ORGANIZING THE BARANGAY BASED-INSTITUTIONS MANDATED BY THE LOCAL


GOVERNMENT CODE-DETAILING THE COMPOSITIONS, DEFINING ITS FUCTIONS
AND FOR OTHER PURPOSES

WHEREAS, Section 384 of the Local Government Codes Provides that the Barangay, as basic political
unit of the society, serves as the primary planning and implementing unit of the
government policies, programs, projects and activities;

WHEREAS, the Local government code of 1991, empowers local authorities, including the Barangay
officials, to formulate strategies and create mechanisms that will promote people
empowerment and community participation in local governance;

WHEREAS, in furtherance of the objectives of the Barangay, the Punong Barangay shall establish
the various Barangay Based Institutions (BBIs) mandated by law;

NOW THEREFORE, I ____________________, Punong Barangay of Barangay ________________


do hereby order the organization of the various Barangay-Based Institutions (BBIs),
appointing the member thereof, and defining its functions.

BARANGAY DEVELOPMENT COUNCIL (BDC)


(Legal Basis Section 107, 1991 Local Government Code)
Composition of Local Development Council

The Barangay Development Council (BDC) shall compose of the following;

The Executive Committee of the Barangay Development Council shall be composed of the Punong
Barangay as Chairman, as a representative of the Sangguniang Barangay to be chosen from among its
members and a representative of nongovernmental organizations that are represented in the council.

The Secretariat of the Barangay Development Council shall be headed by the Barangay Secretary who
shall be assisted by the city or municipal planning and development coordinator concerned.

The organized BDC shall perform the following functions;


1. Mobilize people’s participation in local development efforts
2. Prepare barangay development plan based on local requirements
3. Monitor and evaluate the implementation of national or local programs and projects, and
4. Perform such other functions as may be provided by law or competent authority.

BARANGAY DISASTER RISK REDUCTION MANAGEMENT COMMITTEE (BDRRMC)


Legal Basis : 1. RA 10121 : Strengthening the Philippines Disaster Council Capability and
Establishing the National Program on Community Disaster Preparedness
2. DILG MC No. 2006-20: LCEs are encouraged to reactivate their respective LDCC

The Barangay Disaster Risk Reduction Management Committee (BDRRMC) shall compose of the
following;

Each Unit shall have member of Barangay Health Workers & Nutrition Scholars, NGO/PO
Representatives National Service Reserved Corps & Other Volunteer Groups and Leading
Personalities in the Barangays.

A Task Unit shall have a minimum of 5 members for every 5000 population for effective and
efficient disaster response.

The organized BDRRMC shall perform the following functions;


1. Take the lead in the preparation of the LGU Disaster Preparedness Plans;
2. Coordinate LGU efforts on disaster preparedness, emergency operations and recovery and
rehabilitation activities;
3. Conduct Regular Barangay Disaster Risk Reduction Management Committee meetings
BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)
(Legal Basis 1. Mc No. 2003-95 Enjoining the Creation of Barangay Health Response Teams in
All Barangays Nationwide and
2. Regional Mc No. 02 Mandatory Updating of the Registry of Barangay Inhabitants
(RBI) in Supports in Curbing The Rising Incidence of Meals

The Barangay Health Emergency Response Team (BHERT) compose of the following;

Pursuant to Section 394 (d) (6) of the Local Government Code, which mandates the Barangay
Secretary to maintain, update and keep records of inhabitants in the Barangays, enjoins all Punong
Barangays to ensure that the following are carried out:

The Punong Barangay shall organize one (1) BHERT for every 5,000 population in the Barangay.

By the Punong Barangay


1. Undertake quarterly updating of the Registry of Barangay Inhabitants;
2. Activate and mobilize the Barangay Health Emergency Response Team (first initiated during SARS
days);
3. Assist in the identification of areas with the most number of suspected measles cases;
4. Identify the conduct of information campaign relative to the prevention of measles outbreak.

BARANGAY PEACE AND ORDER COMMITTEE (BPOC)


Legal Basis Section , EO 366 (Creation of Barangay Peace and Order Committee);
DILG MC No. 2002-02 ( Strengthening the BPOC); POC MC No. 2002-05

The Barangay Peace and Order shall compose of the following;

The organized BPOC shall perform the following functions:


1. Initiate, coordinate and monitor the implementation of peace and order programs and
projects at the Barangay level;
2. Serve as info-gathering mechanism pertaining to peace and order;
3. Monitor and check the activities of criminal elements;
4. Supervise Barangay Tanods to identifying Barangay constituents with strong deviant
behavior for referral to appropriate authorities;
5. Maintain continuing dialogue, close coordination and rapport with the city POC, the City
Management Coordinating Committee and the law enforcement units operating in the
Barangay;
6. Formulate plan and recommend measures which will improve or enhance peace and order
and public safety in its area of jurisdiction;
7. Supervise, coordinate and monitor the operations of all community - based anti-crime
activities undertaken within the Barangay;
8. Undertake periodic assessment of the prevailing peace and order situation in the Barangay
and submit report with appropriate recommendations to the city POC; and,
9. Perform such other functions which may be assigned by higher POs.

BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC)


Legal Basis ( MC No. 2002-121 Revised Guidelines On The Organization and Strengthening of the Local
Councils for the Protection of Children (LCPC) Incorporating Thereat Early Childhood Care
and Development (ECCD) Coordinating Committees at the Provincial, City, Municipal and
Barangay Levels.)

The Barangay Council for the Protection of Children shall compose of the following;

Members of the BCPC shall elect from among themselves the co-chair

The organized BCPC shall perform the following functions;


1. Foster education of every child;
2. Take steps to prevent juvenile delinquency and assist parents of children with behavioral problems;
3. Adopt measures for the health of children;
4. Conduct capability building projects to increase knowledge and skills in handling children’s
Program;

5. Encourage the proper performance of the duties and responsibilities of parents, and provide
learning opportunities on the adequate rearing of children and positive parent-child relationship;
6. Promote wholesome entertainment in the community, especially in movie houses;
7. Prepare Annual Work and Financial Plan (AWFL) for children and recommend appropriations to
Sanggunian;
8. Provide coordinative linkages with other agencies and institutions in then planning, monitoring
and evaluation of plans for children;
9. Establish and maintain database on children in the Barangay;
10. Advocate for the establishment and maintenance of playgrounds, Day Care Centers, and other
facilities for child and youth development;
11. Advocate for the passage of Barangay resolutions/ordinances responsive to child – related issues
and concerns and ensure the inclusion of children’s program in the executive agenda;
12. Protect and assist children in need of special protection, and refer cases files against child abusers
to proper agencies;
13. Monitor situational reports on children, and prepare quarterly updates relative therewith;
14. Perform such other functions and other child-related laws especially in matters of child and
parent education, health, entertainment etc

BARANGAY ANTI-DRUG ABUSE COMMITTEE (BADAC)


Legal Basis: MC. No. 99-236 : Addendum to MC 98-227 re: Creation of Provincial, City, Municipal
and Barangay Anti-Drug Abuse Councils

The Barangay Anti-Drug Abuse Committee ( BADAC) shall composed of the following

The organized BADAC shall perform the following functions:


1. Plan, strategize, implement and evaluate programs and projects on drug abuse prevention in the
Barangay;
2. Coordinate and collaborate with other institutions implementing programs projects on drug abuse
at the Barangay level;
3. Continuously gather and update data drug abuse and its effect on the peace and order situation in
the Barangay including listing of drug users and pushers;
4. Submit a monthly reports to the City Anti-Drug Abuse Council through the DILG City Field
Office;
5. Refer users and pushers to the police and other institutions for corresponding sanctions,
rehabilitation and/or counseling; and
6. Performs other related functions.

BARANGAY GENDER AND DEVELOPMENT Focal Point System (GFPS)


Legal Basis: Joint Memorandum Circular No. 2013-01 Guidelines On The Localization Of The Magna
Carta Of Women

The Barangay Gender and Development Focal Point System (GFPS) shall composed of the following

The Barangay Secretary shall provide secretariat support to the Barangay GFPS.

The organized GFPS shall perform the following functions:


LGUs shall ensure that all members of the GFPS including elected local officials and department
heads undergo capacity building programs on GAD which shall include but not be limited to: gender
sensitivity training (GST), gender responsive planning and budgeting gender analysis, gender audit
and GAD tools such as Gender Mainstreaming Evaluation, Framework (GMEF), Gender Responsive
LGU Ka Ba (GeRL Ka Ba) Self-Assessment Tool, Harmonized Gender and Development Guidelines
(HGDG) and other succeeding GAD tools.

BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT COMMITTEE


(BESWMC)
Legal Basis: RA 9003 Ecological Waste Management System

The Barangay Ecological Solid Waste Management Committee (BESWMC) shall be composed of the following

The organized BESWMC shall perform he following function:


1. Formulate a community solid waste management program consistent with that of the city. Policies
and plans to implement the program shall include strategies such as but not limited to education,
engineering, enforcement and entrepreneurial;
2. Be responsible for the segregation and collection of solid waste;
3. Establish within the Barangay or cluster of Barangay’s Material Recovery Facility (MRF);
4. Allocate Barangay funds for the program;
5. Organize a Core of Area/Street Coordinators through the conduct of trainings for brgy. residents
segregation, composting, recycling and livelihood opportunities and monitor their implementation
implementation;
6. Integrate the ESWMC in the Barangay Development Plan and /or Annual Investment Program;
7. Find alternate sources of funds, other than regular Barangay Budget; and;
8. Submit a monthly report to the City ESWMC. Copy furnished the DILG Local Field Office.

BARANGAY NUTRITION COMMITTEE


(BNC)
Legal Basis: MC No. 89-47 Organization/ Reorganization of Barangay Nutrition Committees

The Barangay Nutrition Committee (BNC) shall be composed of the following

1. Formulate a Barangay Nutrition Program
2. Coordinate the Nutrition Activities of the Barangay
3. Organized the Barangay Network
4. Prepare a spot map of the Barangay
5. Conduct Operation Timbang (OPT) under the supervision of the Rural Health Unit
6. Organize specific groups to implement nutrition intervention activities and assess progress
7. Hold regular quarterly meetings to monitor programs and performance.

BARANGAY PHYSICAL FITNESS AND SPORTS DEVELOPMENT COUNCIL


(BPFSDC)
Legal Basis: MC No. 2003-33 Reactivation/ Reorganization of Physical Fitness and Sports Development
Councils at all Levels

The Barangay Physical Fitness and Sports Development Councils(BPFSDC) shall be composed of the following

The organized BPFSDC shall perform he following function:


1. Meet at least once a month and plan and formulate a blueprint for the short, medium, and long
term for the sectoral sports based on the National Policy Program of “Sports For All”;
2. Conduct local “Sports Summits” in consultation with public and private entities concerned to
identify and prioritize sports programs and activities ion their respective localities and areas of
concern and to monitor, review, and validate their program;
3. Oversee and ensure the implementation of the physical fitness and sports program and activities in
their respective areas of concern, i.e. DepEd, CHED and TESDA for physical education and school
sports;
4. Disseminate proper information on the national policy and program, including their local
programs to encourage the active participation of their constituents on physical fitness, and sports
activities;
5. Assist in the identification, recruitment, and training of gifted and talented athletes from their
areas to ensure a wide base for the selection of national athletes who will represent the country in
international sports competitions;
6. Submit quarterly report to the Chairman of the PFSDC and furnish a copy of the same to the
Philippine Sports Commission; and,
7. Perform other functions deemed necessary to promote and implement the National Policy and
Program.

BARANGAY HUMAN RIGHTS ACTION CENTER


(BHRAC)
Legal Basis: MC No. 45 -2006

Barangay Human Rights Action Officer __________________ was chosen thru voting by majority of
