1. SCOPE
1.1 This Procedure describes how Construction Support Civil Section in both Athens and Abu
Dhabi prepare tender method statements. It also defines the responsibility of the Project
Coordinator(s) allocated to the tender and the interfaces with the Sales, Estimation and
Proposals (Civil) Department and other CCC departments.
1.2 The Procedure applies to all tenders for which the assistance of the Construction Support
Civil Section is requested. In the event of joint ventures, this procedure will apply when
CCC is the Leader and may apply internally where CCC is not the Leader.
1.3 Individual method statements issued after Contract award to describe the methodology
for specific construction activities during the execution phase of the project are out with
of the scope of this present procedure.
2. PURPOSE
The purpose of this procedure is to describe the process to be followed by all CS Civil
staff in the preparation of tender method statements for civil works, buildings and marine
work tenders.

Tender Method Statement: A tender submission document that defines how CCC
proposes to construct the Works in the event of a
Contract award. Usually it contains specific requirements
regarding Method Statements / construction
methodology as defined in the tender documents.
Tender Board The final estimate review meeting. This is a tool for
recording all decisions regarding an estimate and
proposal.
5. RESPONSIBILITIES
5.1 The Assistant Vice President (AVP) Construction Support (Civil) has responsibility for
maintaining this procedure.
5.2 The allocated Senior Project Coordinator has responsibility for adhering to this procedure
during the preparation of tender method statements.
5.3 A Senior Project Coordinator who has not written the method statement and/or the AVP
Construction Support (Civil) is responsible for reviewing the method statement prior to
issue to SPC Department.
6. PROCEDURE
6.1 Tender documents are received by the SPC Department, allocated an Estimate Number,
uploaded and uploaded on VBC.
6.2 SPC Senior Document controller sends VBC link to the relevant department heads
involved in the tendering process (including AVP Construction Support (Civil) and
Department Head CSC AO).
6.3 CSC Department Head in AO reviews the documents to ascertain the Client’s
requirements in respect to tender Method Statement or construction methodology.

6.4 If assistance is required from CS(C) the AVP Construction Support (Civil) will allocate a
Senior Project Coordinator to work on the tender. For large tenders, more than one Project
Coordinator may be allocated who will work under the leadership of the allocated Senior
Coordinator.
The allocated Project Coordinator will be the primary point of contact within CS (C) for the
SPC Department. Contact with other members of the CSQM working on the method
statement, i.e. Technical Studies Section, will be made with the allocated Project
Coordinator’s knowledge.
6.5 Tender documents and drawings will be reviewed on VBC and printed off as required.
6.6 The Project Coordinator will study the documents and drawings that form the tender
enquiry to determine the Client’s requirements regarding the tender Method Statement
and particular technical requirements.
6.7 At this stage the Senior Project Coordinator will prepare an action list outlining the scope
of work for the preparation of the Method Statement and this must be the basis for full
agreement on the scope for the Coordinator and must be agreed with the Proposals
Leader.
6.8 The Proposals Leader confirms the names of all parties working on the tender from the
various departments.
6.10 The SPC Document Controller responsible for the tender, under the direction of the
Proposals Leader must ensure that the relevant parties working on the tender are kept
appraised of any updates on the tender in terms of correspondence received, drawing
updates, tender query responses etc.
6.11 Departmental colleagues with specialist knowledge relevant to the tender will be
consulted by the Senior Project Coordinator for input as required.
6.12 The Senior Project Coordinator will liaise with the allocated Planning Engineer, QA/QC
Specialist, Proposals Manager, Proposals Leader, EPSO Procurement Department,
Engineering Department, HSE Department, and PMV Department as required throughout
preparation of the Method Statement.
6.13 If required, after obtaining agreement from the Proposals Leader, further contact will be
made with suppliers and subcontractors to invite their contribution to the Method
Statement.
6.14 For design-build and joint venture projects, the Project Coordinator will work with
designers and joint venture partners during preparation of the Method Statement.
6.15 Upon completion of the Method Statement it will be forwarded to another Senior Project
Co-coordinator and or AVP Construction Support (Civil) for review prior to issue to the
SPC Department for inclusion in the Technical Section of the Tender Submission.

6.16 Once the Technical Submission is completed in its entirety (inclusive of Method Statement
and other parties’ input) the Proposals Manager / Proposals Leader responsible for the
Tender shall forward a copy to the relevant Document Controller for uploading to the VBC
“Construction Technology” Dashboard, thus allowing a data base of completed Technical
Submissions to be compiled for future reference. It should be noted that this proposed
procedure applies to the technical part of tender submissions and does not include the
commercial sections of tender submissions.
