimum installation space shall be
maintained at all points. Where headroom or space conditions appear inadequate, the Engineer
shall be notified before proceeding with installation.

Where directed by the Engineer, the Contractor shall without extra charge, make reasonable
modifications in the layout as needed to prevent conflict with work of other trades and for the
proper execution of work.

Working drawings and/or descriptive data shall cover complete details for the following:

a) Construction, size, arrangement, operating clearance, performance characteristics and


capacity of all specialties, together with sufficient engineering data to indicate
compliance with the Specification.

b) Sleeves, insert outlets and proposed piping, ductwork, trunking installation layout.

c) Wiring diagrams.

Approval of the Contractor's submission does not constitute a complete check but indicate only
that the design, general methods of construction and detailing is satisfactory. Approval does not
relieve the Contractor of his contractual obligations and responsibilities. The Contractor shall
be responsible for discrepancies, errors or omissions, details on drawings and other
documentation supplied by him.

1.10 Coordination Between Trades

The Contractor shall liaise with all the tradesmen who will be carrying out other services work
on the Site, prior to the commencement of actual installations, so as to ensure that the work of
all trades will be co-ordinated. Where works by other trades are to occupy the same pipe and
duct space and ceiling void, care must be taken to leave clear access for sequential future
provision of these services within builder's work shafts, plant rooms and false ceilings, etc.

The services and plant arrangements shown on the Tender Drawings accompanying the
Specifications are intended to indicate the layout to be generally adhered to, but the actual route
of services shall be such as will ensure the nearest possible arrangement and properly co-
ordinated with other services. Certain drawings are diagrammatic and are to be interpreted as
such, making due allowance for site conditions.

If any modifications are required due to any particular site conditions, then such details shall be
forwarded to the Engineer for approval. The whole installation shall be to the complete
satisfaction of the Engineer.

The Contractor shall obtain the latest technical information, details and layouts of other services
and latest architectural and structural drawings and shall complete co-ordination which shall be
reflected in his working drawings and actual installation.

The Contractor shall provide technical information, details and layout of his installation to other
Sub-Contractors for smooth execution of works on site.

The Contractor shall be responsible for costs of taking down installed works, re-fixing, etc., as a
result of his lack of and/or improper co-ordination and co-operation with the other
trades/contractors.

1.11 Site Supervision

The Contractor shall keep on site at all times while work is in progress an efficient foreman,
besides the Project Engineer/Coordinator empowered to receive and carry out instructions on
Site. The foreman shall not be changed without prior approval of the Engineer. A site
draughtsman shall be kept on site to facilitate prompt issue of shop drawings. The name and
qualifications of the site foreman whom the Sub-Contractor proposes to appoint shall be
submitted to the Engineer prior to appointment and the Engineer shall have the right to approve
or reject the proposal.

The Contractor shall engage sufficient qualified and experienced site staff to execute the works.
Registered and licensed tradespersons shall be employed under the direct employment of the
Contractor and shall be full time on site to supervise the works if necessary. The Engineer’s
decision as to what constitutes this necessity shall be final and binding. When requested by the
Engineer, sufficient draughtsmen shall be kept on site to facilitate prompt issue of shop
drawings.

1.12 Setting to Work

As soon as practicable after the completion of any section of the installation, the Contractor
shall, when so required by the Engineer, to clean out all plant spaces, remove all rubbish under
his control (rubbish etc. caused by the Contractor or his sub-contractors must be removed) and
generally leave the particular portion of the installation and the access ways thereto in a tidy and
finished state. The Contractor shall then set such portion of the installation to work, adjust all
regulators, controls, etc. and set and adjust the system so that it complies with the Specification
requirements.

In cases where the construction programme is such that the Contractor will need to return for
the purposes of regulation, adjusting, etc. to portions of the buildings which by that time may be
in the occupation of the Client, the Contractor shall allow in his tender accordingly and shall
take all necessary precautions against damage when working in such areas.

1.13 Results of Tests

If the test results show that the plant and equipment is not functioning in a satisfactory manner
or providing the requirements of this Specification, the Engineer shall decide whether this is due
to incorrectness of work by the Contractor. If this be the case, the Contractor shall, when called
upon, carry out at his own expense such alterations, replacements and adjustments as may be
required, to the Engineer’s complete satisfaction. The Engineer's decision as to what constitutes
a satisfactory test shall be final.

1.14 Completion Certificate and Acceptance Procedure

The Contractor shall adhere to the sequence of operation and handover described below:

a) The Contractor shall submit the details of the commissioning engineers whose
qualifications must be to the satisfaction of the Engineer. The Engineer reserves the
right to reject any unsuitable person.

b) The installation shall be 'Practically Completed following satisfactory commissioning


and the submission of the completed final commissioning data, and the Contractor will
be duly issued a Certificate of Completion. This in effect starts the Maintenance Period.
It is solely the Contractor's responsibility to ensure that all plant/equipment shall have
their respective warranty commencing from the same date as the Maintenance Period
and this warranty shall be extended by the respective equipment/plant supplier directly.

c) A joint inspection will be held among the Client, Engineer and Contractor to establish
an outstanding works and defects list. All outstanding works/defects, shall be
completed within one month from the date when the Certificate of Completion was
issued.

d) If, at the end of the one month's period from the date of issuing the Certificate of
Completion, any defects/outstanding works mentioned in the list still exist, the
Engineer is empowered to appoint a body to rectify all defects/outstanding works and
deduct the cost involved from the retention money.

e) One month before the end of the Maintenance Period, a final defects inspection will be
made and the Contractor has one month to clear the final defects before release of the
retention money.

Before the works shall be deemed to be completed, the following must be completed:

a) Five sets of approved Operating Instructions Service Manuals, Test Data and "As-
installed" drawings must be supplied.

b) The Client or his representative must be fully instructed in the operation of the system.
A written acknowledgement from the Client shall be required.

c) All tools, spares, drawings and test data must be handed over. A written
acknowledgement from the Client shall be required.

Before the works shall be deemed to be finally completed, the following must be
completed:

a) All items of defects arising out and during the maintenance and guarantee period shall
be made good to the satisfaction of the Engineer.

b) The Contractor must submit to the Engineer Certificates of Approval from all
Authorities having jurisdiction over the installation.

1.15 Maintenance Period

During the Maintenance Period, the Contractor shall provide a 24-hour 'call out' service
whereby at any time the Contractor shall dispatch skilled personnel to repair any equipment that
has broken down.

Immediately answering the breakdown calls, whether true or false, the Contractor shall attend to
such calls within a maximum time limit of 6 hours during night and 2 hours during daytime of
receiving such calls.

UNOPS General Specifications

During the Maintenance Period, the Contractor shall at his own cost remedy and make good
with all possible speed any faults or defects in the Plant or Works, in the opinion of the
Engineer, due to faulty materials, workmanship or design. The Contractor shall indemnify the
Client and/or the Main Contractor against any damage or injury to the Building contents and/or
occupants arising as a result of such faults or defects.

1.16 As-New Condition

At the time of handover of the Contract Works after the Maintenance Period, the whole
installation shall be in ‘as-new’ condition. The Contractor shall, during the course of the
Contract, protect all plant and equipment and shall restore/repaint as necessary before
completion of the Contract.

1.17 Regulations

Unless expressly stated to the contrary, all materials and equipment supplied by the Contractor
shall comply with the applicable provisions of the British Standards.

Where a standard is referred to, that standard shall be the latest published edition thereof, unless
otherwise stated.

Where the Contractor's standards differ from those specified but comply with the standards of
the country of origin, the deviations shall be clearly indicated and the relevant published
standards shall be included in the tendering documents. Such deviations shall be cross-indexed
with the published standards.

The Contractor in carrying out the works described in this Specification shall comply in all
respects with the requirements of as required by Local Authorities;

a Code of Practice on Sanitary, Plumbing and Drainage Systems;


b Sewerage Procedures and Requirement;
c Code of Practice on Environmental Health;
d The Building Control Division, Public Works Department;
e British Standard Codes of Practice;
f National Plumbing Codes Handbook of USA.
g Any other Local Authorities having jurisdiction over the installation of plant and
equipment;

1.18 Cutting, Drilling, Chasing and Making Good

The Contractor shall carry out all cutting, drilling, chasing, etc. necessary for the installation
unless specifically stated otherwise.

Structural members shall not be cut or drilled without the prior written approval of the
Engineer.

Chasing of brickwalls shall be carried out by means of carborundum disc saws, unless directed
otherwise by the Engineer on Site.

A minimum cover of 6mm from the finished surface shall be provided together with a minimum
spacing of 10mm where more than one pipe/conduit is placed in the chase.

Where chases greater than 75mm in width are made, the Contractor shall provide expanded
mesh fixed over the full length and width of the chase to the approval of the Engineer.

Making good to wall chases will be carried out by the Contractor.

Sleeves, fastenings, fixings, etc. provided by the Contractor will be built in.

The weatherproof overflahsing of all roof and external walls openings shall be provided by the
Contractor. The Contractor's requirements shall be approved and shall be submitted to the
Engineer in drawing form.

All opening shall be properly executed by the Contractor.

All openings are required to be sealed up after the installation, the Contractor shall provide all
labour and materials to carry out the sealing works.

1.19 Cleaning

The Contractor shall be responsible to progressively remove surplus packing materials, waste
materials and other refuse from the particular area in which he is working. This rubbish must be
completely removed from Site. Components which have temporary preservative grease or paints
shall be cleaned upon erection and the completion installation shall be cleaned up to the
satisfaction of the Engineer.

1.20 Setting Out

The Contractor shall set out all lines and levels for the Works and shall follow all directions of
the Engineer for modifications of same made necessary by the co-ordination of these with other
work of the Contractor.

The positioning of equipment as shown on the tender drawings shall be considered as


approximate and diagrammatic only and these drawings shall not be used for exact setting out.

The Contractor shall thoroughly examine the Specification and drawings, check up all figured
dimensions immediately after the Contract is awarded, and obtain such measurements and
information as may be required to carry out the Works.

1.21 Warranties

The following warranties are required from the Contractor:

a) The Contractor shall warrant that the capacity, rating or duty of all equipment used in
the installation shall not be less than the stated figures, when operating under the
specified conditions. Any requirement found wanting in this respect shall be replaced
entirely at the Contractor's expense.

b) The Contractor shall warrant that the mechanical and electrical services equipment
when installed and operated in accordance with instructions supplied, will be capable of

performing the duties as shown on the Drawings or Specifications.
