1. In preparation to the 2019 Regional Festival of Talents, this Office announces the
conduct of the 2019 Festival of Talents in different levels, categories, venues and
dates.

3. Announcement of winners:
a. Only top three (3) in each contest category shall be awarded during the
awarding ceremonies to wit First Place, Second Place and Third Place.
b. Trophies/medals/certificates of award shall be given to the First, Second
and Third place winners.
4. Opening program shall be held at Calamba City School for the Arts (CCSA) at 8:00
am. It is expected that all participants will attend the opening program before
proceeding to the assigned venue.
5. Registration fee, transportation, food, and other incidental expenses relative to this
activity shall be charged against local school funds e.g. canteen funds, students and
faculty share, subject to the usual accounting and auditing rules and regulations.

a. The formulation of test questions at the local and national levels shall be based on the
following Population Education Core Messages/Key Concepts:
• Family Life and Responsible Parenthood
• Gender and Development
• Population and Reproductive Health
• Population, Environment, Resources, and Sustainable Development
b. Review materials for the Pop Quiz will be provided by Department of Education (DepEd)
or Commission on Population;
C. During the quiz, participants will be provided with whiteboard, markers and erasers.
d. English or Filipino will be used as the official language in the conduct of the quiz.
e. Participants will be given a total number of twenty (20) questions, of which six (6) are
"easy," seven (7) are "average," and seven (7) are "difficult."
f. Points for every correct answer will be given as follows:
One (1) point shall be given to correct answer for each "easy" question, Two (2) points
for each "average" question, Three (3) points for each "difficult'' question
g. Participants shall be given ten (10) seconds to answer each question. For questions that
require computation, participants shall be given a maximum of thirty (30) seconds.
h. The quizmaster will only read each question twice. Countdown will start after the
question has been read the second time and the quizmaster says GO. When the
quizmaster says "STOP "or "TIME IS UP.", contestants must raise their answers to the
audience and to the Board of Judges until such time that the Proctors have verified or
confirmed the answer. A general reminder will be given to all. However, if the contestant
still violates, his /her answer shall not be considered.

k. In case of a tie, a clincher question drawn from the "difficult" category shall be asked
until a winner emerges.
l. In case of a protest or inquiry during the actual quiz proceedings, the following
procedures shall be observed:
• Only the contestant or the official coach of the participant is allowed to raise a
protest or inquiry before the next question is read. The protest or inquiry will be
addressed orally to the chair of the board of judges who will recognize the
protest or inquiry.
• The chair will announce the decision upon deliberation with the members of the
board of judges.
m. The decision of the Board of Judges is final.

I. Event Rules and Mechanics
A. The theme of the showcase will be announced on the actual day of the skills
exhibition.
B. The order of the presentation shall be determined through draw lots. This will be
done during the registration.
C. The jingle must be an original composition highlighting the theme. Lyrics must be in
English.
D. Performance must be done in acapella within two (2) to three (3) minutes.

Mechanics
1. There shall be one (1) contestant per region-ages nine to eleven (9-11).
2. The medium of instruction to be usedis Ar,a6ic language.
3. There shall be three (3) rounds: easy, average and difficult. Each item will be given the
following points: Easy- 1 point, Average- 2 points, Difficult- 3 points.
4. There shall be ten (10) words for each round, 3 syllables for easy, 4 syllables for average
and 5 syllables for difficult round.
5. Each word shall be read twice. The contestant shall write their answer in nuskhah in
cursive form within ten (10) seconds for easy round, fifteen (15) seconds for average
and thirty (30) seconds for the difficult round on the meta strips provided. The
contestant shall start writing after the word "iiktubu" andimmediately raise their meta
strips after the buzzer.
6. The scores shall be summed up after each round.
7. In case of appeal, the contestant may raise the question/clarification immediately after
the item before the next word is read. Queries/clarifications done after the entire
contest shall not be entertained.
8. The top three (3) contestants with the highest points win. In case of a tie, clincher word
shall be given and the first contestant to give the correct spelling shall be declared the
winner.

Mechanics
1. There shall be one (1) contestant per region ages six to eight (6-8), male or female.
2. During the contest proper, contestants shall be seated at the designated holding area to
refrain them from seeing the process undergone by the contestant on stage.
3. The facilitator shuffles the twenty-eight (28) letters and each participant is given one (1)
minute to identify the letters.
4. One point is given for every letter correctly identified.
5. There shall be one (1) timekeeper, one (1) videographer and three (3) judges: the
timekeeper signals the start and the end of the time, the videographer records the
proceedings and the judges determine, validate and tally the number of the letters
correctly identified.
6. The top three contestants with the highest number of correctly identified letters within
one minute shall be declared winners. In case of a tie, the contestant with the shortest
time used to identify the letters accurately shall be declared the winner.

The conduct of the school/ division level shall be done on a weekend to conform with
DepEd Order No. 7, s. 2019 (Calendar of School Events and Activities For SY 2019-
2020). The school and division level STF should refer to Enclosure No. 3 for the
schedules of the competition.
The following are the forms and manuscripts to be submitted in ALL levels of the
competition:

Project of proponents should have been screened by the Institutional Review Board
(IRB) / Scientific Review Committee (SRC) at the school-level. All school level winners
must be certified by the division SRC to join in the division-level fair.
The Division Science/Mathematics Supervisor shall be a member of the BOJ who shall
determine the school/ division winners of the different categories and fair divisions.
With the exception of RSHSs and PSHSs, students of both regular and science high
schools of private and public high schools shall participate in the division-level STF.

Winners at the school level shall be officially endorsed to the division office for the
division-level. Likewise, the division-level winners shall be officially endorsed to the
regional office.
Regional Level·
The first place winners at the division level in both clusters shall be properly scrutinized
by identified members of the SRC for the regional level competition.
The official list of the first place winners at the regional level, report on the conduct
of STF, hard and soft copies of the manuscripts and other necessary documents shall
be officially endorsed by the Regional Office to DepEd Central Office through the
Bureau of Curriculum Development. The soft copies must be saved in the CD
containing six (8) folders representing the eight projects from each category. Each
folder must contain the manuscripts in Pdfformat and another folder containing all the
required forms including the the research logbook.

National Level
The Finalists approved by the National SRCs of the eight (8) categories shall represent the region
to the national-level STF to be conducted on February 10 to 14, 2020
at a venue to be announced later.
Furthermore, the final results of the deliberation of the National SRC's and the National Board
of Judges will be final and irrevocable.
Science research projects must conform with international rules and standards published by
the Society for Science and the Public, the International Rules for Pre-college Science
Research: Guidelines/or Science and Engineering Fair 2020. Each project is expected to
have a Research Adviser and an Institutional Review Board (IRB) or a Scientific Review
Committee (SRC).
The research project should cover a maximum of twelve (12) continuous months from January
2019 to December 2019.
Ethics Statement. Scientific fraud and misconduct is not condoned at any level of
research or competition. Plagiarism, use or presentation of other research's work as
one's own and fabrication of data will not be tolerated. Fraudulent projects are
disqualified from the competition.

The project display using photo paper summarizes the research project and must
focus on the proponent's work for this year's study, and if applicable, with only
minimal reference to previous research. Tarpaulins will not be used in the NSTF in
support of the environmental advocacy of the government in reducing the
consumption of non-biodegradable or non-recyclable materials.
The safety regulations that must adhere to or should be consistent with the
guidelines found on page 27 of the ISEF guidelines
(https: //sspcdn.blob.core.windows.net/files/Documents/SEP /ISEF /2020/Rules/
Rules~Onlv.pdf).
The following items should be seen in the project display: Abstract, Background,
Objectives, Significance, Methodology, Results and Discussion, Conclusion,
Recommendations, Bibliography and if applicable, Photo Credits (including
illustrations and graphics).

Investigatory papers that were reviewed by the national SRCs in the past years were found
to have inadequacies in the content, particularly in the areas cited below. To ensure that
the investigatory papers are of good quality, students must adhere to the guidelines shown
below. These can be found in the Guidelines and in the Student Handbook and Research
Plan Instructions published in the website (https:/ /www.societyforscience.org).
I. Research Plan: (This is compiled separately from the rest of the investigatory paper):
All projects should include the following:
C. Description in detail of method or procedures (The following are important and key
items that should be included when formulating ANY AND ALL research plans.)
• Procedures: Detail all procedures and experimental design to be used for data
collection.
• Data Analysis: Describe the procedures to be used to analyze the data/results
that answer research questions or hypotheses.
D. Bibliography: List at least five (5) major references (e.g. science journal articles,
books, internet sites) from your literature review. If you plan to use vertebrate
animals, one of these references must be an animal care reference.
A project data book is your most treasured piece of work. Accurate and detailed notes make
a logical and winning project. Good notes show consistency and thoroughness to the judges
and will help you when writing your research paper. Data tables are also helpful. They may
be a little 'messy' but be sure the quantitative data recorded is accurate and that units are
included in the data tables. Make sure you date each entry.
A research paper should be prepared and available along with the project data book and
any necessary forms or relevant written materials. A research paper helps organize data as
well as thoughts. A good paper includes the following sections.
a) Title Page and Table of Contents: The title page and table of contents allows the reader
to follow the organization of the paper quickly.
b) Introduction: The introduction sets the scene for your report. The introduction includes
the purpose, your hypothesis, problem or engineering goals, an explanation of what

do differently if you repeated this project? What other experiments should be conducted?
f) Conclusions: Briefly summarize your results. State your findings in relationships of one
variable with the other. Support those statements with empirical data (one average
compared to the other average, for example). Be specific, do not generalize. Never
introduce anything in the conclusion that has not already been discussed. Also mention
practical applications.
g) Acknowledgements: You should always credit those who have assisted you, including
individuals, businesses and educational or research institutions. However,
acknowledgments listed on a project board are a violation of D & S Display rules and
must be removed.

IV. Abstract:
The abstract should be 250 words or less. Do not discuss specific aspects of the
research in great detail, including experimental procedures and statistical
methods. Any information that is unnecessary to include in a brief explanation
should be saved for the written research paper or the project exhibit board.

Calamba City Elementary Mathematics Teachers Association (CACEMTA), Secondary
Mathematics Teachers Association of Calamba City (SEMTACC) and Mathematics Senior
High School Teachers Association ofCalamba City (MASHTACC) shall conduct the Division
Festival of Talents in Mathematics 2019 on September 19 - 20, 2019 at Calamba City Senior
High School, Calamba City.
The Division Festival of Talents in Mathematics 2019 with the theme Mathematics:
Man's Everyday Basics aims to promote statistics consciousness among the youth, identify the
most creative and the best students' and teachers' outputs in mathematics and strengthen the
skills of the students and teachers in mathematical content, pedagogy and research.

All contests categories are open to public and private schools of the division.

6. Easy Round will have 10 multiple choice questions, Average Round will have 10 open-
ended questions and Difficult Round will have 5 open-ended questions.
7. Each correct answer for the Easy Round is equivalent to 1 point; 2 points for Average
Round and 3 points for Difficult Round.
8. Before the start of the competition proper, quiz master will perform a roll call of all
confirmed contestants. ·
9. Each contestant must be ready with his/her whiteboard and marker before the start of
the contest.
10. Before a question is read, the contestants must raise their pens or markers up.
11. The quiz master will state the question number and the question twice. Time starts after
the quizmaster will say GO.
12. Questions will be read twice by the quizmaster. A buzzer will be rung at the end of the
time and the quiz master will say "time is up".
13. Each contestant should raise their answer boards and keep them raised until the quiz
master allows them to lower it. Failure to do so will also invalidate the contestants
answer for the question.
14. The quiz master will announce the correct answer for the question. Assigned proctors
will then check the answer boards to determine if the answer is correct. The proctor
will read the number of the contestant who got the correct answer.
In case of protest
15. Only the participant is allowed to make a protest. A protest maybe signified by raising
a red flag. A red flag will be provided to each contestant. All protest shall be referred
immediately to the Board of Judges immediately after the last item in each round or
after item no. 10 question.
16. Any protest given after the reading of the first question in the next round will not be
entertained.
17. The decision of the board of judges is final and irrevocable. The board shall be in
complete control of the contest.
1. The Mathematics Written Quiz Bee is an individual quiz contest in mathematics for
both talented and average pupils/students.
2. The official entry of each school must be a bonafide Grades 3, 6, 9, 10 and 11 students.
3. All the competencies from Grades 1 to 3 will be the coverage for the grade 3 level; for
grade 6, grades 4 to 6 competencies will be the coverage; grades 7 to 9 competencies
will be the coverage for grade 9, grades 7 to 10 competencies will be the coverage for
grade 10; and general mathematics competencies will be the coverage for Grade 11.
4. The participants will be given 2 hours to finish the 50-item written examination.
5. No coaches are allowed to go inside the contest room. Only the assigned proctors are
allowed to go inside.
6. All the coaches must return to the venue after 2 hours because they are the ones to
check the test papers. After a particular coach had checked the test paper, he/she must
sign it to the side of the score and return the paper to the coach of the school he/she
checked to double check. If the coach has no questions about the score of the
participant, he/she must record it to the official recorder of the contest.

1. The competition is open to grade 4, 5 or 6 elementary pupils, JHS and SHS students.

2. A team shall be composed of 10-15 members regardless of gender and age level in each
level.
3. Each team shall perform their piece using their body sounds and movements only. There
shall be no accompaniment of music.
4. Each team shall wear blue denim pants, t-shirt with no schools' identification and rubber
shoes any color.
5. Each team shall strictly observe the "no props (even hand props) police".
6. Each team shall be given five (5) minutes including entrance and exit to make the
presentation. Any excess to the allotted time will mean a deduction of five (5) points from
the total score given by each member of the Board of Judges.
7. The lyrics of the Math Jingle must be in ENGLISH only and must be original. Name of the
school/division/province must not be mentioned in the Math Jingle. The melody may be
adapted or original.

1. This competition is open to all mathematics teachers from elementary, junior high
school and senior high school.
2. The focus of the Completed research must be mathematics - related - content,
pedagogy, strategies, etc. conducted during SYs 2016-2017, 2017-2018, and 2018-
2019.
3. The competition is for oral presentation only. Teacher-participants must prepare a 20
