As is apparent, the $18 trillion U.S. economy relies heavily on a far-reaching network of infrastructure
from roads and bridges to freight rail and ports to electrical grids and internet provision. However, the

that delays and rising maintenance costs are holding U.S. economic performance back.

Alan grew up in Harris County,
and after graduating from
Georgia Tech he returned to
Houston to work as a private
civil engineering consultant,
designing and managing primarily
public works projects. After
13 years as a private consultant, he moved to Harris
County Flood Control District in 2008, starting first as
a project manager, and has since guided engineering
design projects at the Department and Division levels.
Today Alan serves as the Director of Operations, with
oversight of the planning, engineering, construction and
maintenance of all Harris County Flood Control District
projects.

Anthony Andrews, PE, PMP is a

Charge application and managing the airport’s pavement
management program. He is a member of the American

Institute. He’s an avid basketball player with bad
knees, but he still loves the game. He is blessed with
a wonderful wife that teaches and three nearly grown
children with the last one recently deciding to become an
engineer.

Audrey as the first Manager of Innovation and
Performance Analysis for Shelby County Government
in Tennessee. There she is responsible for transforming
government, talent, transportation, and IT to better
serve the citizens of Shelby County. As a founder of
businesses, Audrey has led, raised capital, and scaled
businesses including most recently CodeCrew, a code
school exposing underrepresented children in Memphis
to computer science skills where she presently serves
on the board. With a passion for talent development
Audrey serves on the boards of Veritas College Prep,
STS Enterprise, and LITE Memphis. She is a New
Memphis Institute and Leadership Memphis Fellow.
She has been recognized globally by the BBC during
their “100 Women” series documenting her in “Young,
geeky and black in Memphis”. Audrey was named one
of the “185 Black Women in Tech to Follow” for her
work as a tech inclusion advocate and evangelist. More
recently she was featured in a national ad campaign for
Prudential Insurance, “The State of Us”, highlighting her
entrepreneurial contributions to making Memphis one
of the cities with the highest rate of female business
ownership.

Prior to Booz Allen, David spent over three years at

President George W. Bush and confirmed by the Senate
as Director of the National Institute of Justice (NIJ), the
office that conducts research for the criminal justice
community. Previous to NIJ, he was appointed Deputy
Assistant Attorney General in the Office of Justice
Programs, where he was responsible for policy to help
improve public safety through federal, state, and local
partnerships. From 2003 - 2005, David was Director
for Local Coordination at DHS, serving as liaison to the
nation’s cities and counties.
Before leaving for Washington, David spent nine years
working in local government in Harris County and
Houston, Texas. He served as Chief of Staff to County
Judge Robert Eckels, managing and promoting policy
initiatives in the areas of transportation, economic
development, and emergency management, among other
areas. He also served as Senior Aide to a Houston City
Council Member and the City Controller. David holds a
Ph.D. in International Relations from Tulane University
and a B.S. in Economics from Texas A&M University.

Eric is a proud graduate of the
University of Oklahoma’s Aviation
Department. Upon completion
of his degree in 2008, Eric
started his aviation career as
a flight instructor/charter pilot
for the University of Oklahoma
where he taught for three years before moving to the
Dallas area. Eric continued instructing and flying charter
with Monarch Air, based at the Addison Airport. As a
professional pilot, he logged over 2,100 hours in the air,
most of it as pilot in command. In 2011, Eric started his
airport management career working for the City of Dallas
at Dallas Love Field. In 2013, he accepted the position
of Airport Operations Manager with the City of McKinney
at McKinney National Airport. In 2015, Eric earned
his Certified Member (C.M.) status with the American
Association of Airport Executives (AAAE) and was
named to the “Top 40-Under-40” list by Airport Business
Magazine for his contributions to the aviation industry. In

Our founding principal began his career at a national,
full-service civil engineering firm in both Houston &
Dallas, Texas. Mr. Burns worked in the infrastructure,

Regional Airport. Paul took over the role of Director in
October of 2018.
While a working for the Police Department, Paul served
as a member of the honor guard, bicycle patrol, SWAT
Team, Crisis Negotiations Team, Criminal Investigations
Unit, Special Projects Investigations Team, Field Training
Program and Accident Reconstruction Unit. At the time
of his retirement, Paul was the Commander of the Crisis
Negotiations Team, the State President for the Crisis
Negotiators of Oklahoma and the founder and program
coordinator of the department’s Community Outreach
Program. Paul also served as the airport law enforcement
liaison, helping develop emergency response plans and
train Payne County Law Enforcement on responding to

As one might imagine, it is not a typical career
progression for a police officer to become an airport
director. Paul’s love for aviation started at a young age
where he spent many weekends at the airport watching
his dad earn his private pilot’s license or going to air
shows. In 2012, Paul earned his Master Degree from
OSU in Aviation and Space and was asked to be an
adjunct professor for the OSU Aviation Education
Department. Paul enjoys teaching and continues to teach
classes in Aviation Accident Investigation, Legal and
Regulatory Issues, Analysis of Security Countermeasures
and Airport Security Networking.
Paul currently serves as the Secretary for Oklahoma
Airport Operators Association, sits on the Policy Board
for the US Contract Tower Association, is on the board
for the national Academic Relations Committees for the
American Association of Airport Executives (AAAE) and
is the Chair of the Southwest Chapter AAAE Academic
Relations Committee. Additionally, Paul is the co-advisor
of the OSU Student Chapter of AAAE. Paul also sits on

Recovering from Harvey and Building Resiliency
Harris County Flood Control District sustained more
than $100M in damages to existing infrastructure as
a result of flooding from Hurricane Harvey. Navigating
the federal programs to both recover from the flood and
build resiliency into the District’s stormwater conveyance
infrastructure has seen both measured success and
challenging timelines. When county voters passed a
$2.5 Billion bond election in 2018, HCFCD was able
to jump start the recovery and resiliency process and
exponentially increase CIP spending while it waits for
additional federal funds to catch up.

The Effects of Harvey on the Wastewater
Infrastructure
Houston Water’s Wastewater Operations Branch (WWO)
has 39 treatment plants, 6200 miles of sewer lines
and 383 lift stations to collect, treat and return water
to Houston’s bayous. After a disaster like Hurricane
Harvey, where the world was watching, Houston Water’s
to citizens by helping to ensure water and wastewater
services were not severely interrupted. The devastating
results: 18 of 39 wastewater treatment plants
underwater; electrical circuits and equipment completely
soaked; 30 percent of the collections system totally
flooded for nearly a week; 81 lift stations completely
submerged; and a non-pressurized sewer system turned
into a pressurized system by the storm, breaking pipes
and joints Houston’s wastewater system is one of the
nation’s largest, and continues to repair and recover its
wastewater infrastructure.

SH288 Toll Lanes Project in Harris County
On March 4, 2016 TxDOT entered into a 52-year term
Comprehensive Development Agreement with Blueridge
Transportation Group, LLC to develop, design, construct,
finance, maintain and operate a 10.3-mile segment of
State Highway State Highway (SH) 288. The Project
includes adding four tolled lanes (two tolled lanes in each
direction) within the existing median, adding eight new
tolled direct connectors at Beltway 8, new tolled direct
connectors connecting SH 288 to Holcombe Boulevard
near the Texas Medical Center and the reconstruction
of the interchange of IH 610 and SH 288. SH 288
traverses Harris and Brazoria Counties between Houston
and Freeport and provides a vital route for commuters,
freight and commercial trucking. The portion of SH 288
south of Beltway 8 serves as a hurricane evacuation
route.

North Houston Highway Improvement Project
The North Houston Highway Improvement Project
(NHHIP) reconstructs and expands I-45 from Beltway
8 to Downtown Houston, as well as reconstructs and
expands I-10 and I-69 around downtown. The needs of
the project corridor are many as serves the fourth largest
city in the nation. Congestion levels are currently high
and projected population and employment increases
the corridor. The purpose of the NHHIP is to improve
safety by upgrading these highways to current standards,
reducing congestion and increasing mobility. The NHHIP
will preserve the interstate system by reconstructing
aging infrastructure and increasing operational efficiency
by separating through highway movements from local
movements.

(East) between SH 225 and IH 10. The selected firm
